Russia–Ukraine War Update — October 13, 2026
Ballistic missiles hit Kyiv without warning, drones sink a ship off Bulgaria, and Kyiv says it held energy strikes for two days.
Key Takeaways6 things to know
- Ballistic missiles hit Kyiv at about 10:10 PM local time on October 12 before any air-raid alert, and Ukraine’s Air Force said it received no launch data; Zelensky said partners gave no early warning (see Kyiv’s missing warning).[21]
- Two Ukrainian officials said US officials threatened to cut intelligence sharing and PURL deliveries if Ukraine struck Russian energy during Trump’s announced pause; no link to the missed warning has been established (see Kyiv’s missing warning).[22]
- A Russian strike on Kharkiv residential buildings on October 12 killed four people, and regional authorities counted at least 10 killed and 80 injured across Ukraine over the day (see War Crimes and Civilian Harm).[23]
- Two cargo ships were hit by drones off Bulgaria overnight, one sank with 11 crew missing, and Sofia said it could not yet attribute the attack while summoning Russia’s ambassador (see The Black Sea and Europe).[24]
- Zelensky said Ukraine has held off strikes on Russian energy for two days since Trump’s announcement while Russia hit 19 regions.[25] Trump insisted both sides had agreed, and the Kremlin’s only public offer is a strike pause on a future election day (see The energy pause).[26]
- Ground fighting eased by about a fifth on October 12, yet Russian assaults stayed concentrated around Pokrovsk and Dobropillia, where Zelensky claimed the heaviest Russian losses (see Ukrainian strikes and front lines).[27]

Kyiv’s missing warning
Russian forces struck Kyiv with what Ukraine’s Air Force initially said were six ballistic missiles at about 10:10 PM local time on October 12, hitting several districts.[28] Its radars picked up the missiles only during the attack, and no launch data from Russian territory had reached it, the Air Force said.[29] Air-raid sirens and phone alerts sounded only after powerful explosions in central Kyiv, according to reporters on the ground.[30] Zelensky later put the number at five ballistic missiles that hit civilian infrastructure and called the strike “particularly vile.”[31] He said partners had sent no advance notice of the launches and stressed that ballistic-missile intelligence is one of the most critical issues for saving lives.[32] Air Force spokesperson Yurii Ihnat said such late alerts had happened before, in Kyiv Oblast and in frontline cities, and that Ukrainian intelligence and partners would work out the cause.[33] The warning gap came hours after a published account in which two Ukrainian officials said US counterparts had told top Ukrainian military officials that Washington would cut both intelligence sharing and PURL if Russian energy sites were hit during the pause.[34] One official said the calls went to presidential deputy chief of staff Pavlo Palisa and to commander-in-chief Mykhailo Drapatyi.[35] Neither the Air Force nor the President’s Office has said the missing data was linked to those threats, and Ihnat described the cause as still being established.[36] Russian state media presented the episode as a failure of Western intelligence support, quoting Ihnat’s reference to “technical issues.”[37] The mechanism is dependence: Ukraine’s ballistic defence relies on partner satellite warning, so any interruption, technical or political, shortens the time civilians have to reach shelter.[38]
The energy pause
Zelensky said on October 13 that Ukraine had not struck Russian refineries or the energy sector “for the two days since the American president announced an energy ceasefire.”[39] He said Russia had attacked Ukrainian energy and critical infrastructure in 19 regions over the same two days.[40] Asked about the confusion on October 12, Trump said, “They agreed because I said they agreed,” and added that there had been “violations on both sides” without citing evidence.[41] He also said he would “have to look at it” when asked about Russian attacks after the announcement.[42] Speaking at Joint Base Andrews, Trump said, “I think, actually, Putin wants to make a deal more than Zelenskyy.”[43] Kremlin spokesman Dmitry Peskov rejected Zelensky’s proposal of a 60-day ceasefire to hold elections and said Moscow does “not want a ceasefire” but long-term peace.[44] He said Putin would be ready to order no strikes on Ukraine on election day itself if Kyiv held a vote.[45] Foreign Minister Sergei Lavrov said Zelensky had not “earned a break,” and Ukraine’s Foreign Minister Andrii Sybiha answered by calling him a war criminal.[46] Behind the scenes, US envoys Steve Witkoff and Jared Kushner told Ukrainian negotiators in Miami on October 9 that the Russian diesel deal was meant to coax Moscow back to talks, according to sources familiar with the meeting.[47] The same sources said the envoys told Kyiv that Putin was not currently prepared to negotiate an end to the war.[48] A US official described a four-part US–European package covering reconstruction, security guarantees for both sides and an energy deal tying Russia, Ukraine and Europe together.[49] Zelensky’s adviser Dmytro Lytvyn said the outline reflected only “some members of the US team” and called it “good PR by the Americans.”[50] The mechanism is asymmetric restraint: Ukraine paused its refinery campaign on a US announcement, while Russia’s public offer stops at one day without strikes.[51]
