Official counts, October 26, ~7:30 AM ET, to October 27, ~7:30 AM ET.

The two Jordan rows describe one operation from opposing accounts and should not be added. The coalition announced no new strikes in Yemen, and Central Command and Israel released no strike counts.[14]

In this October 27 Iran war news update, the first joint talks between Iran and the Mecca pact states ended in Tehran with a pledge to keep talking, Houthi missiles were fired toward Saudi Arabia’s oil-rich east, Egypt’s parliament backed military support for Riyadh, and Israelis voted under heavy security (see yesterday’s Iran war update and the War Room).[1]

Mecca Pact Talks End With a Pledge to Keep Talking

The first meeting of Iran and the three Mecca pact states ended on Monday without a breakthrough but with a commitment to meet again. “The participants agreed to continue the dialogue to strengthen cooperation amongst the four regional countries, including for peace and security in the region,” said the joint statement carried by Iranian state-affiliated media.[15] It was the first joint visit by the pact’s members since they formed the alliance in August, and no concrete announcements followed.[16]

The meeting matters because it is the only regional channel now talking directly to Tehran while US strikes remain possible. Saudi Arabia’s Foreign Ministry said the visit by its defense minister and the pact’s representatives aimed “to de-escalate tensions between the parties to the current crisis, encourage dialogue and diplomatic solutions, and support the mediation efforts undertaken by the State of Qatar and the Islamic Republic of Pakistan.”[17] The delegations met President Masoud Pezeshkian and Foreign Minister Abbas Araghchi at Saadabad Palace, and their agenda covered regional security, the US naval blockade, and Palestine and Lebanon.[18] Officials told a wire service the nuclear issue was not on the table, and no agreement to halt Houthi attacks on Saudi Arabia was announced.[19]

Iranian officials cast the meeting as a win for regional self-reliance. Pezeshkian told the visitors that “a united front among Muslim countries could prevent Israel from continuing its aggression.”[20] Supreme National Security Council chief Mohsen Rezaei said the visit “showed that US threats have little influence over countries around the world.”[21] Foreign Ministry spokesman Esmaeil Baghaei called the meeting a “practical step” toward regional security arrangements.[22] In Cairo, UN Secretary-General António Guterres said it was “essential to stop any escalation.”[23]

Houthis Fire Toward Saudi Arabia’s Oil-Rich East

The Houthis opened a new direction of fire on Monday night. Saudi air defenses intercepted and destroyed three ballistic missiles launched toward the Eastern Region, coalition spokesman Maj. Gen. Turki al-Malki said in a statement published at 8:51 PM ET.[24] The Eastern Region holds most of the kingdom’s oil infrastructure, so attacks there raise the stakes beyond the earlier fire at Riyadh and the holy cities.

The drone attacks continued alongside the missiles. The coalition said three drones were intercepted over Riyadh and the southern regions on Monday evening local time,[25] and four more launched toward the Southern Region were destroyed later that night.[26] Neither statement reported damage or casualties. Flights out of Riyadh were halting that evening, including a 6:40 PM local departure to Medina.[27]

The US Mission in Saudi Arabia kept its tight rules in place. Its October 27 alert said the ordered departure of non-emergency staff and families remains in effect and that Riyadh’s main airport has only partly reopened, with some flights moved to Qassim.[28] It also warned that US citizens have been detained for filming intercepts.

Egypt’s Parliament Backs Military Support for Saudi Arabia

Cairo gave Riyadh a new military commitment. Egypt’s House of Representatives on Monday authorized President Abdel Fattah al-Sisi “to take the necessary measures to support the Kingdom of Saudi Arabia,” the state newspaper Al-Ahram reported, after three secret sessions and two postponements.[29] Sisi has said the support would “defend Saudi territory, and does not include an attack on Yemen.” Sisi had requested the authorization on October 17.[30]

The Houthis answered on Tuesday. Mohammed Ali al-Houthi, a member of the group’s political bureau, said that Egypt and its parliament, in supporting “the so-called defense of the Kingdom of Saudi Arabia,” had declared “war against the Republic of Yemen.”[31] He called the Mecca pact “a clear and blatant act of aggression against the Islamic Republic of Iran.” Pakistan and Turkey have announced no strikes on the Houthis. Arab governments closed ranks, as the Council of Arab Interior Ministers condemned the Houthi attacks on civilians and holy sites.[32]

Washington Tightens the Squeeze as Tehran Claims Hormuz

US Treasury Secretary Scott Bessent laid out the economic case against Tehran in an interview on Monday. “I would predict that from March of ’26 until March of ’27, the economy would contract more than 25 percent, which is more than the Soviet Union contracted after its collapse,” he said.[33] He said Iran was running short of foreign currency, and he urged Iranians to stock up on gasoline and heating fuel ahead of expected shortages. Operation Economic Outcast, the Treasury’s sanctions drive against Iran’s oil and shadow-fleet networks, began on August 24.[34]

Tehran answered on the water. Armed forces chief of staff Maj. Gen. Abdollahi said the Strait of Hormuz is completely closed and that no violating vessel will be safe, state media reported, rejecting US claims that the waterway is open.[35] He warned that any ship transiting outside Iran’s designated route “will have its security endangered and will suffer serious damage.”

