The Air Force recorded hits at 25 locations and debris at 16, and said several drones were still in the air at its 9:00 AM Kyiv cutoff; those figures count locations, not munitions.[7] The Air Force did not give a launch total for ballistic missiles, so the president’s figure of 16 sits in its own row. Ukraine did not confirm the Russian drone figure.
This Ukraine war update for October 27, 2026, covers two waves of Russian ballistic missiles on Kyiv that hit the Pivdennyi Bridge and a university campus, the start of the local ceasefire around occupied Oleshky, a UN finding that Russia’s energy strikes are crimes against humanity, and Nordic leaders’ call with Putin.[1] It follows yesterday’s Ukraine war update; the War Room, Middle East war update and Russia-Ukraine News Hub give context.
Russian Strikes on Ukraine
Russia’s ballistic missiles hit Kyiv twice in one night, and the second wave struck the Pivdennyi Bridge, one of the main crossings over the Dnipro. Zelensky said 16 ballistic missiles and more than 280 drones were launched overnight and called the bridge strike “a serious escalation in Russia’s operation against our logistics.”[8] The bridge was closed to traffic in both directions, and damage to its metro section suspended trains between Osokorky and Chervonyi Khutir stations.[9]
The first wave came on Monday evening. The Air Force warned of a ballistic threat from Bryansk at 9:41 PM Kyiv time, and missiles hit near a metro station and student housing in the Desnianskyi district and damaged a medical facility in the Dniprovskyi district.[10] A paramedic and an emergency medical technician who came to the scene were among the injured. Five students and staff of the State University of Trade and Economics were hurt, two of them seriously, and early reports of deaths among them were not confirmed.[11] Police said a 46-year-old woman was killed in the Desnianskyi district, and city officials and emergency services put the number injured since Monday evening at 14 to 15.[12] An office of DTEK’s Kyiv grid company was also damaged.[13]
The bridge strike matters because it cuts a route that moves people and goods through the capital. Zelensky said strikes also hit 10 places beyond Kyiv, from Vinnytsia and Odesa to Chernivtsi, and that the targets were “the energy sector, logistics and ordinary urban infrastructure.”[14]
The energy damage spread across the country. Russian attacks cut power to some consumers in Vinnytsia, Dnipropetrovsk, Donetsk, Chernihiv, Kharkiv, Zaporizhzhia and Sumy oblasts and hit the energy sector in Khmelnytskyi Oblast, and hourly outage schedules could leave homes without electricity for 8 to 12 hours a day.[15] Konotop in Sumy Oblast had no power for a fourth day after strikes on October 23–24, and its mayor said there was “no forecasts at all” for restoring it.[16] A Russian drone also damaged an energy facility in Chernivtsi Oblast on Monday, cutting power to parts of the regional capital.[17]
Oleshky Ceasefire Begins
The local ceasefire around occupied Oleshky took effect at 3:00 AM Kyiv time on Tuesday, October 27, according to Ukraine’s human rights commissioner, Dmytro Lubinets.[18] This resolves the start-date question raised in yesterday’s report: the date given by the First Lady, October 27, held. Russia’s Defense Ministry said its forces had ceased fire on the Kherson front from 4:00 AM Moscow time to prepare a humanitarian operation. Lubinets said the mission is run with his Russian counterpart, Yana Lantratova, with Melania Trump mediating.
Ukraine’s General Staff urged people not to spread rumors about the routes and times of civilian and aid convoys out of the town.[19] The truce is narrow. It covers one occupied town while missiles struck Kyiv the same night, so it tests the mediation channel rather than marking a wider pause.
Talks and Diplomacy
Finnish President Alexander Stubb and Norwegian Prime Minister Jonas Gahr Støre called Putin on Tuesday, following up their October 20 meeting in Oslo, and said they spoke as national leaders rather than for Europe.[20] The Kremlin said Putin raised the war’s “root causes” and that a lasting peace requires Russia’s “legitimate interests” to be fully taken into account.[21] Zelensky said the two leaders told Putin that real de-escalation steps are needed on energy and infrastructure, and that they discussed preparations for the three-way meeting planned for November.[22]
Moscow kept up its line that talks will not pause the fighting. Kremlin spokesman Dmitry Peskov said a return to three-way talks with Ukraine and the US would not halt hostilities, and that Russian forces continue “massive and consistent strikes.”[23] Zelensky, for his part, said Kyiv had waited nearly a month for Secretary of War Pete Hegseth to approve missiles for Patriot and NASAMS systems, and he told his team to raise it with Washington again.[24] After the Kyiv strikes he said “artificial delays” in air defense deliveries help Russia’s campaign.[25]
The US-Russia diesel deal drew new scrutiny. Three tankers carrying about 140,000 tonnes of Russian diesel are heading to the US, and one of them, the Leruo, is under EU, British and Canadian sanctions.[26] Democratic senators, led by Jeanne Shaheen and joined by Republican Thom Tillis, asked six banks and two port authorities to preserve records of the trade.[27] Industry sources said Russian diesel output rose to about 180,000 tonnes a day after export quotas tied to the deal were approved in mid-October.[28]
Among Ukraine’s partners, Italy’s foreign minister said a new military aid package is ready and will be sent as soon as possible.[29] An EU roadmap reportedly sets the end of 2029 as a target for finishing Ukraine’s accession talks, a date for negotiations rather than membership.[30] South Korea recalled eight diplomats from Ukraine in a dispute over Kyiv’s disclosure of the transfer of two North Korean prisoners of war, and a presidential adviser denied that Ukraine broke any agreement.[31]
Ukraine’s Strikes in Russia
Update: Ukraine’s General Staff confirmed the strike on the Energiya plant in Yelets, Lipetsk Oblast, which yesterday’s report carried as a monitoring-channel claim. It said the plant is Russia’s sole maker of batteries for glide and correction modules on aerial bombs and also supplies batteries for Iskander-M missiles and sea-launched cruise missiles.[32] Open-source analysts said photos show at least seven hits on the site.[33]
A monitoring channel reported a drone strike lasting several hours on an ammunition depot near Khrustalnyi in occupied Luhansk Oblast, about 65 km southwest of Luhansk, followed by secondary blasts; neither side commented officially.[34] Satellite imagery reviewed by an open-source group showed damage to two workshops of the 75th Arsenal in Serpukhov, Moscow Oblast, which repairs S-300V and Buk air defense systems, after an October 22 strike.[35]
Russia’s Defense Ministry claimed 222 Ukrainian drones were downed overnight over 12 regions, Crimea and the Black Sea.[36] Bryansk’s governor said one civilian was killed and six were injured, and the Russian-installed governor of occupied Zaporizhzhia Oblast said a drone hit a passenger bus near Prymorsk, killing one person. These are Russian claims that Ukraine has not addressed.
