Report detailsDetails
- Washington and Kyiv contradict each other on Starlink, Trump says Iran is faking Hormuz hits, and lawmakers warn of Russian midterm meddling.

This information war update for October 23, 2026, tracks contested claims about Ukraine’s Starlink service, a dispute over attacks in the Strait of Hormuz and warnings of Russian election meddling.[1] It follows the October 20 information war update; the War Room, Russia-Ukraine war update and Information War News Hub give context.
Starlink Dispute
The sharpest contradiction came over Ukraine’s satellite links. On October 22, Trump told reporters Musk had lifted speed limits on the military version of Starlink, saying, “I guess the bottom line, he put it back.”[11] Earlier that day, an unnamed Ukrainian official said the speed cap was still in place and called reports of a restoration “all false.”[12]
Ukraine’s General Staff said on October 23 that “instances of signal loss” in Starlink and its military version, Starshield, “continue to be recorded.”[13] Senator Richard Blumenthal opened an inquiry asking the Pentagon who ordered the restrictions.[14] Secretary of State Rubio has said the administration “had nothing to do with” the restriction, and no official account of who set the limit has been published.[15] Until one appears, both sides’ claims remain open, and Russian outlets can present the gap as proof of a split.
Trump Says Iran Is Faking Hormuz Hits
Trump wrote on Truth Social on October 22 that Iran is “even making up fake hits, mines, and everything else,” adding that more oil passes through Hormuz now than before the conflict.[16] He tied the claim to oil prices before the November 3 midterm elections, according to the report of his post and remarks.
Iran’s Revolutionary Guards had claimed seven ships hit in the Gulf, but gave no flags or casualties, and an unnamed Central Command spokesperson called Iran’s mine claims incorrect.[17] Neither side has published evidence for the individual hits, so the fact-check below rates both accounts as disputed. Full military detail is in the Middle East war update.
Russian Midterm Disinformation
Senator Mark Warner and Representative Jim Himes said on October 21 that Russia is running a covert online campaign against US candidates who support Ukraine, after a classified briefing by Director of National Intelligence Jay Clayton.[18] They said the campaign uses social media to sow distrust in US elections and that AI has accelerated it, with Warner naming Senator Jon Ossoff and Texas Senate candidate James Talarico as targets of AI-generated ads. Because the briefing was classified, the public cannot yet check the evidence, and the claim is rated unverified below.
Taiwan Election Interference
Taiwan’s National Security Bureau said Chinese interference in the November local elections is becoming more targeted, including discounted flights for selected Taiwanese living in China to return and vote.[19] A Mainland Affairs Council poll released on October 22 found 52.3% of respondents blame the Chinese Communist Party for undermining peace in the strait, up from 47.4% in May.[20] The pairing matters because Beijing’s messaging seeks to shift that blame onto Taiwan’s government. Full military context is in the Indo-Pacific update.
Cyber Front
Researchers at the cybersecurity firm Semperis said an Iranian state-sponsored group known as Prince of Persia, or Infy, used command-and-control servers hosted in the United States this year, the first such use found since 2016.[21] The group has mainly targeted Iranian dissidents and resumed operations on May 27, Semperis said, with one tool pulling more than 1,800 files from a single victim.
A network monitoring firm said North Korea’s internet likely faced a distributed denial-of-service attack, causing 32 hours of intermittent outages from October 20 that took down more than 40 official .kp sites; who carried it out is unknown.[22] Japan said it will set up a team to simulate cyberattacks using AI after flaws in PHP prompted millions of hacking attempts, and SoftBank paused its disaster alert system for maintenance.[23] Industry minister Ryosei Akazawa said it is important to “think from the perspective of the attacker.”
Defensive cooperation also advanced. The State Department said on October 21 that the fourth US-Singapore Cyber Dialogue, co-chaired by National Cyber Director Sean Cairncross, met during Singapore International Cyber Week.[24] Interpol said it arrested at least 1,462 people across Africa and recovered $105 million in a cybercrime operation.[25]

Domestic Affairs
In the United States, the Starlink dispute drew a Senate inquiry.[34] The midterm warnings came after AI-generated videos targeting Talarico emerged once early voting began in Texas, which three teams of researchers said were likely made by a Russian government-backed group.[35] In Cuba, President Díaz-Canel said he expects some countries to switch their UN votes on the US embargo, setting up competing claims about support before the vote.[36] No new Russian “protecting compatriots” claim was found in the sources reviewed.[37]
War Crimes and Civilian Harm
Allegations are attributed; findings are not established unless stated.
Semperis said the Prince of Persia group has mainly targeted Iranian dissidents, which places people inside and outside Iran at risk of exposure.[38] SoftBank’s pause of its disaster alert system meant some customers would not get early earthquake or tsunami warnings through it, a civilian harm from the PHP attacks.[39]

What to Watch
- Whether the Pentagon answers Blumenthal on who set the Starlink limits.
- Whether US officials or independent trackers publish evidence on the ships Iran says it hit.
- Whether the intelligence community releases a public summary of Russia’s midterm campaign.
- Whether Taiwan names specific Chinese interference cases before its local elections.
This analysis applies the Seven Lenses of Geopolitical Power to the week’s information fights.[2]
Geography & Strategic Position
The claims in this window span three regions: Ukraine’s front, the Strait of Hormuz and the Taiwan Strait.[3] In each, the dispute concerns what is happening in a place outsiders cannot easily check, such as a satellite network over a war zone or a tanker lane under missile threat.
Military & Security
Information now shapes military facts directly. Ukraine’s General Staff says Starlink signal loss continues, which matters because its drone units depend on those links, whatever Washington says about restored speeds.[4]
Alliances & Diplomatic Networks
Allies gave conflicting public accounts. Trump said Elon Musk “put it back,” while a Ukrainian official called restoration reports “all false,” a gap that hands Moscow an easy story about unreliable American support.[5]
Economic & Industrial Power
Claims move prices. Trump said Iran is inventing hits and mines in Hormuz and tied the claims to oil prices before the midterms, so who is believed has a direct cost (see Trump Says Iran Is Faking Hormuz Hits).[6]
Technology & Critical Infrastructure
Artificial intelligence is the common tool. Warner said AI-generated ads target Senate candidates, and Japan is setting up an AI team to simulate cyberattacks after flaws in the PHP programming language knocked websites offline.[7]
Domestic Politics & Information
Public trust is the target in Taiwan. A government poll found 52.3% of Taiwanese blame the Chinese Communist Party for undermining peace in the strait, as Taiwan’s security bureau warns of more targeted Chinese interference.[8]
Strategic Leverage & Outcomes
States are also defending their networks. The State Department said on October 21 that the United States and Singapore held their fourth Cyber Dialogue, one of several moves in this window to harden infrastructure.[9]
Strategic assessment
The main risk in this window is not one false claim but a pile of conflicting official accounts that adversaries can amplify. For the United States, the Starlink dispute and the Hormuz claims both reward a single, sourced public record; the midterm warnings show Russia is ready to exploit any gap.[10]
Analysis by Peter’s World using the Seven Lenses framework. Numbered notes link to the footnotes at the end of this report. Scores, where shown, are judgments, not measurements.
Additional sources
The War Department’s news feed had no information-operations item in this window.[44] Cuba’s Foreign Ministry continued its campaign against the embargo ahead of the UN vote.[45]
