This Americas security update for October 31, 2026 covers a light day: Venezuela’s new foreign minister met the top US diplomat in Caracas, a US appeals court opened a path to restore protected status for Venezuelans, and blackouts of more than 40 hours hit Havana.[1][2][3] It follows the Oct 30 Americas update.

Venezuela

Foreign Minister Oliver Blanco met US chargé d’affaires John Barrett on October 30 and called the meeting “cordial and constructive” (translated).[18] Barrett also congratulated Blanco through the US Embassy in Venezuela and cited “the three-phase plan” of President Trump and Secretary of State Marco Rubio (translated).[19] Cuban Foreign Minister Bruno Rodríguez also congratulated Blanco and called for stronger ties, according to EFE.[20]

Opposition delegate Juan Miguel Matheus said his delegation backs Rubio’s view that institutional reforms should come before elections; new Supreme Court justices are due to be named on December 11.[21] The State Department said on October 22 that the talks are working toward the selection of 32 new judges.[22] In New York, Judge Analisa Torres kept the trial schedule for Nicolás Maduro and Cilia Flores set by the late Judge Alvin Hellerstein.[23]

Migration and Border

The Ninth Circuit Court of Appeals rejected the Trump administration’s request to keep Temporary Protected Status for Venezuelans suspended, in National TPS Alliance v. Mullin; protections could be restored on November 6 unless the Supreme Court intervenes.[24] US Customs and Border Protection said it removed Colombian, Venezuelan, Nicaraguan and Haitian nationals to Mexico; it did not give a number.[25] Homeland Security Secretary Markwayne Mullin said ICE’s 10-day “Lone Star Mission” in Texas arrested more than 4,000 people.[26]

Cuba

Blackouts of more than 40 hours hit parts of Havana, including about 41 hours in Nuevo Vedado, according to 14ymedio.[27] On October 29, about 20 women and children blocked Calle 100 in Boyeros after more than 30 hours without power, the outlet reported.[28]

Foreign Minister Bruno Rodríguez told The New York Times that US policy toward Cuba “will change” and that Cuba’s resistance “has been successful” (translated).[29] The Inter-American Commission on Human Rights, meeting in Panama, raised concern that Cuba’s laws now allow the death penalty for 24 crimes; Cuba has not carried out an execution since 2003.[30]

Colombia

Migración Colombia detained Venezuelan Air Force Colonel Eddison Ranses Torrealba Rincón at the Cúcuta border on an Interpol red notice; he was carrying a false identity document, according to Caracol Radio as cited by El Nacional.[31]

Haiti

US diplomat Juan Pablo Segura highlighted an airlift of 600 tons of equipment from Bangladesh for the Gang Suppression Force.[32] El Salvador’s search for four Salvadoran aviation technicians held in Haiti continues.[33]

Brazil

Brazil’s foreign ministry summoned Argentina’s chargé d’affaires, Emilia Cortés, for an explanation of how Flávio Bolsonaro left Brazil through Puerto Iguazú.[34] In an Instagram video, Flávio Bolsonaro said leaving was “not a sign of weakness” and that he would run again “before 2030” (translated).[35]

Central America and the Caribbean

The US Embassy in Guatemala called a party linked to Zacapa Mayor Xiomara Ovalle a “narcoquinceañera” and urged attention to Guatemala’s 2027 elections; her husband was convicted in the United States.[36] The US Embassy in Santo Domingo issued a security alert warning Americans about robberies and druggings after meetings set up on dating apps.[37]

Domestic Affairs

Cuba’s blackouts are now driving small street protests in Havana, while the IACHR’s death-penalty concern adds to outside pressure on the government.[38][39] In Venezuela, the opposition is tying any election timetable to court and institutional reforms.[40]

War Crimes and Civilian Harm

Allegations are attributed; findings are not established unless stated.

No new war crimes in this theater were reported in the window. The IACHR concern about Cuba’s expanded death penalty is the main human rights item.[41]

What to Watch (Assessment)

  • Whether the Supreme Court acts on Venezuelan TPS before November 6.
  • More meetings between Venezuela’s foreign minister and US officials under the three-phase plan.
  • Whether Havana’s blackouts lead to more street protests.
  • Argentina’s answer to Brazil over Flávio Bolsonaro’s exit.

Seven lenses

Analysis

About the framework

Geography & Strategic Position

The Colombia-Venezuela border remains the region’s main security seam: Colombian migration officers in Cúcuta detained a Venezuelan Air Force colonel wanted on an Interpol red notice (see Colombia).[4]

Military & Security

No US military operation in the hemisphere was announced in the window; war.gov and US Southern Command posted no new regional release.[5] The Haiti mission is the main security deployment, with 600 tons of equipment flown in from Bangladesh for the Gang Suppression Force (see Haiti).[6]

Alliances & Diplomatic Networks

Washington and Caracas are building working ties under Venezuela’s interim government: US chargé d’affaires John Barrett met Foreign Minister Oliver Blanco and cited a US three-phase plan (see Venezuela).[7][8] Cuba also congratulated Blanco, so Havana keeps its own channel to Caracas.[9]

Economic & Industrial Power

President Donald Trump tied Venezuela to the cost of the Iran war, saying the United States recovered that money “with plenty” from what it did in Venezuela.[10] Caracas is also moving to recover gold held at the Bank of England.[11] Today’s Trade War report covers the Venezuela oil deal.

Technology & Critical Infrastructure

Cuba’s power grid is the region’s weakest infrastructure point, with outages of more than 40 hours reported in parts of Havana (see Cuba).[12]

Domestic Politics & Information

Migration remains the main domestic link between US politics and the region: an appeals court ruling, removals to Mexico and a Texas enforcement drive all landed in the window (see Migration and Border).[13][14][15]

Strategic Leverage & Outcomes

US leverage in Venezuela runs through the reconciliation talks and the rebuilding of the Supreme Court, which an opposition delegate said must come before elections.[16][17]

Strategic assessment

Relative advantage
The United States, which now has direct, regular contact with Venezuela’s foreign minister.
Critical vulnerability
Cuba’s power grid, where long blackouts are producing street protests.
Decisive uncertainty
Whether the Supreme Court halts the restoration of Venezuelan TPS before November 6.
Likely trajectory
More US-Venezuela meetings and continued power cuts in Cuba.
Strategic outcome
Not yet determinable.
