US Presses China on Busan Farm and Minerals Pledges

United States Trade Representative Jamieson Greer and Treasury Secretary Scott Bessent held a Nov. 6 videoconference with Chinese Vice Premier He Lifeng on the bilateral economic relationship and the Busan arrangement.[5][6] Greer said China must take concrete actions to fully implement past commitments, especially agricultural purchases, rare earths and other critical minerals, and that Washington will monitor compliance while seeking lasting benefits for American farmers, ranchers, manufacturers and workers.[7] Bessent said continued progress depends on concrete results, raised concerns about recent Chinese actions, and restated that US trade policy should benefit American workers, farmers and businesses.[8]

Xinhua, via China’s official English government portal on Nov. 7, said He Lifeng held candid exchanges on implementing head-of-state consensus and that Beijing expressed serious concern over recent US economic and trade restrictions against China.[9] Deutsche Welle relayed the same US pressure on Busan farm and rare-earth pledges ahead of further Trump-Xi contacts.[10]

Affiliates Rule Pause Extended to January 10, 2027

The South China Morning Post reported that the Bureau of Industry and Security issued a final rule extending the suspension of its 50 percent affiliates rule until January 10, 2027, aligning that date with the current US-China trade truce expiry.[11] If implemented, the measure would extend US export restrictions to companies at least 50 percent owned by firms on the Entity List or Military End-User List.[12] Nikkei Asia likewise said Washington extended the suspension of the expanded blacklist rule to January 10 as the truce continues.[13]

EU Sanctions Enforcement Forum and Russia Pressure

European Commission Financial Services Commissioner Maria Luís Albuquerque hosted the tenth High-Level Group on Union Restrictive Measures on Nov. 5, bringing Member States and EU institutions together on sanctions loopholes and uniform enforcement.[15] The Commission said the Council’s 21st sanctions package was adopted on July 23 and cited Russian growth slowing from 4.9 percent in 2024 to 1 percent in 2025, with near-stagnation expected in 2026 and 2027, as evidence that sanctions pressure is biting even as high oil prices linked to the Middle East crisis could ease pressure on Moscow.[16] Afternoon sessions with G7 and partner sanctions coordinators focused on payment-network circumvention, the military-industrial complex and Russia’s shadow fleet.[17]

DLA Commits $2 Billion to Critical Materials Stockpile

The Defense Logistics Agency committed $2 billion in fiscal year 2026 to acquire strategic and critical materials for the National Defense Stockpile, according to a Nov. 6 war.gov RSS item describing strengthened domestic industrial capacity and national-security priorities.[18]

Domestic Affairs

No Trade War-specific domestic unrest was documented in this window beyond the midterm aftermath already tracked in sibling theaters; the day’s US trade story was official readouts and export-control timing.[25]
