This China and Taiwan news update for October 26, 2026 covers North Korea’s letter to the UN Security Council over a disputed border mine blast, a rise in Chinese aircraft and ships around Taiwan, Secretary of War Pete Hegseth’s coming trip to Manila and a US ban on Chinese-made cars at Kadena Air Base.[1] It follows the Oct 25 Indo-Pacific update.
Korean Peninsula
North Korea’s UN envoy sent a letter on October 25 to the president of the UN Security Council accusing South Korea of fabricating a September land mine explosion in the Demilitarized Zone that injured South Korean troops, North Korean state media reported (reported).[2][3] The letter called Seoul’s account a “sinister obstructive move” meant to portray the North’s work to fortify its side of the border as a “military incursion.”[4] It answered South Korea’s own letter to the council, which blamed a North Korean mine for the blast that wounded three soldiers and called it a “clear violation of the armistice agreement.”[5]
The dispute matters because both Koreas are now pressing their cases at the UN while their forces work close to the line. A North Korean self-propelled 122 mm howitzer was positioned in clear view near the border, a witness at a South Korean observatory confirmed on October 26, after South Korea’s national news agency called the deployment a rare public display of such artillery.[6]
South Korea’s Defense Ministry said troops on October 25 detained an unidentified woman who had entered a restricted military area between the Civilian Control Line and the general outpost line in Cheorwon County, Gangwon Province, and damaged fencing.[7] She reportedly carried cutting tools and evaded capture for about 20 hours, and the ministry said it is still investigating with other agencies. Her motive has not been made public.[8]
Taiwan
Taiwan’s Defense Ministry detected three Chinese military aircraft sorties, six navy ships and nine official ships around Taiwan in the 24 hours to 6 PM ET on October 25.[9] One of the three sorties crossed the median line of the Taiwan Strait and entered Taiwan’s southwestern and eastern air defense identification zone. This updates the previous day’s report of five navy ships, eight official ships and no aircraft.[10] Earlier coverage is collected in our Taiwan-China News Hub.
Pressure from Beijing also reached Taipei’s mayoral race. Television host Kevin Tsai posted on Chinese social media on October 25 that he has “never supported Taiwan independence,” after a Weibo account linked to China’s military criticized a public figure for attending a rally for Democratic Progressive Party candidate Puma Shen and warned of a “price too heavy to bear.”[11] Taipei Mayor Chiang Wan-an of the Kuomintang said on October 26 he would not accept “anti-democratic intimidation,” and Shen said Taiwanese people should be free of “intervention” by China.[12]
Philippines
Hegseth will travel to the Philippines for the Association of Southeast Asian Nations (ASEAN) Defense Ministers’ Meeting-Plus to “reaffirm America’s commitment to peace through strength in the Pacific,” the War Department said on October 25.[13] The trip comes as Washington tightens security ties before an expected Trump-Xi meeting in southern China.[14] The meeting opens in Manila on Wednesday, October 28, according to a question put to China’s Foreign Ministry. Asked whether China would attend, Foreign Ministry spokesman Guo Jiakun said on October 26 that Beijing opposes “attempts by anyone to use this platform to seek selfish gains, hijack ASEAN and create trouble” (reported).[15]
China’s Liaoning carrier group sailed beyond the first island chain last week, reaching about 25 nautical miles east-southeast of Balut Island, the southernmost point of the Philippines, before turning northeast on October 23, a Philippine news channel reported.[16] That course could bring it close to waters where the United States, Japan and partners are holding the Keen Sword exercise, which began October 20.[17]
Philippine immigration officers stopped three men at Davao airport on October 17 who had allegedly been recruited online for soldier and border-guard work in Eastern Europe, the Bureau of Immigration said on October 26.[18] The men first claimed they were flying to Thailand for a Muay Thai tournament and said recruiters promised them 200,000 pesos a month. The bureau’s statement, as reported, names only Eastern Europe as the destination.[19]
United States and Partners
