Russian operations

US President Donald Trump demanded on October 10 that Kyiv stop striking Russian refineries, blamed those strikes for a global diesel shortage and said Ukraine should get a new leader (see Statements by Officials).[27] Russia’s state news agency reported on October 11 that Elon Musk wrote on X, “I agree, time for Ukraine to get a new leader.”[28] The same agency quoted Kirill Dmitriev, the Kremlin’s envoy and head of the Russian Direct Investment Fund, calling Musk’s comment a “tipping point.”[29] A Kyiv newspaper said the president’s remarks amplify Kremlin narratives about Zelensky’s legitimacy, a characterization this update attributes and does not adopt.[30] What is new since the previous edition, which covered AI-written fake personas, is the channel: Russian state outlets relayed real statements by prominent Americans instead of inventing voices.[31]

Alexander Voloshin, a Russian senator representing occupied Donetsk, told the state news agency on October 11 that Ukrainian forces may use chemical weapons to leave “scorched earth” around Sloviansk and Kramatorsk.[32] The report offered no evidence and paired the claim with a statement by Russia’s OPCW envoy that Western countries coordinate chemical weapons use against Russian citizens.[33] The OPCW’s published record points the other way: in June 2025 it said two designated laboratories confirmed the riot-control agent CS in grenades and soil that Ukraine collected beside dugouts at a front-line post in Dnipropetrovsk region.[34] This update treats the senator’s claim as an unverified Russian claim.[35]

Moldovan President Maia Sandu said in an interview relayed on October 10 that Moscow runs a decentralized influence campaign across Telegram channels, media outlets and pro-Kremlin lawmakers to amplify anger over energy bills and inflation.[36] The report put the rise in natural-gas tariffs at about 80% compared with March, and Sandu called the effort a “cognitive war.”[37] A poll of 2,009 respondents cited in the same report found 45.2% still see constitutional neutrality as Moldova’s best security option, a view she said is “not, and has never been, a shield.”[38]

Dated, but new to this report: a video carrying Bellingcat’s logo claimed that German Chancellor Friedrich Merz takes a quarter of every Ukraine aid package, and a fact-checker found no such report on the group’s website.[39] Bellingcat told the fact-checker the video “was not produced by Bellingcat, it’s part of a long running Russian disinformation operation.”[40]

“Protecting compatriots” note

Russian Foreign Ministry spokeswoman Maria Zakharova said on October 8 that a Ukrainian minority-language education bill would make Russian speakers “outcasts in their own country,” adding, “This applies fully to ethnic Russians and Russian speakers.”[41] In the same briefing she said such facts “unequivocally validate the objectives of denazification, demilitarisation, and the elimination of threats emanating from Ukrainian territory,” tying language rights to Russia’s stated war aims.[42] By her account, the bill extends its schooling rights only to official EU languages and the languages of Ukraine’s indigenous peoples, and the Rada was expected to adopt it at its October 12 session.[43] A Ukrainian fact-checker said on October 9 that a separate claim, first seen on Russian Telegram channels on September 30, that Ukraine would split citizens into three legal categories by language is fabricated.[44] The fact-checker said Ukraine’s language law makes Ukrainian mandatory in public spheres but does not regulate private communication, in which anyone may speak Russian.[45] The independent evidence opened this run does not show a plan to strip Russian speakers of rights, so the claim is reported here as a stated justification, not as fact.[46]

Chinese operations

Taiwanese informed sources told the island’s national news agency on October 11 that Beijing ran a “combination punch” of cognitive warfare around the October 10 National Day.[47] By their account, Beijing first used diplomatic settings, including a second Trump-Xi meeting, to distort World War II history and then released a Chinese-English video titled “The Road Home.”[48] The sources said the purpose was to spread “doubt about the US” and “abandon Taiwan” narratives and to weaken the public’s psychological defenses.[49] Chinese state media framed the speech in mirror terms, with a commentary datelined October 10 saying President Lai Ching-te used “carefully crafted rhetoric to mislead the Taiwan public and sway international opinion.”[50] The commentary also accused Lai of distorting World War II history.[51] Lai’s own address had said, “There must be no tolerance for distorting the history of World War II.”[52]

On October 11 a Chinese defense ministry spokesperson, Chen Xi, said military training around the island is carried out to deter “Taiwan independence” and “to safeguard the security and well-being of Taiwan compatriots,” by the state news agency’s account.[53] The Taiwanese sources said China’s Taiwan Affairs Office restated its “one China principle” after the speech, and Taiwan’s Mainland Affairs Council and defense ministry rebutted it.[54] The previous edition covered a military-affiliated outlet’s warning to a Taiwanese entertainer, so what is new is a holiday campaign built on history and diplomacy rather than on threats to individuals.[55]

