This October 26, 2026 Africa security update covers Algeria’s order to send troops to Niger, RSF drone strikes that blacked out southeastern Sudan and a rising toll from a raid in Nigeria’s Taraba state.[1] It follows the Oct 25 update; see the War Room, the Americas update and Seven Lenses.
Sudan
RSF drones struck five power substations, at Singa, Al-Hawata, Al-Faw, Mashkur and Al-Junaid, the Sudan Electricity Holding Company said on October 26.[17] The company said the strikes cut all power on the southeastern grid, affecting Sennar, Gedaref, White Nile and Gezira states, and that repair teams had been sent. The Sennar state government said the Singa strike injured members of the station’s guard team; it gave no number.
The Sudan Tribune reported that RSF drones also tried to hit fuel depots at Umm Aliyla in eastern Gezira without causing damage, according to Anadolu.[18] The RSF had not commented in the sources reviewed.
Ethiopia
Between 14,000 and 35,000 Ethiopians have fled the clashes in Moyale into Kenya. The Kenya Red Cross gave the lower figure on October 24, as our October 25 report said, while Marsabit County Commissioner Stanley Kamande put the total at about 35,000, with some 15,000 in camps and 20,000 living with local families.[19] Update: this replaces our earlier single figure of more than 14,000.
A health officer reported three suspected measles cases in the six temporary camps, which were isolated pending tests, the agency said.[20] At least nine people were reported killed on October 23, and no newer toll was found.
Sahel
Algeria’s presidency said on October 26 that President Abdelmadjid Tebboune had ordered troops to Niger, at Niger’s request, to protect shared energy and economic interests.[21] Both chambers of parliament approved the deployment in an emergency session on October 25, and the upper house vote was unanimous, Anadolu reported.[22] The number of soldiers and the start date were not announced.
Senator Belkacem Boulghiti said the soldiers would protect economic sites, mainly Algerian oil facilities in Niger.[23] Algeria sent fighter jets and support aircraft to Niger in August, Al Jazeera reported.
Nigeria
The toll from the October 23 raid on Binnari in Taraba state rose to between 48 and 52. Police spokesman Victor Mshelizah said 48 people died, some of them drowned while fleeing and others killed in nearby bush, while Amnesty International said it had confirmed 52 deaths.[24] Update: our October 25 report gave the police’s first figure of at least 10.
Ebola
Nigeria’s disease agency said on October 25 that it has one confirmed Bundibugyo Ebola case in Abuja, that the patient is isolated and that contacts will be followed for 21 days.[25] Africa CDC chief Jean Kaseya said a team led by Congolese scientist Jean-Jacques Muyembe will go to Abuja to find out how the patient was infected, since her travel documents show she had not been to Congo.[26] Kaseya said genomic tests showed the viruses in the Nigerian case and Kenya’s first case were closely related, but that this did not prove one infected the other.
Uganda ordered citizens returning from Congo to quarantine for 21 days at their own cost, Health Minister Chris Baryomunsi said on October 25.[27] He said 60 people in Uganda who may have had contact with the Kenyan patient had finished monitoring. The WHO had recorded 9,704 cases and 4,687 deaths in Congo by October 20, Al Jazeera reported.
Domestic Affairs
Tinubu, 74, faces former Vice President Atiku Abubakar and former governor Peter Obi in the January 16 election, which is likely to turn on the economy and insecurity.[28] In Kenya, county officials appealed for blankets, tents and sanitation for the Moyale camps.[29]
War Crimes and Civilian Harm
Allegations are attributed; findings are not established unless stated.
Strikes on power stations that serve civilians may break the laws of war if they cause excessive harm to civilians; the RSF had not responded in the sources reviewed.[30] Amnesty International called for an impartial inquiry into the Taraba killings and accused the authorities of failing rural communities.[31] These are allegations, not court findings.

What to Watch (Assessment)
- How many Algerian troops go to Niger, and how Mali and Burkina Faso react.
- Whether power returns in southeastern Sudan and whether the RSF strikes more infrastructure.
- A final Taraba toll and any arrests.
- The Africa CDC team’s findings on the Abuja Ebola case.
Geography & Strategic Position
Algeria’s decision to send soldiers into Niger would put a North African army inside the Sahel for the first time in decades, at a time when Mali, Burkina Faso and Niger face attacks by groups linked to al-Qaeda and the Islamic State (see Sahel).[2] In Sudan, the war’s front of drone strikes has moved deep into army-held states in the southeast, far from Darfur (see Sudan).[3]
Military & Security
RSF drones hit five power substations in Sennar, Gedaref, White Nile and Gezira states, the national power company said on October 26.[4] No US military item on Africa was found in the war.gov feed for the window.[5]
Score 2/5Evidence confidence: MediumTrend: Deteriorating
Alliances & Diplomatic Networks
Algeria’s presidency said Niger’s military government had asked for the troops, a sign of warmer ties after Algiers condemned the 2023 coup in Niamey.[6] Uganda and Nigeria have disagreed in public over where a woman diagnosed in Abuja caught Ebola, and Africa CDC said all countries involved now agree to work together on the inquiry (see Ebola).[7]
Economic & Industrial Power
The Algerian deployment is meant to protect shared energy interests, including Algerian oil facilities in Niger and the planned Trans-Saharan Gas Pipeline, Al Jazeera reported.[8] On the Kenya-Ethiopia border at Moyale, trucks could not cross in either direction and shops near the border post closed, the Kenyan government news agency said.[9]
Score 2/5Evidence confidence: MediumTrend: Deteriorating
Technology & Critical Infrastructure
The power company said the drone strikes cut electricity across the southeastern grid and threatened the stability of the national network.[10] Nigeria’s disease agency said it is tracing contacts of its first Ebola case in more than a decade and monitoring them for 21 days (see Ebola).[11]
Domestic Politics & Information
Nigeria’s President Bola Tinubu launched his re-election campaign at a rally in Kaduna on October 24, ahead of the January 16 vote, and blamed the opposition for hunger and poverty.[12] Nigeria’s disease agency asked the public to rely on official updates and not to spread unverified claims about Ebola.[13]
Strategic Leverage & Outcomes
No side in Sudan, the Sahel or the Moyale clashes gained a decisive edge in the window. Assessment: US interests are served by a stable Sahel, and Algeria’s move adds a new outside army to the region; how Washington responds is not yet clear.[14]
Score 2/5Evidence confidence: LowTrend: Deteriorating
Strategic assessment
- Relative advantage
- The RSF can still strike power stations far from its own lines in army-held Sudan.
- Critical vulnerability
- Civilians in southeastern Sudan without power, and displaced Ethiopians in crowded camps at Moyale.
- Decisive uncertainty
- How many Algerian soldiers go to Niger, when, and with what rules of engagement.
- Likely trajectory
- More RSF drone strikes on infrastructure and more raids in Nigeria during the election campaign.
- Strategic outcome
- Not yet determinable.
