This China and Taiwan news update for November 5, 2026, covers Taiwan’s latest Chinese military activity count of 21 aircraft sorties and 16 ships, the Quad Malabar exercise opening off Tokyo, Wellington Koo’s midterms remark on bipartisan U.S. arms support, and Wang Yi’s meeting with visiting North Korean party secretary Kim Song Nam.[1][2][3][4] It follows yesterday’s Indo-Pacific update; every theater is on the War Room. PLA Activity Around Taiwan
Taiwan’s Ministry of National Defense said that from 6 a.m. Nov. 4 to 6 a.m. Nov. 5 (UTC+8) it detected 21 sorties of PLA aircraft and 16 ships (8 PLAN and 8 official) operating around Taiwan.[22] Nineteen of the 21 sorties crossed the median line of the Taiwan Strait and entered Taiwan’s northern, central, southwestern and eastern ADIZ.[23] ROC Armed Forces monitored the activity and employed CAP aircraft, Navy ships and coastal missile systems in response.[24] The sortie total is one below the 22 reported for the prior 24-hour window in yesterday’s edition.
Quad Malabar Opens Off Tokyo
The United States, Japan, Australia and India began Malabar in waters off the Kanto region on Thursday, with training through Nov. 12 on responses to submarines and surface fleets, Kyodo reported, citing Japan’s Maritime Self-Defense Force.[25] Vice Adm. Katsushi Omachi, commander of Japan’s Self-Defense Fleet, said at an opening ceremony aboard helicopter carrier Ise at Yokosuka that the Indo-Pacific security environment is “becoming increasingly complex” and that “cooperation with like-minded countries is more important than ever.”[26] Participating vessels include Japan’s Mogami frigate, a U.S. amphibious transport dock and frigates from India and Australia.[27]
Taiwan Defense Politics and Midterms
Defense Minister Wellington Koo told reporters in Taipei that “The U.S. Congress has consistently supported — on a bipartisan basis — Taiwan’s efforts to beef up its defense capabilities,” answering a question about Republican losses in the Nov. 3 midterms.[28][29] He said the ministry would keep engaging Congress and staying in close contact with the U.S. Department of War to help keep arms sales on schedule.[30] A TaiwanPlus Nov. 5 newscast separately listed Taipei urging China to respect APEC protocol ahead of the Shenzhen summit.[31]
China–North Korea and China–Philippines Tracks
The Korea Times reported that Wang Yi met Kim Song Nam and his delegation in Beijing on Thursday, with Wang saying Beijing would implement understandings from Xi Jinping’s June visit to Pyongyang and Kim calling that visit a milestone.[32] The meeting comes amid public speculation about a possible Trump–Kim encounter around APEC in Shenzhen on Nov. 18–19.[33] On the South China Sea track, NHK reported that after Tuesday’s call both China and the Philippines agreed to maintain diplomatic dialogue and manage differences, with Lazaro writing that both sides stressed dialogue “anchored on mutual respect.”[34]
Domestic Affairs
Koo’s midterms answer landed in a Taipei legislative setting while Taiwan’s own defense-budget unfreezes remain only partly resolved from yesterday’s reporting.[35] North Korea’s Kim Song Nam visit keeps the China–DPRK party channel active in public view ahead of APEC.[36]

Opened sources for this Indo-Pacific window did not document new civilian-harm incidents tied to the tracked PLA flights, Malabar opening or the Beijing meetings. This section records attributed claims only and does not reach legal conclusions.

Geography & Strategic Position
Taiwan’s Defense Ministry logged PLA aircraft and ships around the island through the Nov. 4–5 morning window, while Quad navies opened Malabar in waters off Japan’s Kanto region near Tokyo.[5][6] Beijing hosted North Korea’s Kim Song Nam as APEC in Shenzhen on Nov. 18–19 draws nearer.[7]
Military & Security
Nineteen of Taiwan’s 21 tracked PLA sorties crossed the Taiwan Strait median line into the northern, central, southwestern and eastern ADIZ, and Taipei answered with combat air patrols, navy ships and coastal missiles.[8] Malabar runs through Nov. 12 with anti-submarine and surface-fleet drills among the United States, Japan, Australia and India.[9]
Alliances & Diplomatic Networks
Japan’s Self-Defense Fleet commander said Indo-Pacific security is “becoming increasingly complex” and that cooperation with like-minded countries matters more than ever as Malabar opened aboard helicopter carrier Ise at Yokosuka.[10] China and the Philippines, after Tuesday’s Wang Yi–Theresa Lazaro call, both stressed keeping diplomatic dialogue open ahead of November summits.[11]
Economic & Industrial Power
Taiwan’s defense minister said U.S. congressional support for Taiwan’s defense buildup remains bipartisan after Democrats took both chambers in the Nov. 3 midterms, and that Taipei will keep working Congress and the U.S. Department of War to keep arms sales on schedule.[12]
Technology & Critical Infrastructure
Malabar’s participating hulls include Japan’s Mogami frigate, a U.S. amphibious transport dock and frigates from India and Australia, extending the Quad’s at-sea interoperability work that began as a U.S.–India bilateral drill in 1992.[13]
Domestic Politics & Information
Koo spoke while attending a legislative session in Taipei, tying the midterm result to the continuity of U.S. arms support rather than to any change in Taiwan’s own frozen-budget fights covered yesterday.[14] A TaiwanPlus newscast separately flagged an APEC protocol dispute ahead of Shenzhen; details are in the Taiwan Defense Politics section.[15]
