This October 27, 2026 Africa security update covers a US-led warning that Sudan faces famine, the killing of at least 60 Orthodox Christians in Ethiopia’s Oromia region and a Somali army battle with al-Shabaab in the Bay region.[1] It follows the Oct 26 update; see the War Room for the other theaters.
Sudan
The United States, 30 other governments and the European Commissioner for Equality, Preparedness and Crisis Management warned of “an alarming deterioration” in Sudan’s food security, in a statement the State Department released on the evening of October 26.[18] It said an estimated 19.5 million people, 41% of the population, face high levels of acute food insecurity, including 5 million at emergency levels, and that children with severe acute malnutrition could exceed the projected 825,000.
The signatories blamed the war, “systematic obstruction of aid” and El Niño drought for the crisis.[19] They urged the army and the Rapid Support Forces to open all crossline and cross-border routes, including air access into Darfur, to protect aid workers and to stop striking civilian infrastructure. Signers included Australia, Canada, France, Germany and the United Kingdom.[20]
A drone struck the Al-Markhiyat power substation in northwestern Omdurman early on October 27, cutting power to large parts of Khartoum, witnesses told Anadolu.[21] No party claimed it. Sudan’s power company had blamed the RSF for the October 26 strikes on five substations, as our October 26 report said, and the RSF rarely responds to such accusations.
Ethiopia
At least 60 Orthodox Christians were killed in attacks on October 20 and 24 in Arsi Zone, Oromia, the Holy Synod of the Ethiopian Orthodox Tewahedo Church said on October 26.[22] The church said 14 died at Gora Silingo in Merti district on October 20 and 46 in the villages of Tereta, Chole and Birbo in Shirka district on October 24. More than 20 people were seriously injured and 20 homes burned.
A local official blamed a newly formed rebel coalition, the Alliance for Survival, which includes the Oromo Liberation Army.[23] The OLA had not commented but has denied earlier such attacks, and the church statement did not name a perpetrator. A church official called the Shirka attacks a “massacre” and said security forces arrived but could not stop them.
On the southern border, Kenyan lawmakers from Marsabit County urged President William Ruto on October 26 to press Ethiopia diplomatically over the Moyale clashes.[24] They cited nearly 15,000 people seeking refuge in Kenya, below the 35,000 a county commissioner gave in our October 26 report. No new death toll was reported.
Somalia
Somali forces killed more than 75 al-Shabaab fighters and wounded 56 in an hours-long battle in the Bay region, the Defense Ministry said on October 27.[25] The ministry said the fighting began when al-Shabaab attacked a military supply convoy between Leego and Burhakaba in South West state, and that a vehicle packed with explosives blew up before it reached an army position. These are government figures, and al-Shabaab had not commented in the sources reviewed.
Ebola
A nurse was killed and another health worker severely injured on October 24 while responding to an Ebola alert in Bafwasende, in Congo’s Tshopo province, WHO Director-General Tedros Adhanom Ghebreyesus said.[26] Local youths accused them of contaminating water sources and spreading the virus, the UN-backed Radio Okapi reported.[27] This attack was not in our October 26 report.
Congo’s Ministry of Health has recorded more than 9,800 cases and more than 4,700 deaths since the outbreak began in May, Al Jazeera reported.[28] Update: our October 26 report gave the WHO’s count of 9,704 cases and 4,687 deaths by October 20. Uganda now allows only essential travelers, such as aid workers and truck drivers, to cross from Congo.[29]
In Nigeria, the disease agency’s head, Jide Idris, said on October 26 that the 10 billion naira emergency fund approved by President Bola Tinubu covers Lassa fever and other diseases as well as Ebola.[30]
Nigeria
Police in Katsina state confirmed that gunmen on a motorcycle shot dead Islamic cleric Sheikh Yahaya Masussuka outside his home in Dutsin-Ma on the night of October 26, according to DW Hausa.[31] Who carried out the attack was unclear, and police had given no further details.
