The Air Force recorded hits at 15 locations and debris at four, and said drones were still in the air at its 8:00 AM Kyiv cutoff; the 15 counts locations, not munitions. Voronezh’s governor said more than 70 of the 113 drones were downed over the city itself. Ukraine did not confirm the Russian figures, and no official count was given for the missiles reported at Yelets.
This Ukraine war update for October 26, 2026, covers the Kremlin’s offer to resume three-way talks after November 4, an overnight attack of 140 Russian drones and four missiles, Ukrainian strikes on Voronezh, Yelets and Perm Krai, and a 90-day extension of martial law.[1] It follows yesterday’s Ukraine war update; the War Room, Middle East war update and Russia-Ukraine News Hub give context.
Russian Strikes on Ukraine
Russia’s overnight attack of 140 drones and four missiles again hit energy sites and city centers. The Air Force said it downed or jammed 112 drones and all three Kh-59/69 missiles, while a Kh-31P anti-radiation missile, a type built to hit air defense radars, was not reported downed.[8] Ukrenergo said the attacks caused new blackouts in Dnipropetrovsk, Donetsk, Zaporizhzhia, Chernihiv, Kharkiv and Sumy oblasts and that hourly outage schedules would run until the end of the day.[9] In the west, Khmelnytskyi’s governor said a strike damaged an energy facility in the Kamianets-Podilskyi district and forced emergency power cuts, with no casualties reported.[10]
Zaporizhzhia took the heaviest fire. Overnight attacks injured four people and damaged homes, a hotel and two buses.[11] On Monday morning a strike set fire to City Mall, which the acting governor said was closed at the time, having suspended operations in September after a strike on a nearby Epicentr store.[12] A regional defense official said Russia carried out 857 strikes on 52 settlements in the region over the past day, including two missiles at the city.[13]
Across Ukraine, regional officials reported at least two people killed and 35 wounded over the day.[14] Guided bombs hit Izium at about 2:40 AM Kyiv time, injuring three people and damaging more than 10 houses.[15] In Chernihiv Oblast, two people were injured as warehouses and a grain store burned.[16] Russia’s Defense Ministry claimed the night’s targets were logistics hubs, energy sites and ports, naming a drone depot in Olshany and substations in Kharkiv and Kamianets-Podilskyi.[17] The Kamianets-Podilskyi claim matches the Ukrainian report of a damaged energy site there, but Moscow’s description of the targets as military is a claim.
Ukraine’s Strikes in Russia
Ukraine’s long-range campaign hit three industrial regions in a day. In Voronezh, Governor Alexander Gusev said 113 drones were downed over the region and that the attack killed two men and injured 17 people, including a child.[18] He said many of the injured were on a train passing through the city’s left-bank suburbs when drone debris fell on it. Monitoring channels said the targets were the Voronezhsintezkauchuk synthetic rubber plant and the VASO aircraft plant, and Gusev confirmed fires at several industrial sites without naming them.[19]
On Sunday afternoon, missiles struck the Energiya plant in Yelets, about 250 km from Ukraine, according to monitoring channels. Lipetsk’s governor confirmed a strike in the city’s industrial zone. Analysts said the plant makes power cells used in Iskander-M missiles, Pantsir interceptors and Kinzhal missiles, and they suggested Storm Shadow cruise missiles were likely used.[20] Earlier that day, Perm Krai’s governor said 11 drones were downed and five workers were injured at an industrial site in the north of the region.[21] Monitoring channels identified it as Avisma, a major titanium producer in Berezniki more than 1,400 km from the border.
These strikes matter because they reach plants that feed Russia’s missile and aircraft production. By targeting components rather than finished weapons, Ukraine is trying to slow Russia’s ability to replace the missiles it fires at Ukrainian cities.
Talks Timetable and Terms
The biggest diplomatic development was Moscow’s first firm timetable for new talks. Kremlin aide Yuri Ushakov told state television that Russia will be ready to resume three-way talks with Ukraine and the United States after November 4, Russia’s National Unity Day, though he expected the first meeting to be “preliminary, exploratory.”[22] Ushakov also said Moscow, Beijing and Washington are willing to hold a Putin-Trump-Xi summit and that preparations have begun.[23] Kyiv is pushing to move faster. Sources in the president’s office said Ukraine and Washington want the talks, tentatively planned in Abu Dhabi from about November 10, to start at least a week earlier and that Ukraine plans to brief European officials in real time.[24]
US House Speaker Mike Johnson said Trump and Secretary of State Marco Rubio briefed him over the weekend on plans for three-way talks, and he said Putin cannot be trusted.[25] At the same time, a presidential adviser declined to confirm a planned Zelensky trip to Brussels, citing “a change in the American side’s plans.”[26] The State Department’s press feed carried no Ukraine release in the window.[27]
Zelensky set out his terms in a television interview. He said neutrality and limits on Ukraine’s army are “not up for discussion,” that he wants to keep an army of 800,000 if it can be financed, and that territory can only be discussed by leaders.[28] He added that an energy truce or a leaders’ meeting would be the clearest sign Russia is ready for peace.[29] Foreign Minister Andrii Sybiha said Russia will not negotiate seriously while it believes pressure can force Ukraine to capitulate.[30] A British newspaper, citing diplomatic sources, reported that Putin will likely demand that NATO’s presence in Europe be cut back to 1997 levels during the talks.[31]
Oleshky Ceasefire Countdown
The local ceasefire around occupied Oleshky is due to begin on Tuesday, October 27, the date First Lady Melania Trump gave; the White House statement of October 23 had said October 29.[32][33] Zelensky said Russia will likely clear mines in a way that pushes residents toward Russia rather than Ukrainian-held territory, though he expects some people to reach Ukrainian-controlled areas.[34] Ukraine’s National Guard said its drones delivered 15 parcels, more than 600 kg of baby food, milk and toys, to families in the town.[35] The ceasefire is the first test of whether US mediation can produce results on the ground before the November talks.
