Trade war news on October 20, 2026 turned on technology. The State Department sanctioned five Chinese entities tied to a former Google engineer’s theft of trade secrets.[1] Homeland Security ordered DeepSeek products out of federal civilian computer systems.[2] In Mumbai, Secretary of State Marco Rubio said an India–US trade deal is almost done.[3]

US Sanctions MiraclePlus and Bars DeepSeek From Agency Systems

Washington turned a 2023 law that mandates sanctions for significant theft of US trade secrets against Chinese technology firms on October 19. The State Department designated five China-based entities connected to Linwei Ding, a former Google engineer whom a federal jury convicted in January of seven counts of trade-secret theft involving Google’s super intelligence (SI) technology.[41] The targets are Shanghai Zhisuan Technology, which Ding founded in 2023, the Beijing venture firm MiraclePlus, which gave Zhisuan seed money for an ownership stake, two MiraclePlus funds and a partnership owned by one of them.[42]

The Treasury’s sanctions office placed all five on its menu-based list, blocking their property except for imports of goods, capping US bank loans to each at $10 million in any 12 months and barring US persons from buying significant amounts of their equity or debt.[43] A general licence lets holders unwind dealings with MiraclePlus and its three affiliates until January 19, 2027, but it does not cover Zhisuan.[44] A federal judge later threw out economic-espionage counts against Ding while upholding the theft convictions, and he was sentenced in September to 12 months minus a day, according to a Hong Kong report.[45]

A second order hit a better-known name. The Secretary of Homeland Security, acting under the 2018 federal supply-chain security law, excluded products of Hangzhou DeepSeek Artificial Intelligence and its affiliates from civilian agency purchases and ordered all DeepSeek products, including third-party services built on DeepSeek models, removed from civilian agency systems.[46] The order was filed for public inspection on October 19 and published on October 20.

Beijing answered the DeepSeek move first. Foreign ministry spokesperson Mao Ning said on October 20 that China opposes stretching the concept of national security and politicizing technology and trade issues, and that it will firmly safeguard Chinese companies’ legitimate rights; the briefing transcript does not mention the MiraclePlus sanctions.[47] The companies did not immediately respond to requests for comment, according to the same Hong Kong report.[48]

Trade Imbalances

No new Census or BEA trade release fell in the window, so the clearest shift is in older data that sharpens the Asian picture. Census figures through August put the US goods deficit with South Korea at $55.1 billion, with imports of $110.1 billion against exports of $55.0 billion; the same eight months of 2025 produced a $40.5 billion gap by our sum.[49] South Korea sits just behind the EU and well behind China among US deficit partners (see the chart above).

Seoul’s own figures, a different dataset, put Korea’s surplus with the United States at $84.7 billion for January–September and $17.3 billion in September alone, a monthly record, as reported Sunday evening.[50] The same report credits US demand for Korean chips and construction equipment, a cause the Census data do not test. The numbers matter because the US tariff on Korean goods was cut to 15% after Seoul pledged $350 billion in US investment, according to the report.[51]

Critical Resources and Supply Chains

Critical minerals were the common thread between Washington’s and Brussels’ outreach. The European Commission signed a memorandum with New Caledonia on October 20 for a strategic partnership on raw-materials value chains, its 17th such partnership since 2021, and noted that the French Pacific territory produced 3.1% of the world’s nickel in 2024.[52] The two sides will now draft a roadmap with EU member states, the European Investment Bank and industry, covering finance, processing, infrastructure and mine-site rehabilitation.

In Samarkand, Uzbekistan’s president said his country is ready to become a reliable US partner in critical minerals across the whole cycle, from deposits to finished high-technology products.[53] In a joint C5+1 statement, the six governments pledged to exchange expertise on managing geological data and envisioned expanded mineral extraction and processing.[54] Rubio and Uzbek Foreign Minister Bakhtiyor Saidov also agreed to deepen critical-minerals cooperation, and Uzbekistan became the 77th signatory of the Artemis Accords.[55]

