Russia–Ukraine War Update — October 14, 2026
Russia hits Kyiv and Kharkiv power plants with 39 missiles, cutting power to 600,000, as a Starlink speed cap disrupts Ukrainian missions.
Key Takeaways5 things to know
- Russia fired 39 missiles, mostly ballistic, and 128 drones at power plants in the Kyiv and Kharkiv regions overnight, leaving about 600,000 people without electricity, Zelensky said, and he noted that the sector struck is the one Trump’s energy ceasefire covers (see The strike on Ukraine’s grid).[20]
- The Kremlin said Trump never specified what the energy pause covers, and Trump declined to say whether Russia broke it, leaving the truce without agreed terms (see The energy pause and the US channel).[21]
- SpaceX capped Starlink speeds for moving military terminals overnight without notice, a presidential adviser said, disrupting several Ukrainian combat missions while the cause is investigated (see The energy pause and the US channel).[22]
- Ukraine’s 3rd Army Corps said it retook three villages and 101 square kilometres north of Lyman, while Russia’s Defence Ministry claimed it is tightening an encirclement in Kharkiv Oblast (see Front lines and Ukrainian strikes).[23]
- The EU paid out €2.86 billion for Ukraine’s air defence and drones and opened two accession clusters, as Zelensky flew to London for talks on faster British anti-drone missiles (see Europe and partners).[24]

The strike on Ukraine’s grid
Russia opened the window with a ballistic strike on Kyiv on the evening of October 13 that hit the Darnytsia combined heat and power plant, known as CHP-4, and a residential building, Zelensky said.[25] He said the missiles were detected only as they approached the city and that Ukraine again received no warning from partners.[26] Later that evening Zelensky told Canada’s Prime Minister Mark Carney that a fire had engulfed the first eight floors of the damaged building.[27] The main barrage followed overnight, when Russia launched 39 missiles, including Iskander-M, KN-23, S-400, Zircon and Oniks types, from Kursk, Bryansk, Voronezh and Rostov oblasts, along with 128 drones, 77 of them jet-powered, Ukraine’s Air Force said.[28] Air defences downed or jammed four missiles and 115 drones by 9 AM Kyiv time, and missiles or drones struck 22 locations, according to the same report.[29] Prime Minister Serhii Koretskyi said all three of Kyiv’s combined heat and power plants were attacked, along with facilities in Kyiv Oblast that feed the capital and central Ukraine.[30] Zelensky said the strikes caused significant damage to 26 elements of the electricity system and four oil and gas sites.[31] Ukrenergo reported outages in Kyiv and in Kharkiv, Chernihiv, Sumy, Donetsk, Dnipropetrovsk, Khmelnytskyi and Zaporizhzhia oblasts, with schedules that can cut power for up to eight hours a day.[32] Ukrzaliznytsia’s chief said depots, stations and rolling stock were hit across five oblasts without casualties.[33] Russia’s Defence Ministry claimed it struck CHP-4, CHP-5 and CHP-6 and a bank data centre, saying they served Ukraine’s defence industry, a claim no independent source has confirmed.[34] Russian state media added the Trypilska plant and two Kharkiv-area power stations to the claimed target list.[35]
The energy pause and the US channel
Hours before the evening strike, Trump declined on October 13 to accuse Russia of breaking the energy ceasefire he had announced days earlier, saying he would answer “later.”[36] Kremlin spokesman Dmitry Peskov said on October 14 that Trump’s statement had not specified what the ceasefire covers.[37] Zelensky asked Trump to impose “strong” sanctions under the Lindsey Graham law and to send more Patriot interceptors.[38] A bipartisan group of 12 senators separately urged Trump to rescind the deal letting Russian diesel reach world markets and to use that law instead.[39] The law, passed in September, lets the President impose tariffs of up to 100% on the top five buyers of Russian oil and gas.[40] The warning question also sharpened, since Air Force spokesman Col. Yurii Ihnat said partners did not flag the first ballistic wave but did warn of the three that followed.[41] Ukrainian and American sources said Washington had made no decision to halt intelligence sharing.[42] Zelensky nonetheless confirmed in an interview that US officials had told his generals intelligence could be stopped if refinery strikes continued.[43] Overnight, SpaceX limited Starlink terminals moving faster than about 100 mph on its military Starshield package, and several combat missions were disrupted, presidential adviser Serhii Beskrestnov said.[44] A Defence Ministry source said the cause was under investigation.[45] Zelensky said his team had sent Steve Witkoff and Jared Kushner proposals for further meetings and that Ukraine was ready to meet within days.[46]
