This China and Taiwan news update for October 25, 2026 covers Kim Jong Un’s praise for China after his Dandong visit, a rise in Chinese navy ships around Taiwan, a Chinese rocket launch with debris zones in Philippine waters and a US Marine’s indictment in Okinawa.[1] It follows the Oct 24 Indo-Pacific update.

Korean Peninsula

Kim said North Korea is “inspired” by China’s success during his visit to Dandong on October 24, a trip marking the 76th anniversary of China’s entry into the Korean War, the Korean Central News Agency (KCNA) reported on October 25 (reported).[2] The anniversary itself falls on October 25.[3] KCNA’s account, published a day after Chinese state media first reported the trip, covered Kim’s stop at Dandong’s Korean War memorial hall, the Huanghai bus factory and his talks with Wang Huning, China’s top political advisor, and it showed the two men on the New Yalu River Bridge. Our October 24 report, citing Xinhua, described it as a car factory; KCNA’s account names the Huanghai bus plant. Both capitals framed the anniversary as a joint stand against “U.S. aggression” (reported).[4]

China’s Xinhua state news agency said Wang called for wider economic and trade cooperation and closer “strategic communication and coordination” between the two countries (reported).[5] It was Kim’s first visit to China in more than a year and came ahead of next month’s Asia-Pacific Economic Cooperation summit in Shenzhen, which President Donald Trump is set to attend.[6] The one-day trip ended without a reported meeting with Xi Jinping, who sent greetings through Wang.[7]

Taiwan

Taiwan’s Defense Ministry reported five Chinese navy ships and eight official ships around Taiwan, and no Chinese military aircraft, in the 24 hours to 6 PM ET on October 24.[8] That was up from one navy ship and five official ships in the previous day’s report, which also listed no aircraft.[9] The ministry said it responded with combat air patrol aircraft, navy ships and coastal missile systems. Earlier coverage is collected in our Taiwan-China News Hub.

Taiwan’s Army has replaced scripted, single-battalion drills with a “Combat Training Center 2.0” format that makes several units respond together to unexpected enemy moves, instructors said during a media tour in Hsinchu County earlier this month, Taiwan’s official news agency reported October 25.[10] Combat units must finish a nine-week live-fire base program at least twice a year, including a 10-day, nine-night field exercise run around the clock.

Philippines

China launched a Long March 8A rocket from the Hainan International Commercial Launch Center in Wenchang at about 10:03 AM Manila time on October 25 (10:03 PM ET October 24), the Philippine Space Agency said. The agency placed one debris drop zone in the Philippine exclusive economic zone about 122 nautical miles from Scarborough Shoal and a second in Philippine archipelagic waters about 42 nautical miles from Tubbataha Reefs Natural Park. It warned that falling debris could endanger ships, fishing boats and aircraft and told the public not to touch fragments that may hold toxic fuel.[11]

This updates our October 24 report on the Fernando Air Base crash in Batangas: an Air Force spokesman said the two SF-260 trainers went down during a flyby exercise, witnesses said they collided in mid-air, and the other five of the seven aircraft landed safely. Defense Secretary Gilbert Teodoro Jr. said the inquiry will cover everything from the flight plan to maintenance and command leadership.[12]

The Federation of Filipino-Chinese Chambers of Commerce and Industry urged the government and the Chinese Embassy on October 24 to talk rather than trade attacks on social media, saying the war of words between Ambassador Jing Quan and Philippine officials is hurting business.[13] Manila hosts the 49th Association of Southeast Asian Nations (ASEAN) summit from November 15 to 17.

United States and Partners

Prosecutors in Okinawa indicted Lance Cpl. Devin Jacob Ballard, 20, who is stationed at Marine Corps Air Station Futenma, on robbery and murder charges on October 25. They allege he strangled a 39-year-old woman in a Naha hotel room on October 3 and took her backpack, and they have not said whether he admits the charges, which remain allegations.[14]

Secretary of War Pete Hegseth said on October 23 that the Pentagon had added Chinese government-backed groups on US campuses to its list of national security threats, and said 80 groups he called “propaganda cells” had resurfaced at 30 universities under new names; our earlier reports did not cover it.[15] The War Department’s news and release feeds carried no new Indo-Pacific operation, deployment or exercise in the window.[16][17]

Domestic Affairs

Marcos told police to arrest dela Rosa quickly but without loss of life, palace press officer Claire Castro said October 24, after the government offered a 50 million peso bounty and gave the senator a week to surrender.[18] Interior Secretary Jonvic Remulla said Interpol has issued a red notice for dela Rosa, a former national police chief, and called him armed and dangerous. Dela Rosa’s lawyer, Israelito Torreon, said the bounty is invalid because no Philippine court has issued a warrant.[19]

War Crimes and Civilian Harm

Allegations are attributed; findings are not established unless stated.

No new allegation of war crimes or attacks on civilians in the Indo-Pacific theater was found in the sources reviewed for this window.[20] The International Criminal Court warrant for dela Rosa names him as an alleged co-conspirator of former President Rodrigo Duterte, who faces crimes against humanity charges in The Hague over his drug war; these are allegations, not findings.[21]

What to Watch (Assessment)

  • Signals from China’s fifth plenum, which opens October 26.
  • Whether Chinese navy numbers around Taiwan keep rising after the jump to five ships.
  • Whether dela Rosa surrenders before the government’s one-week deadline.
  • Any debris found from the Long March 8A drop zones in Philippine waters.

Seven lenses

Analysis

About the framework

Geography & Strategic Position

Both Long March 8A drop zones fell in waters Manila claims, one near Scarborough Shoal, so even a civilian space launch touches the maritime dispute.[29]

Military & Security

No use of force was reported in the window, but the rise to five Chinese navy ships near Taiwan kept steady pressure on the island’s forces.[30] Taiwan’s shift to unscripted training is meant to prepare units for a fight that does not follow a plan.

Score 2/5Evidence confidence: MediumTrend: Stable

Alliances & Diplomatic Networks

Beijing and Pyongyang used the Korean War anniversary to show unity against the United States weeks before Trump travels to China for the regional summit (see Korean Peninsula).[31] The Okinawa case is a test of how Tokyo and Washington handle crimes linked to US forces.

Economic & Industrial Power

Wang’s call for more trade with North Korea and the Filipino-Chinese business federation’s warning about the cost of the Manila-Beijing row both show how closely trade is tied to China’s political ties in the region.[32]

Technology & Critical Infrastructure

Chinese launches from Hainan can drop rocket stages into seas used by Philippine fishing boats and shipping, and Manila’s space agency said it sent a risk assessment to local authorities before this one.[33]

Domestic Politics & Information

The dela Rosa manhunt keeps the Duterte drug-war case at the center of Philippine politics as Manila prepares to host the regional summit.[34]

Strategic Leverage & Outcomes

China holds the initiative near Taiwan and with North Korea, while Washington’s leverage rests on alliances that local incidents can strain.[35] Assessment: US interests are best served if the Okinawa case is handled openly and the Philippines keeps the ASEAN summit focused on maritime security.

Score 3/5Evidence confidence: LowTrend: Stable

Strategic assessment

Relative advantage
China, which raised naval numbers near Taiwan while hosting Kim.
Critical vulnerability
Public trust in US forces in Okinawa.
Decisive uncertainty
What Kim and Beijing agreed beyond the public statements.
Likely trajectory
Steady pressure around Taiwan as Beijing’s plenum opens.
Strategic outcome
Not yet determinable.
