This China and Taiwan news update for October 31, 2026 covers a light day: the US, Japanese and South Korean foreign ministers met in Atlanta, Taiwan tracked 13 Chinese military sorties, and North Korea rejected a multinational sanctions statement.[1] It follows the Oct 30 Indo-Pacific update.
Korean Peninsula
Secretary of State Marco Rubio met Japanese Foreign Minister Toshimitsu Motegi and South Korean Foreign Minister Cho Hyun on the margins of the G20 in Atlanta on October 30.[15] They reaffirmed their “resolute commitment to the complete denuclearization” of North Korea and full enforcement of UN sanctions, and praised the Multilateral Sanctions Monitoring Team’s reporting on evasion, the State Department said.[16] Cho said South Korea would act as a “pacemaker” for renewed US-North Korean dialogue, Seoul’s Foreign Ministry said.[17] The three also signed a memorandum creating a Trilateral Arctic Pacific Partnership and agreed to deepen work on critical minerals, small modular reactors and artificial intelligence.[18] A wire report noted speculation about a possible Trump-Kim meeting around next month’s APEC summit in China.[19]
North Korea’s foreign ministry rejected a joint statement by 11 countries and the European Union that backed continued sanctions enforcement. “Time proves that the ‘sanctions’ on the DPRK are doomed to go bankrupt,” a spokesperson said in a statement carried by KCNA.[20] State media also said Foreign Minister Choe Son-hui held “friendly” talks with Swiss Foreign Minister Ignazio Cassis in Pyongyang after Switzerland opened its first diplomatic office there.[21]
Blockchain firm TRM Labs said it had “high confidence” that the North Korean group TraderTraitor stole an estimated $6.36 billion from Binance, with about $2.7 billion frozen.[22] “We don’t know. We are looking at that,” President Donald Trump said when asked about North Korea’s role.[23] Today’s Information War report covers North Korean cyber operations.
Taiwan
Taiwan’s Defense Ministry said it detected 13 sorties of Chinese military aircraft, seven navy ships and two other official ships around Taiwan in the 24 hours to 6 a.m. Taipei time on October 31.[24] Six of the aircraft crossed the median line, and Taiwan responded with patrol aircraft, navy ships and coastal missile systems, the ministry said.[25] A day earlier, the ministry had reported six aircraft and seven ships.[26]
Allies and Partners
Motegi also met Russian Foreign Minister Sergey Lavrov in Atlanta and “strongly demanded the immediate release” of a Japanese national detained in Sakhalin, Japan’s embassy in Washington said.[27] Russia’s Foreign Ministry said full dialogue would require Tokyo to give up “unfriendly policies,” Interfax reported.[28] Today’s Ukraine War Update covers Lavrov’s G20 visit.
Hanwha Defense USA, part of South Korea’s Hanwha Aerospace, won a $269 million contract to build a medium landing ship for the US Navy and Marine Corps at its Philadelphia shipyard, its first US Navy shipbuilding contract.[29] Construction is set to begin in late 2027.[30]
China’s Military and Politics
China’s Commerce Ministry urged the United States to “immediately revoke” its ban on Chinese labs certifying smartphones and computers, warning of supply chain disruption.[31] A senior party official said the anti-graft campaign had eliminated “serious hidden dangers” in the party and military, a day after the expulsion of a record 33 figures was confirmed.[32] Xinhua said Fu Chengyu, 75, former head of Sinopec and CNOOC, is under investigation for “serious violations of discipline and law.”[33] Analysts expect military seats on the Politburo and Central Committee left vacant by the purge to be filled at next year’s party congress.[34] Today’s Trade War report covers the trade side.
Domestic Affairs
Japan’s Foreign Ministry said about 3,600 sets of names and email addresses may have been exposed after a third party stole login credentials for an email service; confidential networks and passport systems were not affected.[35] In the Philippines, former President Rodrigo Duterte will skip the last International Criminal Court hearing before his November 30 crimes-against-humanity trial.[36] Philippine Airlines canceled or moved flights for the November 14–18 ASEAN summit in Manila.[37]
War Crimes and Civilian Harm
Allegations are attributed; findings are not established unless stated.
No new war crimes or civilian harm in this theater were reported in the window. The crimes-against-humanity case against Duterte, tied to his anti-drug campaign, remains on track for trial on November 30.[38]

What to Watch (Assessment)
- Whether North Korea answers the Atlanta statement with new launches while the Freedom Flag air drills continue.
- Whether Beijing follows its Commerce Ministry warning with countermeasures against the US lab ban.
- Whether Chinese air activity around Taiwan stays at the higher level reported on October 31.
- Preparations for the November ASEAN summit in Manila and the APEC summit in China.
Related War Room Reports
Geography & Strategic Position
Six of the 13 Chinese sorties crossed the Taiwan Strait median line into Taiwan’s northern, central and southwestern air defense zones, a spread that tests several sectors at once.[2] The new US-Japan-South Korea Arctic Pacific pact stretches the three allies’ cooperation north of their usual Pacific focus.[3]
Military & Security
No missile launches or clashes at sea were reported in the window, so the day turned on air patrols and diplomacy. A Hong Kong newspaper reported that both China and the United States are flying more military drones near Japan and the South China Sea.[4]
Alliances & Diplomatic Networks
The Atlanta readout bundled North Korea, the Taiwan Strait, the South China Sea and Russia-China cooperation into one trilateral message.[5] Japan also held a rare meeting with Russia’s foreign minister to press for a detained citizen’s release (see Allies and Partners).[6]
Economic & Industrial Power
A South Korean-owned shipyard in Philadelphia won its first US Navy shipbuilding job, a sign of allied industry filling US naval gaps.[7] Beijing pressed Washington to drop the device-testing ban, framing it as a supply chain risk (see China’s Military and Politics).[8]
Technology & Critical Infrastructure
The Binance theft blamed on North Korean hackers shows how cyber operations can fund weapons programs outside sanctions.[9] Japan’s Foreign Ministry said its own outward-facing network was breached through stolen email credentials, though secret systems were not reached.[10]
Domestic Politics & Information
China’s anti-corruption drive reached the former head of two state oil companies, as party officials said the purge had removed “serious hidden dangers.”[11] North Korea’s foreign ministry used state media to cast sanctions as a Western “strategic failure.”[12]
Strategic Leverage & Outcomes
We assess that North Korea’s welcome for Switzerland’s foreign minister and its rejection of sanctions in the same news cycle show Pyongyang choosing its own channels to the West.[13] With an APEC summit in China ahead, allied statements are setting markers before any leader-level talks.[14]
Strategic assessment
- Relative advantage
- The United States and its allies, which issued a joint position covering Korea, Taiwan and the South China Sea.
- Critical vulnerability
- Crypto platforms and government email systems that hackers can exploit for money or data.
- Decisive uncertainty
- Whether any Trump-Kim contact happens around the APEC summit.
- Likely trajectory
- Steady Chinese air pressure on Taiwan and more North Korean rejections of sanctions.
- Strategic outcome
- Not yet determinable.