Front lines and Ukrainian strikes
Ukraine’s General Staff counted 229 clashes on October 13.[47] That was up from 203 in its previous daily report.[48] Pokrovsk again drew the most assaults, 39, while the staff reported no Russian offensive action on the Kupiansk, Oleksandrivka, Orikhiv and Prydniprovske axes.[49] North of Lyman, the 3rd Army Corps said its forces liberated Zelena Dolyna, Lypove and Kolodiazi in the fourth stage of Operation Vivaldi.[50] The corps put the operation’s total at 16 settlements and 277 square kilometres, figures not independently verified.[51] Russia’s Defence Ministry offered a competing picture, claiming its Sever group was tightening an encirclement in Kharkiv Oblast and had taken two villages it named as Lukashovo and Reznikovo.[52] In the same oblast, prosecutors opened an investigation after an unknown attacker killed five soldiers of the 72nd Mechanized Brigade on October 13; Ukrainian media reported he was an escaped Russian prisoner of war, which prosecutors did not confirm.[53] Ukraine’s forces hit a drone storage and launch site near Donetsk and supply depots near Popova Balka and Hirnyk, the General Staff said.[54] Deeper inside Russia, drones struck Sberbank’s data centre in Balakovo, about 650 to 700 kilometres from Ukraine, and a senior bank executive said services were not disrupted.[55] Russia’s Defence Ministry claimed it downed 902 Ukrainian drones overnight over regions from Belgorod to Saratov, occupied Crimea and the Sea of Azov.[56]
Europe and partners
Since yesterday’s agreement, the EU formally opened accession clusters 2 and 3 for Ukraine on October 13.[57] On October 14 the European Commission disbursed €2.86 billion from its €90 billion loan for drones, air defence, missiles, radars, electronic warfare and ammunition.[58] The payment came a day before EU leaders meet for a two-day summit that Zelensky is expected to attend.[59] Britain announced a £45 million air-defence missile package and said it will speed deliveries of Lightweight Multirole Missiles, bringing £10 million of weapons forward for winter.[60] Zelensky arrived in the UK on October 14 for meetings with Prime Minister Andy Burnham and King Charles III.[61] He flew out through Rzeszów, his first departure through Poland since the dispute over the Order of the White Eagle.[62] Poland, for its part, blamed Russian intelligence for the September 23 arson at a Starlink ground station after two Turkish suspects were detained in Germany.[63] A new survey found 47% of EU citizens favour Ukraine joining in the coming years, against 83% of Ukrainians.[64] Moscow worked its own partnerships, as a deputy defence minister marked the 78th anniversary of Russia–North Korea relations and another held a strategic defence dialogue with Vietnam.[65]
Domestic Affairs
In Ukraine, the grid strikes fed a public dispute over who is responsible for Kyiv’s resilience.[66] Zelensky said resilience plans were further along almost everywhere, even in frontline regions, than in Kyiv, and he began consultations that include changes to how the city is governed.[67] Mayor Vitali Klitschko rejected the accusation that city authorities had failed to prepare for the heating season.[68] The Rada, meanwhile, backed three bills in first reading on October 13 tied to IMF and EU money, with about €29.5 billion at risk and some 30 bills still due by year-end.[69] Ukraine also won a 2027-2029 seat on the UN Human Rights Council, which its foreign minister said it would use to press for accountability and the return of deported children.[70] In Russia, Saratov’s governor said the Balakovo drone attack damaged several buildings and killed one person.[71] Russian state media cast a Ukrainian lawmaker’s call for talks as evidence of an emerging “peace camp” in Kyiv, a framing tagged as reported.[72] In the United States, the top Democrat on the House intelligence committee said a Democratic win in November would move Ukraine aid “not in nine months, but in nine days or nine weeks.”[73] The clash between the President and the mayor is likely to continue while outages spread, since Zelensky said further consultations and meetings are planned.[74]
War Crimes and Civilian Harm
Allegations are attributed; findings are not established unless stated.
