This trade war update finds Commerce finalizing duties of up to 9.37 percent on high-purity dissolving pulp from Brazil and Norway, India’s finance minister calling Chinese non-tariff barriers the biggest hurdle behind a $105.93 billion deficit, and Beijing warning the EU against new trade powers (see yesterday’s trade war update and the War Room).[1]

Trade Imbalances

China Customs data released on October 14 showed India’s deficit with China widening 20.7 percent to $105.93 billion in the first nine months of 2026.[40] Total bilateral trade rose 25.4 percent to $144.45 billion over the same period.[41] Finance Minister Nirmala Sitharaman said on October 16 that “non-tariff barriers are the biggest hurdle in the trade between India and China.”[42] She said India’s trade balance with China “is growing exponentially” against it, even as diplomatic ties improve.[43] Sitharaman cited phytosanitary rules that block Indian generic medicines, beef and vegetables.[44] Indian exports to China grew 40.7 percent to $19.26 billion, a small base against imports of roughly $125 billion.[45] Chinese Foreign Ministry spokesperson Mao Ning replied that “China never aims for trade surplus” and offered to address both sides’ concerns “in a balanced way.”[46]

Critical Resources and Supply Chains

Hormuz flows rose to about 12.6 million barrels a day on October 13 but stayed below 15 million at the end of September, according to Kpler data.[47] A record 12 ship attacks in the week to October 11 slowed the recovery, as detailed in today’s Middle East war update.[48] A US official said on October 14 that Washington may let “legal oil” move on previously sanctioned shadow-fleet tankers to cut record freight rates.[49] The US-Russia diesel arrangement of 4.8 million tonnes, nearly 36 million barrels, equals about one day of world demand.[50] Ukraine’s drone strike on the Surgut gas condensate plant, which produces petrol and diesel, adds a supply risk inside Russia.[51] Zelensky said the diesel deal “came as a surprise” to Kyiv.[52]

Deals, Treaties and Agreements

EU leaders met on October 15 and 16 with progress reports due on a supply-chain diversification tool and a solidarity tool for members hit by retaliation.[53] Officials did not expect a final decision on new tools before December.[54] Leaders were also expected to clarify a four-year safeguard on Chinese hybrid vehicles agreed with Beijing.[55] Beijing pointed to the second China-EU Trade and Investment Consultation as proof that differences can be handled by dialogue.[56] That consultation produced a compromise on hybrid vehicles, tariff cuts on several product lines and guaranteed EU access to some rare earths.[57] European Commission President Ursula von der Leyen said the EU must increase pressure on Russia because Moscow ignored Washington’s energy ceasefire.[58] No new US bilateral trade deal or tariff truce text appeared in the window.[59]

Policy Economics

Commerce’s final determination set a 6.50 percent dumping margin for Bracell Bahia Specialty Cellulose and Bracell SP Celulose, with the same rate for all others.[60] The cash deposit rate is 6.40 percent after adjustment for export subsidies.[61] A separate final countervailing duty determination set a 9.37 percent subsidy rate for Bracell and all other Brazilian producers.[62] For Norway, Commerce set a 6.51 percent dumping margin for Borregaard and all others.[63] Commerce notified the International Trade Commission, which must decide whether US producers were injured before duties become orders.[64] The ITC also scheduled the final phase of its antidumping and countervailing investigations into the rubber chemical CBS from China.[65] Treasury’s sanctions office published a notice removing one or more persons from its blocked-persons list.[66] A Commerce notice published October 14 set rules for assessing US content in Canadian and Mexican goods under Proclamation 11032.[67]

Trade Bloc Competition and Business

The EU’s planned trade defense instrument builds on a Franco-German proposal and would not target any country by name.[68] China now accounts for nearly a third of global industrial production, a share UN analyses expect to grow.[69] Mao Ning said China-EU trade is “win-win” and urged the EU to follow WTO rules and avoid protectionism.[70] India’s approach differs, since Sitharaman said New Delhi has not imposed punitive tariffs to correct imbalances.[71] Brussels and New Delhi therefore face the same Chinese surplus with different tools, one regulatory and one diplomatic.[72] For business, the pulp duties mainly affect US buyers of specialty cellulose used in textiles and chemicals.[73] Today’s Americas security update covers Brazil’s runoff, which may shape Brasília’s response.[74]

