This October 28, 2026 Africa security update covers a third straight day of drone strikes on Sudan’s power grid, nearly 40,000 Ethiopians sheltering in Kenya and a Nigerian inquiry into the deaths of mining suspects in custody.[1] It follows the Oct 27 update; see the War Room for the other theaters.

Sudan

Drones struck the main power station east of Managil, in central Gezira state, on October 28, knocking it out of service and cutting electricity to the city, local sources said.[18] The drones also hit a fuel tanker inside an oil depot and a gas station; there were no immediate reports of casualties. It was the third straight day of drone attacks on army-held cities where there is no direct fighting, after strikes in Khartoum, Gezira, Sennar and Gedaref states.

Update: our October 27 report said no party had claimed the Omdurman substation strike. Sudan’s Ministry of Energy and Oil has since blamed the RSF for it and said it caused outages across large parts of several states, including Khartoum and River Nile.[19] The UN also voiced concern on October 27 about continued drone attacks on civilian infrastructure, according to the same reporting.[20]

In South Darfur, at least 20 people, including RSF members, were killed and dozens injured in airstrikes on Nyala late on October 26, local sources and eyewitnesses said.[21] One strike hit the Tanguj Station night market in the Domaya area, where civilians and RSF recruits were present; others targeted the 16th Infantry Division headquarters and houses said to belong to RSF commanders. A Nyala University student housing complex was also reported hit. Neither the army nor the RSF commented. This strike was not in our October 27 report.

Ethiopia and Kenya

Nearly 40,000 Ethiopians have sought refuge in the Kenyan border town of Moyale after fleeing clashes between Oromia and Somali regional forces and armed civilians, the Kenya National Commission on Human Rights said on October 27.[22] More than 15,000 are in eight temporary shelters such as churches and schools, and over 20,000 are staying with relatives and friends. Update: our October 27 report cited nearly 15,000, a figure from Kenyan lawmakers, and a county commissioner gave 35,000 on October 26; the commission’s figure is the highest so far.

The commission warned that overcrowding and poor sanitation could spread disease and urged the Kenyan and Ethiopian governments to coordinate.[23] It reminded Kenyan authorities that refugee law bars returning people to places where they face serious threats. Heavy fighting broke out on October 22 after a dispute over a flag and a new administrative office in an area of Ethiopia’s Moyale town claimed by Oromia, and the killing of a 13-year-old girl on October 18.

Nigeria

A federal inquiry found that mining suspects found dead in a Nigeria Security and Civil Defence Corps (NSCDC) cell in Minna, Niger state, in mid-September died preventably of asphyxiation.[24] Accounts of the findings give the toll as 37, including 14 minors, or 33.[25] The panel said 50 detainees were held in a cell of about 20 square meters with no running water, and officers ignored repeated calls for help.

The committee recommended 1.4 billion naira (about $1 million) in compensation and the dismissal of the NSCDC’s Niger state commandant.[26] Interior Minister Olubunmi Tunji-Ojo pledged to carry out the recommendations, said the cell had been cleaned before investigators arrived and ordered implicated officers suspended.[27]

In Taraba state, the death toll from an October 23 attack by gunmen on Binnari village rose to at least 62, the head of the state’s emergency management agency said on October 27.[28] Update: our October 26 report gave 48 to 52 dead. Thousands were displaced, and police said the toll could rise further.

Ebola

Confirmed Ebola cases in Congo passed 10,000, with 10,060 cases and 4,887 deaths in government data released on October 27.[29] Update: our October 27 report gave more than 9,800 cases and 4,700 deaths. About 80% of new cases come from outside monitored chains of transmission, and cases have spread to 66 health zones in eight provinces.

Kenya, with nine confirmed cases, released the first 20 contacts of its first patient from quarantine; 98 people remain in quarantine.[30] The outbreak can be declared over only 42 days after the last patient twice tests negative, Health Director-General Patrick Amoth said.

Diplomacy

Russian President Vladimir Putin and African Union chair Evariste Ndayishimiye of Burundi co-chair the two-day Russia-Africa Summit in Moscow from October 28.[31] Participants are expected to adopt a 2027-2029 action plan and a declaration on civilian use of artificial intelligence. Putin is scheduled to meet Egypt’s Abdel Fattah el-Sisi and Ethiopia’s Abiy Ahmed.[32] Sudan’s army leader, Abdel Fattah al-Burhan, is attending, as our October 27 report said.