Russia’s strike campaign
Overnight into October 13, Russia launched five Iskander-M or S-400 ballistic missiles from Bryansk Oblast, nine Banderol or Dan-T drone-launched missiles and 108 Shahed-type, Gerbera and decoy drones, 74 of them jet-powered.[52] Air defences shot down or suppressed 88 drones, including 58 jet-powered ones, while hits were recorded at 17 locations and debris fell at seven.[53] In Kharkiv on the evening of October 12, a strike destroyed a section of a four-storey residential building in the Kholodnohirskyi district and another hit a five-storey building in Shevchenkivskyi district.[54] Kharkiv’s governor said Russia used 10 Banderol-type missiles in the attack, while the Air Force counted nine.[55] Earlier on October 12, a jet-powered drone hit a 25-storey residential building in Kyiv’s Darnytskyi district at the level of the 11th to 15th floors.[56] Zelensky put the number injured in that strike at nine; the deaths are detailed under War Crimes and Civilian Harm.[57] Kyiv’s mayor said the later ballistic attack damaged a warehouse and railway infrastructure.[58] Russia’s Defence Ministry claimed its overnight strikes hit a workshop of the Pulp Mill Print company in Kyiv that it said made missiles and long-range drones, as well as the Darnytsia locomotive depot.[59] It also claimed strikes on a Nova Poshta logistics centre in Mykolaiv Oblast and a dry-cargo ship in the Buh estuary carrying cargo to Mykolaiv, claims that have not been independently verified.[60] Russia also hit a production complex of the confectionery maker Roshen in Vinnytsia Oblast, and the company said timely warning and evacuation saved its workers.[61] The mechanism is saturation: drone waves absorb interceptors while ballistic and drone-launched missiles reach city targets with little warning.[62]
Ukrainian strikes and front lines
Ukraine’s General Staff said its forces struck a repair base for Iskander-M launchers and loader vehicles near Kondrinka in Russia’s Kursk Oblast on October 12 or overnight.[63] It also reported hits on a radar near Shkryabino in Bryansk Oblast, a fuel depot near Dovzhansk and an ammunition depot near Rubizhne in occupied Luhansk Oblast.[64] Russia’s Defence Ministry claimed its air defences destroyed 604 Ukrainian fixed-wing drones from 8:00 PM Moscow time on October 12 to 8:00 AM on October 13 over 16 regions, the Moscow region and the Sea of Azov.[65] It claimed 33 more during daytime on October 12 over Belgorod, Kursk, Oryol and Bryansk oblasts, figures no independent source has confirmed.[66] The ministry did not say which targets those drones were flying toward, so its count neither confirms nor contradicts Kyiv’s statement that it spared energy sites.[67] On the ground, the General Staff recorded 203 clashes over October 12, down from 264 the day before.[68] Russian forces made 29 attacks on the Pokrovsk axis, toward Hruzke, Toretske, Vilne, Kucheriv Yar, Dobropillia, Svitle, Myrne and Serhiivka.[69] The South Slobozhanskyi axis saw 20 attacks, Kostiantynivka 15, Huliaipole 12 and Lyman six, while no Russian assaults were reported near Kupiansk, Sloviansk or Kramatorsk.[70] Russia flew 90 air strikes with 301 guided bombs and used 9,516 kamikaze drones that day, according to the same briefing.[71] The General Staff put Russian personnel losses at 1,390 for the day, a figure that cannot be independently checked.[72] Zelensky said after a Staff meeting that Russian forces were losing about 200 troops killed each day near Dobropillia alone and that Russians outnumber Ukrainian troops six to eight times in some sectors.[73] The mechanism on the ground is attrition at the Donetsk shoulder: Russia keeps its densest assaults on Pokrovsk and Dobropillia while long-range strikes on each side target the other’s missile and logistics chain.[74]
The Black Sea and Europe
Bulgaria’s prime minister, Rumen Radev, said the Maltese-flagged Chelsea 3, registered in Odesa and Ukrainian-owned, was hit by three drones about 18 nautical miles east of Byala overnight on October 13.[75] All 15 crew, seven Ukrainians and eight Azerbaijanis, were taken to Varna and five received medical help, he said.[76] A second vessel was struck about 17 nautical miles east of Krapets and sank, with five crew rescued and 11 missing, according to Bulgarian officials.[77] Radev said there was no conclusive evidence to blame either side but that “the logic suggests that the outcome benefits the Russian Federation,” and he moved to summon Russian Ambassador Eleonora Mitrofanova.[78] Sybiha called it a Russian attack that showed Moscow’s “deliberate disregard for civilian lives and maritime security in the Black Sea.”[79] Farther afield, France’s navy boarded the tanker DF Peak more than 450 nautical miles south of Réunion on suspicion of sailing under a false flag in illicit fuel trafficking, President Emmanuel Macron said.