The US military barred vehicles made by China’s BYD from Kadena Air Base in Okinawa from October 26, and it is not yet clear whether the ban will spread to other US bases in Japan.[20] US Forces Japan did not say what prompted the move, but its spokesman said installation commanders “may implement lawful, risk-informed security measures necessary to mitigate credible threats.” The Pentagon added BYD to its list of 188 “Chinese military companies” in June.[21]
The State Department marked the first anniversary of the Kuala Lumpur Peace Accords between Cambodia and Thailand on October 25, saying the United States “continues to work with both sides to support implementation.”[22] An investigation published October 26 found that a US-sanctioned tanker, the Reef, carried about 113,000 barrels of Iranian jet fuel to Myanmar in December 2025 under paperwork describing South African diesel.[23] The report said the lengths taken to hide the purchases suggest US sanctions are biting.[24]
Representative Ami Bera, the senior Democrat on the House Foreign Affairs subcommittee for East Asia and the Pacific, said in Tokyo on October 24 that a Democratic Congress would quickly back “the status quo in Taiwan.”[25] Separately, a US federal court in May ordered North Korea to pay $400 million to crew members of the USS Pueblo, seized in 1968, court records show.[26] The War Department’s news feed carried no new Indo-Pacific operation in the window.[27]
Domestic Affairs
Takaichi said after the October 26 cybersecurity meeting that recent attacks on Japanese companies had caused “major incidents involving large-scale information leaks,” and she listed generative-AI attack drills and a monitoring network for small firms among the planned responses.[28] The defense and finance ministers attended. Former Prime Minister Yasuo Fukuda died at 90, Japanese media reported on October 26.[29] China’s Foreign Ministry called him “an old friend of the Chinese people” and said his remarks on China-Japan ties “should evoke self-reflection” among those now running Japan’s government (reported).[30]
War Crimes and Civilian Harm
Allegations are attributed; findings are not established unless stated.
No new allegation of war crimes or attacks on civilians in the Indo-Pacific theater was found in the sources reviewed for this window.[31] The Davao case points to a civilian risk, since the bureau said the men were offered soldier and border-guard jobs through recruiters on Facebook and Telegram.[32]

What to Watch (Assessment)
- What Hegseth announces in Manila, and whether China sends its defense minister.
- Whether North Korea moves more artillery into view near the border.
- Whether other US bases in Japan follow Kadena’s BYD ban.
- Where the Liaoning carrier group sails while Keen Sword runs.
Geography & Strategic Position
The Liaoning’s run past the southern Philippines shows China’s navy operating beyond the first island chain, near waters where US and Japanese forces are training.[40]
Military & Security
North Korea’s howitzer near the border and its UN letter raise the risk that a small incident in the Demilitarized Zone is read as an attack.[41] Taiwan’s report of a median-line crossing shows China mixing air and sea pressure.[42]
Score 3/5Evidence confidence: MediumTrend: Deteriorating
Alliances & Diplomatic Networks
Hegseth’s Manila trip puts US alliance work at the center of the regional defense meeting, and Beijing’s warning shows it sees the forum as contested ground.[43]
Economic & Industrial Power
The Myanmar fuel case shows sanctioned Iranian energy reaching Southeast Asia through false paperwork, which tests how well US sanctions are enforced in the region.[44]
Technology & Critical Infrastructure
The Kadena car ban and Japan’s emergency cyber meeting treat connected vehicles and leaked data as security threats.[45] Japan plans generative-AI attack drills in response.[46]
Domestic Politics & Information
The pressure on a Taiwanese television host shows Beijing using Chinese social media and market access to shape Taipei’s mayoral race.[47]
Strategic Leverage & Outcomes
Washington holds the initiative this week through the Manila meeting, while Pyongyang uses the UN to shift blame for border tension.[48] Assessment: US interests are best served if allies use the Manila meeting to agree on maritime monitoring and keep Korean border incidents from escalating.
Score 3/5Evidence confidence: LowTrend: Stable
Strategic assessment
- Relative advantage
- The United States, which brings its defense secretary to Manila this week.
- Critical vulnerability
- Thin crisis communication between the two Koreas.
- Decisive uncertainty
- Whether China’s carrier group shadows allied exercises.
- Likely trajectory
- Steady pressure around Taiwan and sharper words on the Korean border.
- Strategic outcome
- Not yet determinable.
