Key Takeaways: 4 things to know

  1. Russia’s overnight wave struck 20 locations and cut power in Vinnytsia, Odesa, Ternopil and Kyiv oblasts, and Zelensky says Moscow has hit energy targets 76 times since President Trump’s energy truce (see Russia Hits the Western Grid).[4]
  2. Ukrainian drones set the St. Petersburg Oil Terminal ablaze and hit a VK data center, while the Kremlin said Russia keeps responding with strikes (see Ukraine’s Drones Set St. Petersburg Ablaze).[5]
  3. Rubio framed the sanctions waiver as a 60-day study of economic effects and denied any White House role in Starlink limits, as Moscow said Russian diesel could reach US buyers within weeks of signing (see Rubio Calls the Waiver a Pause).[6]
  4. Drones crossed into Romania and Lithuania within a day, while Ukraine’s southern command says Russia has ordered Orikhiv taken by the end of October (see Drones Cross Into NATO Airspace).[7]

This Ukraine war update for October 18, 2026, covers a Ukrainian drone attack that set the St. Petersburg Oil Terminal on fire, a Russian overnight wave of 180 drones and an Iskander-M missile that again hit power sites in western Ukraine, and Secretary of State Marco Rubio’s description of the Graham Act waiver as a 60-day pause.[1][2][3]

Russia Hits Ukraine’s Western Grid Again as Zelensky Counts 76 Strikes Since the Energy Truce

Russia kept up its campaign against Ukraine’s power system overnight, launching one Iskander-M ballistic missile from Voronezh Oblast and 180 attack drones from the evening of October 17, according to Ukraine’s Air Force. Air defenses shot down or jammed 152 drones, 16 of them jet-powered, but hits were recorded at 20 locations and about 10 drones were still in Ukrainian airspace at 8 AM Kyiv time.[8]

The pattern matters because the strikes again reached far from the front. By morning Russian drones had set a large fire at an industrial site in Manevychi in Volyn Oblast, the second strike there in three days, and hit an energy facility near Staryi Vyshnivets in Ternopil Oblast, while Rivne’s governor reported another large-scale attack on the city and its outskirts.[9] Emergency cuts followed in Vinnytsia Oblast, where officials warned that supply “will remain unstable for the time being,” and in the Bucha district outside Kyiv, while about 24,000 consumers lost power in Odesa Oblast.[10]

Zelensky tied the night to a broader count. He said Russia had attacked Ukraine’s energy and oil and gas facilities 76 times in the week since Trump announced an energy truce, including substations in Vinnytsia, Zhytomyr, Khmelnytskyi and Odesa oblasts on the night of October 17–18 alone.[11] Trump announced that truce on October 11 without defining its scope, and Kyiv says it will observe a full one if Russia does.[12] The cost is already reaching foreign investors: the Kromberg & Schubert car-wiring plant in Lutsk suspended operations after the October 16 strike on the facility.[13]

Ukraine’s Drones Set St. Petersburg’s Oil Terminal Ablaze

Overnight, Ukrainian drones struck Russia’s second city in a large-scale attack. Leningrad Oblast Governor Alexander Drozdenko claimed that air defenses downed 126 drones over the region by about 6 AM, and Russian outlets reported that the St. Petersburg Oil Terminal was on fire and a power substation was hit.[14] St. Petersburg Governor Alexander Beglov reported fires at the oil terminal, the Ruchyi oil depot and industrial warehouses in Kolpinsky District, and the terminal handles a reported 12.5 million tons of petroleum products a year.[15]

Civilian and commercial targets were also hit, and the casualty picture is still unsettled. Russian tech company VK confirmed a drone attack on its data center and said its services were working normally, while Pulkovo Airport imposed temporary restrictions; an early state-media summary said Beglov reported no casualties.[16] A later report cited Beglov as saying one person was killed, five were injured and 12 apartment buildings were damaged, and the outlet said it could not verify the targets or the extent of damage.[17]

The Kremlin answered with a warning rather than a damage report. Spokesperson Dmitry Peskov told state media that Russia’s response “is ongoing” and that its strikes are “systematic” and “massive.”[18]

Rubio Calls the Graham Act Waiver a 60-Day Pause as Moscow Readies Diesel for US Buyers

The day’s main US policy development was Washington’s first detailed explanation of the waiver it issued on October 16 (see yesterday’s Russia–Ukraine war update). Rubio said Trump wants a 60-day period to analyze what the act’s sanctions and tariffs would mean for the global and US economies, citing pressure on energy prices from the Iran war, the Strait of Hormuz and Houthi attacks on Saudi Arabia.[19]

