This trade war news update for November 5, 2026, covers President Trump’s intent to terminate Rwanda and South Africa from AGOA as of January 1, 2027, Treasury’s Operation Economic Outcast designations against an India–Türkiye maritime fraud network tied to Iranian oil, and Financial Times reporting that sanctioned Russian diesel tankers turned away from the U.S. coast.[1][2][3] It follows the November 4 trade war update; all theaters are on the War Room. Related same-day: Middle East War Update Nov 5 (Outcast detail) and Africa Security Update (AGOA/Africa — when live).
AGOA: Rwanda and South Africa
USTR said President Trump notified Congress and the governments of Rwanda and South Africa of his intent to terminate those countries from the African Growth and Opportunity Act trade preference program as of January 1, 2027.[8] Ambassador Jamieson Greer said USTR led the annual interagency eligibility review and that Trump found the two governments “engaging in practices that are inconsistent with AGOA’s eligibility criteria,” including barriers that undermine American trade and investment and practices that pose a threat to U.S. national security and foreign policy interests.[9] For Rwanda, USTR listed trade and investment barriers, rule of law, political pluralism, worker rights, human rights and national-security concerns; for South Africa, barriers to U.S. trade and investment, corruption and national-security concerns.[10]
Operation Economic Outcast
Treasury, under Operation Economic Outcast, targeted India-based Suniel Kumar Sharma and spouse Jaspreet Preeti Shahid for maritime fraud that supplied false flags and certifications to sanctioned vessels moving Iranian petroleum, including ships tied to Iran’s military and proxies.[11] The same package designated Türkiye-based Fugo Ground Services for ground handling of designated Iranian airlines.[12] Secretary Scott Bessent said: “As we have said many times, under Operation Economic Outcast, you are either with us or against us.”[13] Full designation detail for the Middle East theater is in today’s Middle East War Update.
Russian Diesel Tankers Turn
Ukrainska Pravda, citing the Financial Times, reported that two of the first tankers bound for the United States abruptly changed course — one through the Strait of Gibraltar into the Mediterranean and one toward South America — and no longer show the U.S. Atlantic Coast as destination.[14] The vessels named are the sanctioned Talisman and the Hong Kong-owned, Sierra Leone-flagged Leruo, subject to UK, EU and Canadian sanctions.[15] Direct FT.com access returned HTTP 403 on one attempt; this edition uses the UP relay.[16]
Domestic Affairs
United States
USTR’s AGOA action and Treasury’s Outcast designations keep trade-preference conditionality and Iran sanctions enforcement on the same week’s calendar after the midterms covered yesterday.[17][18]
Africa partners
Rwanda and South Africa face loss of AGOA preferences on January 1, 2027, unless eligibility findings change before that date.[19]

What to Watch
- Congressional notice period and any Rwanda or South Africa response before the Jan 1, 2027 AGOA effective date.
- Further Economic Outcast designations and industry compliance with the false-flag warning.
- Whether more Russian diesel cargoes divert from U.S. destinations.
- Midterm follow-through on tariff legislation under a Democratic Congress (yesterday’s market theme).

Analysis
Deals & Agreements
Trump’s AGOA termination intent for Rwanda and South Africa sets a hard preference-loss date of January 1, 2027, after USTR’s annual eligibility review.[22] For US interests, the deal lever is market access under AGOA rather than a new tariff schedule; the counter-point is that preference removal can also reduce US leverage if other buyers fill the gap.
Imbalances & Impact
Opened sources for this window did not publish new bilateral deficit tables tied to the AGOA notice; the measurable policy change is eligibility termination intent, not a published trade-balance shift.[23] Data here do not show the dollar value of Rwanda or South Africa AGOA exports to the US in 2025–26.
Chokepoints & Dependencies
False-flag maritime certifications and Iranian shadow-fleet routing remain the enforcement chokepoint Treasury is squeezing through Outcast, while Gibraltar featured as a turning point for a sanctioned diesel tanker in the FT relay.[24][25] Substitution time for Iranian oil logistics is not quantified in opened sources.
Negotiating Power
The United States holds the AGOA preference switch and OFAC designation power over the Outcast targets, while Rwanda and South Africa face loss of preference access on January 1, 2027, and Iranian logistics nodes named this week are the weaker side of the board.[26][27]
| Party | Exposure | Alternatives | Label |
|---|---|---|---|
| US | AGOA preference grantor; OFAC designation power | Other preference tools; secondary sanctions | Strong (assessed) |
| Rwanda / South Africa | AGOA market access at risk Jan 1, 2027 | Other export markets (not quantified here) | Mixed (assessed) |
| Iran logistics networks | Designated nodes (Sharma; Fugo) | Other flag/service providers | Weak (assessed) |
Policy & Economics
Instruments this window: AGOA eligibility termination intent (effective Jan 1, 2027) and E.O. 13902-based Outcast designations on Nov 4.[28][29] Mechanism: remove preference access and freeze US dealings with named facilitators; so what for US interests is tighter control of preference conditionality and Iran revenue channels.
Bloc Competition
AGOA remains a US–Africa preference bloc tool; removing Rwanda and South Africa narrows the eligible set ahead of 2027.[30] AfCFTA positioning is not updated in opened sources for this window.
Trade assessment
- Who has the leverage
- United States on AGOA eligibility and OFAC designations.
- Biggest chokepoint
- Maritime false-flag and ground-handling services enabling Iranian oil and aviation.
- Likeliest deal
- None announced; AGOA exits proceed unless eligibility findings change.
- Main risk
- Preference removal without a published export-value baseline for the two countries.
- US interest
- Enforce preference criteria and cut Iranian oil logistics revenue.
