Iran, the Strait of Hormuz and the US Blockade

The master of a tanker inside the Strait of Hormuz reported at 12:37 PM ET on October 5 that an unknown projectile had struck the ship and started a fire in its engine room.[6] No casualties or environmental damage had been reported when the warning was issued, and authorities were investigating.[7] India’s foreign ministry said on October 6 that 12 of the 19 crew aboard the Panama-flagged tanker On Peace were injured when the vessel was hit in the strait, 11 of them Indian nationals.[8] Oman’s defense ministry said the ship was struck about nine nautical miles off the Omani coastal town of Limah on Tuesday, October 6, and that its air force flew 10 crew members to hospital in Khasab.[9] The link between the On Peace and the October 5 warning had not been formally confirmed as of October 6.[10] The tanker appears on a blacklist maintained by Iran’s Persian Gulf Strait Authority.[11] No group had claimed the attack as of October 7, and a maritime security firm counted at least seven other tanker incidents in the preceding week.[12]

CENTCOM said US forces redirected their 130th commercial vessel on October 5 while enforcing the naval blockade of Iran, which resumed on July 14.[13] The command said its forces have also disabled three ships, and that 13 commercial vessels running the blockade or belonging to the Revolutionary Guard’s shadow network have been destroyed over the past 12 weeks.[14] CENTCOM advised mariners in the region to monitor Notice to Mariners broadcasts and to contact US naval forces on channel 16.[15] On October 6, CENTCOM rejected Iranian state media reports that a US Navy MH-60R helicopter had crashed in the Red Sea and said all US aircraft and personnel were safe and accounted for.[16]

Qatar’s foreign ministry said on October 6 that its mediation between Washington and Tehran is “ongoing and uninterrupted” and that messages are being exchanged.[17] Iran’s interior minister, Eskandar Momeni, visited Doha on October 6 and called his meetings there “productive and constructive.”[18] Speaking in Maryland on October 6, President Donald Trump said the United States has to “finish up” with Iran and that the only question is whether it will be “the nice way or the not-so-nice way.”[19] President Masoud Pezeshkian has said talks are meaningless while the US naval siege continues and has refused to drop Iran’s seven conditions.[20] At home, Pezeshkian on October 5 nominated Mehrdad Akhlaghi, head of the Defense Industries Organization and under US sanctions since 2008, as defense minister.[21] Security forces said they dismantled three militant cells in Sistan and Baluchistan Province and on Qeshm Island on October 6, killing two people and arresting 10.[22]

US officials said intelligence about a possible Iranian drone attack prompted the evacuation of 12 B-1 bombers from RAF Fairford in England.[23] Asked about the relocation on October 5, Secretary of State Marco Rubio said the Department of War “is constantly reallocating resources” and added, “I wouldn’t directly tie that to the move.”[24] British police made a seventh arrest in the Fairford case on October 6.[25]

Yemen, the Red Sea and Saudi Arabia

Saudi-backed government forces launched an offensive on October 4 to capture the Red Sea port of Mokha and secure the Bab al-Mandeb, supported by more than 100 Saudi aircraft.[26] By October 6, however, the Houthis had halted the advance north of Dhubab Airport, 54 kilometers southeast of Mokha.[27] Houthi fighters had pulled back to fortified positions near Mokha and then counterattacked with snipers, first-person-view drones and hit-and-run raids.[28] The Houthis also launched a sustained ballistic missile attack on government forces near Ras al Ara on October 6.[29] The government’s Yemeni Armed Forces announced on October 6 a counteroffensive to retake Waziyah District in Taiz Province, though advances there were limited.[30] Yemen’s legal affairs minister, Eshraq al-Maqtari, said on October 7 that Houthi shelling in Taiz killed six civilians and wounded 18.[31]

Coalition spokesman Major General Turki al-Maliki said coalition naval forces destroyed Houthi weapons depots, explosive-boat storage sites and naval mines in Hudaydah Governorate to protect navigation in the Bab al-Mandeb.[32] The October 5 operation was the first Saudi naval bombardment of the conflict.[33] Al-Maliki said on October 6 that coalition forces destroyed a missile launch platform in Sanaa and a missile storage facility in Saada.[34] Yemeni media also reported Saudi strikes on Kamaran Island and the port of al Salif.[35]

Houthi military spokesman Yahya Saree claimed on October 5 that the group struck at least seven Saudi sites, including King Khalid International Airport in Riyadh, Abha airport and an Aramco refinery at Rabigh.[36] Saudi Arabia’s civil aviation authority said attacks on the evening of October 5 targeted facilities at the airports in Jizan and Najran, causing three minor injuries and property damage.[37] Saree also warned international airlines to stop flying in Saudi airspace.[38] At dawn on October 7 the Houthis claimed new missile and drone strikes on Riyadh’s main airport, Abha and Khamis Mushait, and Saree said strikes on three camps in Jizan and Asir killed and wounded dozens of soldiers.[39] The Houthi casualty claims could not be independently verified.[40] The coalition said it intercepted a ballistic missile north of Riyadh on October 7.[41] Flights at Riyadh’s airport were halted for more than an hour on Wednesday morning, according to flight-tracking data.[42]

