The rift over refineries and diesel

Trump said on October 10 that Zelensky “could have settled this war many times” and that Kyiv had been told not to hit refineries because of the global diesel shortage.[26] “I think it’s time for Ukraine to get a new president,” Trump told reporters.[27] Ukraine’s Defence Ministry says its attacks have disabled more than 51% of Russia’s refining capacity, which is the pressure point Trump asked Kyiv to drop.[28]

Russia’s government partially lifted its diesel export ban, allowing 500,000 tonnes onto foreign markets from October 10, with oil companies told to start signing contracts at once.[29] The deal hit Ukraine’s talks in Miami, where its delegation met US envoys, the E3, the European Commission and NATO on October 9 about winter preparations, security guarantees and territorial questions.[30] A presidential adviser said the delegation was heading home and that the planned second day “wasn’t exactly cancelled”.[31] US envoys offered Moscow frozen assets, a stake in Lukoil and access to Belarusian potash, according to a single newspaper report relayed by Ukrainian media, which remains unconfirmed.[32]

Congress pushed back across party lines, with lawmakers pointing to the Lindsey Graham sanctions act that targets buyers of Russian energy.[33] Representative Brian Fitzpatrick said a bipartisan bill to block all purchases of Russian oil, the Ronald Reagan Peace Through Strength Act, is being prepared.[34] The EU’s foreign policy chief said suspending sanctions on Russian diesel “provides Moscow with more revenues to wage war” and that EU ministers will approve their biggest set of sanctions listings since the war began on Monday, October 12.[35] Zelensky discussed extra air-defence packages and the easing of sanctions on oil products with France’s President on October 10.[36] He also briefed Norway’s Prime Minister on the day’s Russian attacks and said both sides were preparing joint decisions.[37] The mechanism is simple: every extra tonne of Russian diesel sold abroad adds revenue to Moscow’s budget, while Europe’s listings and a possible US ban would take it away.[38]

Russia’s strike campaign

Russia hit Kyiv on October 10 with ballistic missiles after a wave of jet-powered Shaheds against energy sites, and air defences shot down some of the missiles.[39] Eight people were injured in Kyiv’s Obolonskyi district, including a 15-year-old girl.[40] Damage to an energy facility in Kyiv Oblast halted metro trains for about an hour and cut power and water in parts of the capital.[41] City authorities then urged residents to stock up on water and food, insulate their homes and charge power banks.[42]

Overnight into October 11, Russia launched 116 strike drones, 95 of them jet-powered Shaheds, from Orel, Kursk, Primorsko-Akhtarsk, Donetsk and Hvardiiske in Crimea.[43] Ukraine shot down or suppressed 94 drones, but 10 struck seven locations.[44] On the front itself, Russia flew 73 air strikes with 255 guided bombs and used 8,444 kamikaze drones on October 10.[45] Zelensky counted about 1,450 guided bombs, 75 missiles and more than 1,640 strike drones over the past week, about 60% of them jet-powered.[46]

Russia’s Defence Ministry claimed drone strikes on a data centre in Odesa and on a dry-cargo ship in Chornomorsk port, which it says carried military cargo.[47] A separate drone strike on October 10 hit an office building in Odesa, according to Ukrainian officials.[48] ArcelorMittal moved its Kryvyi Rih steel plant to cold idle for about two months after four missile attacks killed six workers and injured at least 18.[49] The mechanism is attrition by volume: mass drone waves absorb interceptors while missiles and bombs reach power and industrial sites ahead of winter.[50]

Ukrainian strikes inside Russia

Yandex said its data centre in Vladimir was “completely shut down as a result of a drone attack” overnight on October 11, with no one injured.[51] Vladimir’s governor confirmed a drone hit an “infrastructure facility” near the city and caused a fire.[52] The strike followed hits on Yandex sites in Sasovo on October 8 and Kaluga on October 9, and Yandex Go riders in Russia and several neighbouring countries could not order taxis.[53]

Ukraine’s General Staff said it hit command posts near Peremozhne and Dokuchaievsk, an electronic-warfare station near Trukhanovo in Bryansk Oblast and a sergeants’ training centre near Khorly.[54] Overnight it reported strikes on a repair unit near Chystiakove, depots near Makiivka and Horodyshche, and troop concentrations near Purdivka, Lysychansk and Irmino.[55] Geolocated footage shows a fire at the NZNP oil-loading terminal in Rostov-on-Don, about 210 kilometres from the front, after a reported Ukrainian drone strike on October 10.[56]

Russia’s Defence Ministry claimed it shot down 78 Ukrainian drones during the day on October 10 over eight regions and the Moscow area.[57] It then claimed 479 drones overnight over 16 regions, Krasnodar Krai, Crimea and the Black Sea, a figure no independent source has confirmed.[58] The mechanism behind the campaign is cost-imposition: refinery, terminal and data-centre hits force Moscow to spread air defences across a wide rear while the front still needs them.[59]

Front lines

Ukraine’s General Staff recorded 221 combat clashes on October 10.[60] The heaviest fighting was on the Pokrovsk axis with 25 Russian attacks, including toward Dobropillia, followed by Huliaipole with 21 and Kostiantynivka with 18.[61] Lyman and the South Slobozhansky axis each saw 10 attacks and Sloviansk saw six.[62] The General Staff put Russian losses over the day at 1,930 personnel, a figure that cannot be checked independently.[63]

