This trade war news update for October 27, 2026, covers the US Trade Representative’s warning that a record European loan to Airbus threatens the transatlantic aircraft truce, reported EU plans for new curbs on Chinese imports, and Canada’s terms for a tariff deal.[1] It follows the October 26 trade war update; see the War Room and the Trade War News Hub.

US-EU Airbus Dispute

Greer said on October 26 that he had “sincerely hoped that trade-distorting European subsidies to Airbus were a thing of the past.”[20] He said that “almost immediately” after the EU extended the duty pause this summer, the European Investment Bank awarded Airbus its largest loan ever, for projects in France, Germany and Spain, and that despite repeated requests his office has no details. He asked for the matter to be resolved “as soon as possible” to avoid a violation of the aircraft deal.

The bank said in June it would provide a record €3 billion, about $3.4 billion, and the two sides have not reimposed tariffs since the 2021 five-year deal ended a 17-year dispute, a wire report said.[21] No EU response to Greer’s statement was found in the window.

EU Curbs on Chinese Imports

The European Commission is weighing safeguard measures that would let it restrict imports from a sector after a surge, and it can act without Beijing’s agreement, according to the report.[22] It would follow its earlier deal with Beijing to cap Chinese hybrid car imports at 350,000 a year, which the Commission aims to put into force in December; the cap would apply for four years. The people cautioned that the sectors could change after talks with member states and China.

Beijing answered on Tuesday. Spokesperson Guo Jiakun said the second China-EU Trade and Investment Consultation “fully proves” that the two sides can settle trade differences through dialogue, and he urged the EU to abide by “market economy and fair competition” principles.[23]

US-Canada Talks

Talks between Washington and Ottawa are “moving quickly” at the political level, several sources said, though they doubted a deal could be done before the November 3 midterm elections.[24] Carney said on October 26 that Canada did not sign what was offered in August because of “very clear bottom lines, red lines,” and, asked how he knows Trump will stand by a new deal, he answered “I don’t.” The sources said talks broke down on August 21 over Canada’s freedom to make trade deals with other countries and what the US auto, steel and aluminum tariffs would apply to under a new deal.

Domestic Affairs

United States

Michigan Senate candidate Mike Rogers praised the new US tariff on Canadian trash at a rally with Trump in Port Huron, and the United States will now apply 50% tariffs on sewage sludge and some types of Canadian municipal waste, according to the same report.[25] Rubio will host G20 foreign ministers in Atlanta on October 30-31, where the State Department says talks will cover supply chains and energy and food security.[26]

Canada

Carney said on a podcast that US officials have “already moved on several” of Canada’s red lines since Ottawa walked away in August.[27] He said Canada will judge any offer “as a whole.”

Assessment

Assessment: Washington is opening a new front with Europe on aircraft while it bargains with Canada, which suggests it will keep using trade threats against allies even as the midterms near.

What to Watch (Assessment)

  • An EU reply to Greer’s Airbus statement, and any US step toward ending the aircraft duty pause.
  • The Commission’s hybrid car cap proposal, due in the coming weeks, and any formal safeguard filing on chemicals, furniture or machinery.
  • Whether US-Canada political talks move to formal negotiations before November 3.
  • The G20 foreign ministers’ meeting in Atlanta on October 30-31.

Trade War lenses

Analysis

This analysis applies the Trade Lenses framework to the day’s trade news.[2]

Deals & Agreements

The 2021 US-EU aircraft deal is under strain. Trade Representative Jamieson Greer said the Trade Representative’s office paused US duties on EU imports in exchange for a mutual commitment to finance large civil aircraft producers on market terms, and that the European Investment Bank’s record loan to Airbus “injects substantial uncertainty” into that deal (see US-EU Airbus Dispute).[3] No new US-Canada deal was signed; Prime Minister Mark Carney said Canada is ready to sign a deal in Canadians’ interest (see US-Canada Talks).[4]

Imbalances & Impact

The EU’s trade deficit with China is more than $1 billion a day and rising, according to a report on the bloc’s planned curbs.[5] The EU has started to assess trade data to see where imports have surged, the same report said.

Chokepoints & Dependencies

Brazil holds the world’s second-largest rare earth reserves, and foreign-owned companies filed 42% of its 2,727 rare earth exploration applications, a mining trade report said.[6] Lula’s re-election extends a policy that seeks to keep more processing in Brazil. Assessed: that policy may slow how fast US buyers can use those deposits to cut reliance on China.

Negotiating Power

Washington holds the stronger hand on aircraft: Greer noted that the United States won at the World Trade Organization and imposed duties before agreeing to pause them.[7] Canada is bargaining from its red lines; two sources said the United States would need to make multiple concessions for a deal to be struck in the coming week.[8] Assessed: the midterm calendar gives Ottawa some room to wait.

Policy & Economics

The International Trade Commission found that revoking duties on mattresses from China, Cambodia, Malaysia, Serbia, Thailand, Turkey and Vietnam would likely lead to renewed injury to US industry, keeping the orders in place.[9] The Bureau of Industry and Security renewed its order denying export privileges to Iran’s Mahan Airways and related parties for one year, in an order dated October 22.[10] Secretary of State Marco Rubio said Venezuelan oil now sells at market rate into a Treasury-controlled account, with payments made through a process set up under Treasury licenses.[11]

Bloc Competition

The EU may present safeguard measures on Chinese chemicals, furniture and machinery as soon as the first quarter of 2027, using import caps or tariff-rate quotas, people familiar with the plans said.[12] China’s Foreign Ministry urged the EU to “avoid abusing trade remedies.”[13] The US-China tariff truce runs to January 10, Treasury Secretary Scott Bessent said in September, and no new US-China step was reported in the window.[14]

Business & Markets

European machinery shares rose on the EU report: Konecranes gained as much as 2.7%, Atlas Copco 2.6% and Metso 1.6%, the report said.[15] The International Trade Administration launched a listing to promote US companies in water, waste and critical minerals recycling and air quality to foreign buyers.[16]

Trade assessment

Who has the leverage
Washington on aircraft, where it can end the duty pause it agreed in 2021.
Biggest chokepoint
rare earth processing, where Brazil’s deposits are an alternative but not yet a supply.
Likeliest deal
none in the coming days; a narrow US-Canada steel and auto deal remains possible before November 3.
Main risk
a renewed Boeing-Airbus tariff fight on top of the EU-China safeguard push.
US interest
protecting US aerospace jobs and winning new mineral supply without losing European partners.
