Trade war news on October 19, 2026 opened in Beijing, where China’s commerce ministry put licence requirements on tunnel boring machines and long-range drones from November 18.[1] In Samarkand, Secretary of State Marco Rubio said US deals with Central Asia have passed $25 billion since last November.[2] Commerce also finalized new duty rates on Canadian lumber.[3]

China Adds Tunnel Borers and Long-Range Drones to Export Controls

China’s commerce ministry and customs administration issued Announcement No. 50 on October 19, placing full-face tunnel boring machines, including earth-pressure and slurry shield machines and rock tunnel borers, under export control from November 18.[42] The list also covers cutterheads, screw conveyors, segment erectors and main drive systems, as well as walking excavators above set climbing, wading and trench-crossing limits and wet shotcrete machines built for sites above 3,000 meters. Exports to “sensitive countries and regions” in dispute with China will need a licence. Shipments elsewhere get a certificate by registration, exporters and end users must pledge not to pass the items to disputed destinations, and foreign firms may not re-transfer Chinese-origin items there without permission.

A second notice, No. 49, issued with the Central Military Commission’s equipment department, reworks drone controls from the same date.[43] Licences will be required for drone autopilots, certain engines and communications gear, for drones that can fly beyond the operator’s line of sight for three hours or more, and for drones with a range of 300 kilometers or more. Beyond-line-of-sight drones with 30 minutes to three hours of endurance that can fly in 46 km/h gusts may instead ship on a registration certificate obtained before each export.

The commercial stakes are modest in dollars but broad in reach. China exported about $793 million of self-propelled coal or rock cutters and tunnelling machinery in 2025, and it is a key supplier of boring equipment for metro rail and highway construction.[44] Neither notice names the destinations Beijing considers sensitive, which leaves foreign builders unsure whether their projects are covered.

A ministry spokesperson said the items have clear dual-use attributes, that partners with export-control dialogues were told in advance and that compliant applications will be approved; the ministry also adjusted its controls on dredgers.[45] On drones, the spokesperson said some once-advanced products are now mass-market consumer goods and that the changes reflect industry feedback.[46] No US government response had appeared on the official lists checked by the cutoff.[47]

Trade Imbalances

China’s third-quarter release, published October 19, shows trade doing more of the lifting than demand at home. Gross domestic product grew 4.5% from a year earlier in the third quarter and 4.6% over the first three quarters, while exports rose 16.4% to 23.2 trillion yuan and imports 22.3% to 16.7 trillion yuan.[48] September alone brought a 29.6% export jump, while fixed-asset investment fell 7.2% over the nine months. Trade with Belt and Road partners grew 17.1%, close to the 18.8% rise in total trade, so the gains were broad rather than concentrated in one group of partners.

The Chinese data give no breakdown by partner, so they cannot show how much of the surge went to the United States. The latest US figures, Census data through August, still rank China third among US goods-deficit partners behind Vietnam and Mexico, and no new Census or BEA release fell in the window.[49] September US data will be the first official test of where that export strength is landing.

Critical Resources and Supply Chains

Critical minerals ran through Rubio’s Samarkand stop. He told reporters that “it’s not smart just for the whole world to depend on one place for 100% of anything,” adding that he was not singling out any country.[50] His remarks to the ministers recorded a bilateral US–Uzbekistan critical minerals memorandum and progress on securing uranium and other natural resources, without new volumes or contract values.[51] Uzbekistan’s foreign minister said the meeting focused on critical minerals, infrastructure and turning political agreements into investment projects.[52]

The dependence behind that push is documented. US net import reliance for rare-earth compounds and metals was an estimated 67% in 2025, and China supplied 71% of those imports in 2021–24.[53] Beijing’s new machinery and drone rules show the licensing tool spreading from raw materials to equipment, which widens what diversification has to cover.