Russia’s Defence Ministry claimed on October 10 that its Northern Group of Forces took Lukashove and Lobanivka while “tightening the encirclement ring” in Kharkiv Oblast.[64] On October 11 it claimed Reznikove and Kupine inside the same ring, and its Centre Group claimed Novotroitske and Petrovske in Donetsk Oblast.[65] Geolocated evidence and some Russian military bloggers refute or question any encirclement of Ukrainian forces in northern Kharkiv Oblast, and the claimed 414 square kilometres of gains is unsupported.[66]

Geolocated footage from October 9 points to a recent Ukrainian advance northwest of Borova Andriivka on the Borova direction.[67] In Kramatorsk, officials widened the zone where families with children must evacuate, after an October 8 strike on a bus killed 30 people.[68] The mechanism on the ground is pressure across many axes at once: spreading attacks across many axes makes it harder for Ukraine to mass reserves, while glide bombs prepare each push.[69]

Domestic Affairs

In Ukraine, the Foreign Minister answered Trump’s call for a new president by saying that such decisions must be made by the Ukrainian people.[70] The first 30 of 60 generators bought by Latvia arrived in Chernihiv Oblast, where emergency power cuts are in force.[71] Sixteen Ukrainians left Russian-occupied areas for Ukrainian-held territory through the Novi Yarylovychi crossing with Belarus, Ukraine’s human rights commissioner said on October 10.[72]

In Russia, the export ban had been imposed in July 2026 after Ukrainian strikes on oil facilities crippled fuel supply, forcing imports from India and lower-grade gasoline output.[73] Deputy Prime Minister Alexander Novak said the partial lifting would not affect Russian consumers because production can cover both domestic and foreign demand.[74] A senior senator, Grigory Karasin, wrote that Trump’s call “will undoubtedly hit a sensitive nerve in Ukrainian society”, while conceding that replacing Zelensky has not been a visible focus of public debate.[75] The European Commission is planning visa curbs for Russians from January after member states issued about 478,000 Schengen tourist visas, according to a single-outlet report.[76]

The two home fronts face mirror-image pressure: Ukrainians are preparing for a winter of blackouts, while Russians lose online services to drone hits on data centres.[77] Russian officials are repeating Trump’s remark alongside their own criticism of Zelensky, and that line is likely to recur in Russian messaging aimed at Ukrainian audiences.[78]

War Crimes and Civilian Harm

Allegations are attributed; findings are not established unless stated.

Rescuers ended the search in Zaporizhzhia on the morning of October 11 with 23 people killed, four of them children, according to Zelensky.[79] On October 10 the State Emergency Service and the acting regional head had reported 20 dead and 32 injured, so the toll rose overnight.[80] A Russian strike hit a medical facility in Kharkiv on October 10 and injured five people, including an emergency worker, according to local officials.[81] A Russian attack killed an 11-year-old boy and injured two other children in the Nikopol district, officials said.[82] A 13-year-old boy injured in an October 9 attack on Rivne Oblast died in hospital, a local official said.[83]

A Russian drone hit an ambulance in Sumy Oblast early on October 11 and injured its driver and paramedic, according to regional officials.[84] Three guided bombs struck Sloviansk on the morning of October 11 and injured seven people, according to the city’s military administration.[85] These incidents are allegations by Ukrainian authorities, and no court or independent investigator has yet ruled on them.[86]

Russia’s human rights commissioner claimed Ukrainian forces destroyed an aid convoy bound for occupied Oleshky and said she remains in contact with Melania Trump’s team about aid to the town.[87] Ukraine’s Security Service said on October 7 that Russian forces had ordered staged interviews with Oleshky residents to blame Ukraine for the blockade.[88] Ukraine’s Foreign Ministry says about 2,000 people remain in the occupied town, and because aid groups have no access, neither side’s account can be independently checked.[89]

Analysis

Geography

In one day Russian weapons hit Kyiv, Odesa, Kharkiv and Sumy Oblast while Ukrainian drones reached Vladimir and Rostov-on-Don, so both rear areas now behave like front lines.[1] A third Yandex data centre went dark in Vladimir, in central Russia, which shows how far Ukrainian long-range drones now travel.[2]

Military

Russia’s mix of glide bombs on the front and jet-powered drones against cities lets it press ground attacks and the energy war at the same time.[3] Ukraine stopped about four in five overnight drones, yet at that rate every large raid still leaves damage that repair crews must chase.[4] Moscow’s Kharkiv encirclement claims are not supported by geolocated evidence, so they read as a messaging effort more than a measure of ground gains.[5]

Alliances

Washington and Europe have split over the diesel deal, with the EU preparing its largest sanctions listings while the White House eased a Russian export ban.[6] Bipartisan pushback in Congress gives Kyiv a channel to Washington that does not run through the White House, which limits how far the rift can go.[7]

Economics

Moscow’s new diesel export quota adds hard-currency revenue that Ukraine’s refinery campaign had been trying to cut.[8] Kyiv’s offer to stop refinery strikes in exchange for an end to Russian energy strikes turns its drone campaign into a bargaining chip over winter power.[9]

Technology

Jet-powered Shaheds made up most of the overnight raid, and their speed shortens the time air defenders have to react.[10] Both sides now hit data centres, with Russia claiming a strike on an Odesa facility and Ukraine shutting Yandex sites, which turns cloud computing into a target set.[11]

Power

For the United States, an open clash with Kyiv while Moscow gains export revenue weakens the leverage that sanctions were meant to give US negotiators.[12] If Congress forces a ban on Russian oil purchases, US policy would again line up with the European sanctions track and restore pressure on Moscow’s war budget.[13]