Iranian and other state actors

The IRGC Navy said on October 10 that a supertanker carrying crude oil hit a naval mine while leaving the Strait of Hormuz by an unauthorized route with its navigation systems switched off.[56] The Guards did not identify the tanker, its crew, cargo, owner or exact location, and the account could not be independently verified.[57] Their statement warned, “A massive fire is the fate of any offending tanker that seeks to disregard the security and rules of the Strait of Hormuz.”[58] China’s state news agency relayed the IRGC’s claim that the US military is responsible for rising maritime tensions and its warning that action against “violating vessels” will no longer be limited to the strait.[59]

In Saudi Arabia, the civil aviation authority said Saturday’s attack on Riyadh’s King Khalid International Airport killed 12 people and injured more than 300.[60] That statement did not assign blame, the Houthis made no immediate claim, and the group at times takes days to claim attacks.[61] The Saudi-led coalition in Yemen blamed the Houthis for the strike, the third on the airport in a week.[62]

Dated, but new to this report: on October 3 an X account linked to the page of Iran’s embassy in Ghana posted a claim that more than 80,000 French students had vanished and that mass graves were visible from space.[63] A fact-checker found no news report supporting any part of the claim, and the account later said the post was satire.[64] The mechanism is deniable provocation, in which an official-linked account publishes a shocking claim and applies the satire label only after it spreads.[65]

AI, deepfake and platform developments

The fabricated Riyadh airliner video did not trigger a strong signal on the AI-detection tools a fact-checker tried, which the checker said does not rule out AI.[66] Slow-motion review instead showed glitches, such as a service vehicle that turned flat like a cardboard cutout as the blast threw it, and the scene closely resembled a 2016 stock photo of the airport.[67] In India, a fact-checker labeled a viral clip of a woman at the October 10 Delhi protest a likely deepfake after spotting a microphone merging into her hand, a vanishing ring and garbled text on a passing bus.[68] It confirmed the finding with detection tools through the Deepfakes Analysis Unit of an industry alliance that includes the fact-checker.[69]

On October 8 the AI company Anthropic consolidated its rules on fake accounts and fabricated news sites into one section titled “Do Not Engage in Deceptive Campaigns or Artificial Activity.”[70] The company said it had seen state media outlets, government propaganda offices and commercial firms use its Claude models to run networks of fake accounts and fabricated news sites.[71] It also removed a blanket ban on personalized vote and campaign targeting while keeping bans on deceptive targeting and the misuse of voters’ personal data.[72] Detection therefore runs on two tracks, provider rules upstream and human verification downstream, and in this window the downstream track did most of the public work.[73]

US and allied countermeasures

No new US government action against foreign influence appeared in the window, and the cyber agency’s news feed listed nothing after its October 8 joint advisory.[74] The Justice Department’s press feed listed no new foreign-influence case after the October 8 seizure of China-linked hacking tools that the previous edition covered.[75] The State Department’s releases through October 10 carried no disinformation item.[76] The war.gov news feed had no information-operations item in the window.[77]

Allies did the visible rebuttal work instead, and the Taiwanese sources said the defense ministry answered Beijing with an armed-forces TV special, military-newspaper features on the Flying Tigers and a cross-platform video released after Lai’s speech.[78] In India, Delhi Police replied directly to an X post that passed off older footage as the October 10 crowd, writing “Old video alert!”, and the user deleted the post.[79] Dated, but new to this report: Moldova’s foreign ministry on October 8 rejected a Russian OSCE envoy’s claims that Moldova is militarizing and becoming a “logistics hub” for Ukraine as “false and unfounded.”[80] The ministry cited a local fact-checking portal’s debunk of a related story about an aircraft carrying military drones landing in Chisinau.[81] The shared mechanism is direct, named rebuttal by the targeted party, which works best when it arrives while the claim is still spreading.[82]

