This Americas security update for October 20, 2026 covers Florida’s release of its Raúl Castro arrest warrant, a forecast 1,880-megawatt evening cut on Cuba’s grid and a gang ambush in Haiti that left four Salvadoran soldiers of the UN-backed force missing (see yesterday’s Americas security update and the War Room).[1]

Cuba

Florida’s Office of Statewide Prosecution and its Department of Law Enforcement released the details of their arrest warrant for Raúl Castro on October 19: one count of conspiracy to commit first-degree murder, a first-degree felony, with the court ordering no bond.[10] The affidavit alleges that Castro, then armed forces minister and first vice president, was a final decision-maker in the chain of command that authorized the 1996 attack. It says Cuban intelligence agents of the so-called Wasp Network in Miami-Dade and Monroe counties infiltrated the exile group Brothers to the Rescue, and that Cuban MiGs destroyed two of its three Cessnas after they crossed the 24th parallel southbound, killing four men. The state says the case remains active and further charges are possible.

The announcement came at Florida International University with victims’ relatives present, 15 days before the November 3 US midterm elections.[11] The four killed were Armando Alejandre Jr., Carlos Costa and Mario de la Peña, who were US citizens, and Pablo Morales, a legal resident. Officials said the warrant allows Castro to be returned from another state, but Cuba has no extradition treaty with the United States, and the only defendant in US custody, Luis Raúl González-Pardo Rodríguez, has pleaded not guilty in the federal case.[12] Uthmeier said a president cannot pardon state crimes and that Castro could not travel to countries with extradition agreements, even for medical care.[13]

Havana answered within hours. President Miguel Díaz-Canel called the warrant repudiable and a pathetic Miami circus with an electoral background, Foreign Minister Bruno Rodríguez Parrilla called Cuban-American politicians parasites, and Vice Foreign Minister Carlos Fernández de Cossío called it a maneuver in legal disguise.[14] Some exiles also questioned the timing, though proximity to the vote does not by itself show partisan intent.[15]

The grid kept failing. At 6 AM on October 20 the national system had 920 megawatts available against demand of 2,330 megawatts, with 1,412 megawatts cut, and the operator forecast an evening peak of 2,820 megawatts against 970 megawatts available, a 1,880-megawatt cut.[16] The October 19 peak cut reached 2,007 megawatts at 7:10 PM. Breakdowns hit units 5 and 8 at Mariel, 1 and 2 at Santa Cruz, 2 at Felton and 3 and 6 at Renté, with three more units in maintenance. In Havana, 116 circuits carrying 285 megawatts were off at 6:15 AM, and one circuit in La Lisa had been dark for just over 24 hours.[17]

The peso kept falling. The informal dollar closed October 19 at 813 pesos, up 5 in a day and 25 in a week, while the euro reached 905.[18] A Cuban security official’s remarks on survivors of a February speedboat clash are covered under War Crimes and Civilian Harm.

Venezuela

Vente Venezuela, María Corina Machado’s party, called a national march for Thursday, October 22, demanding an electoral timetable for a presidential vote in 2027 and Machado’s safe return, with the Caracas rally set for 4 PM at Plaza Venezuela.[19] Machado left the country in December 2025, and her team says at least seven attempts to return have been blocked. Marchers will also demand freedom for political prisoners, whom the rights group Foro Penal counts at 322, while the government denies holding anyone for political reasons.[20]

Diosdado Cabello, the ruling party’s secretary general and interior minister, called a women’s march in Caracas for the same day and challenged Machado to come back, denying that the government blocks her return. Separately, he backed the six-member government delegation led by Jorge Rodríguez in talks with the opposition’s 2015 National Assembly committee, a process he said the US State Department promoted, and said everyone is invited.[21] Asked about the lifting of US and Swiss sanctions on chavista figures, he said Venezuela should be free of all sanctions.

President Donald Trump, asked about a possible election between acting President Delcy Rodríguez and Machado, said that would be interesting, according to a clip relayed online (see Statements).[22] Chile’s consulates in Caracas and Puerto Ordaz reopened on October 19 after two years, a step its foreign minister called a new milestone in restoring ties.[23]

Labor anger is rising in the oil industry. Workers and retirees of the state oil company PDVSA occupied the gates of its Miranda building in Maracaibo and docks on the eastern shore of Lake Maracaibo in a sit-down strike over wages of about $5 a week, pensions and health care.[24]

Colombia

An army UH-60 Black Hawk on a supply flight from Popayán crashed in Inzá, Cauca, on the afternoon of October 19, and all 19 aboard, four crew and 15 soldiers, survived; four have fractures and all were reported stable.[25] The army has not given a cause.

