This Africa war news update for October 31, 2026, covers Kenya’s deal with Russia to stop recruiting Kenyans for its army, the end of the UN political mission in Somalia, Western pressure on Congo’s warring parties and an attack on a Nigerian presidential candidate.[1][2][3][4] It follows the October 30 Africa security update; see the War Room for all theaters.

Kenya and Russia

“Kenyans will no longer be enlisted into the Russian military because Kenya has been categorized as a non-source country for recruitment,” Ruto said after meeting Putin at the Kremlin on October 30.[5] He said he had appointed a defense attaché in Moscow to work with Russia’s Defense Ministry on bringing recruited Kenyans home and on compensation.[6] The two governments also signed five cooperation agreements and agreed to negotiate a labor deal that would let Kenyans work in Russia, Anadolu reported.[7] Today’s Ukraine War Update covers the fighting in Ukraine.

Somalia

The UN Transitional Assistance Mission in Somalia stopped work on October 31 after a two-year handover requested by the Somali government, Al Jazeera reported.[8] Its tasks pass to Somali institutions, UN agencies and the UN office supporting African Union troops, who stay to fight al-Shabab alongside Somali forces.[9] No replacement has been agreed for the mission’s mediation role, while opposition leaders reject the government’s view that the president and parliament can stay in office until 2027.[10]

Congo and Rwanda

The International Contact Group for the Great Lakes region urged all parties to the Washington Accords and the Doha Framework to honor the July 19, 2025 ceasefire commitments, the State Department said on October 30.[11] “The escalating use of drones has grave consequences for civilians and humanitarian workers,” the group said, and it reminded the parties to carry out Security Council Resolution 2773, which calls on Rwanda’s army to stop supporting M23 and leave Congolese territory.[12] The group also “categorically rejects” the use of violence advocated by the newly created Front for the Refoundation of the Nation.[13]

Nigeria

Posts on Sowore’s official social media accounts said “armed thugs” seized him at a restaurant in Ado-Ekiti on October 30.[14] Ekiti State police said he was not kidnapped, describing an altercation after which officers rescued him; he was treated for a minor injury and discharged.[15] Police said on October 31 that they had arrested 11 suspects and that investigations into their roles were continuing.[16]

Domestic Affairs

In Kebbi State, police said attacks on October 26 and October 28 killed 12 people, including a police inspector, in the Besse and Shanga areas along the Niger River; residents told Daily Trust that more than 23 died.[17] The attacks were blamed on the Lakurawa and Mamudawa armed groups, and many residents fled.[18]

War Crimes and Civilian Harm

Allegations are attributed; findings are not established unless stated.

The State Department designated former Libyan Judicial Police official Osema Almasri Habeesh Najeem and his wife under Section 7031(c), citing torture and cruel treatment of detainees in Libya’s Mitiga and al-Jadida prisons; both are barred from entering the United States.[19] The department said his actions included “murder, forced labor, and targeting of Christians and members of other minority groups.”[20]

What to Watch (Assessment)

  • Whether Kenyans already serving in Russia’s army are sent home, and how many.[25]
  • Whether Somalia’s opposition joins the talks the president has offered.[26]
  • Whether police charge any of the 11 suspects held over the Sowore attack.[27]

Seven lenses

Analysis

About the framework

This analysis applies the Seven Lenses of Geopolitical Power to the day’s African security news.[28]

Geography & Strategic Position

Attacks along the Niger River in Kebbi show armed groups moving through riverside villages from Kaoje to Besse, residents said.[29]

Military & Security

Somalia now fights al-Shabab with African Union troops but without the UN political mission that once brokered deals among rival leaders.[30]

Alliances & Diplomatic Networks

Kenya used the Russia-Africa summit week to win a recruitment pledge from Moscow while also signing labor and transport agreements.[31]

Economic & Industrial Power

UN aid agencies stay in Somalia, but aid cuts have already closed 205 health and nutrition facilities, according to the UN children’s agency.[32]

Technology & Critical Infrastructure

Western governments singled out drones as the growing danger to civilians and aid workers in eastern Congo.[33]

Domestic Politics & Information

The Sowore case shows how fast a kidnapping claim can spread before police give their own account, months before Nigeria’s 2027 election.[34][35]

Strategic Leverage & Outcomes

The US visa ban on a Libyan official uses entry rules, not courts, to put a price on detainee abuse.[36]
