This trade war news update for October 29, 2026, covers a new White House order on imported robots and industrial machinery, fresh US duties and forced-labor listings aimed at China, Moscow’s push for sanctions relief, Hormuz fuel costs and a weaker UN vote against the Cuba embargo.[1] It follows the October 28 trade war update; see the War Room and the Trade War News Hub.

Robots and Machinery

President Trump signed a proclamation on October 28 under Section 232 of the Trade Expansion Act of 1962, finding that imports of robots, industrial machinery and their parts threaten to impair US national security.[9] He did not impose tariffs. Instead, he directed the Commerce Secretary and the Trade Representative to negotiate agreements with trading partners and to report on progress within 180 days, and he said he may consider remedies such as tariffs later, depending on the talks.[10] The White House said the United States relies on imports for most types of robots and industrial machinery.[11]

China Duties and Lists

Commerce issued anti-dumping and anti-subsidy duty orders on van-type trailers and their subassemblies from China on October 28, after final findings by Commerce and the US International Trade Commission.[12] On October 29, Homeland Security published an updated Uyghur Forced Labor Prevention Act entity list that adds three entities.[13] Commerce also opened comments on subsidies by countries that export softwood lumber to the United States.[14]

Russia

Sanctions relief is part of the Russia talks. Ushakov said Moscow is discussing with Washington the lifting of US sanctions on the Russian Direct Investment Fund, run by Putin envoy Kirill Dmitriev.[15] Treasury designated the fund in February 2022, calling it “widely considered a slush fund” for Putin.[16] Separately, a US newspaper reported that diesel prices rose 7 cents a gallon after Trump’s diesel deal with Russia, to 6.35 dollars on October 28.[17]

Hormuz and Fuel Costs

Shipping risk in the Gulf remains high. Britain’s maritime trade office said the master of a passing ship reported another vessel on fire 9 nautical miles north of Khasab, Oman.[18] Iran’s Revolutionary Guards Navy said three oil tankers struck mines over 24 hours; the claim had no independent confirmation.[19] Iranian state media said the strait will stay closed until the United States accepts the seven-day plan.[20] With jet fuel at roughly double its prewar price, airlines are cutting back on fuel hedges and warning of higher fares, Reuters reported.[21]

Cuba and Venezuela

The UN General Assembly adopted Cuba’s resolution against the US embargo on October 28 by 130 votes to 17, with 25 abstentions, down from 165 votes to 7 with 12 abstentions last year, UN News reported.[22] US Ambassador Mike Waltz said US companies exported $876 million in goods to Cuba in the first eight months of 2026 and argued “there is no blockade.”[23] In Caracas, Acting President Delcy Rodríguez ordered officials to seek the return of Venezuela’s gold held at the Bank of England, valued at about $2 billion and frozen since 2019.[24]

Europe and China

German President Frank-Walter Steinmeier said in Beijing on October 29 that Germany is not seeking to decouple from China but must defend its economic interests, adding that “win-win must not turn into win-lose.”[25] In Brussels, the European Commission is preparing de-risking measures, including a proposed DiversifyEU tool that could push firms in key sectors to add suppliers through tariffs or subsidy conditions; industry groups call it overreach.[26]

Domestic Affairs

United States

The robotics order follows earlier Section 232 tariffs on goods including steel, aluminum, copper, autos, trucks, lumber, semiconductors, pharmaceuticals, polysilicon and drones, the White House said.[27]

Russia

No new Russian government statement on the diesel deal was found in the window.

What to Watch

  • Which trading partners open Section 232 talks on robots and machinery, and the first update due within 180 days.[31]
  • Whether Washington lifts sanctions on the Russian Direct Investment Fund.[32]
  • Whether the Hormuz closure pushes fuel prices and airfares higher.[33]

Trade War lenses

Analysis

Deals & Agreements

The robotics order is a bid for deals rather than an immediate tariff, giving partners about six months to offer terms.[34] Russia’s request for sanctions relief shows that trade terms are now part of the war talks.[35]

Imbalances & Impact

The United States imports most of its robots and industrial machinery, so any future tariff would raise costs for factories.[36] The Cuba vote figures show Washington is winning over some governments even as most still oppose the embargo.[37]

Chokepoints & Dependencies

Hormuz remains the main energy chokepoint, and fuel costs are already feeding into airfares.[38] Europe’s planned supplier tool targets dependence on China in key sectors.[39]

Negotiating Power

The threat of later tariffs gives US negotiators leverage over machinery exporters, though the order allows talks with any trading partner.[40] Moscow is pairing diesel sales with requests for sanctions relief.[41]

Policy & Economics

The diesel deal has not lowered US pump prices so far, according to the US newspaper report.[42] Venezuela wants its frozen gold to fund reconstruction.[43]

Bloc Competition

Germany is trying to keep trade with China open while the EU prepares tools to reduce reliance on it.[44] The forced-labor and trailer actions continue Washington’s narrower, product-by-product pressure on China.[45]

Business & Markets

Robot and machinery importers face uncertainty but no new duty yet.[46] Airlines face higher fuel bills with less hedging protection.[47]