[80] Ukrainian military intelligence lists the vessel as linked to Sovcomflot and sanctioned by the US, EU and others, and says it has falsely flown Benin’s flag.[81] Germany is organizing a meeting of the Coalition of the Willing, Zelensky said after a call with Chancellor Friedrich Merz, and the two agreed on an E3–Ukraine national security advisers’ meeting.[82] The EU added 77 people to its sanctions list over Russia’s State Duma “elections” held in September in occupied Ukrainian territory, 74 of them candidates.[83] Polish authorities said they were investigating an alleged plot to kill Prime Minister Donald Tusk and Defence Minister Władysław Kosiniak-Kamysz, without naming a suspect.[84] The mechanism is spillover: attacks and pressure now reach NATO coastal waters and EU decision cycles, which is drawing European navies and sanctions bodies into enforcement roles.[85]
Domestic Affairs
In Ukraine, Zelensky signed amendments to the education law on October 12 that guarantee schooling in native languages for minorities whose languages are official in the EU.[86] The Rada passed the bill with 266 votes, and it gives Hungarian-speaking schools in Zakarpattia, home to about 80,000 ethnic Hungarians, a path to special status.[87] That concession unlocked Hungary’s consent to the EU step noted in the Analysis, and the Irish EU presidency confirmed the opening for Ukraine and Moldova on October 13.[88] Zelensky also told Ukrainians that Russia’s response to the US proposal was “Shaheds,” and argued that “strength is needed to force Russia to end this war.”[89] In Russia, the Kremlin’s public line has moved from silence on the energy pause to open commentary on Ukraine’s leadership, quoted under Statements by Military Leaders.[90] Peskov also said Kyiv’s 60-day request was not needed to hold elections but to “regroup, heal their wounds and continue the war.”[91] Russian regions from Bryansk to Krasnodar and the Moscow region were under Ukrainian drone attack overnight, according to the Defence Ministry’s own list, which keeps the war visible to Russia’s home front even during the energy pause.[92] Kyiv is trading domestic concessions for European integration while Moscow is using the US election-pressure track to question Zelensky’s legitimacy, a split that is likely to sharpen if the pause stays one-sided.[93]
War Crimes and Civilian Harm
Allegations are attributed; findings are not established unless stated.
Regional authorities reported at least 10 people killed and 80 injured across Ukraine over the day to October 13 as Russia hit homes and railway infrastructure.[94] In Kharkiv, rescuers recovered four bodies from a destroyed residential building in the Kholodnohirskyi district, the city’s mayor said.[95] Ukraine’s State Emergency Service said 41 people were injured in the Kharkiv attack, including a rescuer, and four were pulled alive from the rubble.[96] In Kyiv, city prosecutors said the drone strike on the Darnytskyi high-rise killed a 59-year-old woman and a person in a car nearby, and a 17-year-old girl was among the injured.[97] A Russian drone struck an educational building in central Rivne on October 13, injuring 20 people, one critically, the regional governor said.[98] A strike in Khmelnytskyi Oblast damaged a medical facility and lightly injured four patients, the regional head said.[99] Donetsk Oblast reported four killed and 11 injured, and Zaporizhzhia Oblast reported 910 attacks on 58 settlements with five injured.[100] The Black Sea attacks endangered civilian crews, and Bulgarian authorities had not established responsibility (see The Black Sea and Europe).[101] These are allegations by Ukrainian and Bulgarian authorities; no court or independent investigator has ruled on them as war crimes in the window.[102]
Statements by Military Leaders
Zelensky, Supreme Commander-in-Chief, after a Staff meeting: “We continue our active defense and are gradually pushing the occupiers back.”[103] Zelensky on the Kyiv strike: “Unfortunately, we received no early warning from our partners about this strike.”[104] Zelensky on the pause: “Ukraine is ready for mirror de-escalation steps, and effective pressure on Russia is needed for de-escalation to happen.”[105] Ukraine’s Air Force: “No information about launches from enemy territory had been received. The reasons are being established.”[106] Air Force spokesperson Col. Yurii Ihnat: “The intelligence data that everyone is talking about now varies.”[107] Foreign Minister Andrii Sybiha: the attack near Bulgaria “once again demonstrates Moscow’s deliberate disregard for civilian lives and maritime security.”[108] Presidential adviser Dmytro Lytvyn on the reported peace plan: “Good PR by the Americans.”[109] President Donald Trump: “They agreed because I said they agreed. And that thing has to get settled.”[110] Trump on Putin and Zelensky: “We have to get Zelenskyy to want to make a deal.”[111] Kremlin spokesman Dmitry Peskov: “We want long-term peace and are prepared to do everything possible to achieve it.”[112] Peskov on elections: Putin “will be ready to issue an order not to carry out strikes against Ukraine on the election day specifically.”[113] Peskov on Kyiv’s leadership: “What matters to us is that someone in the Kiev regime demonstrates the political will to recognize the realities on the ground.”[114] Russian Defence Ministry: its forces carried out “group strikes with high-precision ground-based weapons and unmanned aerial vehicles” on defence-industry, rail and port targets.[115]