The National Police seized 7.6 tonnes of cocaine mixed with powdered sugarcane at the port of Cartagena, the largest seizure there in a decade.[26] Former President Gustavo Petro, citing a different date range, said cocaine seizures had fallen 45 percent and that the traffickers are happy.[27] President Abelardo de la Espriella chaired a security council in Arauca, on the Venezuelan border, and warned on X that he will never accept alliances between politicians and the ELN and FARC, whom he called terrorists.[28]

Early on October 20 the House approved the 2027 budget of 634.9 trillion pesos with 112 votes, after a 57-1 Senate vote, sending it to the president for signature. It is 14.2 percent above 2026, with 147 trillion pesos for debt service and 94.6 trillion for investment.[29]

Brazil

President Luiz Inácio Lula da Silva’s government moved October Bolsa Família payments forward so that about 50 million beneficiaries are paid before the October 25 runoff, citing the risks of an El Niño event in the ministerial order. Flávio Bolsonaro led the first round with 47 percent to Lula’s 45, and polls show a technical tie.[30] Bolsonaro’s economic coordinator, Daniella Marques, proposed limiting payments to two years for beneficiaries who find work, with automatic re-entry if they lose it.[31]

Corruption and crime remained the main lines of attack. Speaking in Porto Alegre on October 19, Lula said he would hand Brazil’s electoral court on October 20 an authorization to lift bank and phone secrecy for himself and his five children, and dared Bolsonaro to do the same.[32] Bolsonaro led a motorcade in Marabá, Pará, promising the largest land-title regularization in the state’s history and war on what he called narco-terrorists from January.[33]

Argentina

US Deputy Secretary of State Christopher Landau and Assistant Secretary Juan Pablo Segura began a trip on October 19 that takes them to Asunción and Buenos Aires, building on the Andes-Atlantic Corridor launched at the UN General Assembly.[34] They are due to meet Foreign Minister Pablo Quirno at the San Martín Palace at 2 PM on Thursday, October 22, but are not expected to see President Javier Milei.[35]

Milei, speaking at an oil and gas expo in Neuquén on October 19, called the Vaca Muerta shale an underground revolution, said output is near 1 million barrels a day and claimed a record month of exports above $10 billion.[36] His government also opened a voluntary redundancy scheme to cut another 20,000 public jobs, on top of more than 77,000 already eliminated, offering up to 25 gross monthly salaries and an eight-year ban on re-entry; the state workers’ union called it coercive dismissal.[37]

Haiti

Gangs fired on an armored vehicle of the UN-backed Gang Suppression Force carrying Salvadoran soldiers in Croix-des-Bouquets on October 18, and helicopters sent to the area also came under fire. Four soldiers were still unaccounted for on October 19, and El Salvador’s military said it was working to establish contact and locate them.[38] It was the first major attack on the force since it began operations almost six months ago. Its special representative, Jack Christofides, told the UN on October 19 that hostile incidents against the force rose from two to 15 in a single month, and US Ambassador to the UN Mike Waltz condemned the attack at the Security Council (see Statements).

Briefing the Security Council the same day, the UN said gangs are adapting their tactics, stepping up reprisals and spreading into rural areas, and that elections planned for December 13 have been postponed indefinitely; Haiti has held no national vote since 2016.[39]

Domestic Affairs

Cuba’s state telecom company reported phone and data outages in Alamar, Camilo Cienfuegos, Villa Panamericana and parts of La Lisa because of power cuts and problems with backup systems.[40] In Colombia, a landslide at an artisanal gold mine in Santa Bárbara de Iscuandé, Nariño, killed 14 people and injured seven on the morning of October 19, according to the governor’s office, and about 30 people had been working at the site.[41] Colombia’s protection agency withdrew the security detail of former Interior Minister Armando Benedetti and his family.[42]

In Brazil, hundreds of protesters gathered outside the São Paulo offices of Meta and Google on October 19 to demand neutrality from the platforms in the election.[43]

War Crimes and Civilian Harm

Allegations are attributed; findings are not established unless stated.

