Ariel Limias Leyva, the 53-year-old who protested on the steps of Havana’s Capitol on October 2, has been formally charged with “enemy propaganda against the constitutional order,” his wife, Yulia Morales, said on October 5.[26] Morales said he remained incommunicado at Villa Marista, the State Security headquarters in Havana, and that the family was looking for a lawyer.[27] A doctor told the family that Limias, who suffered a heart attack on January 18, was stable and receiving his medication.[28] Police presence around the Capitol has been reinforced since the protest.[29] Limias was previously detained for 12 days after protesting with a sign reading “libertad” in July 2021.[30]

Havana’s response and diplomacy

President Miguel Díaz-Canel used an October 6 ceremony marking 50 years since the bombing of a Cubana airliner off Barbados, which killed 73 people, to demand that the United States declassify CIA files on the attack.[31] Díaz-Canel described relations with the United States as asymmetric, with Washington as the aggressor, and said Cubans “have not surrendered nor will they surrender.”[32] He said the embargo has been tightened and “now increased with an energy siege.”[33] New rules published in the Official Gazette on October 5 let individuals clear commercial or above-limit imports through customs by paying duties in US dollars.[34] Travelers will pay tariffs of 15% to 30% depending on value, shipments will pay 30%, and the rules take effect seven days after publication.[35] The rules cap imports at five mobile phones and three computers per person and allow a one-time duty-free import of a fully electric car with a renewable charging station.[36]