Front Lines and Defense Industry
Ukraine’s General Staff reported 177 combat clashes over the past day, with 36 Russian attacks on the Pokrovsk front, 13 near Huliaipole and 12 near Kostiantynivka.[36] The DeepState analyst group said Russian forces advanced near Kostiantynivka in Donetsk Oblast and near Vozdvyzhivka in Zaporizhzhia Oblast.[37]
Ukraine’s Defence Intelligence agency published details of 30 items of production equipment, made in countries including China, Germany, Taiwan, the United States, Switzerland and Italy, that it said Russian ballistic missile plants use.[38] An Air Force spokesman said Ukraine uses vehicles armed with laser-guided Hellfire missiles alongside its FrankenSAM systems against Russian aerial targets.[39] Germany is preparing a first purchase of Ukrainian Bars jet-powered missiles for testing, with a possible order of several hundred if trials succeed, according to a British financial newspaper citing unnamed sources.[40] The same paper reported, citing Ambrey and the International Maritime Organization, that more than 570 ships have been targeted in the Black Sea this year and at least 40 seafarers killed.[41]
Domestic Affairs
Ukraine’s parliament on Monday extended martial law and general mobilization for 90 days, to January 29, 2027, with 293 votes for martial law and 281 for mobilization.[42] Both had been due to expire on October 31, and Zelensky has said martial law will stay until Ukraine has effective security guarantees.[43] Moldova’s prime minister arrived in Kyiv with his defense, energy and infrastructure ministers to meet Ukraine’s leaders.[44]
In Russia, Putin said the government is trying to create “favourable conditions” for European firms that stayed, after a September decree placing several Western companies’ Russian assets under state control.[45] A satellite imagery analysis found more than 50 air defense positions around his Valdai residence, including 16 new towers forming an outer ring facing Ukraine.[46] Voronezh’s casualties show how Ukraine’s strikes now reach Russian civilians far from the border.
War Crimes and Civilian Harm
Allegations are attributed; findings are not established unless stated.
A Russian drone hit a city bus in Kherson’s Tsentralnyi district at about 3:11 PM Kyiv time on Sunday while passengers were aboard, and a 67-year-old man later died of his injuries.[47] Five other passengers were treated for blast injuries. Ukrainian prosecutors said a court sentenced a Russian soldier in absentia to 12 years in prison for raping a detained woman during the 2022 occupation of Balakliia in Kharkiv Oblast.[48]
On the Russian side, Voronezh’s governor said drone debris fell on a passenger train and that the two people killed in the region were civilians.[49] These are allegations, not findings. Each side says it targets military facilities.

What to Watch (Assessment)
- Whether fire stops around Oleshky on October 27 and residents can leave toward Ukrainian-held areas.
- Whether the three-way talks get a firm date and venue before or after November 4.
- Whether Russia keeps hitting energy sites as temperatures fall and outage schedules spread.
- Whether Ukraine strikes more missile and aircraft plants after Voronezh and Yelets.
Geography & Strategic Position
Ukraine’s strikes now reach Russia’s industrial heartland, from Voronezh and Yelets to Perm Krai more than 1,400 km from the border.[55] Russia’s fire, meanwhile, concentrates on Zaporizhzhia and the eastern and northern regions near the front.
Military & Security
Russia’s use of a Kh-31P anti-radiation missile alongside its drones shows it is targeting Ukraine’s air defenses as well as its cities.[56] Ukraine is answering with strikes on the plants that make missile components, while Russian ground pressure stays heaviest around Pokrovsk.
Alliances & Diplomatic Networks
Washington remains the hub of the talks, and Kyiv’s plan to brief Europeans in real time shows Europe is still outside the room.[57] Moscow’s interest in a Putin-Trump-Xi meeting points to a wider bargain it wants to shape.
Economic & Industrial Power
Both sides are targeting industry. Russia is hitting Ukraine’s power grid, and Ukraine is hitting titanium, rubber and missile-component plants that support Russian arms production.[58]
Technology & Critical Infrastructure
Ukraine’s intelligence list shows that Russian ballistic missile plants still depend on Western and Asian machine tools, a target for US and allied export controls.[59]
Domestic Politics & Information
The 90-day extension of martial law keeps Ukraine on a war footing through the winter, and casualties in Voronezh bring the war closer to Russian voters.[60]
Strategic Leverage & Outcomes
For US interests, the Oleshky ceasefire on October 27 and the timing of the next talks are the near-term tests of whether US mediation can produce results.[61]
Strategic assessment
This was a busy window on both fronts of the air war and a quieter one on the ground. Russia offered a date for talks but signaled low expectations, while Ukraine held firm on its army and neutrality. The open questions are whether the Oleshky ceasefire holds and whether the talks start before mid-November.