In Cuba, Col. Francisco Estrada Portales of the Interior Ministry’s State Security told a US wire service that survivors of the February 25 speedboat clash off Cayo Falcones, Villa Clara, had confessed and could face terrorism charges, which can carry the death penalty. Cuba’s account says the boat came from the United States and its occupants fired first on a border patrol boat. Prosecutors have not yet sought specific sentences, and the wire service said it could not verify the recordings or the conditions of the confessions.[44] Five of the ten men aboard died, and relatives have alleged threats and mistreatment of the survivors. Cuba last carried out executions in April 2003. Opposition leader José Daniel Ferrer released a video he said shows a prisoner covered in bedbug bites at Holguín’s provisional prison, without medicine.[45]

In Haiti, the UN said 1,123 people were killed and 440 injured in gang-related violence between July and early October, and 689 women and girls were reportedly raped by gang members in July and August.[46] In Venezuela, student Jonathan Carrillo, held for three years and seven months in El Helicoide and Yare, demanded the annulment of five terrorism-related charges at his seventh hearing.[47] In Brazil, Queimados’s economic development secretary was shot dead during a Military Police stop on the night of October 19, and an investigation is open.[48] All of these are allegations or official accounts under review unless stated otherwise.

What to Watch (Assessment)

  • The search for the four missing Salvadoran soldiers in Haiti and any reinforcement of the force.
  • Venezuela’s rival marches on October 22 and whether security forces keep them apart.
  • Landau’s October 22 meeting with Argentina’s foreign minister.
  • Lula’s filing with the electoral court and the last debates before Brazil’s October 25 runoff.
  • Any federal step or third-country travel affecting the Castro warrant.
  • Cuba’s evening-peak outages as seven thermal units stay broken.

Analysis

About the framework

Geography & Strategic Position

The window’s pressure points ran along the Caribbean basin. Florida’s case against Raúl Castro rests on the downing of two civilian aircraft south of the 24th parallel in 1996, while gangs struck the UN-backed force in Croix-des-Bouquets, on the eastern edge of Port-au-Prince (see Cuba and Haiti).[2] Further south, Colombia’s army lost a helicopter in the Cauca mountains and its police made a record seizure at the Caribbean port of Cartagena.

Military & Security

No US strike, deployment or new operation in Latin America appeared in the war.gov or Southern Command feeds for the window.[3] The sharpest military event was in Haiti, where the Gang Suppression Force had 1,563 uniformed members on October 12, far short of the 5,550 the Security Council authorized, and gangs are now testing it directly (see Haiti).[4]

Score 2/5Evidence confidence: MediumTrend: Deteriorating

Alliances & Diplomatic Networks

Washington’s deputy secretary of state began an October 19 to 26 tour of Paraguay and Argentina, with security cooperation and US investment on the agenda.[5] Havana answered Florida’s warrant with a coordinated rejection from its president and two senior diplomats, and Chile reopened its consulates in Venezuela after two years (see Cuba and Venezuela).

Economic & Industrial Power

Cuba’s informal dollar closed October 19 at 813 pesos, up 104 pesos in a month, as the grid failed to cover even half of demand (see Cuba).[6] Argentina’s president claimed a record month of exports above $10 billion, and Colombia’s Congress passed a 634.9-trillion-peso 2027 budget (see Argentina and Colombia).

Score 2/5Evidence confidence: MediumTrend: Deteriorating

Technology & Critical Infrastructure

Cuba’s official grid report listed seven thermal units broken down and three in maintenance, and power cuts also knocked out phone and data service in parts of eastern and western Havana.[7] Solar parks peaked at 643 megawatts on October 19, well short of covering the evening deficit.

Domestic Politics & Information

Elections shaped the hemisphere’s politics. Brazil’s runoff is five days away and both campaigns argued over welfare and bank secrecy, while Venezuela’s opposition and ruling party called rival marches for the same Thursday (see Brazil and Venezuela).[8] Argentina’s government pressed ahead with state cuts, opening a scheme to shed another 20,000 public jobs (see Argentina).

Strategic Leverage & Outcomes

US legal pressure on the Castro leadership now runs on federal and Florida tracks, but Cuba does not extradite and Castro is beyond reach unless he travels.[9] Assessment: US interests are best served if the force in Haiti is reinforced before gangs regain the initiative, and if Venezuela’s opposition and the interim government keep their disputes in the streets and at the negotiating table rather than in clashes.

Score 3/5Evidence confidence: MediumTrend: Stable

Strategic assessment

Relative advantage
Washington, which holds legal, financial and diplomatic levers over Havana and Caracas.
Critical vulnerability
Haiti’s under-strength gang force, at less than a third of its authorized size.
Decisive uncertainty
Whether the four missing Salvadoran soldiers are found and how the force responds.
Likely trajectory
More evening blackouts in Cuba and a close Brazilian runoff on October 25.
Strategic outcome
Not yet determinable; Brazil’s vote and Venezuela’s October 22 marches are the next tests.