Diplomacy
Burhan will lead a delegation including Sudan’s foreign and finance ministers and its intelligence chief to the third Russia-Africa summit, the state news agency SUNA reported.[32] Sudan’s ambassador to Russia said Moscow could play a big role in rebuilding Sudan’s energy, oil and mining sectors. Ushakov said 48 African countries had confirmed attendance, 22 of them at head-of-state level.[33]
Domestic Affairs
The Orthodox Church asked Ethiopian authorities to condemn the Oromia killings publicly and bring those responsible to justice, and it held prayers for the victims.[34] In Kenya, the Marsabit lawmakers appealed for food, shelter and medical aid for the displaced and warned residents against revenge attacks on Ethiopians.[35]
War Crimes and Civilian Harm
Allegations are attributed; findings are not established unless stated.
The church said the Oromia attacks violated constitutional protections for life and religious freedom.[36] Attacks on health workers and strikes on civilian power stations may break the laws of war, and the joint statement called on Sudan’s parties to stop hitting civilian infrastructure.[37] These are allegations, not court findings.

What to Watch (Assessment)
- Whether Sudan’s army and the RSF open more aid routes, including air access into Darfur.
- What Burhan and Putin agree in Moscow on October 28-29.
- Whether Ethiopia’s government names those behind the Oromia killings.
- Further al-Shabaab attacks on supply routes in the Bay region.
Geography & Strategic Position
Sudan’s hunger is spreading with the war: the joint statement says the number of food-insecure areas, first assessed at 14, is expected to double (see Sudan).[2] In Ethiopia, the killings took place in two districts of Arsi Zone in central Oromia, far from the Moyale border clashes in the south (see Ethiopia).[3]
Military & Security
Somalia’s Defense Ministry said troops killed more than 75 al-Shabaab fighters after the group attacked a supply convoy between Leego and Burhakaba (see Somalia).[4] A drone hit a power substation in Omdurman on October 27, a day after drones struck five substations in southeastern Sudan.[5] No US military item on Africa was found in the war.gov feed for the window.[6]
Score 2/5Evidence confidence: MediumTrend: Deteriorating
Alliances & Diplomatic Networks
The United States joined 30 other governments and the EU’s crisis commissioner in the famine statement, released by the State Department.[7] At the same time, Sudan’s army leader, Abdel Fattah al-Burhan, will attend the Russia-Africa summit in Moscow on October 28-29 and is expected to meet Vladimir Putin (see Diplomacy).[8]
Economic & Industrial Power
Kremlin aide Yuri Ushakov said Russia’s trade with Africa topped $27 billion in 2025 and that Russian grain and fertilizer shipments to the continent are rising.[9] A senior UN trade official said higher fertilizer prices tied to the Strait of Hormuz crisis are leading many countries to use less fertilizer, which will hurt next year’s crops.[10]
Score 2/5Evidence confidence: MediumTrend: Deteriorating
Technology & Critical Infrastructure
The Omdurman strike cut power to large parts of Khartoum, witnesses said, and no official statement on damage or responsibility had been issued by 06:30 GMT.[11] The joint statement asked Sudan’s warring parties to stop striking civilian infrastructure, including farms and food systems.[12]
Domestic Politics & Information
The Orthodox Church said it had repeatedly raised insecurity with Ethiopian authorities “so far” without a solution.[13] In Congo, the WHO’s Africa director said misinformation and fear must never fuel violence after a nurse was killed responding to an Ebola alert (see Ebola).[14]
Strategic Leverage & Outcomes
No party in Sudan, Ethiopia or Somalia gained a decisive edge in the window. Assessment: Washington is using joint diplomacy to press both Sudanese sides on aid access, while Moscow courts the army-led government. Which approach shapes Sudan’s war is not yet clear.[15]
Score 2/5Evidence confidence: LowTrend: Deteriorating
Strategic assessment
- Relative advantage
- Somalia’s army repelled an al-Shabaab convoy attack, by its own account.
- Critical vulnerability
- An estimated 19.5 million hungry Sudanese and Christian villagers in Arsi Zone.
- Decisive uncertainty
- Whether Sudan’s warring parties lift limits on aid before famine sets in.
- Likely trajectory
- More drone strikes on Sudan’s power grid and more attacks on Ebola responders in Congo.
- Strategic outcome
- Not yet determinable.
