Americas Security Update Oct 17, 2026: Cuba at 758 MW, Venezuela Talks
Americas security: Cuba’s grid supplies 758 MW, Havana fights a US event at the UN, and Venezuela’s talks turn to election rules.
Key Takeaways: 4 things to know
- Cuba’s morning deficit eased by several hundred megawatts on October 17, but generation still covers less than half of demand, leaving parts of Havana and Holguín without power for a day or more.[24]
- Havana and Washington are clashing at the United Nations before the late-October embargo vote, as Cuba’s envoy condemns a US-hosted event and state media tie drug shortages to sanctions.[25]
- Venezuela’s US-backed talks have moved to election mechanics, but Machado’s exclusion leaves a rival street strategy that could test the process within a week.[26]
- Brazil’s runoff is a dead heat in new polling, and Washington is courting Argentina with a Rubio–Milei call and a deputy secretary’s visit from October 19.[27]

This Americas security update for October 17, 2026 finds Cuba’s grid supplying 758 megawatts against a 1,529-megawatt morning deficit, Cuba’s UN envoy condemning a US event set for October 19, and Venezuela’s third negotiation round moving to election rules (see yesterday’s Americas security update and the War Room).[1]
Cuba
Cuba’s grid opened October 17 with 758 megawatts of available generation and a 1,529-megawatt deficit, according to Unión Eléctrica figures compiled by an outage tracker.[28] That deficit was 631 megawatts smaller than the shortfall forecast for October 16, but availability stayed far below the seven-day average of 1,060 megawatts.[29] For October 16, the operator had forecast a maximum outage of 2,190 megawatts against expected demand of 2,900 megawatts, after a fire took unit 1 at Santa Cruz del Norte offline.[30] Havana had 178 circuits without power at 9:30 PM on October 16.[31] By 6:50 AM on October 17, the capital’s utility reported 169 circuits dark while supplying 365 megawatts.[32] In Holguín, the Esterito branch of the Banes line had been without power for 40 hours and 38 minutes, according to the provincial utility.[33]
Cuba’s state press reported more than 70 cancer deaths a day and said survival among children and young people with cancer had fallen from 85 percent to 65 percent, in figures relayed by a Spanish news agency.[34] The report said 300 of the 395 essential medicines made domestically were in short supply and that 34 international banks had rejected or suspended Cuban drug-purchase payments.[35] The government blamed the US embargo for more than $134.3 million in biotech and pharmaceutical losses from March 2025 to February 2026, ahead of the General Assembly’s embargo vote on October 27–28.[36]
Cuba’s UN ambassador, Ernesto Soberón Guzmán, condemned an event the US Mission plans at UN headquarters on Monday, October 19, under the title “Cuba Libre” with the subtitle “The operation Havana Heights” (see Statements).[37] In Matanzas, the Catholic charity Cáritas began handing food and hygiene kits from the first US humanitarian shipment, which reached Varadero airport on October 14, to vulnerable families.[38]
Venezuela
Venezuela’s third round of US-sponsored negotiations opened in Caracas on October 14, hours after Washington lifted sanctions on government negotiator Jorge Rodríguez, brother of interim leader Delcy Rodríguez, according to a wire report.[39] Opposition delegation head Dinorah Figuera said the agenda covers lifting candidate disqualifications, restoring party symbols, renewing the electoral council and setting a vote date, with the bases for an election ready before the end of 2026.[40] Delcy Rodríguez has said elections will take place but has not named a date.[41]
Asked about María Corina Machado’s complaint that she had been left out, Figuera said on October 16 that the invitation is open to everyone and noted that Communist Party and Tupamaros representatives had also taken part.[42] The State Department spokesperson posted on X that the United States fully supports the reconciliation talks and that they are producing concrete progress toward a democratic transition, according to a Venezuelan daily’s Spanish rendering.[43]
The Treasury’s Office of Foreign Assets Control issued Venezuela General License 60A on October 16, authorizing transactions related to earthquake relief efforts, and amended a related FAQ; the notice gave no details of the quake.[44] Switzerland’s foreign ministry removed former ministers Marleny Contreras and Jorge Arreaza from its preventive asset-freeze list and added six people, including Alex Saab and Álvaro Pulido, taking the list from 37 to 41 names.[45]
Colombia
