This Africa war news update for November 1, 2026, covers the start of the UN’s withdrawal from Western Sahara, Sudan’s charge that Ethiopia helps launch drones at its power grid, Congo’s Ebola death toll passing 5,000 and a Nigerian army rescue in Kebbi State.[1][2][3][4] It follows the October 31 Africa security update; see the War Room for all theaters.

Western Sahara

“November 1, 2026 marks the start of the mission’s liquidation period, during which a small team will oversee the orderly withdrawal of its assets and personnel,” UN spokesperson Stéphane Dujarric said on Sunday, according to EFE.[6] The Security Council failed on October 30 to adopt two texts on the UN Mission for the Referendum in Western Sahara, known as MINURSO, so its mandate expired on October 31.[7] Russia vetoed a US draft that won 11 votes and would have renewed the mission for a year under a new name, and a Russian one-year renewal drew only three votes.[8][9]

“Russia’s veto means the mission’s mandate will now expire on October 31,” the US Mission to the United Nations said.[10] Secretary-General Antonio Guterres voiced concern “about the risk of an escalation of hostilities” and urged “maximum restraint,” EFE reported.[11] Moroccan Foreign Minister Nasser Bourita told Morocco’s 2M television that his country would provide “the time, means and logistics needed” for an “exemplary” withdrawal.[12] The UN said its personal envoy, Staffan de Mistura, remains available to support talks.[13]

Sudan and Ethiopia

Sudan’s Foreign Ministry urged other governments on October 31 to act against Ethiopia, which it accused of allowing drone strikes on Sudanese infrastructure from its Assosa air base.[14] Undersecretary Muawiya Osman called it a “brutal aggression” and said Sudan keeps the right to respond, while pursuing diplomacy with Addis Ababa.[15] Sudan Tribune said more than 13 electricity stations in seven states had been badly damaged, and local sources reported a drone strike on Haya’s power and oil sites on Saturday (see Munitions Count).[16][17] Ethiopia has not publicly replied to the October 31 briefing, and none of the claims has been independently verified.[18]

In Ethiopia, Prime Minister Abiy Ahmed put cabinet ministers and senior officials through military training at the Hurso center, BBC News reported.[19] “Soldiers have targets while civilians have goals. The objective of both is victory,” he wrote; the BBC noted fighting in Tigray and Amhara and tension with Eritrea.[20][21]

Ebola

More than 5,000 people have died in Congo’s Ebola outbreak, with more than 10,300 confirmed cases in eight of 26 provinces, government data shows, BBC News reported.[22] The epicenter remains Ituri province, a conflict zone, and the Bundibugyo strain behind the outbreak has no approved vaccine or treatment.[23] Nigeria’s disease control center said two suspected cases found on Saturday were isolated for testing.[24]

Nigeria

Troops of Operation Fansan Yamma freed seven captives after a firefight near Ribah and four more after repelling an attack near Wasagu, in Kebbi State’s Danko-Wasagu area, the army said.[25] The 8 Division spokesman, Lt. Col. Olaniyi Osoba, said the rescues followed a distress call about bandits blocking a road into Ribah.[26]

Domestic Affairs

Attackers have targeted Ebola responders in Congo: a nurse was killed earlier in the week, and a politician who promoted Ebola measures was beaten to death last month, BBC News reported.[27]

War Crimes and Civilian Harm

Allegations are attributed; findings are not established unless stated.

Guterres “strongly condemns the escalating drone attacks in Sudan by the parties to the conflict,” his spokesman said on October 31, AFP reported.[28] AFP said an army drone strike on an RSF-held market in Nyala, South Darfur, on October 26 killed at least 102 people; the toll has not been independently verified.[29]

What to Watch (Assessment)

  • How fast UN observers leave Western Sahara, and whether fighting between Morocco and the Polisario Front picks up as they go.[36]
  • Whether Ethiopia answers Sudan’s drone accusations, or Sudan acts on its stated right to respond.[37]
  • Whether Nigeria’s two suspected Ebola cases test positive.[38]

Seven lenses

Analysis

About the framework

This analysis applies the Seven Lenses of Geopolitical Power to the day’s African security news.[39]

Geography & Strategic Position

Sudan’s charges point to Assosa and Bahir Dar in western Ethiopia, which put the border region at the center of the drone war.[40]

Military & Security

With MINURSO’s mandate gone, no UN military observers will watch the line between Moroccan and Polisario forces once the withdrawal ends.[41][42]

Alliances & Diplomatic Networks

The Western Sahara vote split the Council’s permanent members, with Russia vetoing the US text and the United States voting against Russia’s.[43]

Economic & Industrial Power

The Haya site lies on the pipeline that carries crude to the Bashayer export terminal, so strikes there threaten oil revenue as well as power.[44]

Technology & Critical Infrastructure

Sudan’s government says data from downed drones and satellite images trace launches to Ethiopia; those claims have not been verified.[45]

Domestic Politics & Information

Attacks on Ebola workers in Congo followed rumors that responders were spreading the virus, BBC News reported, citing Radio Okapi.[46]

Strategic Leverage & Outcomes

Morocco has pledged to help the UN leave in an orderly way, while the Polisario Front welcomed the defeat of the US draft.[47][48]

Additional sources

  • war.gov News was checked first and had no Africa item in the window; the US Africa Command site returned an error page.[49]
  • Kenya has nine confirmed Ebola cases and two deaths, and Uganda has reported no cases since August.[50]