Deals, Treaties and Agreements

The India–US agreement moved closer without being signed. Arriving in Mumbai on October 20, Rubio said the two sides are “about as close as you can be without having executed the agreement,” with a small number of items left, and that he hoped to announce good news soon and sign thereafter.[56] He also called India “a refining superpower” that could process more Venezuelan heavy crude, while noting possible sanctions impediments. His bilateral talks with External Affairs Minister S. Jaishankar were set for the afternoon at the Taj Mahal Palace Hotel, and no readout had been posted by the cutoff.[57] India’s foreign ministry said the visit would cover energy, trade and investment, defense and critical technologies.[58]

Under the US–Mexico–Canada Agreement, the trade representative closed a labor case at the Alimentos Grole food plant in Sonora, Mexico, after the company reinstated nine dismissed workers with back pay and disbanded a company-aligned committee. Treasury was directed to resume liquidation of the plant’s entries.[59]

The US–China calendar stayed unresolved. The Federal Register still ends the affiliates-rule suspension on November 9, 2026.[60] Treasury Secretary Scott Bessent said in September that the truce runs to January 10, a date this report keeps attributed until an official notice confirms it.[61] Unnamed sources told a Hong Kong newspaper that negotiators are racing to agree on investment-board projects before the leaders meet in Shenzhen in November. The same report said Beijing’s May agreement to buy 200 Boeing aircraft has yet to materialize.[62]

Policy Economics

Trade-remedy work continued on four cases published October 20. The International Trade Commission made final affirmative injury findings on van-type trailers and subassemblies from China, clearing the way for antidumping and countervailing duty orders sought by a coalition of Great Dane, Stoughton Trailers and Wabash National.[63] It also found that revoking the duty orders on small vertical shaft engines from China would likely lead to renewed injury, so those orders stay in place.[64]

Commerce postponed its preliminary subsidy findings on linear hydraulic cylinders from China, India and Mexico to January 19, 2027, at the request of a coalition of US producers.[65] The commission also opened new antidumping and countervailing duty investigations into seamless steel pipe from Georgia and India, with a preliminary vote due by November 30.[66] No tariff proclamation, Section 232 or 301 action, or export-control rule appeared on the official lists checked.[67]

Trade Bloc Competition and Business

Rubio’s Central Asia stop ended with deal figures. At the second meeting of the US–Uzbekistan Business and Investment Council, President Shavkat Mirziyoyev said teams from 45 Uzbek ministries and agencies had assembled a package of 54 agreements and initiatives worth about $12 billion, and the two sides exchanged documents on transport, the chemical industry, geology and finance.[68] Rubio said AKFA Group is investing $80 million in Bowling Green, Kentucky, the first Uzbek manufacturing operation in the United States.[69] He also told Kazakhstan’s foreign minister of US interest in cooperation on SI, energy security and natural resources.[70] The C5+1 statement backed the Trans-Caspian Trade Route and harmonized customs procedures.[71]

Asia-Pacific finance ministers opened their meeting in Hong Kong on October 20 without the Treasury Secretary; Deputy Secretary Francis Brooke represented the United States.[72] The forum’s staff projects regional growth of 3.2% in 2026, down from 3.3%.[73] Beijing kept building its own links. Vice Premier He Lifeng co-chaired a China–Russia commission by video and said China wants to consolidate cooperation in trade, investment, transport and nuclear energy.[74] China and South Korea also reported progress on services and investment market access in free-trade talks held in Seoul.[75]

China also warned Britain after a UK trade minister was reported to say Britain and the EU must jointly counter China’s dominance in autos. A commerce ministry spokesperson urged London to follow WTO rules and weigh its steps carefully rather than move in step with the EU, and said China would firmly counter any restrictions on Chinese electric vehicles.[76]

Domestic Affairs

United States

At home the administration paired trade policy with farm aid. A White House release for the President’s Kansas visit said nearly 50,000 Kansas producers had received more than $793 million from a $12 billion national bridge program for trade disruptions and higher input costs.[77] The trade representative’s office said Ambassador Jamieson Greer toured Utah manufacturing plants, including a semiconductor fabrication plant in development.[78]

China

The commerce ministry issued no new export-control or tariff notice in the window.[79] Its only new trade statements were the warning to Britain and the meeting reports covered above.