Front Lines and Defense Industry
Satellite images analyzed by an open-source researcher showed Russia building more than 20 earth-banked shelters and about 40 smaller garages for Geran attack drones at the Hvardiiske airbase in occupied Crimea, a launch site the Air Force cited on October 26.[37] The work suggests Russia is hardening its drone launch network against Ukrainian strikes. Near the front, Donetsk Oblast’s governor said a mandatory evacuation of families with children is under way across the Kramatorsk community after Russian strikes on Yasnohirka killed one person and injured 10, including a 13-year-old girl.[38]
In Europe, Romania’s intelligence service said a Russian-coordinated network attempted to set fire to the Carfil arms factory in Brașov on September 14 and had other targets in the region.[39] President Nicușor Dan condemned the plot as a serious violation of Romania’s sovereignty.[40]
Domestic Affairs
Damage to power and transport links shaped daily life. The outage schedules apply to all categories of consumers in the affected regions, and officials asked people to limit heavy appliance use between 4:00 PM and 10:00 PM Kyiv time.[41] The Kyiv metro’s restrictions around the bridge forced changes to surface transport routes.[42]
War Crimes and Civilian Harm
Allegations are attributed; findings are not established unless stated.
The UN’s Independent International Commission of Inquiry on Ukraine concluded that Russian authorities committed war crimes by intentionally attacking civilian objects and crimes against humanity of other inhumane acts through waves of strikes on Ukraine’s energy system.[43] It found the attacks were carried out with intent and under a state policy to deprive civilians of energy, and that commanders knew the heating plants they hit were indispensable in winter. The commission also found that Russia recruited men trafficked from other countries into its forces.
Strikes outside the capital also killed civilians. In Kharkiv’s Novobavarskyi district, an attack around 6:00 PM Kyiv time on Monday killed two people and injured four, and prosecutors said a Tornado-S rocket system was used.[44] A drone attack on Pavlohrad killed one person and injured three, including two 10-year-old girls.[45] In Chernihiv Oblast, six people were injured, including a 12-year-old child.[46] A 12-year-old boy, Artem Koval, died in a Kyiv hospital a week after a drone strike on a park in Nova Vodolaha, Kharkiv Oblast, that killed his 8-year-old sister.[47]
Ukrainian prosecutors served notices of suspicion on Volodymyr Saldo, the Russian-installed governor of occupied Kherson Oblast, and two school staff members over the transfer of three teenagers to Crimea in October 2022.[48] The teenagers have since returned to Ukrainian-held territory. These are allegations, not court findings.

What to Watch (Assessment)
- Whether the Oleshky ceasefire holds long enough for aid to arrive and residents to leave toward Ukrainian-held areas.
- Whether Washington approves the Patriot and NASAMS interceptors Zelensky says are delayed.
- Whether the Pivdennyi Bridge and its metro line reopen, and whether Russia strikes other Dnipro crossings.
- Whether the three-way talks get a date after November 4.
Geography & Strategic Position
The strike on the Pivdennyi Bridge shows Russia aiming at the crossings that tie Kyiv’s two banks together.[54] Ukraine’s reach, meanwhile, extends to a battery plant in Yelets and arms workshops in Moscow Oblast.
Military & Security
Russia’s use of 16 ballistic missiles in one night tests the interceptors Ukraine has least of, and the Air Force reported only two downed.[55] Ukraine is answering by hitting the plants that power Russian guided bombs and repair its air defenses.
Alliances & Diplomatic Networks
Finland and Norway acted as go-betweens while stressing that they did not speak for Europe.[56] South Korea’s partial recall shows how side disputes can strain Ukraine’s wider network.
Economic & Industrial Power
The diesel deal gives Russia an export outlet while US lawmakers question its legality.[57] Ukraine’s grid losses, meanwhile, mean daily blackouts across eight regions.
Technology & Critical Infrastructure
Russia’s new drone shelters at Hvardiiske show it is protecting its launch network, which raises the cost of Ukraine’s counter-strikes.[58]
Domestic Politics & Information
The UN commission’s finding gives Ukraine a formal legal record of the energy campaign as a new winter begins.[59]
Strategic Leverage & Outcomes
For US interests, the near-term tests are whether the Oleshky truce holds and whether delayed interceptor approvals are released before Russia’s winter campaign peaks.[60]
Strategic assessment
This window paired a night of 16 ballistic missiles, with Kyiv the main target, with the first local ceasefire of the US-brokered process. Russia is talking while striking harder, and Ukraine is pressing Washington for air defense. The open questions are whether the truce widens and whether the interceptors arrive.