What to Watch (Assessment)
Watch whether Ukraine’s Air Force and its partners publish a cause for the missing Kyiv launch data, because a political cutoff would change Ukraine’s air-defence math far more than a technical fault.[116] Watch whether Washington says anything about Russian compliance with the energy pause after Ukraine’s two-day halt, since Trump said he would “have to look at it.”[117] Watch Bulgaria’s investigation into the two ships and NATO’s response to Sofia’s request for better air and maritime surveillance.[118] Watch the opening of EU accession clusters 2 and 3 on October 13 and the Coalition of the Willing meeting Germany is organizing.[119] Watch Pokrovsk and Dobropillia for confirmed movement, where the General Staff counted the most assaults and Zelensky claimed the heaviest Russian losses.[120]
Geography & Strategic Position
The fight widened at sea on October 13, when drones struck two merchant ships within about 18 nautical miles of Bulgaria’s coast, pulling an EU and NATO member’s waters into the Black Sea front.[1] On land, Pokrovsk again drew the most Russian assaults, 29 of 203 clashes, which keeps Donetsk’s western approaches as the main pressure point.[2]

Military & Security
Russia mixed five ballistic missiles, nine Banderol-type drone-launched missiles and 108 attack drones overnight, a heavier strike package than the previous night’s drone-only raid.[3] Ukraine answered with hits on an Iskander-M repair base in Kursk Oblast and a radar in Bryansk Oblast, claims Kyiv made without independent confirmation.[4] The drop in daily clashes from 264 to 203 points to a lull in ground tempo rather than a redirection of effort, since the main axes stayed the same.[5]
Alliances & Diplomatic Networks
The partnership with Washington is under visible strain: two Ukrainian officials said US counterparts threatened to cut intelligence sharing and PURL weapons deliveries if Ukraine struck Russian energy during the announced pause.[6] Europe moved the other way, with all EU states agreeing to open accession clusters 2 and 3 for Ukraine after Kyiv’s minority-education law cleared Hungary’s objection.[7]
Score 2/5Evidence confidence: MediumTrend: Deteriorating
Economic & Industrial Power
Ukraine’s Defence Ministry said its forces hit 12 major Russian refineries in September, so a two-day halt on energy strikes gives up a lever that had been working against Russian fuel output.[8] Moscow’s overnight claims targeted a Kyiv workshop it said made missiles and long-range drones, a Kyiv rail depot and a cargo ship in the Buh estuary, claims that put Ukraine’s defence industry and logistics at the centre of Moscow’s stated target list.[9]
Technology & Critical Infrastructure
The Kyiv strike, detailed under Kyiv’s missing warning, showed how little time Ukraine has against ballistic missiles when partner launch data does not arrive.[10] That gap matters because early warning of ballistic launches depends on satellite-based intelligence that the Air Force said comes from the United States and other NATO countries.[11]
Score 2/5Evidence confidence: MediumTrend: Deteriorating
Domestic Politics & Information
The Kremlin has joined Trump’s pressure on Zelensky over elections, with Peskov saying Ukraine needs a leader with the political will to end the war (see Statements by Military Leaders).[12] Kyiv’s public message now centres on its own restraint during the pause (see The energy pause), which puts the onus on Washington to show it can also restrain Moscow.[13]
Strategic Leverage & Outcomes
For US interests, the energy pause has so far restrained Ukraine’s deep strikes on refineries without a matching halt in Russian strikes on Ukrainian energy and cities, measured against the stated goal of a two-sided truce.[14] Washington’s leverage over Kyiv through intelligence and weapons access appears greater than its demonstrated leverage over Moscow, which offered only an election-day strike pause.[15]
Score 2/5Evidence confidence: MediumTrend: Deteriorating
Strategic assessment
- Relative advantage
- Russia, which keeps striking Ukrainian energy and cities while Ukraine holds back from Russian refineries under US pressure.[16]
- Critical vulnerability
- Ukraine’s ballistic-missile warning chain, which failed over Kyiv on the night of October 12 for reasons still being established.[17]
- Decisive uncertainty
- Whether the United States presses Moscow to match the pause or keeps the pressure mainly on Kyiv.[18]
- Likely trajectory
- More Russian combined missile-and-drone raids on cities and energy sites while talks on a broader plan continue without a Kremlin commitment.[19]
- Strategic outcome
- Not yet determinable; no side has secured a verified, two-sided energy truce.[20]