President Abelardo de la Espriella on October 15 ordered an immediate technical review of every protection scheme assigned by the National Protection Unit, the agency that provides bodyguards to people under threat.[46] He said anyone could post a video claiming threats and force the state to rush to protect them, adding that this farce was over.[47]
In Antioquia, the Army’s Seventh Division said two members of the dissident Frente 18 surrendered in Ituango, handing over a pistol, 14 cartridges and a radio.[48] Troops also found a depot in the Filadelfia rural district holding four improvised explosive devices, a 60mm grenade, 52 common detonators and 11 electric detonators, the division said.[49] Assessment: The surrenders and the depot seizure point to sustained Army pressure on Frente 18 in northern Antioquia, where the report says rival armed groups also use attack drones.[50]
Ecuador’s President Daniel Noboa said on October 16 that Colombia had resumed electricity exports to Ecuador, thanking De la Espriella by name.[51] Colombia had suspended the sales in September, and Ecuador had ordered industrial disconnections of up to 72 hours during the shortage, the report said.[52]
Brazil
Brazil’s October 25 presidential runoff between President Luiz Inácio Lula da Silva and Senator Flávio Bolsonaro is a statistical tie in two new polls released on October 16.[53] PoderData/Aya found each candidate on 50 percent of valid votes in 3,000 interviews from October 13 to 15, with a margin of error of 1.8 points.[54] The Futura/100% Cidades poll put Bolsonaro on 50.8 percent of valid votes and Lula on 49.2 percent, from 2,000 telephone interviews on October 14 and 15 with a 2.2-point margin.[55] In the first round, Bolsonaro took 47.03 percent to Lula’s 45.16 percent.[56]
On public security, Lula said in a television interview aired October 15 that he backs lowering the age of criminal responsibility from 18 to 16 for heinous crimes once Congress passes a public security constitutional amendment (see Statements).[57] The amendment has cleared the lower house and awaits two Senate votes, while opposition lawmakers want the age set at 14, the state news agency said.[58] Assessment: Lula’s stance moves him toward the tougher sentencing line pushed by the opposition, ten days before the vote.[59]
Argentina
Secretary of State Marco Rubio spoke with President Javier Milei on October 16, and the two reaffirmed the US–Argentina partnership and discussed trade, transparent investment and hemispheric security, the State Department said.[60] The call came after Milei’s 36-hour visit to Washington, and his office described the relationship as a strategic alliance.[61]
Deputy Secretary Landau will travel to Asunción and Buenos Aires from October 19 to 26 with Assistant Secretary Juan Pablo Segura, leading a trade delegation in Paraguay and meeting Argentine officials on investment and security cooperation.[62] The Buenos Aires leg builds on the Andes-Atlantic Corridor that the two governments launched during the UN General Assembly’s high-level week, the department said.[63]
Economy Minister Luis Caputo, speaking on the sidelines of the IMF and World Bank meetings in Bangkok, said he expects a strong recovery led by construction, mortgages and real wages (see Statements).[64] The economy shrank 0.6 percent in the second quarter and again in July, fueling analyst debate over a technical recession.[65]
Domestic Affairs
In Guantánamo, state radio reported thefts of solar panels from a funeral home in Jamaica, 70 liters of diesel from a polyclinic and mattresses from the medical university.[66] A US Homeland Security rule cuts the time refugees have to contest a notice of intent to terminate their status from 30 days to 10, as authorities review about 185,000 cases admitted in fiscal years 2015 to 2025.[67] Few Cubans are likely affected because only 258 were resettled as refugees in fiscal 2024, the report said.[68]
In Venezuela, Comando Con Venezuela, the platform of Machado and Edmundo González, called a nationwide mobilization for October 22 to demand a presidential election date.[69] In an interview published October 15, Machado criticized the Trump administration’s oil deal with businessman Alejandro Betancourt and blamed him for obscene corruption.[70] The Supreme Tribunal’s Constitutional Chamber upheld a partial reform of the Law against Hatred that Delcy Rodríguez had requested.[71]
Brazil’s Congress promulgated on October 16 a constitutional amendment ending the six-day workweek, with a five-day week taking effect within two months, while opposition leaders stayed away from the session.[72]
Assessment: Petty theft of public property signals how far shortages have eroded order in eastern Cuba.[73] In Venezuela, the gap between negotiators and street mobilizers is the main domestic risk to the talks.[74]
War Crimes and Civilian Harm
Allegations are attributed; findings are not established unless stated.
