Cuba Security Update — October 13, 2026
Cuba’s power generation falls to 1,058 megawatts, Havana denies links to seized US fuel, and new rules open oil to investors.
Key Takeaways5 things to know
- Cuba’s available generation fell 107 megawatts to 1,058 megawatts on October 13, leaving a current deficit of 1,286 megawatts and Havana alone with 136 circuits cut overnight (see The grid).[20]
- Energy Minister Vicente de la O Levy denied any Cuban contract with ENETEC, the sanctioned state firm US officials named as recipient of 90 seized fuel shipments (see Fuel and sanctions).[21]
- Havana opened oil and gas exploration, refining sales and fuel trade to small private firms, larger private companies and foreign investors under two new decrees published October 12, and refineries may now sell fuel directly to the public with authorization (see Fuel and sanctions).[22]
- A Cuban prison monitoring group documented 79 rights violations and four deaths in September, including a political prisoner who died after a heart attack without timely care (see War Crimes and Civilian Harm).[23]
- A fuel-container fire at a state sugar-industry workshop in Manzanillo, Granma, injured five workers on October 11, and two of them remain hospitalized in critical and serious but stable condition (see Domestic Affairs).[24]

The grid
Available generation reported for October 13 was 1,058 megawatts, down 107 megawatts, or 9.2 percent, from 1,165 megawatts the day before.[25] The current deficit stood at 1,286 megawatts, 549 megawatts lower than the 1,835-megawatt deficit forecast for October 12.[26] The maximum real outage on October 12 reached 1,899 megawatts, up 174 megawatts from the day before and within the tracker’s “critical” band of 1,500 megawatts or more.[27] For October 13, the forecast outage was 1,800 megawatts against a forecast peak demand of 2,950 megawatts, with reported demand at 2,415 megawatts.[28] In Havana, the provincial electric company reported 136 circuits and 328 megawatts affected at 3:00 AM.[29] In Holguín, a rotating cut on the Fray Benito circuit had lasted 21 hours and 53 minutes by 6:00 AM.[30] The national system remained interconnected, with no active total collapse recorded.[31] That follows the October 10 partial disconnection of the east, which the state utility restored at 3:17 PM that day, in a year with eight total collapses so far.[32] Unit 2 of the Felton plant and units 3 and 6 of the Antonio Maceo plant in Santiago de Cuba remained out of service as of October 11.[33] The mechanism is a supply gap: with generation near half of demand, utilities ration power by circuit, and any line fault can cascade into regional blackouts.[34]
Fuel and sanctions
Energy and Mines Minister Vicente de la O Levy denied in an interview published October 12 that his government had any link to the 90 fuel shipments seized in the United States.[35] US Homeland Security officials said on October 7 that the shipments, 71 at Port Everglades in Florida and 19 at Houston, carried about 600,000 gallons worth $2.8 million bound for ENETEC S.A.[36] The US Treasury’s sanctions office blacklisted ENETEC, a state fuel trader under Cuba’s foreign trade ministry, in July.[37] A US agent also said ENETEC was “in some way related” to the tankers Grace and Jaira Provider, which the US Coast Guard intercepted in the Caribbean while loading fuel for Cuba.[38] De la O Levy said he had no knowledge of any of those shipments and that no Cuban state company had managed to secure a fuel contract of any size.[39] Deputy Foreign Minister Carlos Fernández de Cossío had earlier called interceptions of fuel tankers in international waters illegal and likened them to piracy.[40] On October 12, the government published Decree 184/2026 in the Official Gazette, implementing Decree-Law 135/2026 on hydrocarbons.[41] The rules let small and medium private firms, self-employed workers, Cuban private companies with more than 100 employees and foreign investors take part in exploration, transport, storage and sale of oil and gas.[42] Cuban refineries may also sell fuel directly to the public with a specific authorization, though the rules do not say which body grants it.[43] The mechanism is substitution: as sanctions block state buyers, Havana is opening the sector to private channels to keep fuel arriving.[44]
Foreign ties
Díaz-Canel congratulated Kim Jong Un on October 10 on the 81st anniversary of North Korea’s ruling party and reaffirmed Cuba’s commitment to their friendship.[45] Foreign Minister Bruno Rodríguez also pledged to keep consolidating ties of “brotherhood, solidarity and cooperation” with Pyongyang.[46] The messages came after Havana withdrew two of its four diplomats from its embassy in Seoul on September 17, a step it has not publicly explained.[47] In Venezuela, the State Department said reconciliation talks between the interim government and representatives of the 2015 National Assembly will open a new round on October 14.[48] It said the talks had already produced a rebuilt Supreme Court, restored access to more than 70 blocked internet domains and the reform of a repressive law.[49] No new SOUTHCOM or Pentagon release on Cuba or Caribbean operations was found in the window.[50] The mechanism is narrowing support: Cuba’s public outreach to Pyongyang contrasts with a Caracas whose interim government is moving toward a US-backed transition.[51]
Domestic Affairs
On the informal currency market, the euro closed on October 12 at 885 pesos and the dollar at 788 pesos, both 30-day highs.[52] The dollar has risen 18 pesos in seven days, while the state-backed freely convertible currency fell to about 513 pesos.[53] A fire in a fuel container at the Azutecnia workshops of the state sugar group Azcuba in Manzanillo, Granma, injured five workers on the night of October 11.[54] Hermes Soria Romero, 47, remained in critical condition with burns over 31 percent of his body, and Luis Roberto Tamayo Cedeño, 36, was in serious condition with burns over 16 percent, though both were stable.[55] The three other injured workers were discharged with medical follow-up.[56] The weakening peso and the new oil rules point in opposite directions: households face rising import costs now, while any private fuel supply is unlikely to ease outages in the near term.[57]
War Crimes and Civilian Harm
Allegations are attributed; findings are not established unless stated.
