This China and Indo-Pacific security update for October 24, 2026 covers North Korean leader Kim Jong Un’s visit to the Chinese border city of Dandong, a quiet day around Taiwan, a deadly Philippine Air Force training crash and Secretary of State Marco Rubio’s comments on the Quad.[1] It follows the Oct 23 Indo-Pacific update. It was a light day for military activity, so this report is short.
Korean Peninsula
Kim Jong Un visited Dandong, across the Yalu River from North Korea, on October 24, where he toured a museum of the Korean War and a car factory, according to China’s Xinhua state news agency as relayed by NK News.[2] Xinhua said Wang Huning, China’s top political advisor, accompanied Kim and conveyed greetings from Chinese leader Xi Jinping, and NK News reported no sign of a Xi-Kim summit.[3] The museum Kim toured is the Memorial Hall of the War to Resist U.S. Aggression and Aid Korea, Beijing’s name for its role in the Korean War.[4]
The visit followed a two-day conference in Pyongyang on October 22 and 23, where Kim addressed the Third Meeting of Company Leaders of the Korean People’s Army, North Korean state media reported.[5] NK News said thousands of company leaders discussed loyalty to Kim and the ruling party and skills gained from the war against Ukraine (reported).[6]
Taiwan
Taiwan’s Defense Ministry reported one Chinese navy ship and five official ships around Taiwan, and no Chinese military aircraft, in the 24 hours to 6 PM ET on October 23.[7] That was down from three navy ships and seven official ships in the previous day’s report, which also listed no aircraft.[8] The ministry said it monitored with patrol aircraft, navy ships and coastal missile systems.[9]
Foreign Minister Lin Chia-lung urged Taiwan and Europe on October 24 to build trusted supply chains for artificial intelligence and drones, telling the Formosa Club of European lawmakers in Taipei that Taiwan is building a complete drone supply chain.[10] Analysts quoted by the South China Morning Post said Ukraine’s Starlink restrictions show Taiwan should not rely on a single foreign satellite provider for wartime communications.[11]
Philippines
Two Philippine Air Force SF-260 aircraft went down during a training flight at Fernando Air Base in Batangas at 3:51 PM local time on October 23 (3:51 AM ET), killing four pilots, the Air Force said in a statement released October 24.[12] Both planes fell inside the base perimeter with no other casualties, the Air Force grounded all SF-260s as a precaution, and it did not say what happened.[13] Two military pilots died in an SF-260 crash in Benguet province in May.[14]
Nearly 100 Philippine student groups and youth leaders declared Chinese Ambassador Jing Quan banned from their campuses and vowed protests if he visits, after the Chinese Embassy barred some Philippine officials from visiting China.[15]
United States and Partners
Rubio told India Today in Mumbai that Quad leaders will meet “probably in December” and that the group is working together on maritime awareness to detect threats to undersea cables.[16] He said the United States does not want to depend on any single country for critical supplies and added, “I’m not singling out China.”[17] US Ambassador to India Sergio Gor said 500 US Army soldiers recently trained in India and that US F-35 jets joined an exercise in India for the first time.[18]
China’s Foreign Minister Wang Yi presented a paper on outer space governance at a forum near Beijing on October 23, and the South China Morning Post said it came weeks after the Pentagon confirmed it has deployed weapons in space (reported).[19] The Department of War’s only new item in the window was an open letter from Project Agincourt leaders on how its Autonomous Warfare Command will develop.[20]
Domestic Affairs
Tropical Storm Champi left one person dead and 616 injured in Taiwan before moving toward southern Japan on October 24, Taiwan’s Central Emergency Operation Center said.[21] About 22,000 of the more than 340,000 households that lost power were still without electricity that evening.[22] Taiwan’s Industrial Technology Research Institute plans a rare-earth demonstration plant producing 500 metric tons a year, enough for half the island’s needs by the end of 2030, its president said.[23]
China’s Communist Party Central Committee opens its fifth plenary session in Beijing on Monday, October 26, ahead of next year’s party congress.[24]
War Crimes and Civilian Harm
Allegations are attributed; findings are not established unless stated.
No new allegation of war crimes or attacks on civilians in the Indo-Pacific theater was found in the sources reviewed for this window.[25] In the International Criminal Court case against former Philippine President Rodrigo Duterte, prosecutors asked judges on October 23 to admit recorded testimony from three witnesses about alleged orders “from above” and payments tied to drug-war killings; the charges are allegations, not findings.[26]

What to Watch (Assessment)
- Whether Kim’s Dandong visit leads to a meeting with Xi Jinping.
- Chinese ship and aircraft numbers around Taiwan after Tropical Storm Champi.
- The Philippine Air Force’s findings on the SF-260 crash.
- Signals from China’s fifth plenum, which opens October 26.
Geography & Strategic Position
Dandong sits at the main crossing between North Korea and China, which makes Kim’s visit there a visible sign of the border’s importance to Pyongyang.[30] Around Taiwan, the latest daily report showed ships but no aircraft as a storm crossed the region.[31]
Military & Security
No Chinese or North Korean use of force was reported in the window, and the Philippine crash was a training accident, not hostile action.[32] Kim’s meeting with company leaders points to North Korea drawing lessons from the war in Ukraine, according to NK News (see Korean Peninsula).[33]
Score 2/5Evidence confidence: MediumTrend: Stable
Alliances & Diplomatic Networks
The Quad is moving toward a leaders’ meeting, and the United States is highlighting military exercises with India.[34] China sent its top political advisor to escort Kim, a high-level gesture short of a summit.[35]
Economic & Industrial Power
Taiwan is trying to reduce its exposure to Chinese rare-earth export controls with a state-backed plant due to be built by the end of 2028.[36]
Technology & Critical Infrastructure
Taiwan’s push for its own drone supply chain and the debate over relying on one satellite provider show how the Starlink dispute in Ukraine is shaping planning in Taipei.[37]
Domestic Politics & Information
Philippine students turned the dispute with China into a campus issue by barring the Chinese ambassador (see Philippines).[38]
Strategic Leverage & Outcomes
Beijing holds leverage over Pyongyang through the border trade that Dandong carries, while Washington is building leverage through the Quad and supply-chain diversification.[39] Assessment: US interests are best served if the Quad delivers concrete undersea and supply-chain projects and Taiwan reduces single-supplier risks.
Score 3/5Evidence confidence: LowTrend: Stable
Strategic assessment
- Relative advantage
- China, which kept steady naval pressure near Taiwan while courting North Korea.
- Critical vulnerability
- Taiwan’s reliance on outside providers for satellite links and rare earths.
- Decisive uncertainty
- Whether Kim and Xi meet in person.
- Likely trajectory
- A quiet military picture over the weekend, with attention on Beijing’s plenum.
- Strategic outcome
- Not yet determinable.
