The Air Force recorded drone hits at seven locations and debris at five, and those figures count locations, not drones; about seven drones were still in the air at 08:00 Kyiv time.[16] The Dnipro attack came at about 11:00 Kyiv time, after that report, so its four drones are counted separately. Ukraine’s three hits near Navlya count facilities, not munitions, and Russia’s 613 and 231 cover only drones aimed at the Moscow region, with 231 the number Sobyanin said were destroyed near the capital. Sobyanin said most of the 613 drones were downed before reaching the capital but gave no full total, and Ukraine did not confirm his figures.[17]
This Ukraine war update for October 29, 2026, covers a Russian drone strike that killed at least 13 people at Dnipro’s railway station, the Oleshky ceasefire’s third day, a mass Ukrainian drone attack on the Moscow region and new aid from the Netherlands, Britain and Poland.[1] It follows yesterday’s Ukraine war update; the War Room and Russia-Ukraine News Hub give context.
Dnipro Station Strike
The deadliest attack of the day hit a crowded railway platform. A Russian jet-powered drone struck a platform at Dnipro’s station at about 11:00 Kyiv time on October 29, near Dnipro-Zaporizhzhia train No. 866, Ukraine’s state railway said.[18] Regional head Oleksandr Hanzha said 13 people were killed. Mayor Borys Filatov said the drone hit “a civilian electric train” and urged people not to call such strikes “attacks on infrastructure facilities.”
Injury counts differed as the day went on. Zelensky said 10 more people were injured, and doctors at Mechnykov Hospital said six were in critical condition, four of them in surgery.[19] Authorities later put the wounded at 13 or more, so official tallies range from 10 to 13 injured.[20] The railway said people stayed on the platform despite an air-raid alert.
Russian Strikes on Ukraine
Russia’s overnight attack was larger than the night before. It launched 112 drones from Oryol, Millerovo and occupied Donetsk starting at 18:00 Kyiv time on October 28, including 40 jet-powered Shaheds, and air defenses downed or jammed 97, the Air Force said.[21] That compares with 88 drones and one ballistic missile in yesterday’s report.
Strikes killed civilians in several cities. A drone hit an apartment building in Kremenchuk, killing two and injuring two, including a six-year-old child, Poltava regional head Vitalii Diakivnych said.[22] In Chernihiv, a strike on the city center killed two and injured four, including a child, as people were going to work, city official Dmytro Bryzhynskyi said.[23] In Kharkiv, a drone hit a postal warehouse on October 28, killing one and injuring four.[24] In Zaporizhzhia Oblast, Russian attacks killed a 49-year-old man in Bilenke, and drones hit public transport in Zaporizhzhia city twice in one day.[25]
The grid took more damage. New power outages hit Donetsk, Sumy and Kharkiv oblasts, and emergency cuts were in place in Kyiv and the surrounding Kyiv region because of equipment damage, energy officials said.[26]
Ukraine’s Strikes in Russia
Ukraine kept up its long-range campaign. Moscow Mayor Sergei Sobyanin said 613 drones flew toward the Moscow region between the evening of October 28 and the morning of October 29, and that 231 were destroyed as they approached the capital.[27] Russia’s aviation agency restricted flights at Vnukovo, Domodedovo and Zhukovsky airports, and two flights from Istanbul turned back.[28] Authorities reported no casualties or damage, and Sobyanin’s claims could not be independently verified.
Kyiv named its own targets. The General Staff said it struck a Geran drone storage site, a drone port and a fuel depot near Navlya in Bryansk Oblast, plus two radar stations near Starodub and Medvedovo and a command post near Novohrodivka in occupied Donetsk Oblast.[29] Separately, Telegram channels reported a drone attack on Sterlitamak in Bashkortostan, with smoke near the Bashkir Soda Company, which the outlet Astra said makes a chemical used in body armor; damage was unconfirmed.[30]
Front Lines
Ukraine’s General Staff counted 189 combat clashes over the past day, with 42 Russian attacks on the Pokrovsk front, the most of any sector.[31] DeepState, a Ukrainian analyst group, said Russian forces advanced near Vozdvyzhivka and Luhivske in Zaporizhzhia Oblast.[32]
Oleshky Ceasefire and Talks
The Oleshky ceasefire is holding into its third day. It has lasted 54 hours since it began at 03:00 Kyiv time on October 27, and “no violations of the ceasefire have been recorded,” Ukraine’s human rights commissioner Dmytro Lubinets said, adding that routes are being demined for an aid delivery on October 30.[33] He led a delegation toward the town on October 29, and Kremlin spokesman Dmitry Peskov said Russia hoped residents could receive aid within a day or two.[34] The White House says 1,700 to 2,000 residents remain, mostly older people, with about 50 children.[35] Marc Beckman, an adviser to Melania Trump, said Putin “wanted very much” for the first lady to mediate.[36]