Assessment

Assessment: two China-focused technology actions in one day, under different laws, suggest Washington will keep using targeted legal tools rather than tariffs while truce talks continue.[80] Assessment: Beijing’s pledge to protect its firms names no step, and its commerce ministry has issued none, so any countermeasure remains unannounced.[81]

Trade War lenses

Analysis

Seven Trade Lenses rate US advantage from 1 to 5 where evidence allows; trends compare with yesterday’s US-China trade war update, and every theater is on the War Room dashboard.[4]

Deals & Agreements

No trade text was signed in the window, so the day’s gains are pledges: an Uzbek package valued at about $12 billion and Rubio’s statement that only a small number of India items remain.[5] The mechanism is commercial diplomacy, with company agreements and investment pledges announced ahead of any full trade text. For US interests, a signed India deal would show progress with a large Asian partner while China talks continue, but neither side has published terms.[6]

Score 3/5Evidence confidence: MediumTrend: Stable

Imbalances & Impact

The US goods deficit with South Korea reached $55.1 billion in January–August, about 36% above the same months of 2025 by our arithmetic, as imports rose faster than exports.[7] The Census tables show the size of the gap, not its cause, so they cannot say whether tariffs, chip demand or investment pledges drove it. For US interests, a deficit growing this fast with an ally that pledged investment in exchange for lower tariffs is likely to return to the negotiating table.[8]

Score 2/5Evidence confidence: MediumTrend: Worsening

Chokepoints & Dependencies

Washington used two chokepoints it controls, access to the dollar financial system and the federal software market, rather than tariffs.[9] The menu of measures blocks property but exempts imports of goods, which aims the pressure at capital rather than trade flows. The exposure runs the other way in minerals, where China supplied 71% of US rare-earth imports in 2021–24, so the minerals chokepoint still favors Beijing.[10]

Score 2/5Evidence confidence: MediumTrend: Stable

Negotiating Power

Each side is reported to be holding a lever in reserve before the leaders meet in Shenzhen, rare earths for Beijing and jet-engine and aircraft parts for Washington, according to unnamed sources.[11] Sanctions on five entities and a procurement ban add pressure, but they target named firms rather than sectors, which limits the risk of a broad Chinese response. Beijing’s reply so far is rhetorical, a pledge to protect Chinese companies’ rights.[12]

Score 3/5Evidence confidence: LowTrend: Stable

Policy & Economics

The day’s instruments were statutory and narrow: an intellectual-property sanctions law, one supply-chain security order and four trade-remedy steps.[13] None changes a tariff rate, so the direct price effect on US buyers is limited to future duty deposits on Chinese trailers. The open policy risk is the calendar, because the Federal Register still ends the affiliates-rule pause on November 9.[14]

Score 3/5Evidence confidence: HighTrend: Stable

Bloc Competition

The United States and the EU both courted mineral producers on the same day, Washington in Samarkand and Brussels in Nouméa, where it signed its 17th raw-materials partnership.[15] The EU’s model is a framework memorandum followed by a roadmap, while the US model leads with company agreements and a business council. For US interests, the EU already counts Uzbekistan and Kazakhstan among its raw-materials partners, so the region has a competing Western buyer as well as China.[16]

Score 3/5Evidence confidence: MediumTrend: Improving

Business & Markets

US backers of the sanctioned funds now face a deadline, since US persons may not buy their significant equity or debt and a wind-down licence runs only to January 19, 2027.[17] Uzbek money is moving the other way, into Kentucky aluminum. The sanctioned targets are a startup and venture-capital vehicles rather than listed companies, so there is no share-price reaction to measure.

Score 3/5Evidence confidence: LowTrend: Stable

Trade assessment

Who has the leverage
contested, since Washington showed financial and procurement reach while Beijing kept rare earths in reserve, according to reporting.[18]
Biggest chokepoint
rare-earth supply, with China providing 71% of US imports of rare-earth compounds and metals in 2021–24.[19]
Likeliest deal
the India–US agreement, which Rubio said has a small number of items left before signing.[20]
Main risk
a Chinese countermeasure against US firms, which the foreign ministry’s pledge to protect Chinese companies leaves open.[21]
US interest
protecting AI know-how without disrupting the Shenzhen talks on the truce and investment board.[22]
