Key Takeaways: 5 things to know

  1. Brent crude fell about 7.5 percent on Monday to near $105 a barrel as Iran held talks through Qatari mediators, then swung on Tuesday on reports of US strikes near Hormuz.[1][3] (see Energy and Shipping).
  2. A business coalition including the US Chamber of Commerce urged the US Trade Representative to scrap port fees on China-linked ships for good; the current pause expires Nov. 9.[10] (see Port Fees, Rare Earths and Sanctions).
  3. China’s one-year pause on its broadest rare earth export controls still carries a Nov. 10 end date in its legal text, with no published extension notice.[13] (see Port Fees, Rare Earths and Sanctions).
  4. Goldman Sachs raised its year-end Brent forecast to $105 from $90, citing risks to Gulf supply.[5] (see Energy and Shipping).
  5. South Korea’s Kospi fell 3.4 percent at Tuesday’s open as chipmakers Samsung and SK hynix slid, while October inflation eased to 2.8 percent.[18][17] (see Asia Chips and Markets).

In this November 3 trade war update, oil and European gas prices fell sharply on hopes for a deal between Washington and Tehran, a broad business coalition pressed to end US port fees on China-linked ships, and the clock ran down on China’s rare earth export pause.[1][10][13] Building on yesterday’s report on China’s stock rescue and Korea’s chip budget, it also covers falling Korean chip stocks (see yesterday’s Trade War update and the War Room).[18][26]

Energy and Shipping

Building on yesterday’s report of oil easing on Iran-Qatar talks, Brent fell as much as 7.5 percent on Monday, its session low reaching $104.49, after Iran’s president said the supreme leader had given the government some authority to pursue peace talks.[1] One UBS analyst said the market was reacting “with extreme sensitivity” to Middle East headlines.[1]

Iran said contacts with Washington were continuing after days of talks with Qatari mediators ended without a breakthrough, and that its seven-step plan remains the basis; the plan calls for ending the US blockade of Iranian ports, reopening the Strait of Hormuz and a US waiver on Iranian oil sales.[6]

Prices rebounded overnight: Brent briefly rose above $106 on reports of a US strike on Iran’s Qeshm Island, before a Trading Economics quote showed it back near $102.79 on Tuesday morning.[3] The Associated Press reported, via Al Jazeera, that the US military carried out “limited defensive” strikes against Iranian targets in the strait; a Wall Street Journal report citing US officials named Qeshm, and Central Command had not confirmed it.[9][2]

European gas fell 10 percent on Monday to about €93 per megawatt-hour, its steepest one-day drop since April 8, then partly recovered on Tuesday; EU storage stood at 74.56 percent as of Nov. 2.[4]

Goldman Sachs raised its December 2026 Brent forecast to $105 from $90 and its 2027 average to $88, and said Brent could average $130 in 2027 if Gulf output stays 3.5 million barrels a day below last year’s average.[5]

Shipping risk stayed high: maritime advisories reported a tanker hit by two projectiles about 72 nautical miles east of Ras Al Khafji, Saudi Arabia, and a merchant ship struck in the Strait of Hormuz on Nov. 1, with attackers not identified.[7] The UAE’s energy minister, Suhail Al Mazrouei, said the country will invest in new export routes, overseas storage and shipping fleets, and that a new pipeline to Fujairah should double crude capacity by next year.[8]

Port Fees, Rare Earths and Sanctions

A coalition of shipping, farm, manufacturing and retail groups, including the US Chamber of Commerce, the National Association of Manufacturers and the American Farm Bureau Federation, asked US Trade Representative Jamieson Greer in an Oct. 30 letter to permanently suspend Section 301 port fees on China-linked ships, gCaptain reported on Monday.[10] The current suspension ends Nov. 9 unless a proposed extension through Jan. 9, 2027, takes effect; Senators Mark Kelly and Elizabeth Warren have urged that the fees be reinstated.[10][11]

China’s pause on its broadest rare earth export controls, set out in Announcement No. 70, still carries a legal end date of Nov. 10, seven days from today (Peter’s World calculation).[13] China’s Commerce Ministry said on Sept. 28 that trade arrangements with the United States run to Jan. 10, 2027, but the statement did not explicitly mention rare earths, and no matching legal text had been published as of the Peter’s World explainer’s Nov. 2 update.[15][14][13]

Norway’s Maritime Authority has detained the Chinese vessel Ya Qing Hai Yang in Andfjorden for lacking a valid flag registration and certificates; the EU has listed the ship, which in 2024 carried equipment to Russia’s Arctic LNG 2 project, and the authority said the detention was not based on sanctions.[12]