Talks on a wider deal are moving slowly. Zelensky said he expects a three-way meeting with the United States and Russia in Abu Dhabi by November 10, covering an energy and sea ceasefire and prisoner exchanges.[37] Kremlin aide Yuri Ushakov said the date will be after November 4 and will “depend on the situation on the battlefield,” and that Europeans are not invited.[38][39] Turkey’s president told Trump that Ankara is ready to help revive diplomacy.[40] Norway’s prime minister denied a newspaper report, covered here yesterday, that Putin spent most of their call on history, saying both sides spoke for about equal time.[41]
Sanctions are part of the bargaining. Ushakov said Moscow is discussing with Washington the lifting of US sanctions on the Russian Direct Investment Fund, run by Putin envoy Kirill Dmitriev.[42] Treasury designated the fund in February 2022, calling it “widely considered a slush fund” for Putin.[43] Separately, a US newspaper reported that diesel prices rose 7 cents a gallon after Trump’s diesel deal with Russia, to 6.35 dollars on October 28.[44]
Allied Support
Europe added money and aircraft. Dutch Prime Minister Rob Jetten pledged 500 million euros in military aid, including air defense systems and drones.[45] The two countries also started a joint air defense project named Bliksem.[46] Britain will give an extra 10 billion pounds, including 7 billion pounds of economic support over three years and 3 billion pounds of export support mainly for weapons, Zelensky said.[47] Poland’s defense ministry confirmed that two MiG-29 fighters will be sent “in the near future.”[48]
A US oversight fight also touched Ukraine’s front-line communications. The Pentagon’s inspector general declined a request from nine senators to investigate disruptions to Starlink and Starshield service in Ukraine, saying the Air Force was better placed to answer, the Associated Press reported.[49]
Domestic Affairs
Evacuations continue along the border. All children have been evacuated from Sumy Oblast’s mandatory evacuation zone, but about 34,000 civilians remain, regional head Oleh Hryhorov said.[50] Ukrainian officials said power outages and scheduled cuts are spreading as Russia keeps hitting the grid (see Russian Strikes on Ukraine).
War Crimes and Civilian Harm
Allegations are attributed; findings are not established unless stated.
The Dnipro strike hit a platform where a commuter train and a passenger train were standing, and Zelensky called it “a horrific Russian strike.”[51] Strikes on an apartment building in Kremenchuk and the center of Chernihiv also killed civilians, local officials said (see Russian Strikes on Ukraine). Russia did not comment on these strikes in the sources checked. These are allegations by Ukrainian officials; no court or competent body has made findings on these incidents.

What to Watch (Assessment)
- The final Dnipro toll and whether Russia keeps striking rail hubs in daytime.
- The first aid delivery to Oleshky on October 30 and any evacuations.
- A firm date for the Abu Dhabi talks and any US move on the Russian Direct Investment Fund.
- Further Ukrainian drone waves on the Moscow region and on defense plants.
Related War Room Reports
Geography & Strategic Position
Dnipro sits on the main rail line to Zaporizhzhia and the southern front, so a strike on its station hits both civilians and supply routes. Navlya in Bryansk Oblast lies within drone range of northern Ukraine, which puts its drone sites in reach of both sides’ attacks (see Ukraine’s Strikes in Russia).[56]
Military & Security
Both sides traded mass drone attacks on the same night, and the wave Moscow reported on its region was more than five times the size of Russia’s attack on Ukraine (see Munitions Count).[57] Ground fighting stays heaviest near Pokrovsk, with small Russian gains in Zaporizhzhia Oblast.[58]
Alliances & Diplomatic Networks
European money keeps arriving while Moscow keeps Europe out of the talks, so Kyiv’s backers are paying without a seat at the table.[59] Turkey’s offer to help adds another possible mediator.[60]
Economic & Industrial Power
Britain’s 10 billion pounds and the Dutch package ease Ukraine’s budget and air defense needs.[61] Russia is seeking relief for its sovereign wealth fund, and the diesel deal has not cut US fuel prices, according to a US newspaper (see Oleshky Ceasefire and Talks).[62]
Technology & Critical Infrastructure
Jet-powered drones remain hard to stop: Ukraine downed 30 of 40 overnight and three of four at Dnipro.[63] The Starlink oversight dispute matters because Ukrainian officials say service limits made those drones harder to intercept.[64]
Domestic Politics & Information
Kyiv is framing the Dnipro strike as proof that sanctions relief rewards escalation, and Mayor Filatov rejected the “infrastructure” label for such attacks.[65] Moscow’s mayor reports drone totals without damage details, so the scale of harm in Russia is hard to judge.[66]
Strategic assessment
- Relative advantage
- Neither side; Russia holds ground momentum near Pokrovsk, and Ukraine shows deep-strike reach.
- Critical vulnerability
- Ukraine’s rail stations and power grid, which remain exposed to daytime drone strikes.
- Decisive uncertainty
- Whether the Abu Dhabi talks meet before November 10 and what the United States offers on sanctions.
- Likely trajectory
- Continued mass drone exchanges alongside a narrow humanitarian track in Oleshky.
- Strategic outcome
- Not yet determinable.