Rubio also took on the satellite dispute. He said no one at the White House ordered Starlink speeds slowed for Ukraine and that he was “not sure Zelenskyy knows what he’s talking about.”[20] He added that Starshield, the military version, is “not at this moment available to Ukraine” and that Kyiv had asked for it to conduct deep strikes inside Russia.[21] Zelensky said Ukrainian cars fitted with Starlink worked at more than 180 km/h inside the EU, while a 161 km/h cap in Ukraine stops interceptors from catching jet-powered Shaheds.[22]

Moscow, meanwhile, moved to start deliveries under the diesel deal. Deputy Prime Minister Alexander Novak said the US Department of Energy had identified buyer companies and that Russian diesel would reach US markets 15–20 days after contracts are signed, citing planned volumes of 500,000 tons in October and 1 million tons each in November and December.[23] A US newspaper report, relayed by Ukrainian media, said envoys Jared Kushner and Steve Witkoff had also floated a resumption of Russian gas purchases by Europe; European officials reacted negatively, and the report cited unnamed sources.[24] Zelensky called the diesel deal “the first step” toward wider sanctions relief and said a proposed US–Ukraine–Russia leaders’ meeting, possibly in Miami during the December G20, has not been confirmed by Moscow or Washington.[25]

Russia Targets Orikhiv as Ukraine Hits Drone Sites Behind the Lines

On the ground, the clearest new warning came from the south. A spokesperson for Ukraine’s southern operational command, Anastasiia Shevchenko, said Russian commanders had set a task to capture Orikhiv, Preobrazhenka and Tavriiske by the end of October. She said Russian troops were entering Orikhiv in groups of one or two and had failed to gain a foothold, and called Russian reports of having cleared half the town “fabricated.”[26] Neither side’s control claims could be independently confirmed from the sources opened.

Ukraine kept striking the drone and repair network that feeds Russia’s campaign. The General Staff said its forces hit a site used to store, prepare and launch attack drones near Donetsk and a repair base of Russia’s Yug group near Sukhodilsk in Luhansk Oblast on October 17 and overnight.[27] It also confirmed an October 16 strike on the Roboavia drone plant near Khutor Lenina in Rostov Oblast.[28] The Russian-installed head of occupied Luhansk claimed that Ukrainian attacks on energy infrastructure forced emergency outages in the city and 23 municipalities, so outages are now reported on both sides of the line.[29]

Drones Cross Into NATO Airspace as Kyiv Warns About Belarus

The war’s spillover reached two NATO members within 24 hours. Romania’s Defense Ministry said two F-16s from Borcea Air Base shot down two jet-powered Geran-family drones over Romanian national waters on the evening of October 17, after radar picked up a group of targets about 120 km east of Snake Island; the ministry did not say whose drones they were.[30] On October 18, Lithuanian officials said an unidentified drone that entered the country’s airspace crashed near a passing civilian car and damaged it, with no injuries.[31] Prime Minister Mindaugas Sinkevičius called a National Security Commission meeting for October 19 to review the drone and a foiled arson attempt at a company that stores Starlink equipment.[32]

Kyiv sees a wider threat to its own west. Zelensky said Russia is placing drone relays in Belarus and wants Minsk’s support to deploy ballistic missiles there, which he said would threaten western Ukraine first.[33]

Domestic Affairs

Inside Ukraine, the energy war is now a daily household problem as much as a military one. Beyond the overnight outages described above, about 19,000 consumers in Chernihiv district lost power on the evening of October 17, and the regional distributor said repairs would start only when it was safe.[34] Zelensky said tens of thousands of families remained without electricity and that repair crews were working “virtually around the clock.”[35]

The government’s answer leans increasingly on home-grown technology. Andrii Hrytseniuk, head of the Brave1 defense-tech cluster, said two Ukrainian teams are preparing domestic surface-to-air missiles for combat against jet-powered Gerans, with a design requirement to keep the cost below $20,000 per missile, a fraction of the cost of a Stinger or an AIM-9X.[36] Zelensky also said European governments have seen how Starlink can be regulated from the United States and are developing an alternative, which he expects to succeed.[37]

War Crimes and Civilian Harm

Allegations are attributed; findings are not established unless stated.