Venezuela’s Supreme Tribunal plenary ended the special terrorism jurisdiction of four Caracas control courts under Resolution 2026-0010, approved October 13, and sent their cases to ordinary courts in each state.[75] The change is administrative, and its effect on detainees held on terrorism charges has not been independently assessed.[76] No new verified allegation of attacks on civilians by state forces or armed groups in the five countries covered was found in the sources checked for the window.[77]

What to Watch (Assessment)
- The US Mission’s Cuba event at UN headquarters on October 19 and any Cuban response.[85]
- The margin of the General Assembly embargo vote on October 27–28.[86]
- Whether the Caracas talks set an election date before the October 22 mobilization.[87]
- Final polls before Brazil’s October 25 runoff.[88]
- Landau’s meetings in Asunción and Buenos Aires from October 19 to 26.[89]
- The return of Santa Cruz del Norte’s unit 1 and Cuba’s evening deficit.[90]
Geography & Strategic Position
The window’s pressure points sat in the Caribbean basin, where Cuba’s grid, a UN dispute over a US event on Cuba and a State Department push toward island governments overlapped (see Cuba).[2] South America’s news was political rather than military, with negotiations in Caracas, a tied runoff in Brazil and US courtship of Argentina (see Venezuela, Brazil and Argentina).[3]
Military & Security
Colombia remained the only theater where armed groups featured in the reporting, with the Army recovering explosives from a dissident depot in Antioquia (see Colombia).[4] No new US military action in Latin America or the Caribbean appeared in the war.gov or Southern Command feeds checked for the window.[5] Assessment: Washington is running its regional security agenda through sanctions, courts and diplomacy rather than force this week.[6]
Score 2/5Evidence confidence: MediumTrend: Stable
Alliances & Diplomatic Networks
Deputy Secretary of State Christopher Landau hosted delegations from 15 Caribbean states on October 15 and announced a Caribbean Investment Summit for early 2027.[7] Switzerland’s revision of its Venezuela freeze list shows European partners adjusting alongside US sanctions relief (see Venezuela).[8] The Rubio–Milei call and Landau’s coming Southern Cone trip mark Argentina and Paraguay as Washington’s preferred anchors there (see Argentina).[9]
Economic & Industrial Power
Cuba’s available generation remained well under half of demand, the common root of its blackouts and the hospital shortages its own press now acknowledges (see Cuba).[10] Colombia’s resumption of power sales to Ecuador eases a cross-border energy squeeze, while Argentina is betting on a fourth-quarter rebound after two contractions (see Colombia and Argentina).[11]
Score 2/5Evidence confidence: MediumTrend: Deteriorating
Technology & Critical Infrastructure
Power grids were the region’s critical-infrastructure story, from Cuba’s aging thermal plants to the Colombia–Ecuador interconnection (see Cuba and Colombia).[12] The State Department announced $175.8 million to expand trusted undersea cable links across the Caribbean and Central America and make them more resilient to disruption.[13]
Domestic Politics & Information
Cuba’s state press reporting cancer deaths and drug gaps is unusual candor, though it assigns the blame to the US embargo (see Cuba).[14] Venezuela’s opposition is split between negotiators at the table and Machado’s camp, which is calling people into the streets (see Domestic Affairs).[15] Brazil’s runoff is a statistical tie, raising the stakes of every campaign message before October 25 (see Brazil).[16]
Strategic Leverage & Outcomes
Washington holds most of the hemisphere’s leverage this week, easing sanctions in Venezuela while keeping financial pressure on Cuba.[17] Assessment: US interests are served if the Caracas talks yield a credible election date, Cuba’s crisis does not trigger a new migration wave and Buenos Aires stays aligned on trade and security.[18]
Score 3/5Evidence confidence: MediumTrend: Improving
Strategic assessment
- Relative advantage
- Washington, which can trade sanctions relief for electoral concessions in Caracas.[19]
- Critical vulnerability
- Cuba’s thermal fleet, whose failures leave more than half of demand unmet.[20]
- Decisive uncertainty
- Whether the Venezuelan talks set an election date before the opposition marches on October 22.[21]
- Likely trajectory
- Continued Cuban blackouts above 1,500 megawatts and a down-to-the-wire Brazilian runoff.[22]
- Strategic outcome
- A US-brokered Venezuelan timetable would be the hemisphere’s biggest shift since January, while failure would push Machado’s camp toward street pressure.[23]
