Trade war news on October 18, 2026 turned on the Graham Act waiver, after Secretary of State Marco Rubio said President Trump wants 60 days to weigh what its tariffs, which would also hit India, mean for the economy.[1] Vietnam signed a free trade pact with the four EFTA states, and China’s premier met Uzbekistan’s president as Rubio flew to Samarkand.[2]
Rubio Defends Graham Act Tariff Waiver Over India Exposure
Secretary of State Marco Rubio defended the Graham Act waiver on October 17, telling reporters at Joint Base Andrews that the law’s measures were “not just sanctions on Russia” but tariffs that would also hit India and others.[39] He linked the pause to strain on global energy supplies from Iran, the Strait of Hormuz, Houthi attacks on Saudi Arabia and strikes on Russian and Ukrainian energy infrastructure, and described India as a partner still reliant on Russian energy because it cannot switch suppliers overnight. His fuller remarks appear under Statements.
The order’s own terms are open-ended. It keeps the waivers in place until the President or the Secretary of State, in consultation with other cabinet secretaries, decides further action is warranted, and it also waived the section that would have allowed the sanctions to end if Russia signed a peace agreement accepted by Ukraine and ceased hostilities.[40] White House spokesperson Taylor Rogers said on Saturday that enforcing the sanctions provisions now “would impede ongoing U.S. efforts to negotiate a durable and comprehensive peace agreement between Ukraine and Russia,” and that the President can use the authorities at any time.[41]
For trade, the result is a duty that exists on paper and can return by executive decision, which is why it matters most to India as Rubio heads to Mumbai. Lawmakers’ reaction is covered under Domestic Affairs, and the Graham Act’s military context is in the Russia–Ukraine war update.
Trade Imbalances
No new Census or BEA goods data fell in the window, so the January–August partner balances in Key Numbers remain the latest official figures. Read against the weekend’s diplomacy, they show how unevenly the new agreements touch US accounts. Vietnam’s pact links Europe to the partner behind the largest US goods deficit, which rested on $176.1 billion of US imports over those eight months, yet the United States ran an $18.6 billion surplus with Switzerland, one of the four signatories.[42]
Central Asia barely registers. US goods exports to Uzbekistan were $337.5 million in January–August against $60.6 million of imports, and trade with Kazakhstan was also below $1 billion each way.[43] India is the partner where policy shows most clearly: its goods exports to the United States rose 21% in August to $8.3 billion from a year earlier, when they faced 50% tariffs.[44] The data do not show how much of that rise reflects the tariff cut rather than prices or demand, but they explain why a revived Graham Act duty would land on a growing trade flow.
Critical Resources and Supply Chains
The Russian diesel deal moved from announcement to logistics without a signature. Deputy Prime Minister Alexander Novak said on Sunday that the US Department of Energy has identified the buyers, that commercial terms are still under negotiation and that fuel will reach US markets 15 to 20 days after contracts are signed.[45] He described planned volumes of 500,000 tonnes in October and 1 million tonnes in each of November and December, a claim tagged reported. The deal’s initial 2.22 million barrels compare with US consumption of 3.9 million barrels a day, so even prompt delivery would cover roughly half a day of demand.[46] Rubio’s defense of the arrangement is quoted under Statements.
A second energy route closed in South Asia. Pakistan’s commerce ministry withdrew its October 3 Iran trade order with immediate effect in a Friday memorandum that became public on Saturday, halting commercial traffic at the Taftan and Gabd-Rimdan crossings.[47] A Balochistan government adviser cited security, smuggling and border management, Iran’s foreign ministry spokesperson called the closure temporary, and the Quetta chamber told members to stop placing new orders. Gabd-Rimdan had carried more than 4,000 tonnes of liquefied petroleum gas a day, and trade and energy sources warned of shortages in Karachi and higher open-market prices.[48] Ayoub Miryani, a former Quetta chamber president, said more than 2,000 containers were stranded at that crossing alone.[49] No official statement opened linked the closure to US sanctions on Iran.
