Americas security news, October 29, 2026: the UN General Assembly again called for an end to the US embargo on Cuba, but with its weakest backing in two decades.[1] Flávio Bolsonaro, Brazil’s defeated presidential candidate, reached Miami and called himself the “president-elect” before changing the wording.[2] It follows the Oct 28 Americas update, which covered his departure through Argentina and the debate before the vote.
Cuba
The UN General Assembly adopted Cuba’s resolution against the US embargo on October 28 by 130 votes to 17, with 25 abstentions, down from 165 votes to 7 with 12 abstentions last year, UN News reported.[3] It was the 34th such vote and the weakest backing for the resolution in two decades. The resolution is not legally binding.[4] According to the Associated Press, Germany, Italy and Latvia were among the Western countries that did not back the resolution for the first time in 34 years.[5]
In the US explanation of vote, Ambassador Mike Waltz said a Cuban diplomat had assaulted an American diplomat during the October 27 session. He said that conduct violated the Host Country Agreement and that the diplomat “will be put on a plane back to Havana.”[6] Waltz said US companies exported $876 million in goods to Cuba in the first eight months of 2026, including about a quarter of a billion dollars in fuel.[7] Foreign Minister Bruno Rodríguez Parrilla blamed the embargo for shortages of medicine and delayed surgeries, and said, “Cuba is not a threat, the blockade is.”[8] China’s Foreign Ministry said on October 29 that Beijing will keep backing Cuba and urged Washington to lift the embargo.[9]
At home, the grid shortfall eased slightly but remains severe. Cuba’s national utility forecast a maximum shortfall of 1,940 megawatts at Thursday’s evening peak, 105 megawatts less than its forecast for Wednesday, with 790 megawatts available against expected demand of 2,820 megawatts.[10] In Holguín province, one circuit in Banes had been without power for 41 hours and 40 minutes by 6 AM.[11]
Venezuela
Acting President Delcy Rodríguez on October 28 ordered the Foreign Ministry and the Attorney General’s office to start legal and diplomatic steps to bring home Venezuela’s gold held at the Bank of England. The reserves are valued at about $2 billion and have been frozen since 2019. Speaking at a televised Council of Ministers, she said there was an agreement and added, in translation, “Enough excuses.”[12]
In Caracas the same day, a National Bolivarian Police line stopped a march by unions and relatives of political prisoners heading from La Candelaria to the Miraflores presidential palace. Protesters and police scuffled on Urdaneta Avenue, and El Nacional reported injuries on both sides. A delegation of leaders was later allowed in to talk with officials of the interim government.[13]
Colombia
President Abelardo De La Espriella on October 28 ordered Migración Colombia, the migration agency, to deport immediately any Venezuelan migrants without legal status who commit crimes or have police records. He gave the order after a security meeting with Bogotá Mayor Carlos Fernando Galán. The capital has more than 148,000 Venezuelans without regular status, he said.[14] Migration officials and police will run joint document checks across the city’s districts.[15]
Brazil
Flávio Bolsonaro, his wife and their daughters landed in Miami on the morning of October 28.[16] He entered on his diplomatic passport, which Brazil’s Federal Police said had been cancelled. US Customs and Border Protection records list him as “paroled” and allowed to stay until October 27, 2027, g1 reported; the agency had not commented.[17] Update: g1 reports that Justice Alexandre de Moraes signed the decision barring him from leaving on October 26, a day earlier than the date in our October 28 report. Moraes wrote that the ban was a “logical and natural” (translated) result of the order cancelling his passports.[18]
In a letter posted after his arrival, Flávio Bolsonaro called himself the “president-elect” and alleged fraud without evidence. He then replaced those words with “leader of Brazil,” g1 reported.[19] His Liberal Party has recognized the result.[20] President Donald Trump called Brazil’s election “very strange” but declined to comment on the letter, saying only that the United States had given him permission to enter.[21] Federal Police investigators are weighing whether to ask for his pretrial detention, according to unnamed police sources quoted by g1.[22]
Argentina
Argentina’s National Migration Directorate said Flávio Bolsonaro and his family entered with valid travel documents and without any legal impediment.[23] La Nación quoted a presidential spokesperson as confirming that there had been collaboration with the Trump administration.[24] A federal prosecutor in Misiones province has asked government agencies for reports on how he entered the country and left on the flight to the United States.[25]
Argentina again voted against the UN resolution on the embargo.[26] Foreign Minister Pablo Quirno wrote, in translation, that there is “no freedom without democracy.”[27]
Domestic Affairs
In New York, the narco-terrorism case against Nicolás Maduro was reassigned on October 28 to Judge Analisa Torres after the death of Judge Hellerstein. She is due to rule in December on defense motions to dismiss the charges, El Nacional reported.[28] The State Department said President Trump will host the G20 leaders’ summit in Miami on December 14 and 15.[29]

Related War Room Reports
Geography & Strategic Position
Flávio Bolsonaro’s exit ran through two neighboring countries before he reached Miami, putting Argentina’s border controls under scrutiny at home.[40]
Military & Security
No military operations were reported in the window; the security story is about police and migration powers, from Caracas streets to Bogotá deportations.[41]
Alliances & Diplomatic Networks
Washington’s campaign cut support for the Cuba resolution and won abstentions from European allies, while Argentina voted with the United States.[42] Argentina’s help with the Bolsonaro flight has strained its ties with Brazil.[43]
Economic & Industrial Power
Venezuela’s interim government is pressing for frozen gold worth about $2 billion as it seeks money for reconstruction.[44] Waltz cited $876 million in US exports to Cuba this year to argue there is no blockade.[45]
Technology & Critical Infrastructure
Cuba’s evening shortfall is still more than two-thirds of expected demand, and some circuits have been dark for nearly two days.[46]
Domestic Politics & Information
Flávio Bolsonaro’s letter repeated fraud claims made without evidence, which his own party has not adopted.[47]
Strategic Leverage & Outcomes
The United States gained ground at the UN and in Buenos Aires, but sheltering a Brazilian politician who defied a court order could complicate ties with Brazil’s new government.[48] Assessment: Washington’s leverage in the region is rising, but so is the political cost with Brasília.
Score 3/5Evidence confidence: LowTrend: Stable
Strategic assessment
- Relative advantage
- Washington, with a shrinking UN majority against the embargo and close ties to Buenos Aires.
- Critical vulnerability
- Cuba’s grid, short by more than two-thirds of expected peak demand.
- Decisive uncertainty
- Whether Brazil seeks Flávio Bolsonaro’s arrest or extradition.
- Likely trajectory
- Continued blackouts in Cuba and rising friction between Brazil and Argentina.
- Strategic outcome
- Not yet determinable.
