This Ukraine war update for October 22, 2026, covers the Kremlin’s agreement in principle to resume three-way talks with Ukraine and the United States around November 10, and the missile and drone attack on Kyiv that followed within hours.[1] It also covers President Zelensky’s offer to freeze the war on the current front lines and a new NATO procurement channel for Ukraine.

Kremlin Agrees to Resume Talks Around November 10

The day’s main development came out of St Petersburg. After a meeting of nearly three hours with US envoy Steve Witkoff on October 21, Putin’s aide Yury Ushakov said Putin told Witkoff that Russia is “ready in principle to resume the above-mentioned trilateral talks around November 10 on the main subject,” which he described as “building a security system for Russia and Ukraine.”[7] Ushakov later said Moscow is “focusing on Abu Dhabi” as the venue.[8] Envoy Jared Kushner joined by video link because of illness, and Ushakov called the meeting, the ninth between Putin and Witkoff, “detailed and frank.”[9]

The agreement matters because it is the first concrete date for renewed three-way negotiations, and it falls about a week after the US midterm elections.[10] According to Ushakov, Witkoff said the decision would “undoubtedly be received with great satisfaction by President Trump.” Ushakov also said Witkoff described “new approaches by Europeans and Kyiv,” but that there is “not much useful” in them.[11] Kirill Dmitriev, Putin’s envoy for foreign investment, also took part, and the two sides discussed large-scale economic projects.[12]

Moscow’s terms did not change. Deputy Foreign Minister Sergey Ryabkov said on October 22 that a meeting of Putin, Trump and Zelensky “has been raised, but there is no final understanding on this yet.” He added that any settlement must give “full consideration of the changed realities on the ground, our constitutional realities.”[13]

Europe is now looking for its own seat at the table. EU diplomats are discussing who could represent the bloc in talks with Putin, and Finnish President Alexander Stubb is among the names under discussion, a European news outlet reported.[14] Finnish Prime Minister Petteri Orpo arrived in Kyiv on October 22 to discuss winter preparations and Ukraine’s EU reforms, and Finland plans a €50 million loan for Ukraine’s recovery.[15]

Missiles Hit Kyiv Hours After the Talks

Within hours of the Kremlin’s announcement, Russia launched a combined attack centered on the capital. Ukraine’s Air Force said the attack began at 6 PM Kyiv time on October 21 with Iskander-M, S-400, Zircon and Oniks missiles fired from Russia’s Kursk, Bryansk and Rostov oblasts. Russia also launched 210 drones, 110 of them jet-powered; by 9 AM, 181 had been downed or jammed, and hits were recorded at 32 locations.[16] Zelensky said Russia used 21 missiles against Kyiv in three waves and that 12 oblasts came under attack. He also said that “when Russia responds to negotiations with ballistic missiles, real pressure on Russia is needed.”[17]

The most serious allegation concerns the weapon used. Serhii Beskrestnov, an adviser to Ukraine’s defense minister, said an Iskander with a K5 cluster warhead struck the historic centre of the capital, and that the warhead’s 58 bomblets detonate in the air over an area of 400 by 400 meters.[18] Russia has not commented on the allegation.

The damage spread across the city’s infrastructure. An ambulance station in the Pecherskyi district and six ambulances were damaged, and a strike on the Pivdennyi Bridge damaged metro infrastructure, splitting service on the Green Line and restricting traffic toward the left bank.[19] In the Dniprovskyi district on the east bank, one person was killed and six were wounded as fires broke out, the State Emergency Service said.[20] City authorities put the capital’s toll at one killed and 24 injured.[21] The Energy Ministry imposed emergency power cuts in parts of the city and said repeated air-raid alerts were slowing repair crews.[22]

Lozova Market Hit as Moscow Reports a Mass Drone Raid

The attacks reached well beyond the capital. Regional authorities reported at least nine people killed and 56 injured across Ukraine over the past day.[23] On October 22, a strike on a market in Lozova, in Kharkiv Oblast, killed two people and injured 17, Governor Oleh Syniehubov said.[24] In Chernihiv, a second strike on a business killed a 61-year-old man.[25] Drones also damaged houses, a shop and a lorry park in Kharkiv, injuring one person.[26] In Odesa Oblast, an office building at a food producer burned down without casualties.[27]

Russia’s Defense Ministry offered its own account. It said the strikes hit the Antonov aircraft plant in Kyiv, which it said built FP-5 Flamingo cruise missiles and drones, as well as the Pivdennyi Bridge, port facilities at Kiliya in Odesa Oblast and a cargo ship bound for Chornomorsk.[28] None of these claims has been independently verified, and the bridge damage is described above.