Regional authorities reported at least 10 people killed and 91 injured across Ukraine over the past day.[75] In Kyiv, police counted five killed and 36 injured since the evening of October 13, and prosecutors said the evening attack on the Desnianskyi district killed three women and injured 19, including a seven-year-old girl.[76] In Lutsk, drone debris struck a wholesale shop, killing three people and injuring 12, the regional head said.[77] An FPV drone hit a private transport company in Derhachi, Kharkiv Oblast, on the morning of October 14, leaving four workers with severe burns, local officials said.[78] Near Kupiansk, Ukraine’s 13th Khartia Corps alleged that Russian forces led a group of civilians, including two women and a child, toward a gas pipeline and then shelled them.[79] The corps released alleged drone footage, called the shelling a deliberate provocation and said it would hand the materials to war-crimes investigators.[80] These are allegations by Ukrainian authorities and units; no court or independent body has ruled on them in the window.[81]
Statements by Military Leaders
Zelensky, Supreme Commander-in-Chief, on the overnight strike: “Russia has never before shown such demonstrative disrespect for America.”[82] Air Force spokesman Col. Yurii Ihnat: “Our partners did alert us to the ballistic threat ahead of the next three waves of attacks.”[83] Brig. Gen. Andrii Biletskyi, 3rd Army Corps: “The enemy has failed to cut the key logistics artery of our grouping in Donbas.”[84] Foreign Minister Andrii Sybiha: “Putin is not simply attacking Ukraine. He is openly defying the United States.”[85] President Donald Trump, asked about the ceasefire: “Well, Ukraine hit many sites the day before.”[86]
What to Watch (Assessment)
Watch for a US response to the grid strike, whether sanctions under the Graham law or silence, after Trump deferred judgment.[87] Watch whether SpaceX explains the Starlink speed cap and whether Ukraine’s interceptor-drone operations recover.[88] Watch the London talks and the EU summit on October 15-16 for new interceptor deliveries before winter.[89] Watch Kharkiv Oblast for independent evidence on Russia’s encirclement claim.[90] Watch Kyiv’s heat and power repairs and blackout schedules as more strikes are expected.[91]
Geography & Strategic Position
Russia’s heaviest blows of the window landed on Kyiv, Kyiv Oblast and Kharkiv Oblast, concentrating the energy fight on the capital region and the northeast as winter approaches (see The strike on Ukraine’s grid).[1] On the ground the map moved in Ukraine’s favour north of Lyman, where its commander said a counteroffensive protected a key supply route for Ukrainian forces in Donbas.[2]
Score 2/5Evidence confidence: MediumTrend: Deteriorating
Military & Security
The overnight package relied on ballistic missiles that Ukraine’s defences mostly failed to stop, and Kyiv’s plea for more Patriot interceptors suggests the gap lies in missiles to shoot, not only in warning time (see The strike on Ukraine’s grid).[3] Ground assaults increased day on day, with Pokrovsk still drawing the most assaults, while Ukraine’s Lyman gains show local counterattacks remain possible (see Front lines and Ukrainian strikes).[4]
Alliances & Diplomatic Networks
Europe filled part of the gap left by Washington’s mixed signals, with new EU defence money, faster British anti-drone missiles and an accession step all landing within two days (see Europe and partners).[5] Washington’s posture was harder to read, because the President declined to blame Moscow while Kyiv confirmed earlier US threats over refinery strikes (see The energy pause and the US channel).[6]
Score 2/5Evidence confidence: MediumTrend: Stable
Economic & Industrial Power
Damage to about 30 grid and fuel sites shifts the cost of the war onto Ukraine’s households and industry just as heating demand starts, with rolling blackouts now reaching well beyond the capital.[7] Ukraine’s pressure on Russia’s fuel economy showed mainly in the after-effects of earlier strikes, as another storage tank exploded on October 13 at a Rostov-area refinery terminal hit on October 10.[8]
Technology & Critical Infrastructure
The overnight Starlink speed cap matters beyond communications, because Ukraine uses the service in the interceptor drones it fields against Russia’s new jet-powered Shaheds (see The energy pause and the US channel).[9] Partner launch warnings arrived for later waves but not the first, so Ukraine’s early-warning chain remains dependent on decisions outside its control.[10]
Score 2/5Evidence confidence: MediumTrend: Deteriorating
Domestic Politics & Information
Zelensky’s criticism of Kyiv’s preparations drew a public rebuttal from the capital’s mayor, a sign that grid failures now carry domestic political costs as well as military ones (see Domestic Affairs).[11] Russian state media meanwhile framed Ukrainian talk of compromise as proof that the strike campaign is working, a claim tagged as reported.[12]
Strategic Leverage & Outcomes
For US interests, the stated goal of an energy truce is not being met: Russia struck Ukraine’s grid at scale, and Moscow now says the terms were never defined.[13] Kyiv is asking Washington to use the sanctions law Congress already passed, which would test whether US pressure can shift from Kyiv to Moscow.[14]
Score 2/5Evidence confidence: MediumTrend: Deteriorating
Strategic assessment
- Relative advantage
- Russia, which can mass ballistic missiles against energy targets faster than Ukraine can intercept them.[15]
- Critical vulnerability
- Ukraine’s ballistic-missile defence, short of interceptors and partly reliant on partner warning and commercial satellite links.[16]
- Decisive uncertainty
- Whether Washington responds to the strike with sanctions on Russia or keeps its pressure mainly on Kyiv.[17]
- Likely trajectory
- More combined missile and drone raids on heat and power plants as temperatures fall, with Kyiv seeking interceptors in London and Brussels this week.[18]
- Strategic outcome
- Not yet determinable; no verified two-sided energy truce exists.[19]
