Key Takeaways: 5 things to know

  1. Sudan’s army said it recaptured Bakouri and Akleili in Blue Nile state on October 22, regaining ground the Rapid Support Forces claimed in August (see Sudan).
  2. The army said it downed a “strategic” drone near Bakouri that entered from Ethiopia, but it did not name the operator (see Sudan).
  3. The Red Cross warned that drone strikes have pushed up civilian deaths in Sudan, with hundreds reportedly killed in recent weeks (see War Crimes and Civilian Harm).
  4. Clashes between Ethiopia’s Oromia and Somali regions in Moyale pushed hundreds of people into Kenya, where the Red Cross is aiding 1,000 households (see Ethiopia and Kenya).
  5. Libya’s oil corporation said unidentified people shut a pipeline valve near Zawiya, warning of lost crude output and revenue (see Libya).

This Africa security update for October 23, 2026 covers the Sudanese army’s claim to have retaken two areas in Blue Nile state and downed a drone that crossed from Ethiopia, a Red Cross warning on drone strikes, and clashes in Ethiopia that pushed families into Kenya.[1] It follows the Oct 21 Africa security update; see the War Room and today’s Middle East war update.

Sudan

Sudan’s army said on October 22 that its 4th Infantry Division had recaptured Bakouri and Akleili in southeastern Blue Nile state, inflicting what it called heavy losses on opposing forces.[17] The Rapid Support Forces (RSF) and their ally, the Sudan People’s Liberation Movement-North, announced on August 28 that they had seized Bakouri, about 70 kilometres southeast of Damazin and home to a base of the army’s 13th Infantry Brigade. Akleili lies on the road from Kurmuk to Damazin. The army’s claim has not been independently verified, and the RSF had not responded in the sources reviewed.

The same day, army spokesman Asim Awad said air defenses shot down a “hostile strategic drone” near Bakouri after tracking it from the point where it crossed from Ethiopia.[18] He did not identify who operated it. The army also said it had repelled RSF and allied attacks on the Al-Baraka and Sali areas on October 19 and 20. The drone claim matters because it points to an air threat crossing from Ethiopian territory.

Ethiopia and Kenya

Gunfire broke out in Moyale, a town divided by the Ethiopia-Kenya border, amid clashes between Ethiopia’s Oromia and Somali regional states, and hundreds of Ethiopians crossed into Kenya.[19] Marsabit County Commissioner Stanley Kamande confirmed the arrivals. The Kenya Red Cross said late on October 22 that it was scaling up aid, with an initial response for 1,000 households, and warned of shortages of food, clean water and health care. The cause of the clashes is unclear, and no casualty figure has been released.

Libya

Libya’s National Oil Corporation said on October 22 that unidentified people entered a crude oil reception station next to the Zawiya refinery and shut the isolation valve on the Hamada-Zawiya pipeline, which carries crude from the Hamada and al-Tahara fields.[20] It warned that a continued closure would mean “the loss of quantities of crude oil production” and asked authorities to reopen the valve. Oil facility guards have been demanding higher pay, and guards shut a valve on the same line in September.

DR Congo

The WHO’s Africa office said on October 21 that Ebola transmission remains active in 50 of the 66 health zones affected since the outbreak began in May, with confirmed cases above 9,600 and 4,646 deaths.[21] Ituri province accounts for 72.7% of confirmed cases, and the latest seven-day average shows a modest upward trend. The outbreak, caused by the Bundibugyo strain, now spans eight provinces.

Domestic Affairs

Interpol said on October 22 that an operation across 21 African countries, run from June 29 to August 31, led to 1,462 arrests and the recovery of $105 million.[22] It linked the suspects to more than $385 million in losses and nearly 66,000 victims, and said Ugandan police arrested 365 foreign nationals in two fraud rings. The figures show how far organized online fraud has spread across the continent.

War Crimes and Civilian Harm

Allegations are attributed; findings are not established unless stated.

The International Committee of the Red Cross said on October 22 that aerial attacks in Sudan have raised civilian casualties in recent weeks, with hundreds reportedly killed in strikes it believes largely involved armed drones.[23] It said residential areas, markets and sites housing displaced people were hit, and that hospitals it supports treated more than 2,700 patients with weapon wounds in the first half of 2026. The Red Cross did not assign blame, and these are allegations, not findings.

What to Watch (Assessment)

  • Whether the RSF disputes the army’s Blue Nile claims, or Ethiopia responds to the drone report.
  • An official casualty count for the Moyale clashes, and whether more families cross into Kenya.
  • Whether Libyan authorities reopen the Hamada-Zawiya valve.
  • The WHO’s next Congo report, and whether the upward Ebola trend holds.

Seven lenses

Analysis

About the framework

Geography & Strategic Position

Blue Nile state borders Ethiopia and South Sudan, so fighting there sits on a frontier where weapons and fighters can cross.[2] The Moyale clashes hit a town split by the Ethiopia-Kenya border, which turned a regional dispute into a cross-border displacement problem within days.[3]

Military & Security

The army says it holds Bakouri and Akleili again, which would give it influence over the road from Kurmuk to Damazin, the state capital.[4] Its report of a “strategic” drone entering from Ethiopia, with no operator named, adds an outside air threat to a ground war.

Alliances & Diplomatic Networks

No government has claimed the drone, and the army did not accuse Ethiopia directly.[5] Kenya’s response to the Moyale displacement runs through its Red Cross and county officials, with no reported federal statement from Addis Ababa.[6]

Economic & Industrial Power

Libya’s oil corporation warned that a closed pipeline valve would cut crude output and revenue, the second such shutdown on the line since September.[7] The corporation did not say how much output had been lost.

Technology & Critical Infrastructure

The Red Cross says recent aerial strikes in Sudan, believed to have largely involved armed drones, have reportedly killed hundreds of civilians.[8] Interpol’s African sweep shows the other side of the technology picture: 10,909 malicious networks disrupted across 21 countries.[9]

Domestic Politics & Information

Ethiopia’s federal government faces strain on two fronts, with rebel claims of heavy fighting in Tigray earlier this week[10] and now clashes between the Oromia and Somali regions.[11] The cause of the Moyale clashes remains unclear, and no official toll has been released.

Strategic Leverage & Outcomes

Sudan’s army gains leverage if it holds the Blue Nile road, while the unclaimed drone raises the cost of any spillover with Ethiopia.[12] Congo’s Ebola outbreak, nearing 10,000 cases, is a growing strain on Congo’s health system.[13]

Strategic assessment

The Horn of Africa’s two big wars are moving toward their shared border. Sudan’s army reports gains in Blue Nile, an unclaimed drone from Ethiopia and continued RSF attacks,[14] while Ethiopia faces internal clashes that are already sending families into Kenya.[15] The key test is whether the drone incident draws a public accusation, which would turn a border nuisance into a diplomatic dispute.
