This information war update for October 24, 2026, covers Freedom House’s annual internet freedom report, Ukraine’s report that Starshield speeds are restored after pressure on Elon Musk, US cyber warnings and a public CIA appeal to Cubans.[1] It follows the October 23 information war update; the War Room, Americas security update and Information War News Hub give context.

Internet Freedom Report

Freedom House’s Freedom on the Net 2026 report, released October 22, found that conditions worsened in 16 of 38 countries and improved in only eight, the 16th straight year of global decline.[11] Iran had the largest decline and joined China and Myanmar as the worst environments, while Georgia fell from Free to Partly Free over pressure on critics of the ruling Georgian Dream party. Bangladesh improved the most for a second year and Estonia ranked as the freest.

The report said Iran’s shutdown of about 88 days was the longest it has recorded and restricted global access to a privileged few, while Russia expanded VPN restrictions.[12] The US score was unchanged, though the report noted continuing concerns over surveillance and penalties for online speech.[13] Cuba’s score fell to 19 out of 100, according to CiberCuba’s reading of the report.[14]

Starlink Dispute

Ukraine’s Defense Ministry said on the morning of October 24 that Starshield, the military version of Starlink, was working at more than 400 km/h, up from a cap of 161 km/h since mid-October, and that “the connection is stable.”[15] The ministry credited direct talks by President Zelensky “at the highest level,” and said the fix matters most for drones, logistics and communications at the front. This updates the October 23 report, which carried Trump’s October 22 claim that Musk “put it back” alongside Ukrainian reports of continued signal loss.

The restoration came after a day of pressure and conflicting accounts. Representative Gregory Meeks and Senator Peter Welch led four other Democratic lawmakers on October 23 in a public letter to Musk listing five questions about the limits, with an October 31 deadline.[16] The letter argued that SpaceX, as a company with public obligations, must disclose material events such as personal control over a foreign military’s communications. The Wall Street Journal reported on October 23 that Trump ordered Musk on October 21 to lift the restrictions, according to the Kyiv Independent.[17] Trump, in remarks the outlet did not date, said he had not spoken to Musk and had “heard it’s fixed,”[18] while Zelensky said on October 23 that the speed limits had not been lifted.[19] No one has publicly taken responsibility for setting the limits.

Cyber Front

The FBI issued an alert on October 23 warning that two flaws in PHP, CVE-2026-109618 and CVE-2026-109619, could allow attackers to run code remotely, and it urged organizations to update now or take affected systems offline, following its first warning on October 21.[20] The same day, CISA added CVE-2026-110447, a command-injection flaw in Collabora Online, to its catalog of vulnerabilities with evidence of active exploitation.[21]

CISA, the FBI and partners also released an October 21 advisory on the SafePay ransomware group, which they called one of the most active of 2026 with about 600 victims across the Americas, Europe and Australia.[22] The advisory said the group steals data, encrypts systems and in some cases calls victims directly to pressure them to pay.

Russian Midterm Deepfakes

Bloomberg reviewed 130 videos and doctored newspaper front pages posted between September 10 and October 9 that used AI-cloned celebrity voices and fake CNN logos to urge Americans not to vote Democratic, according to a summary by Sardaana News.[23] Researchers attributed the clips to the Russian state-backed network known as Matryoshka, or Storm-1679, and X suspended about 80% of the accounts Bloomberg saw, the summary said. Peter’s World could not open the Bloomberg original, so these figures are reported, not confirmed.

Cuba Messaging

Rubio wrote on X on October 23 that “to those who seek to create positive change in Cuba – now is the time,” inviting a “discreet partnership with the CIA.”[24] Deputy Foreign Minister Carlos Fernández de Cossío replied that the agency must be in “desperation or misery” to sell its services “like a tube of toothpaste.”[25] The Americas security update covers the security side.

Domestic Affairs

In the United States, the Starlink letter adds a House and Senate demand to the Senate inquiry reported on October 23. In Cuba, senior officials answered Rubio with ridicule, and the island’s lower Freedom House score adds to its record of online controls.[33] No new Russian “protecting compatriots” claim was found in the sources reviewed.[34]

War Crimes and Civilian Harm

Allegations are attributed; findings are not established unless stated.

Freedom House said Iran’s long shutdown cut ordinary people off from global platforms while a privileged few kept access, a harm to civilians’ access to information.[35] The Abyei strike, whose authorship Sudan’s government and an army source describe differently, is covered in the Africa security update.[36]

What to Watch

  • Whether Musk answers the lawmakers by the October 31 deadline.
  • Whether Starshield speeds stay stable, and whether anyone says who set or lifted the limits.
  • Whether the FBI or CISA report breaches tied to the PHP or Collabora flaws.
  • Whether US agencies publicly attribute the celebrity deepfakes before November 3.

Seven lenses

Analysis

About the framework

This analysis applies the Seven Lenses of Geopolitical Power to the day’s information fights.[2]

Geography & Strategic Position

The sharpest controls sit in Iran, China and Myanmar, which Freedom House ranks as the worst online environments, while Georgia slid from Free to Partly Free on Russia’s southern flank (see Internet Freedom Report).[3] The Starlink dispute keeps Ukraine’s front line at the center of the contest over who controls battlefield communications.

Military & Security

Ukraine’s forces depend on Starlink and its military version, Starshield, and the Defense Ministry said on the morning of October 24 that Starshield works again at more than 400 km/h, a day after Zelensky said the limits remained (see Starlink Dispute).[4] At home, US agencies flagged two actively exploited software flaws and a ransomware group that has hit about 600 victims, all threats to networks that support defense and government work (see Cyber Front).

Alliances & Diplomatic Networks

The Starlink limits tested trust between Washington and Kyiv, and Ukraine’s Defense Ministry credited direct talks at the highest level for the fix. The CISA advisory was issued with international partners, a sign that allied agencies are sharing ransomware warnings.[5]

Economic & Industrial Power

The lawmakers’ letter frames the Starlink dispute as a disclosure issue for SpaceX, a private firm whose choices affect a foreign military (see Starlink Dispute).[6] Ransomware and code flaws in widely used tools such as PHP carry direct costs for US businesses that must patch or take systems offline.

Technology & Critical Infrastructure

Freedom House said Iran imposed a shutdown of about 88 days, the longest in the report’s history, and that Russia widened curbs on virtual private networks.[7] The FBI said two PHP flaws could let attackers run code remotely, and CISA added a Collabora Online flaw to its list of bugs already being exploited.[8]

Domestic Politics & Information

Russia-linked celebrity deepfakes urging Americans not to vote Democratic were described in a Bloomberg review relayed by another outlet, ahead of the November 3 midterms (see Russian Midterm Deepfakes).[9] In Cuba, Havana mocked Secretary of State Marco Rubio’s public call for Cubans to work with the CIA (see Cuba Messaging).

Strategic Leverage & Outcomes

Governments that can cut or slow access, whether a state shutting down its own internet or a company limiting a satellite link, hold real leverage over people and armies, as Iran’s shutdown showed.[10] Clear public records on who made each decision are the best defense against adversaries exploiting the confusion.

Strategic assessment

The day’s record points one way: control over connectivity is now a weapon, from Iran’s shutdown to the Starlink limits that Ukraine says were lifted only on October 24. For the United States, the priorities are a public account of who set the Starlink limits, fast patching of the exploited flaws and public exposure of foreign deepfake campaigns before the midterms.

Additional sources

Freedom House author Kian Vesteinsson said authoritarian regimes are “reengineering the internet into a system of control.”[43] The War Department’s news feed had no information-operations item in this window.[44]