Deals, Treaties and Agreements
Vietnam and the four EFTA states signed their free trade agreement in Hanoi on October 18 in the presence of General Secretary and President To Lam, and the government news portal said the pact is expected to diversify export markets and draw high-quality investment and technology.[50] Industry and Trade Minister Le Manh Hung signed with Swiss President Guy Parmelin, Liechtenstein Prime Minister Brigitte Haas, Icelandic Foreign Minister Thorgerdur Katrin Gunnarsdottir and Norwegian State Secretary Astrid Bergmal. The text covers tariffs, technical barriers, sanitary rules, customs and trade remedies as well as services, investment, intellectual property, government procurement, competition and dispute settlement.[51] Vietnam ships seafood, footwear, textiles and electronics to EFTA and buys machinery, chemicals and pharmaceuticals, while Swiss firms held 234 projects worth more than $2.4 billion in Vietnam at the end of 2025. The tariff schedules were not in the texts opened.
India is the deal Washington still lacks. Rubio’s itinerary runs from Samarkand to Mumbai and Jamnagar through October 22, with talks with External Affairs Minister S. Jaishankar set for October 20.[52] The February framework cut the US reciprocal tariff on India to 18% from 25%, but the interim agreement is unsigned: Commerce Minister Piyush Goyal said this week the first tranche is in its final stages yet will not operate until India secures an edge over rival exporters, and Finance Minister Nirmala Sitharaman has said talks hit a plateau.[53]
The US–China calendar did not move. The Federal Register still ends the Affiliates Rule suspension on November 9, 2026, while Treasury Secretary Scott Bessent said in September that the truce would be extended to January 10, a date this report keeps attributed until an official notice confirms it.[54] Earlier milestones are in the Trade War News Hub.
Trade Bloc Competition and Business
Beijing and Washington worked the same region on the same weekend. Premier Li Qiang met President Shavkat Mirziyoyev in Tashkent on October 17 and said China was ready to expand trade, deepen energy, minerals, finance and connectivity cooperation and ensure high-quality implementation of the China–Kyrgyzstan–Uzbekistan railway.[55] The Uzbek presidency said projects backed by firm agreements with China total nearly $60 billion and more than 6,000 joint ventures operate.[56] Rubio, meanwhile, flew to Samarkand for the C5+1 ministerial with a commercial delegation of more than 200 business leaders.[57] A senior State Department official said Kazakhstan and Uzbekistan generated more than $30 billion of new investment into the United States over the past year, a claim not broken down in the briefing.[58] The two headline figures measure different things and cannot be compared directly; an earlier US–Uzbekistan memorandum on mining and processing critical minerals and rare earths, signed on February 4, is the main standing US commitment.[59]
At the multilateral level, the IMF’s steering committee, meeting Saturday in Bangkok, agreed that escalating conflicts and trade tensions could further disrupt critical trade routes and worsen energy and food insecurity.[60] Federal Reserve Chair Kevin Warsh attended as Bessent’s alternate, alongside China’s central bank governor Pan Gongsheng, Russia’s finance minister Anton Siluanov and Sitharaman. The committee’s commitment on imbalances is quoted under Statements; like all such texts, it creates no enforceable obligation.
Domestic Affairs
United States
The waiver drew criticism from both parties. Senator Thom Tillis called it “beyond irresponsible” on Saturday and asked what part of enforcing a law the Senate passed 86-11 the President did not understand.[61] Senator John Cornyn said the late Lindsey Graham “would be appalled” and shared an article urging a congressional investigation, Senate Democratic leader Chuck Schumer attacked the decision, and Representative Thomas Massie, who voted against the bill, welcomed it.[62] Congress is in recess until after the November 3 midterm elections, and Representative Gregory Meeks has introduced legislation to block the separate diesel deal.[63]
No new tariff proclamation, Section 301 or 232 action, Commerce remedy filing or OFAC trade action appeared on the official lists checked for the window.[64]
China
China’s commerce ministry posted no new trade statement on October 17 or 18 on the lists checked, so Beijing’s trade diplomacy ran through the premier’s Tashkent visit described above.[65]
Assessment
Assessment: the waiver’s political cost is rising inside the President’s party, but with Congress away until after the elections, the decision is unlikely to be tested before mid-November.[66] Assessment: China’s Central Asia push and Vietnam’s EFTA deal both point to partners building options outside the US tariff system rather than confronting it.[67]

What to Watch (Assessment)
- Rubio’s October 20 talks with Jaishankar in Mumbai, and whether the India–US first tranche is signed while the Graham Act duty stays waived.[76]
- Any C5+1 commercial or critical-minerals agreements announced in Samarkand before Rubio leaves for India.[77]