Domestic Affairs

United States

At an October 14 rally in Montana, the President said, “Every once in a while, you hear someone say, ‘Tariffs caused inflation.’ We have very little inflation.”[75] Annual consumer inflation rose to 3.7 percent in September from 3.4 percent in August.[76] New York Fed researchers estimated that tariffs added 2.9 percentage points to consumer goods inflation.[77] A White House spokeswoman said foreign exporters would ultimately bear the cost of tariffs.[78]

China

Beijing’s line in the window paired openness rhetoric with warnings, telling India it seeks balance and the EU to avoid “discriminatory policies.”[79]

Assessment

Assessment: US policy ran on trade-remedy notices and sanctions housekeeping rather than new tariffs, while the inflation debate is now the main domestic constraint.[80]

What to Watch (Assessment)

  • ITC final injury votes on dissolving pulp from Brazil and Norway.[86]
  • EU guidance on trade defense tools and any December instrument proposal.[87]
  • Indian requests for Chinese market access for medicines and farm goods.[88]
  • A White House decision on shadow-fleet sanctions relief.[89]
  • Further Hormuz disruption and its effect on freight costs.[90]

Trade War lenses

Analysis

Seven Trade Lenses, each rated for US advantage (1 clear disadvantage, 5 clear advantage) only where the evidence supports it, with trend measured against the October 15 update.[2]

Deals & Agreements

No new US tariff deal or truce text was published in the window, so the main deal news came from Europe’s pre-summit push for new trade tools and Beijing’s reminder of its recent EU hybrid-car compromise (see Deals, Treaties and Agreements).[3] The mechanism is negotiation by calendar: Brussels has said no final decision comes before December, which gives Beijing two months to lobby member states.[4]

Score 3/5Evidence confidence: MediumTrend: Stable

Imbalances & Impact

India’s deficit with China reached $105.93 billion in January to September, up 20.7 percent, even as Indian exports to China rose to $19.26 billion (see Trade Imbalances).[5] China’s September surplus with the EU alone topped €31 billion, which keeps imbalance at the center of European policy.[6]

Score 3/5Evidence confidence: MediumTrend: Stable

Chokepoints & Dependencies

Hormuz remains the biggest physical chokepoint, with about 12.6 million barrels a day passing on October 13 against roughly 17 million before the war (see Critical Resources and Supply Chains).[7] Washington’s diesel deal with Russia, at 4.8 million tonnes, covers only about one day of world demand, so it does little to ease the squeeze.[8]

Score 2/5Evidence confidence: MediumTrend: Deteriorating

Negotiating Power

India said it has avoided punitive tariffs and prefers talks, which limits its leverage against Chinese phytosanitary barriers (see Trade Bloc Competition and Business).[9] Beijing answered with a promise to address “each other’s” concerns, a formula that concedes nothing specific.[10]

Score 3/5Evidence confidence: MediumTrend: Stable

Policy & Economics

The pulp determinations show the US trade-remedy machine running regardless of headline diplomacy, with rates now passing to the International Trade Commission for an injury vote (see Policy Economics).[11] At home, the White House is defending tariffs against an inflation argument that is gaining weight as energy prices climb (see Domestic Affairs).[12]

Score 3/5Evidence confidence: MediumTrend: Stable

Bloc Competition

EU leaders are weighing a Franco-German proposal for a new trade defense instrument that would not name any country but would let Brussels act faster against overcapacity.[13] Beijing urged the EU to “steer clear of protectionist and discriminatory policies,” signaling it will treat the tool as aimed at China.[14]

Score 3/5Evidence confidence: MediumTrend: Stable

Business & Markets

Brazilian pulp producer Bracell faces a combined final rate of 9.37 percent in subsidies and a 6.40 percent dumping cash deposit after offsets, raising costs for US textile and specialty-cellulose buyers.[15] Oil traders weighed a possible easing of US shadow-fleet sanctions against Hormuz attacks, keeping freight and fuel costs elevated.[16]

Score 3/5Evidence confidence: MediumTrend: Stable

Trade assessment

Who has the leverage
China in Asia, where India’s deficit keeps widening; the US in specialty goods, where trade-remedy rates are now final.[17]
Biggest chokepoint
The Strait of Hormuz, where flows remain about 4 million barrels a day below prewar levels.[18]
Likeliest deal
EU guidance on existing trade tools at the summit, with any new instrument deferred to December.[19]
Main risk
Energy-driven inflation undercutting the US case that tariffs do not raise prices.[20]
US interest
Securing ITC injury votes on pulp and CBS chemicals while keeping allies aligned on Chinese overcapacity.[21]