Regional authorities reported at least 10 civilians killed and 73 injured across Ukraine over the past day.[38] The deadliest city was Sloviansk, where the city military administration said Russian airstrikes and drone attacks killed six people and injured 15 on October 17, damaged more than 20 houses and left bodies under rubble overnight.[39] Elsewhere, a 27-year-old woman was killed and two people, including a six-year-old girl, were injured when an apartment block in Zaporizhzhia was hit overnight, a drone attack on Poltava killed one person and injured four, and a strike on a residential building in Odesa injured two people, including a girl under 14. Kherson officials counted one dead and 37 injured in the city on October 17.[40]

Two new allegations concern prisoners of war. A spokesperson for Ukraine’s southern forces said Ukrainian forces intercepted Russian radio traffic as troops believed to be from the 38th Separate Motorised Rifle Brigade executed unarmed Ukrainian prisoners on the Huliaipole front, and prosecutors opened a war-crimes investigation.[41] Ukraine’s Security Service said it had notified five more soldiers of Russia’s 82nd Motor Rifle Regiment, in absentia, of suspicion in the 2024 killings of three captured Ukrainian soldiers at an aggregate plant. Both are Ukrainian allegations and have not been independently verified.[42]

What to Watch (Assessment)

  • The next Air Force overnight tally and repairs in Vinnytsia, Odesa, Ternopil and Volyn oblasts.
  • Russia’s next large strike after St. Petersburg and any confirmed damage at the oil terminal.
  • Lithuania’s National Security Commission meeting on October 19 and the origin of the drone.
  • Whether Russian diesel contracts with US buyers are signed, starting the 15–20-day delivery clock.
  • Independent confirmation of the situation in Orikhiv before the end-of-October deadline Ukraine cites.

Analysis

About the framework

Geography & Strategic Position

The energy war is now fought far from the front: Russia’s drones hit Volyn and Ternopil in Ukraine’s west, while Ukraine’s reached St. Petersburg, about 856 km from the Ukrainian border.[49] Drone incursions into Romania and Lithuania on consecutive days put the alliance’s edge inside the same campaign (see Drones Cross Into NATO Airspace).

Military & Security

Air defense remains the binding constraint for Kyiv: 28 of the 180 drones were not downed by 8 AM, and 20 locations were hit.[50] On the ground, Ukraine reports infiltration rather than breakthrough at Orikhiv, so the month-end Russian goal Ukraine cites is a warning, not a confirmed advance.[51]

Score 2/5Evidence confidence: MediumTrend: Stable

Alliances & Diplomatic Networks

The waiver and the reported gas proposal cut against Europe’s drive to end Russian energy imports, and European officials reportedly reacted negatively (see Rubio Calls the Waiver a Pause).[52] Lithuania’s review of an arson attempt at a Starlink equipment store gives the satellite dispute a European security angle (see Drones Cross Into NATO Airspace).

Score 3/5Evidence confidence: MediumTrend: Deteriorating

Economic & Industrial Power

The diesel schedule Novak outlined, rising to 1 million tons a month, would give Moscow a new export outlet just as Ukraine hits its oil terminals.[53] Each side is now striking the other’s fuel and power assets, and the outages claimed in occupied Luhansk show the cost is not one-sided (see Russia Targets Orikhiv).

Technology & Critical Infrastructure

A sub-$20,000 interceptor would change the cost math against jet-powered Gerans if it works in combat, but it is still being prepared for use.[54] Until then, satellite speed limits and Starshield access, both decided outside Ukraine, shape how well its drone interceptors work (see Rubio Calls the Waiver a Pause).

Domestic Politics & Information

Zelensky is using the 76-strike count to argue publicly that sanctions relief has bought no Russian restraint.[55] The Kremlin’s line that Kyiv is showing “signs of agony” presents each deep strike as futile.[56]

Strategic Leverage & Outcomes

Washington retains the Graham Act tariffs as a switch it can still flip after the 60-day review, which keeps US leverage over Moscow and over the buyers of Russian energy.[57] For US interests, the test is whether the pause eases energy prices without rewarding continued strikes on Ukraine’s grid, and Zelensky’s count of 76 strikes since the truce suggests that so far it has not (see Russia Hits the Western Grid).

Score 2/5Evidence confidence: MediumTrend: Stable

Strategic assessment

Relative advantage
Russia retains the larger long-range strike capacity against Ukraine’s grid as winter nears.[58]
Critical vulnerability
Ukraine’s interceptor chain depends on satellite links it does not control.[59]
Decisive uncertainty
Whether the 60-day review ends with tariffs imposed or extended relief.[60]
Likely trajectory
More strikes on each other’s energy infrastructure; the Kremlin says its response is ongoing.[61]
Strategic outcome
Not yet determinable; neither side’s energy campaign has forced a change in the other’s policy in the window.[62]