The Mexico-based Cuban Prisons Documentation Center said it recorded 79 rights violations and four deaths in Cuban prisons in September, across 34 detention centers in 12 provinces and the Isla de la Juventud.[58] Denial of medical care led its categories with 27 reports.[59] The group said political prisoner Florentino Morono Torres suffered a heart attack in his cell in Las Tunas on September 18 without timely medical attention and died two days later; the claim is documented by the group and unconfirmed by the government.[60] The legal aid group Cubalex said in an October 12 report, based on 28 interviews, that families of political prisoners spend 20,000 to 60,000 pesos per delivery of food and medicine that prisons should provide.[61] In Camagüey, testimonies gathered by an independent journalist allege that Interior Ministry “Black Berets” beat young people with boots and batons and damaged motorcycles while breaking up a gathering on the night of October 11.[62] These allegations are unverified, and the government has not publicly responded.[63]
Statements by Military Leaders
No Cuban or US military leader issued a public statement on Cuba in the window; the statements below are from civilian officials.[64] Energy and Mines Minister Vicente de la O Levy: “We can assure you that there was no contract of any kind with ENETEC.”[65] Deputy Foreign Minister Carlos Fernández de Cossío: “It is illegal to harass and intercept vessels transporting fuel to Cuba in international waters, just as piracy and looting are illegal.”[66] US special agent José Figueroa said the operation “does not seek to interfere with legitimate initiatives to support Cuban families” or humanitarian shipments.[67] President Miguel Díaz-Canel to Kim Jong Un: “We reiterate our commitment to developing the historic ties of friendship.”[68] Oil and gas investment director Pedro Abigantus León said small private firms, the self-employed, large private companies and foreign investors may take part according to the activities authorized for each.[69] Hospital burn service head Mayra de la Paz Garcés said both hospitalized fire victims keep good communication and are being monitored by a multidisciplinary team.[70]
What to Watch (Assessment)
Watch whether generation recovers above 1,100 megawatts or the deficit grows toward another regional disconnection.[71] Watch for the first private or foreign bids under the new hydrocarbons decrees and any US response.[72] Watch for further US seizures of fuel bound for Cuba and Havana’s diplomatic reply.[73] Watch the October 14 round of Venezuela’s reconciliation talks for any effect on fuel flows to Cuba.[74]
Geography & Strategic Position
Cuba’s grid splits along an east–west transmission spine, and the October 10 trip of the 220-kilovolt Nuevitas–Las Tunas line showed how one fault can cut off the whole east.[1] That geography keeps the eastern provinces, home to key thermal plants, the most exposed part of the island to blackouts.[2]
Military & Security
No US military or Cuban military move tied to the island appeared in the opened official feeds for the window.[3] The security story is internal: an Interior Ministry special brigade’s raid in Camagüey drew allegations of beatings that the government has not addressed (see War Crimes and Civilian Harm).[4]
Score 2/5Evidence confidence: MediumTrend: Stable
Alliances & Diplomatic Networks
Havana is leaning on old partners, with President Miguel Díaz-Canel pledging to develop “historic ties of friendship” with North Korea less than a month after halving Cuba’s diplomatic staff in Seoul.[5] In the wider region, Washington says Venezuela’s reconciliation talks have freed more than 1,000 political prisoners, a shift that could narrow Havana’s regional support.[6]
Economic & Industrial Power
Available generation fell to 1,058 megawatts on October 13, less than half of reported demand, which leaves the economy running on rotating outages.[7] Havana opened oil and gas to private and foreign investors on October 12, a step that shifts part of the burden of energy supply to private and foreign capital.[8]
Score 1/5Evidence confidence: HighTrend: Deteriorating
Technology & Critical Infrastructure
Repeated breakdowns at the island’s largest thermal plants, detailed under The grid, leave little reserve when a single unit or line fails.[9] The tracker recorded the grid as interconnected with no active total collapse, though that does not mean every consumer had power.[10]
Domestic Politics & Information
The informal dollar rate hit a 30-day high of 788 pesos on October 12, which erodes wages paid in pesos.[11] Human rights groups documented four prison deaths in September and heavy costs for political prisoners’ families, keeping repression in the information space despite official silence (see War Crimes and Civilian Harm).[12]
Strategic Leverage & Outcomes
For US interests, the seizure of 90 fuel shipments bound for a sanctioned Cuban state firm shows that enforcement now reaches Cuba’s fuel supply chain directly.[13] Havana denies any link to the shipments, so the near-term outcome turns on whether new private oil rules can bring in supply that sanctions do not block.[14]
Score 2/5Evidence confidence: MediumTrend: Deteriorating
Strategic assessment
- Relative advantage
- The United States, whose fuel interdictions and sanctions press directly on Cuba’s thinnest resource.[15]
- Critical vulnerability
- Cuba’s generating fleet, which covered less than half of reported demand on October 13.[16]
- Decisive uncertainty
- Whether the new hydrocarbons rules attract investors at all under US sanctions.[17]
- Likely trajectory
- Continued deficits above 1,000 megawatts and rotating outages, with risk of regional disconnections.[18]
- Strategic outcome
- Not yet determinable; the window showed strain rather than a break.[19]