Algeria’s planned troop deployment to Niger, first covered in our October 26 report, drew no new official detail in the window. The presidency’s October 26 statement gave no troop numbers or timeline.[33]

Domestic Affairs

Tanzania’s energy minister, Juma Homera, marked the discovery of an estimated 223 billion cubic feet of natural gas at the Kasa-1X ST2 well in Mnazi Bay, jointly owned by the state oil company and France’s Maurel & Prom.[34] The well is expected to begin production early next month, and natural gas supplied nearly 80% of Tanzania’s electricity in 2024.

Tundu Lissu, who faces a treason charge, refused food after his lawyers were denied entry to his prison, his party said.[35] Accounts of when the strike began differ. A judgment in his case is due on November 6.

War Crimes and Civilian Harm

Allegations are attributed; findings are not established unless stated.

The Nyala strikes hit a crowded market and a student housing complex, and the Managil strikes hit civilian power and fuel sites.[36] The Nigerian inquiry found that adults and minors were held together and some were detained beyond lawful periods.[37] These are allegations, not court findings.

What to Watch (Assessment)

  • What Burhan, el-Sisi and Abiy agree with Putin at the Moscow summit on October 28-29.
  • Whether Sudan’s army moves from airstrikes to a ground offensive on Nyala.
  • Whether Kenya and Ethiopia agree on steps to calm Moyale.
  • How many Algerian troops go to Niger, and where they deploy.
  • The November 6 judgment in Tundu Lissu’s treason case.

Analysis

About the framework

Geography & Strategic Position

Sudan’s war is now reaching cities far from the front: drones hit Managil in Gezira state on October 28, after strikes on Khartoum, Sennar and Gedaref states, while army airstrikes fell on Nyala in South Darfur (see Sudan).[2] On the Ethiopia-Kenya border, fighting around Moyale has pushed refugees onto a key trade corridor between the two countries (see Ethiopia and Kenya).[3]

Military & Security

Sudan’s army has stepped up air operations against Rapid Support Forces (RSF) positions in Nyala over the past week, military sources said, ahead of a possible ground offensive in Darfur and Kordofan.[4] In Nigeria, the death toll from the October 23 raid on Binnari village in Taraba state rose to at least 62, the state emergency agency said (see Nigeria).[5] No US military item on Africa was found in the war.gov feeds for the window.[6]

Score 2/5Evidence confidence: MediumTrend: Deteriorating

Alliances & Diplomatic Networks

The third Russia-Africa Summit opens in Moscow on October 28 with delegations from 48 of Africa’s 54 countries, 22 led by heads of state, Kremlin aide Yury Ushakov said (see Diplomacy).[7] That is up from 17 heads of state in 2023 but below the 43 leaders who attended the first summit in 2019.[8]

Economic & Industrial Power

Tanzania announced its first natural gas discovery in a decade, an estimated 223 billion cubic feet at Mnazi Bay, which the energy minister said will supply domestic power and industry (see Domestic Affairs).[9] Ushakov put Russia’s trade with Africa above $27 billion in 2025, up from about $16.8 billion in 2019.[10]

Score 2/5Evidence confidence: MediumTrend: Stable

Technology & Critical Infrastructure

The Managil strikes knocked the main power station out of service and also hit a fuel tanker and a gas station, local sources said.[11] Sudan’s energy ministry has since blamed the RSF for the October 27 Omdurman substation strike, which caused outages across Khartoum and River Nile states.[12]

Domestic Politics & Information

Nigeria’s interior minister promised to act on an inquiry that found the deaths of mining suspects in civil defense custody were preventable (see Nigeria).[13] In Tanzania, jailed opposition leader Tundu Lissu ended a brief hunger strike after meeting his lawyers, his lawyer said, while the prisons service denied he had refused food.[14]

Strategic Leverage & Outcomes

No party in Sudan, Ethiopia or the Sahel gained a decisive edge in the window. Assessment: drone strikes on power stations in army-held cities, which Sudan’s energy ministry blames on the RSF, and the army’s air campaign in Nyala point to a war both sides are fighting from a distance.[15]

Score 2/5Evidence confidence: LowTrend: Deteriorating

Strategic assessment

Relative advantage
Sudan’s army holds the air, by military sources’ account, while drones keep hitting its power grid.
Critical vulnerability
Sudan’s electricity network and the refugees crowded into Moyale.
Decisive uncertainty
Whether the army follows its Nyala strikes with a ground offensive in Darfur.
Likely trajectory
More drone strikes on Sudanese infrastructure and more arrivals in Kenya.
Strategic outcome
Not yet determinable.

Additional sources

  • Lissu’s party said the strike began on October 26, while his lawyer said it began on October 27 and ended after a meeting; the prisons service denied any hunger strike.[42]
  • Africa Centres for Disease Control and Prevention says at least 95% of new Ebola cases must come from known contacts for the outbreak to count as under control.[43]