- The signing of Russian diesel contracts, which Moscow says starts a 15-to-20-day delivery clock.[78]
- Federal Register publication on October 19 of Commerce’s final Canadian lumber review and related remedy findings.[79]
- The APEC finance ministers’ meeting in Hong Kong on October 20-21, ahead of the leaders’ meeting in Shenzhen in November.[80]
- Whether Pakistan reopens Taftan and Gabd-Rimdan, and any BIS notice moving the November 9 Affiliates Rule date toward January 10.[81]
Trade War lenses
Analysis
Seven Trade Lenses rate US advantage from 1 to 5 where evidence allows; trends compare with yesterday’s US-China trade war update, and every theater is on the War Room dashboard.[3]
Deals & Agreements
The weekend’s only signed text was not American: Vietnam’s pact with the EFTA states rests on bilateral trade of about $2 billion a year, small beside Vietnam’s US sales.[4] Its value to Hanoi is diversification, since the country that runs the largest goods surplus with the United States now has another European trade rulebook while the India–US interim deal stays unsigned. For US interests, the dated US–China deadlines did not move, which keeps November a live bargaining point.[5]
Score 3/5Evidence confidence: MediumTrend: Stable
Imbalances & Impact
The clearest impact signal is India’s August export surge to the United States, detailed under Trade Imbalances, which arrived after the February framework lowered Washington’s reciprocal rate.[6] Lower tariffs are the obvious mechanism, but one month of data cannot separate tariff relief from demand and price effects. For US interests, that growth is exactly what a revived Graham Act duty would put at risk, which gives Washington leverage it has chosen to hold in reserve.
Score 3/5Evidence confidence: MediumTrend: Stable
Chokepoints & Dependencies
Russia’s deputy prime minister said US-bound diesel will arrive 15 to 20 days after contracts are signed, but no signing date exists.[7] Set against US consumption, the initial volume covers about half a day of demand, so the deal does little to loosen a market Rubio himself tied to Hormuz, Houthi and Ukraine-related disruptions.[8] The counterpoint is scale over time: Moscow describes larger monthly volumes through December, which would matter only if more contracts follow.
Score 2/5Evidence confidence: MediumTrend: Stable
Negotiating Power
By framing the waiver as a review rather than a retreat, the administration keeps a reversible tariff threat over India just before Rubio’s India stop.[9] The order itself sets no end date, so the threat’s credibility now rests on presidential discretion rather than a statutory clock.[10] The limit is domestic: senators of both parties are pressing the other way, but Congress is out until after the November 3 elections.[11]
Score 3/5Evidence confidence: MediumTrend: Stable
Policy & Economics
The IMF’s steering committee warned that trade tensions could worsen price pressures in refined energy products, the very market the Russian diesel deal touches.[12] The text binds no one, but it puts imbalances and “distortive policies” on the record with US, Chinese, Russian and Indian representatives at the table. For US interests, the window brought no new tariff, remedy or export-control action, so policy moved through a waiver defense rather than new instruments.[13]
Score 3/5Evidence confidence: HighTrend: Stable
Bloc Competition
Central Asia was the contest of the day: Beijing’s premier arrived in Tashkent with a project portfolio the Uzbek presidency puts near $60 billion, while Washington answered with a 200-company delegation to Samarkand.[14] The figures measure different things, and US goods trade with the region remains tiny, so the scale gap is real but not precisely measurable. Vietnam’s EFTA deal adds to a pattern of partners hedging beyond Washington and Beijing alike.
Score 3/5Evidence confidence: MediumTrend: Worsening
Business & Markets
Firms rather than markets carried the window, because exchanges were closed for the weekend. Boeing, Citibank, Franklin Templeton and critical-minerals companies travelled with Rubio, and federal development and export-credit lenders joined them.[15] On the other side of the ledger, Pakistani traders were told to stop new Iran orders, a reminder that border politics can strand cargo faster than tariffs can.[16]
Score 3/5Evidence confidence: LowTrend: Stable
Trade assessment
- Who has the leverage
- contested; Washington holds a dormant tariff threat over India, while Beijing deploys investment scale in Central Asia.[17]
- Biggest chokepoint
- diesel and LPG supply in a war-strained energy market, where neither the Russian deal nor Pakistan’s Iran route offers reliable volume.[18]
- Likeliest deal
- the first tranche of the India–US interim agreement, which India says is in its final stages.[19]
- Main risk
- a revived Graham Act duty colliding with the India talks if the administration’s review turns hawkish.[20]
- US interest
- turning Rubio’s Samarkand and Mumbai stops into signed commercial or minerals commitments before the November deadlines in the US–China calendar.[21]