Deals, Treaties and Agreements

The India–US agreement is the deal closest to signature. Speaking in Uzbekistan on October 19, Rubio said, “We’re trying to finalise a trade deal with India right now. We’re very close to doing that,” and called the deal one of the factors weighed when the President decides on national-security waivers.[54] He added that for some countries it is very difficult to buy energy from other sources, which he said was “not an excuse” but has to be balanced.[55] India’s foreign ministry spokesperson said both sides remain engaged for early conclusion, and External Affairs Minister S. Jaishankar hosts Rubio in Mumbai on October 20 for talks expected to cover energy, trade, defense and technology.[56]

The US–China calendar did not move. The Federal Register still ends the Affiliates Rule suspension on November 9, 2026.[57] Treasury Secretary Scott Bessent said in September that the truce would run to January 10, a date this report keeps attributed until an official notice confirms it.[58] China’s commerce ministry has posted nothing new on the “30 billion for 30 billion” reciprocal tariff-cut framework it described on September 28.[59] Earlier milestones are in the Trade War News Hub.

Policy Economics

Commerce published the final results of its 2024 reviews of Canadian softwood lumber on October 19. The antidumping review set margins of 17.00% for Canfor, 13.13% for Resolute and 4.71% for West Fraser, with 10.64% for 220 non-selected producers and exporters.[60] The parallel subsidy review set 15.31% for West Fraser, 12.42% for Resolute and 14.11% for non-selected companies.[61] The new rates apply as cash deposits on entries from the publication date, so the cost lands first on US importers. They were two of 14 trade-remedy notices filed for October 19 publication, four of them on Chinese goods such as diamond sawblades, graphite electrodes and truck bed covers, and no export-control, sanctions or USTR filing appeared.[62]

On the sanctions-tariff front, the President explained the Graham Act waiver in an October 18 post, saying he did not want to “drive, foolishly, Russia away from the bargaining table.”[63] Rubio described the step in Samarkand as “suspending the sanctions for 60 days” to test whether talks with Ukraine and Russia produce results.[64] No implementing notice changed the waiver’s open-ended terms in the window, and the Graham Act’s military context is in the Russia–Ukraine war update.[65]

Trade Bloc Competition and Business

Rubio used the C5+1 ministerial in Samarkand to present the United States as a competitor in Central Asia rather than a gatekeeper. He told the five foreign ministers that more than $25 billion in commercial arrangements had been secured since the November 2025 presidential summit and that over $100 billion more in trade and investment is planned.[66] He cited Uzbekistan’s agreement to buy 22 Boeing Dreamliners, AKFA Aluminum’s investment in a Kentucky aluminum processing facility as the first Uzbek manufacturer operating in the United States, and a joint Business and Investment Council that has brought firms such as Apple, Google and PepsiCo to the region. Earlier, at Registan Square, he said almost 300 American businesses had joined the trip and that some had already reached agreements to be announced later.[67] Foreign Minister Bakhtiyor Saidov proposed regular links between the C5+1 and the B5+1 business platform to pick priority projects.[68]

Europe’s bloc grew at its edges. The European Commission signed an Association Agreement with Andorra and San Marino on October 19 that gives both access to the EU Internal Market under common rules, with financial services integrated gradually, and the Council will now seek the European Parliament’s consent.[69]

Domestic Affairs

United States

Fuel costs remain the domestic backdrop to the waiver. US on-highway diesel averaged $6.179 a gallon in the week of October 12, two cents below the week before but $2.51 above a year earlier.[70] The President’s post blamed Ukrainian strikes on Russian refineries for hurting world diesel markets and said farmers, ranchers and businesses were suffering.[71] Rubio said diesel prices are high in the United States but “really, really high” in many other countries.[72] No new tariff proclamation, Section 301 or 232 action, or Treasury sanctions action on trade appeared on the official lists checked.[73]

China

Beyond trade, the nine-month figures show a lopsided economy. Retail sales of consumer goods rose 1.1%, real-estate development investment fell 20.6% and private investment fell 10.4%, while high-tech manufacturing value added grew 14.3%.[74] The commerce ministry’s only new trade measures in the window were the two export-control notices covered above.[75]

Assessment

Assessment: high diesel prices and the President’s stated wish to keep Russia at the table make an early end to the Graham Act waiver unlikely in the coming weeks.[76] Assessment: weak Chinese demand at home beside fast export growth points to more trade-remedy cases against Chinese goods, beyond the four published today.[77]

What to Watch (Assessment)