Iran’s new strait authority also escalated. The Persian Gulf Strait Authority said it will take legal action against all Sinokor Shipping vessels from November 1 for repeated transit violations, and that at least seven have already faced action.[36]

Pezeshkian took the economic fight to Moscow. At the Gas Exporting Countries Forum summit he met Qatar’s emir on Tuesday, with talks focused on energy,[37] and a meeting with President Vladimir Putin was due later that day.[38]

Israel Votes Under Record Early Turnout and Tight Security

Israelis voted on Tuesday in an election shaped by the Iran war. Turnout in the first three hours reached 16.68 percent, the highest at that stage since 1981, according to the Central Elections Committee.[39] About 7.3 million people are eligible to vote, and polls show Prime Minister Benjamin Netanyahu and former army chief Gadi Eisenkot running neck and neck.

The army imposed “breathing closures” and temporary roadblocks in the West Bank from Monday night and reinforced troops along the security barrier, under Brig. Gen. Kobi Heller.[40] All entrances to Ramallah were closed, with checkpoints set up on alternative routes.[41]

The Iran question shaped the final day of campaigning. Eisenkot warned Netanyahu not to “dare to place your own political interests above the security of the state,” and posted, “Netanyahu, my eyes are on you.”[42] No Iranian or proxy attack on the vote was reported by the cutoff.

Hezbollah Hedges as Israeli Shelling Continues in Lebanon

Hezbollah sent mixed signals about joining a new round. Unnamed Hezbollah sources told a Saudi-owned channel on Tuesday that Iran had not asked the group to join any war, but that “Hezbollah will not stand idly by if Israel crosses the current lines.”[43] An official quoted by a Lebanese newspaper said the group has “not given, and will not give, guarantees to anyone.”[44] Neither source was named, so both accounts are unverified.

Fire continued in the south. Israeli artillery hit the outskirts of al-Mansouri and Majdal Zoun, and the towns of Barashit and Kounine came under attack, according to Lebanon’s state news agency.[45] The International Organization for Migration said about 330,000 people remain displaced in Lebanon, down from more than 1.2 million in April.

Arab States and Britain Move Against Iran-Linked Networks

Jordan carried its response to last week’s church attack into Syria. Its air force struck what it called “militant hideouts” in southern Syria after linking the suspects to groups there, and it said the operation was coordinated with Damascus.[46] Government spokesman Mohammad Momani said on Tuesday that preliminary results showed “more than 20” Islamic State fighters killed and a large weapons depot destroyed.[47] Syria’s Foreign Ministry said it had “complete reservation” over strikes carried out without prior coordination, and Syria closed the Nassib crossing, Jordan’s only crossing with Syria, on Tuesday.

Kuwait issued death sentences in an Iran-linked case. The State Security Criminal Court on Monday sentenced three men to death for collaborating with Iran and Hezbollah and plotting to assassinate Interior Minister Sheikh Fahad Al-Yousef.[48] The verdicts are not final and can be appealed. In Iraq, a court ordered the arrest of Maysan provincial council head Mustafa Duair after he threatened civil disobedience over the closed Al Sheeb crossing with Iran.[49]

Britain charged two men over an incident at the RAF Fairford air base. Police said Mohmed Abdulkarim, 24, is accused of assisting a foreign intelligence service believed to be Iran’s, and Nouman Essghir, 24, of entering a prohibited place.[50]

Domestic Affairs

No killings of Revolutionary Guards, Basij, Quds Force or regular army personnel were reported in the sources checked for this window. Army deputy commander Brig. Gen. Alireza Sheikh said the Army “stands ready, with its finger on the trigger, to respond to any threat,”[51] and Deputy Foreign Minister Saeed Khatibzadeh said Iran remains on the highest level of alert.[52]

The economic strain is now visible in bread lines. Bakeries in Tabriz, Karaj, Kerman and Hamedan have closed because of flour shortages, residents and bakers said, and one baker said, “Our bakery is closed because we have no flour, and nobody is taking responsibility.”[53] Government spokeswoman Fatemeh Mohajerani said at her weekly briefing on Tuesday that the government will pursue peace with dignity, citing rising prices and the economic blockade.[54] Supreme Leader Mojtaba Khamenei issued messages to athletes and science medalists that state media framed as a roadmap for an “ever-stronger Iran.”[55]

We assess that the flour shortages show sanctions reaching staple goods faster than the government can respond.