Yemen’s transport ministry said two ballistic missiles and several drones were fired at Aden International Airport around daybreak on October 7, and one missile landed near the runway minutes before a flight from Cairo was due to land.[43] The flight was diverted to Jeddah, the terminal was evacuated and no casualties were reported.[44] The Houthis said they had targeted Saudi military supplies at the Badr camp.[45]

Saudi Arabia, Turkey and Pakistan agreed at an emergency meeting in Riyadh on October 5 to “move immediately to the practical implementation of the collective defense commitments” of the Makkah Alliance for Defense.[46] The partners also agreed to ensure the rapid deployment of agreed forces and capabilities in the kingdom and named retired Pakistani Lieutenant General Nauman Mahmood as the alliance’s first secretary-general.[47] Qatar said on October 6 that it supports the pact but that it is “too early” to discuss joining it.[48] Asked about the offensive the same day, Rubio said the United States has a defense and security agreement with Saudi Arabia “and we intend to live by it.”[49]

Israel and Gaza

Defense Minister Israel Katz on October 6 instructed the IDF to heighten its alert ahead of October 7, citing intelligence that Hamas intended to attack troops in Gaza.[50] Shin Bet Director David Zini had warned the security cabinet on October 5 that Hamas was planning to kidnap soldiers.[51] Chief of Staff Lieutenant General Eyal Zamir, Police Commissioner Danny Levi and Zini held a joint multi-front situation assessment on October 6 to prepare for what the IDF called a sensitive period in the coming weeks, including upcoming elections.[52] The IDF said on October 6 that troops under the 99th Division and Southern Command engineers destroyed a 1.5-kilometer underground route in northern Gaza, east of the Yellow Line.[53]

Gaza City’s al-Shifa hospital said an Israeli strike overnight into October 7 killed two people.[54] Gaza’s civil defense agency identified one of the dead as its volunteer Mohamed Tamous.[55] Gaza’s health ministry says 1,460 people have been killed and 5,116 wounded since the ceasefire took effect.[56] The Israeli military holds more than half of Gaza, and Israeli strikes continue almost daily despite the ceasefire.[57] Israelis marked the third anniversary of the October 7 attack, in which about 1,200 people were killed and 251 were taken hostage.[58]

Lebanon

Israeli forces shelled the outskirts of Hadatha and Braasheet in Bint Jbeil District on October 5.[59] Israeli troops also fired machine guns toward Beit al-Siyad and Mansouri, and a drone dropped a sound bomb on a house in al-Arish near Haris.[60] The attacks came despite the US-mediated framework agreement that Lebanon and Israel signed in June.[61] Hezbollah Secretary-General Naim Qassem said in a televised address on October 6 that “Israel will not be able to remain in southern Lebanon.”[62] Qassem said Hezbollah is ready to cooperate on “arms monopolization” within “the established constitutional frameworks” but away from US “tutelage.”[63]

Statements by Military Leaders

CENTCOM commander Admiral Brad Cooper said on October 5 that the US military “remains intensely focused on this mission” and that “we will swiftly act against any vessels trying to run the blockade.”[64] CENTCOM said on October 6 that “reports of a downed US Navy helicopter in the Red Sea are not true.”[65]

Katz warned on October 6 that if troops are harmed, “Hamas and the population of Gaza will be the ones to pay a heavy price, beyond all proportion.”[66] The head of Southern Command warned that “any attempt (to kidnap Israeli soldiers) will be met with a sharp and powerful response.”[67] Zamir told the first exercise of the new 38th Training Division on October 7 that the IDF must always be ready for a surprise war.[68]

Al-Maliki said the coalition is tracking the platform that launched the missile intercepted north of Riyadh and will destroy it.[69] Saree said the Houthi dawn strikes on October 7 “killed and wounded dozens” of Saudi soldiers.[70] Artesh spokesperson Brigadier General Mohammad Akraminia said on October 4 that Iran is improving the accuracy, range and speed of its missiles.[71]

What to Watch (Assessment)

Whether government forces can make progress in Waziyah will likely decide whether the coastal push toward Mokha resumes or settles into attrition north of Dhubab.[72] The arrival of Turkish and Pakistani forces in Saudi Arabia would widen the war’s coalition and raise the cost of any Houthi strike on Saudi territory.[73] Further missile fire on Aden and Saudi airports would show whether the Houthis intend to make good on their warning to civil aviation.[74] Formal attribution of the On Peace strike, and any further crew casualties, will show whether attacks on Hormuz shipping are moving from disruption toward lethality.[75] The days after the anniversary will test whether Israel’s heightened alert in Gaza translates into a higher strike tempo.[76] Any Iranian reply relayed through Qatar, set against the US president’s warning, remains the main diplomatic indicator.[77]