Ukraine struck back at long range. Moscow Mayor Sergey Sobyanin’s posts showed 630 drones flying toward the Russian capital between the evening of October 21 and early October 22, which state media calculated as one of the year’s largest attacks; two people were injured southwest of the city.[29] The Defense Ministry said it downed 808 Ukrainian drones over 17 Russian regions, Crimea and the Black Sea.[30]

Zelensky Offers a Freeze and Presses Trump on Sanctions

Kyiv’s position moved closer to a ceasefire on the current lines. Zelensky said, “right now we have to freeze,” calling it a “real way to end this war,” and said Ukraine would then seek security guarantees from the United States and Europe.[31] That position conflicts with Russia’s demand that any deal reflect “realities on the ground” (see Kremlin Agrees to Resume Talks).

Zelensky also turned to Washington. In a podcast interview, he said Trump “should direct the rhetoric he uses towards me at Putin” and noted that sanctions passed by Congress are “on his desk.”[32] Trump issued an order on October 16 waiving the sanctions, restrictions and duties in the Graham Act, after certifying to Congress that the waiver serves US national interests.[33] Zelensky also called it unfair that Trump blamed him for rising US diesel prices, arguing that Ukraine’s refinery strikes answer Russian attacks on its grid.[34]

Zelensky addressed nuclear risk in the same interview. He said he does not expect Putin to use nuclear weapons, because Russia “would have no allies left, including countries such as the United States and China.”[35]

Front Lines: Pipeline Raid Near Kupiansk and Russian Claims in Zaporizhzhia

On the ground, Ukraine described an unusual operation. The National Guard’s 2nd Khartiia Corps said its troops moved about 15 kilometers through underground gas pipelines to reach the Russian rear near Kupiansk, in an operation code-named “Veles.” Commander Brigadier General Ihor Obolienskyi said Russian forces “intended to use the gas routes” and that “we went underground ourselves.” Khartiia’s casualty figures could not be independently verified.[36]

Russia’s Defense Ministry claimed the capture of Chervony Yar and Yulyevka in Zaporizhzhia Oblast on October 21; Ukraine has not confirmed either claim.[37] Ukraine also repatriated 252 bodies that Russia says are those of Ukrainian service members, with help from the International Committee of the Red Cross, and forensic experts will now work to identify them.[38]

Allies Open New Supply Channels as Ukraine Details Russia’s Filin Missile

Ukraine gained a new route for arms purchases. It is launching a partnership with the NATO Support and Procurement Agency, which will let it buy weapons, ammunition and equipment through the Luxembourg-based body. Jacqueline Borsboom, the agency’s director of support to operations, said it gives Ukraine “a more structured framework,” and that bulk orders could save money.[39] Denmark separately guaranteed a 750 million kroner ($113 million) loan to the Danish subsidiary of the Ukrainian defense company Fire Point.[40] US support continues through earlier approvals, including a State Department decision in September on a possible $2.68 billion air defense sale funded by European contributions and US military financing.[41]

The threat those systems face is growing. Ukraine’s Defence Intelligence published details of Russia’s new Filin cruise missile, first used in late summer 2026, which Russia says flies at up to 800 km/h with a range of up to 1,200 kilometers. The agency said it carries 22 Chinese-made components and 35 American ones.[42]

Domestic Affairs

In Ukraine, the High Anti-Corruption Court on October 22 allowed former Justice Minister Herman Halushchenko to remove his electronic monitoring bracelet but extended his other bail conditions for two months, including a bar on leaving Kyiv without permission. Halushchenko, released this summer on bail of 150 million hryvnias ($3.4 million), denies wrongdoing.[43] The court gave no reason for its decision.

In Russia, Putin signed decrees reshaping the cabinet. Finance Minister Anton Siluanov was named to a new post of Deputy Prime Minister and Finance Minister, raising the number of deputy prime ministers to 11. Yury Trutnev left his post as deputy prime minister and envoy to the Far East to become a presidential aide.[44] The change raises the rank of the minister who runs Russia’s budget, including its war spending.