War Crimes and Civilian Harm

Allegations are attributed; findings are not established unless stated.

The UN Commission of Inquiry said on Monday that Israel is “continuing to commit genocidal acts with the genocidal intent to destroy, in whole or in part, the Palestinians in Gaza,” and accused Israeli forces of war crimes and crimes against humanity in Gaza and the West Bank.[56] The commission said Israeli fire has killed at least 196 Palestinians since the October 2025 ceasefire. It also found that West Bank airstrikes killed 254 people between October 7, 2023, and September 30, 2026, against six between 2008 and October 6, 2023.[57] Israel denies the genocide findings.

Harm continued on the ground in Gaza. A six-year-old girl died on Tuesday of wounds from Israeli gunfire in al-Mawasi, west of Khan Younis, the Palestinian news agency reported.[58] Local sources said Israeli quadcopters set fire to a displacement camp at the Shuja’iyya junction east of Gaza City, displacing more than 800 people from over 200 families.[59] A drone strike in Deir al-Balah killed two people and wounded one on Monday, medical sources said.[60] These figures do not distinguish combatants from civilians.

In the West Bank, local sources said the Israeli closures in Hebron have now displaced nearly 4,000 Palestinians.[61] This updates the Hebron Municipality’s figure of about 3,171 cited yesterday; the two local counts differ, giving a range of about 3,171 to 4,000.

In Syria, the Syrian Civil Defence said preliminary figures showed seven people killed, including three children and a woman, and three wounded at four sites in rural Daraa and Sweida after the Jordanian strikes.[62] Jordan says the strikes killed Islamic State fighters.

In Yemen, the World Food Programme said the siege of Taiz has pushed food prices up 50 percent since early September and cut its access to more than 600,000 people.[63] The World Health Organization said suspected cholera cases tripled in three weeks, and Yemen’s foreign minister called the siege a “war crime.”

What to Watch (Assessment)

  • The date and venue of the next four-way meeting, and whether it addresses Houthi attacks on Saudi Arabia.
  • Further Houthi fire at the Eastern Region and whether Egypt sends forces or aircraft to Saudi Arabia.
  • Israel’s election results and any attack by Iran or its proxies around the count.
  • Pezeshkian’s meeting with Putin in Moscow and any Russian offer on Hormuz or sanctions.
  • Iranian action against Sinokor ships after November 1 and the next phase of Operation Economic Outcast.

Seven lenses

Analysis

About the framework

Geography & Strategic Position

Houthi fire has widened from Riyadh and the holy cities to Saudi Arabia’s Eastern Region, home to the kingdom’s main oil infrastructure.[2] Egypt’s vote adds a Red Sea power to Riyadh’s side.

Military & Security

Saudi air defenses reported intercepting every missile and drone the coalition counted in this window (see Munitions Count). Iran’s armed forces chief called Hormuz closed, a claim that conflicts with the US shipping data cited in yesterday’s report.[3]

Alliances & Diplomatic Networks

The Mecca pact chose talks in its first meeting with Tehran but left without a deal on the Houthis (see Mecca Pact Talks End With a Pledge to Keep Talking). Egypt’s vote and Kuwait’s death sentences in an Iran-linked plot show Arab states hardening even as Riyadh negotiates.[4]

Economic & Industrial Power

Washington is using economic pressure as its main lever, and flour shortages are already closing bakeries in several Iranian cities (see Domestic Affairs).[5]

Technology & Critical Infrastructure

Air travel remains the clearest civilian casualty of the missile war. US staff in Saudi Arabia still need special approval to use any airport, and Riyadh’s main airport has only partly reopened.[6]

Domestic Politics & Information

Israel’s election dominates the day, with record early turnout and army closures in the West Bank (see Israel Votes Under Record Early Turnout and Tight Security). In Tehran, the government spokeswoman acknowledged that rising prices are hurting households.[7]

Strategic Leverage & Outcomes

Tehran’s leverage is Houthi fire and its claim over Hormuz, while Washington’s is the blockade and sanctions that its Treasury says will intensify. For US interests, the four-way channel in Tehran offers a route to protect Gulf energy and American personnel without lifting pressure, but no agreement on halting Houthi attacks was announced.[8]

Strategic assessment

Relative advantage
The United States holds the economic initiative through the blockade and sanctions.
Critical vulnerability
Saudi oil sites, airports and cities remain exposed to Houthi fire.
Decisive uncertainty
Whether the Tehran channel yields a Houthi pause before any new US strikes.
Likely trajectory
More Houthi fire and more Arab commitments to Riyadh while talks continue.
Strategic outcome
Not yet determinable; the meeting produced a process, not a result.
