Indo-Pacific Security Update — October 13, 2026
North Korea claims a tactical missile test, Trump says he may meet Kim, and China sanctions ministers from Taiwan’s allies.
Key Takeaways6 things to know
- North Korea said it test-fired a tactical ballistic missile on October 12 to verify an upgraded “core element,” after Seoul detected several ballistic missiles flying toward the East Sea (see Korean Peninsula).[21]
- Trump said he “may” meet Kim Jong Un during his upcoming Asia trip, including the November APEC summit in China, as Pyongyang unveiled a defence museum showcasing the Hwasong-20 ICBM (see Korean Peninsula).[22]
- Taiwan tracked five PLA sorties, six navy vessels and four official ships by October 13, while Taipei’s defence minister said the PLA’s October 12-17 drills are off China’s coast, not near Taiwan (see Taiwan Strait).[23]
- China barred entry and froze assets of ministers from Belize and Paraguay, two of the 12 countries that recognise Taipei, and Taiwan’s foreign ministry called the sanctions “blatant interference” in their sovereignty (see Taiwan Strait).[24]
- China accused Philippine Defence Secretary Teodoro of cutting military communication for “political self interests,” and the Philippine military said dialogue requires China’s actions at sea to match its words (see South China Sea).[25]
- Japan and the US are reviewing off-base rules for US troops after an Okinawa killing, and Prime Minister Takaichi pledged continued support for the ICC (see Japan and the alliance).[26]

Taiwan Strait
Taiwan’s Defence Ministry said five PLA aircraft sorties, six PLA Navy vessels and four official ships were operating around Taiwan in the 24 hours to 6:00 AM local time on October 13.[27] Four of the five sorties crossed the median line and entered Taiwan’s central and southwestern air defence identification zone.[28] That compares with four sorties, six vessels and three official ships in the previous day’s count, when all four sorties crossed the median line.[29] China’s Maritime Safety Administration had issued no-sail notices for five marine areas in the Yellow Sea, East China Sea, South China Sea and Bohai Sea for PLA exercises scheduled for October 12-17.[30] Defence Minister Wellington Koo said Taiwan assessed that the drills would be held near China’s coastline and involve only PLA artillery units, though the ministry was preparing for various scenarios.[31] Beijing has not explicitly said whether the drills answer President Lai Ching-te’s National Day address on October 10, but it claimed they deter moves toward Taiwan “independence.”[32] On the diplomatic front, China’s foreign ministry said on October 12 it would bar Belizean Foreign Minister Francis Fonseca and Paraguayan Information Minister Gustavo Villate from entering China and freeze their assets there.[33] Beijing called them “anti-China politicians” who had “stubbornly supported” so-called diplomatic ties with “China’s Taiwan region.”[34] Taiwan’s foreign ministry called the sanctions “preposterous” and a “blatant interference in other countries’ sovereignty and diplomacy.”[35] The mechanism is calibrated pressure: low but steady sorties keep Taiwan’s air force on alert while sanctions on allied ministers raise the cost of recognising Taipei.[36]
Korean Peninsula
South Korea’s Joint Chiefs of Staff said it detected several ballistic missiles launched from the Pyongyang area toward the East Sea at about 9:20 AM local time on October 12, some flying more than 900 kilometres.[37] The launch fell just before this report’s window; the October 12 edition excluded an early claim of it for lack of official confirmation, so it is recorded here with Seoul’s and Pyongyang’s accounts.[38] Japan’s Defence Ministry separately confirmed at least one suspected ballistic missile.[39] North Korean state media said on October 13 that the country’s missile administration “test-fired a tactical ballistic missile on October 12” to confirm research on upgrading “an important core element.”[40] The state media report called the upgrade a “big success” for “all offensive weapon systems,” a claim that has not been independently assessed.[41] Japanese Defence Minister Shinjiro Koizumi condemned the test of an advanced weapon that may be capable of evading missile defences.[42] Kim Jong Un opened the National Defense Revolution Museum on October 11 for the Workers’ Party’s 81st anniversary, according to state media.[43] Its displays included the solid-fuel Hwasong-20 ICBM and its mobile launcher, a new submarine-launched ballistic missile and 600-millimetre super-large rocket launchers.[44] A board in the photos described a Hwasong-20 flight range covering the Middle East, Australia and South America, while a diagram showed it carrying multiple warheads.[45] In Washington, Trump said “I may” when asked whether he would meet Kim during his trip to Asia, including the APEC summit in Shenzhen on November 18-19.[46] The State Department’s spokesperson had earlier said Trump does not see talks with North Korea as a “concession.”[47] The mechanism is signalling before diplomacy: tests and displays raise Pyongyang’s bargaining weight just as a possible summit is floated.[48]
South China Sea