  • Rubio’s October 20 talks with Jaishankar in Mumbai, and whether the India–US first tranche is signed there.[84]
  • Company agreements announced at the close of the Samarkand forum, especially any minerals or uranium contracts.[85]
  • Whether Beijing names the “sensitive” destinations or issues licence guidance before November 18.[86]
  • The APEC finance ministers’ meeting in Hong Kong on October 20-21.[87]
  • Any Commerce or USTR response to China’s new controls, and any BIS notice on the November 9 date.[88]

Trade War lenses

Analysis

Seven Trade Lenses rate US advantage from 1 to 5 where evidence allows; trends compare with yesterday’s US-China trade war update, and every theater is on the War Room dashboard.[4]

Deals & Agreements

Washington signed no new trade text in the window, and the $25 billion Central Asia figure Rubio gave counts commitments announced over the past year, not goods shipped.[5] The nearer prize is India, where Rubio linked the sanctions waiver to a pact he called close to done. For US interests, a signed first tranche in Mumbai would be the first concrete return on keeping the Graham Act tariffs suspended. A miss would leave both hanging.[6]

Score 3/5Evidence confidence: MediumTrend: Stable

Imbalances & Impact

By our subtraction from the official figures, China ran a goods surplus of about 6.5 trillion yuan in January–September, with imports growing faster than exports but from a smaller base.[7] Strong exports beside falling investment at home suggest, by our reading, that foreign buyers are absorbing output that domestic demand does not, but the release has no partner split and cannot show what reached US ports. For US interests, the Census deficit with China remains the measure to watch when September data arrive.

Score 2/5Evidence confidence: MediumTrend: Stable

Chokepoints & Dependencies

Beijing has extended licensing from minerals into finished capital goods, and the target is narrow: about $793 million of 2025 tunnelling-machine exports, set against China’s role as a key supplier to metro and road builders.[8] The mechanism is end-use control, since buyers in unnamed “sensitive” places must apply while others register and pledge not to re-transfer. For US interests, the 71% Chinese share of US rare-earth imports shows how much American supply already sits within reach of the same tool.[9]

Score 2/5Evidence confidence: MediumTrend: Worsening

Negotiating Power

Both capitals kept their strongest tools in reserve. The President wrote that he could sign the Russia sanctions document “later, or any time that I want,” leaving the tariff threat on Russian-oil buyers discretionary.[10] China gave 30 days’ notice before its controls bite, by our count from the dates, and promised to approve compliant applications, which makes its leverage equally discretionary.[11] The limit on both sides is credibility, because a threat that is never used can lose its effect.

Score 3/5Evidence confidence: MediumTrend: Stable

Policy & Economics

The day’s only new US measures were trade remedies, led by a combined deposit rate near 25% on most Canadian softwood lumber.[12] Those deposits fall on US importers of a building input from a partner that sold the United States $269.6 billion of goods in January–August.[13] The notices do not estimate effects on US home prices, so any price impact is unmeasured.

Score 3/5Evidence confidence: HighTrend: Stable

Bloc Competition

Rubio pitched the United States to five Central Asian states as a rival bidder, not a gatekeeper, and his offer was business access rather than a trade agreement.[14] The Andorra and San Marino accord shows the EU still expanding market access at its edges while Washington works through company deals. For US interests, Central Asia’s value lies in minerals and routes, so the test is whether deals add processing capacity outside China.[15]

Score 3/5Evidence confidence: MediumTrend: Stable

Business & Markets

Company signings set the tone, but the agreements promised for the end of the Samarkand forum had not been published by the cutoff.[16] Chinese drone makers, by contrast, face licences for long-endurance and long-range aircraft from November 18, with a registration route for mid-range models.[17] US markets had not opened by the cutoff, so no price reaction to either story can be measured yet.

Score 3/5Evidence confidence: LowTrend: Stable

Trade assessment

Who has the leverage
contested, since Beijing added discretionary licence powers while Washington kept its Graham Act tariffs in reserve.[18]
Biggest chokepoint
Chinese-made heavy construction machinery and drone parts, which will need licences from November 18 for destinations Beijing deems sensitive.[19]
Likeliest deal
the first India–US tranche, which Rubio called very close ahead of his October 20 Mumbai talks.[20]
Main risk
November dates colliding, with China’s controls starting November 18 and the US Affiliates Rule pause ending November 9 unless an official notice moves it.[21]
US interest
turning Samarkand’s promised company deals into minerals and processing contracts that cut reliance on a single supplier.[22]