OFAC posted no new action in the window; its newest, on Oct. 29, amended an Iran-related general license.[22] A Steptoe roundup noted that China’s Commerce Ministry has proposed adding 40 technologies to its export-restricted catalogue, with comments due Nov. 15.[21]

Asia Chips and Markets

South Korea’s Kospi fell 3.36 percent to 5,662.37 in early Tuesday trade on worries about heavy AI infrastructure spending, with Samsung Electronics down 4.59 percent and SK hynix down 5.1 percent, according to Yonhap.[18]

Korean consumer prices rose 2.8 percent in October from a year earlier, as petroleum product prices climbed 14.9 percent; the finance ministry estimated its fuel price cap lowered inflation by 0.8 percentage point.[17]

Domestic Affairs

United States

Voting in the US midterm elections is under way today.[19]

Goldman Sachs analysts expect the US effective tariff rate to rise by a little under 2 percentage points, Fortune reported, and an ING economist noted that Section 301 duties have replaced the emergency tariffs struck down by the Supreme Court.[16] Deutsche Bank noted that federal funding runs out on Dec. 11.[16]

Canada

Finance Minister François-Philippe Champagne is due to table the federal budget on Thursday, Nov. 5, and Prime Minister Mark Carney is at the Commonwealth summit in Antigua and Barbuda through Nov. 4.[19] This builds on Carney’s Nov. 1 call with Trump, after which he said both teams would work on trade in the coming weeks.[20]

South Korea

Agricultural, livestock and fishery prices fell 1.7 percent in October, a third straight monthly decline, offsetting higher energy costs.[17]

What to Watch (Assessment)

  • Whether USTR finalizes the port fee pause extension before the Nov. 9 expiry.[10]
  • Whether China’s Commerce Ministry publishes a notice extending Announcement No. 70 before Nov. 10.[13]
  • Oil and gas prices as Iran’s talks through mediators continue and reports of US strikes near Hormuz are confirmed or denied.[6][9]
  • Canada’s federal budget on Nov. 5 and any follow-up to US-Canada trade work.[19]

Seven lenses

Analysis

About the framework

Geography & Strategic Position

The Strait of Hormuz remains the main chokepoint: new attacks near Ras Al Khafji and in the strait, and the UAE’s push to route more crude through Fujairah, show buyers and sellers working around it.[7][8]

Score 4/5Evidence confidence: MediumTrend: Stable

Military & Security

Reported US strikes near Qeshm Island briefly lifted Brent above $106, showing how quickly military action moves energy costs.[3][9]

Score 4/5Evidence confidence: LowTrend: Rising

Alliances & Diplomatic Networks

Norway’s detention of an EU-listed Chinese ship tied to Russia’s Arctic LNG 2 shows European enforcement on shipping, even when framed as a safety matter.[12]

Score 2/5Evidence confidence: MediumTrend: Stable

Economic & Industrial Power

A 7.5 percent one-day drop in Brent and a 10 percent fall in European gas show how much of current energy prices rests on war risk; Goldman nonetheless raised its forecasts.[1][4][5]

Score 4/5Evidence confidence: MediumTrend: Falling

Technology & Critical Infrastructure

Korean chip stocks fell sharply on worries about AI infrastructure spending, a reminder that Seoul’s chip-led export boom is exposed to swings in US tech investment.[18]

Score 3/5Evidence confidence: MediumTrend: Falling

Domestic Politics & Information

US business groups are lobbying against port fees that maritime unions and some senators support, keeping the issue contested inside the United States.[10]

Score 3/5Evidence confidence: MediumTrend: Stable

Strategic Leverage & Outcomes

Assessment: With China’s rare earth pause and the US port fee pause due to lapse a day apart, each side holds a deadline it can extend or let run, and neither had published final paperwork by this report’s cutoff.[13][10]

Score 4/5Evidence confidence: LowTrend: Stable

Strategic assessment

Relative advantage
Beijing retains leverage through its rare earth controls, whose suspension has not been formally extended in its legal text.[13]
Critical vulnerability
Energy importers remain exposed to Hormuz, where ships were still being hit as talks continued.[7]
Decisive uncertainty
Whether the US and China publish matching extensions of the Nov. 9 and Nov. 10 deadlines.[10][13]
Likely trajectory
Likely continued price swings driven by Iran talks and reported strikes, with trade deadlines handled by short extensions.[6][11]
Strategic outcome
Not yet determinable.