China’s embassy in Manila accused Philippine Defence Secretary Gilberto Teodoro on October 12 of shutting down military-to-military communication “for political self interests.”[49] The embassy argued that open channels prevent miscalculation and reduce the risk of confrontation between frontline personnel.[50] The Armed Forces of the Philippines backed Teodoro on October 13 and said the suspension, nearly three years old, followed the failure of existing mechanisms amid continued Chinese activity in Philippine waters.[51] The military accused China’s navy and coast guard of provocative and irresponsible actions despite earlier talks.[52] Navy spokesperson for the West Philippine Sea Rear Adm. Roy Vincent Trinidad accused Beijing of using direct channels as a “smokescreen” for its maritime activities and called the embassy’s criticism a “desperate move.”[53] Coast Guard spokesperson Jay Tarriela warned that if China completes a “strategic triangle” linking the Paracels, the Spratlys and Scarborough Shoal, every nation that depends on those waters would be “at the mercy” of the Chinese Communist Party.[54] China sanctioned Teodoro, his wife and child in June, barring them from mainland China, Hong Kong and Macao.[55] The mechanism is blame for the broken channel: each side says the other made the hotline useless, while incidents at sea continue without a working military link.[56]
Japan and the alliance
Foreign Minister Toshimitsu Motegi said on October 13 that Japan and the United States are reviewing the off-base code of conduct for US troops after the alleged killing of an Okinawan woman by a US Marine.[57] He said the talks would cover whether existing rules work, including patrols and curfews.[58] The current policy, updated in 2024, bans US personnel from drinking in public off base between 1:00 and 5:00 AM.[59] Prime Minister Sanae Takaichi told parliament on October 13 that Japan will keep backing the International Criminal Court and its president, Japanese judge Tomoko Akane, after Washington’s new sanctions on the court.[60] Japan’s Joint Staff released no new notice of Chinese or Russian ship or aircraft movements in the window.[61] The mechanism is alliance friction on two tracks: a criminal case tests basing consent in Okinawa while Tokyo openly differs with Washington on the ICC.[62]
Domestic Affairs
In Taiwan, the Defence Ministry has proposed scrapping the maximum length of service for Air Force pilots, now 26 years for lieutenant colonels and 30 for colonels, aiming to retain 72 senior pilots if the Cabinet approves.[63] Many pilots leave before reaching those limits to join civilian airlines, where they can fly until 65 at significantly higher pay, the ministry’s report said.[64] Premier Cho Jung-tai said the government may strengthen existing quarantine measures depending on what monitoring of the plague rumours shows.[65] In the Philippines, the Senate impeachment court on October 13 granted prosecutors’ request to drop the charges of misused funds and a death threat against President Ferdinand Marcos Jr. against Vice President Sara Duterte.[66] A conviction on the remaining unexplained-wealth count would still carry a permanent bar from elected office.[67] Palace press officer Claire Castro said the vice president’s comments showed she is “really into business with China,” after Marcos said claimed Chinese remittances to a Duterte-linked firm would be a national security threat “at the highest level” if proven.[68] In North Korea, the museum opening tied the arsenal to the ruling party’s anniversary, putting weapons at the centre of regime messaging.[69] Taipei’s pilot shortage bears directly on air defence readiness, and Manila’s China-funds row is likely to keep China policy at the centre of Philippine politics.[70]
War Crimes and Civilian Harm
Allegations are attributed; findings are not established unless stated.
The International Criminal Court held its fourth status conference on October 13 in the crimes-against-humanity case against former Philippine President Rodrigo Duterte.[71] Prosecutors have charged him with three counts involving alleged murders and attempted murders during his anti-drug campaign between November 2011 and March 2019.[72] The court ruled on October 8 that he is fit to stand trial, and the trial is scheduled to open on November 30.[73] The charges are allegations that the court has not yet tried, and Duterte has not been convicted.[74] No other credible new allegation of war crimes or attacks on civilians in the theater appeared in the opened sources for the window.[75]
Statements by Military Leaders
South Korea’s Joint Chiefs of Staff: “Our military has stepped up surveillance and vigilance against possible additional launches.”[76] North Korea’s missile administration, via state media: it “test-fired a tactical ballistic missile on October 12 to confirm the success in the research for the technical upgrading of an important core element.”[77] Taiwan’s Defence Minister Wellington Koo said the PLA’s latest drills would be held off China’s coast and involve only artillery units.[78] Chinese Defence Ministry spokesperson Chen Xi: the PLA’s exercises “serve to deter reckless ‘Taiwan independence’ moves and plots involving foreign interference.”[79] Philippine military spokesperson Rear Adm. Roy Vincent Trinidad: “Bilateral dialogue will be effective if the messages match the actions on sea, air, and ground.”[80] Chinese Embassy in Manila on Teodoro: “His move fuels mistrust, narrows the space for crisis management, and pushes frontline personnel closer to confrontation.”[81] Coast Guard spokesperson Jay Tarriela: every nation that depends on those waters would be “subject to its rules, its tolls, and its goodwill.”[82] Japanese Foreign Minister Toshimitsu Motegi: “We plan to hold discussions including whether the existing rules are effectively functioning.”[83] Prime Minister Sanae Takaichi: “Japan has consistently supported the International Criminal Court and will continue to do so.”[84] President Donald Trump on Kim Jong Un: “That’ll be exciting, won’t it? But I get along with him.”[85] Palace press officer Claire Castro: “With that statement of the vice president, it means she is really into business with China.”[86]