War Crimes and Civilian Harm

Allegations are attributed; findings are not established unless stated.

Ukrainian officials alleged that the overnight attack deliberately targeted civilians. Beskrestnov said the cluster strike on the capital’s Old Town “was not carried out for military purposes” and was meant to “injure as many people as possible.”[45] Zelensky said residential buildings, shopping malls and even a monastery were among the damaged sites, and that 34 people were injured across Ukraine overnight, including five children.[46] Strikes also hit an ambulance station and a market in Lozova (see Missiles Hit Kyiv and Lozova Market Hit). These are allegations, not findings, and Russia says it struck military and transport targets (see Lozova Market Hit).

What to Watch (Assessment)

  • Whether Washington, Kyiv and Moscow confirm the November 10 date and the Abu Dhabi venue.
  • Whether Russia comments on the cluster warhead allegation, or independent investigators examine the Old Town strike site.
  • Whether the White House responds to Zelensky’s call to use the Graham Act sanctions.
  • Who the EU names to speak for Europe in any talks with Putin.
  • Repairs to Kyiv’s grid and the Pivdennyi Bridge as overnight strikes continue.

Analysis

About the framework

Geography & Strategic Position

The capital remains Russia’s main pressure point, with missiles, a key Dnipro crossing and the city’s grid all hit on one night (see Missiles Hit Kyiv).[53] On the front, the Kupiansk pipeline raid shows both sides now treat underground energy routes in Kharkiv Oblast as terrain to be held or exploited (see Front Lines).

Military & Security

A strike mixing ballistic, hypersonic and anti-aircraft missiles with 210 drones strains Ukraine’s air defenses, and the 32 hit locations show how much still got through (see Missiles Hit Kyiv).[54] Russia’s cheap, long-range Filin adds another threat that Ukraine’s air defenses must counter (see Allies Open New Supply Channels).

Score 2/5Evidence confidence: MediumTrend: Deteriorating

Alliances & Diplomatic Networks

Europe lacks an agreed negotiator just as a talks date emerges, and a Finnish candidate would bring long experience of dealing with Moscow (see Kremlin Agrees to Resume Talks).[55] The NATO procurement channel and Denmark’s loan guarantee deepen Europe’s role as Ukraine’s arms supplier (see Allies Open New Supply Channels).

Score 3/5Evidence confidence: MediumTrend: Improving

Economic & Industrial Power

Danish backing for Fire Point shows Ukraine moving weapons production abroad, beyond the reach of strikes like the one Russia claims on the Antonov plant (see Allies Open New Supply Channels).[56] The Filin’s mix of Chinese and American components points to supply chains that sanctions have not closed (see Allies Open New Supply Channels).

Technology & Critical Infrastructure

The night showed again that power, transport and medical services are all targets, with emergency outages, a damaged metro line and an ambulance station knocked out in one attack (see Missiles Hit Kyiv).[57] Ukraine’s drone attack on Moscow, which the mayor’s posts put at 630 drones, shows long-range drone warfare now runs in both directions (see Lozova Market Hit).

Domestic Politics & Information

Zelensky publicly rejected Trump’s claim that Ukraine is to blame for US diesel prices, a rare open disagreement before talks resume (see Zelensky Offers a Freeze).[58] In Moscow, Putin’s reshuffle raises Siluanov’s standing as the war’s financial manager (see Domestic Affairs).

Strategic Leverage & Outcomes

Russia gained a talks date on its own timetable while keeping pressure on the capital, and Kyiv answered with a freeze offer that shifts attention to Moscow’s terms (see Zelensky Offers a Freeze). For US interests, the test is whether Washington uses the waived Graham Act sanctions as leverage before November 10 to secure a ceasefire on the current lines.[59]

Score 2/5Evidence confidence: MediumTrend: Stable

Strategic assessment

Relative advantage
Russia keeps the initiative in long-range strikes and sets the pace of diplomacy.[60]
Critical vulnerability
Ukraine’s capital and grid remain exposed to saturation attacks.[61]
Decisive uncertainty
Whether the November 10 talks take place and on what terms.[62]
Likely trajectory
Heavy strikes continue in the run-up to the talks.
Strategic outcome
Not yet determinable; Moscow still demands recognition of “realities on the ground.”[63]