What to Watch (Assessment)
Watch whether the PLA’s October 12-17 coastal drills stay away from Taiwan, as Taipei assessed, or produce a jump in daily sorties near the island.[87] Watch allied analysis of North Korea’s October 12 missiles, including Japan’s claim that the weapon may evade missile defences.[88] Watch for any confirmed planning of a Trump–Kim meeting around the November 18-19 APEC summit.[89] Watch whether Manila and Beijing reopen any military channel, or whether new incidents at sea follow the public dispute.[90] Watch the US–Japan review of off-base rules in Okinawa and any new curfew or patrol measures.[91]
Geography & Strategic Position
The PLA’s October 12-17 live-fire drills sit in five areas off China’s own coast, from the Bohai and Yellow seas to the South China Sea, rather than around Taiwan, which spreads signalling across all of China’s near seas.[1] North Korea’s launches toward the East Sea, some flying more than 900 kilometres, put Japanese waters back inside the region’s most active missile corridor.[2]
Military & Security
Taiwan counted five PLA sorties, six navy vessels and four official ships by 6:00 AM local time on October 13, up slightly from four, six and three a day earlier.[3] North Korea’s claimed upgrade of an “important core element” for offensive weapons, tested on a tactical ballistic missile, adds pressure on a peninsula where tensions have run high since a DMZ landmine blast injured three South Korean soldiers last month.[4]
Score 3/5Evidence confidence: MediumTrend: Stable
Alliances & Diplomatic Networks
Beijing’s entry bans and asset freezes on ministers from Belize and Paraguay target two of the 12 states that still recognise Taipei, and Taiwan called the move “transnational repression.”[5] Tokyo is reviewing off-duty rules for US troops with Washington after the alleged killing of an Okinawan woman by a US Marine, a strain on basing politics at the alliance’s front line.[6] Manila’s military backed Defence Secretary Gilberto Teodoro after China’s embassy accused him of shutting military-to-military communication, which keeps the Philippines’ crisis channel with Beijing closed.[7]
Economic & Industrial Power
The opened sources showed no new trade or defence-industrial measure in the theater during the window, so economic pressure surfaced mainly through politics.[8] In Manila, the Palace tied claims of at least 319 million pesos in remittances from China and Hong Kong to a firm linked to the vice president to national security, which turns economic ties with China into a domestic security issue.[9]
Technology & Critical Infrastructure
The new defence museum’s diagram of a multiple-warhead Hwasong-20, described under Korean Peninsula, signals a claimed capability that would complicate allied missile defence if it proves real.[10] Japan’s defence minister said the October 12 weapon may be able to evade missile defences, which, if confirmed, would raise the bar for allied interceptors.[11]
Score 2/5Evidence confidence: LowTrend: Deteriorating
Domestic Politics & Information
Taiwan’s government is monitoring online rumours that a pneumonic plague outbreak has spread from Russia into China, and its mainland affairs minister said Beijing has always been “opaque” about outbreaks.[12] In the Philippines, the impeachment court dropped three of four charges against Vice President Sara Duterte, leaving unexplained wealth as the sole count, while a separate dispute over claimed Chinese funds keeps her ties to China in the headlines.[13]
Strategic Leverage & Outcomes
For US interests, Trump’s statement that he “may” meet Kim Jong Un during his Asia trip comes as Pyongyang showcases a solid-fuel ICBM it presents as multiple-warhead capable, so any summit would start from a stronger North Korean deterrent position.[14] Around Taiwan, PLA presence stayed at low daily levels while Beijing shifted pressure to diplomacy and drills elsewhere, measured against its stated aim of deterring “independence.”[15]
Score 3/5Evidence confidence: MediumTrend: Stable
Strategic assessment
- Relative advantage
- China, which applied diplomatic, maritime and military pressure at once without a Taiwan-centred escalation that would draw a sharp allied response.[16]
- Critical vulnerability
- Allied missile defence against North Korean systems that Japan says may evade interception.[17]
- Decisive uncertainty
- Whether a Trump–Kim meeting happens and on what terms.[18]
- Likely trajectory
- Continued low-level PLA activity near Taiwan during the October 12-17 coastal drills and more North Korean weapons signalling.[19]
- Strategic outcome
- Not yet determinable; no lens shows a decisive shift in the window.[20]