Fact-checks of viral claims

  • False: a screenshot of a supposed Trump post saying refineries were “OFF THE TABLE” and threatening to replace aid with “Top Ramen coupons” matched nothing on his accounts or an archive of his posts, a fact check found on October 10.[83]
  • Caveat: that check noted that missing search results alone cannot prove a post was never published and then deleted.[84]
  • No evidence: a meme quoting actor Denzel Washington saying he has “never met anyone braver, smarter” than Trump has no credible source, and the same words were earlier attributed to Matthew McConaughey and Mick Jagger.[85]
  • Fabricated: a video said to show a Houthi missile blowing apart a Saudia airliner at Riyadh’s airport is fake; a Saudia plane was destroyed there on October 8, but real images show only the aftermath in a different spot.[86]
  • Old and AI-generated: other visuals shared since October 8 as the airport attack included a May 2017 fire next to a Saudi airliner, a Pakistani fact-checker found on October 9.[87]
  • Recycled: videos tied to the October 10 Delhi protest showed earlier events, including a clip of security personnel beating a young man that has been online since at least July 23 and a protest in Sealdah, West Bengal, more than two months earlier.[88]

The pattern across these checks is reuse, with old footage, recycled quotes and stock imagery repackaged for the day’s biggest stories.[89]

Domestic Affairs

In the United States, the Justice Department’s Antitrust Division said it is investigating whether ABC, CBS, CNN, NBC and Fox News broke competition law when they paused White House pool coverage last month.[90] The department asked the networks for communications about the pool and said the pause could violate the Sherman Act.[91] The networks paused coverage after the administration withdrew credentials from reporters at CNN, MS Now and Politico, outlets Trump had accused of writing “fiction or lies.”[92] In Taiwan, National Day fell inside the campaign for the November 28 local elections, and the opposition Kuomintang’s chair accused the governing party of heightening cross-strait tensions.[93] In India, police detained thousands of people, including opposition leaders, during the October 10 protest at Delhi’s Jantar Mantar, the backdrop for the recycled videos.[94] In Moldova, nearly 84% of poll respondents said the country is unprepared to repel foreign military aggression, according to the report on the president’s interview.[95]

Disputes over press access, elections and prices gave false content ready-made hooks, since each fabricated item in this window attached itself to a real controversy.[96] In the United States, the legal fight between the government and the major networks is likely to draw fabricated quotes and screenshots of its own before the November midterms.[97]

War Crimes and Civilian Harm

Allegations are attributed; findings are not established unless stated.

The Saudi-led coalition described the October 10 strike on Riyadh’s airport as a “full-fledged war crime,” an allegation by a party to the conflict on which no independent body had ruled.[98] The dead included four Saudis, two Bangladeshis and one person each from the US, Jordan, Palestine, Syria, Sudan and Egypt, the civil aviation authority said.[99] Russian officials made unverified allegations against Ukrainian forces on October 10, with Denis Pushilin, the Russian-installed head of occupied Donetsk, claiming that retreating Ukrainian troops shoot civilians and use them as human shields.[100] The report cited no specific incident, date or place.[101] Russia’s human rights commissioner, Yana Lantratova, blamed a Ukrainian “blockade” for a humanitarian crisis in occupied Oleshky and said she was in contact with the US side about it.[102] Status: all three are allegations by parties to their conflicts, and this update found no independent investigation or court finding on them in the window.[103]

Beijing’s messaging clustered around Taiwan’s October 10 National Day, when, by Taiwanese sources’ account, a bilingual video and claims about World War II history were released (see Chinese operations).[1] A Russian senator’s chemical-weapons claim named Sloviansk and Kramatorsk, two towns near the Donetsk front line, which gives an unproven warning a concrete local audience (see Russian operations).[2] In the Gulf, repeated strikes on Riyadh’s main airport this week opened a news gap that fabricated and recycled footage has filled since October 8 (see Fact-checks of viral claims).[3]

Military

The IRGC Navy used a public statement to warn tankers off unauthorized Hormuz routes without naming the ship it said was hit, which turns an unverified incident into a deterrent message (see Iranian and other state actors).[4] The senator’s claim that Ukraine may use chemical weapons came with no evidence in the published report, and such advance accusations can be reused to assign blame for any later incident.[5] Taiwan’s defense ministry answered Beijing’s holiday messaging with its own programmes and video, which places narrative work inside routine military activity (see US and allied countermeasures).[6]

Alliances

Russian state media turned a public US-Ukrainian rift into content by relaying American voices, not Russian ones, that questioned Ukraine’s leadership (see Russian operations).[7] A poll cited alongside Moldova’s president’s warning found that over 65% of respondents see the EU and Romania as vital partners, so trust in allies is itself a target of the influence campaign she described (see Russian operations).[8] Beijing’s defense ministry asked “Taiwan compatriots” to oppose “external interference,” a framing that casts Taiwan’s partnerships as the problem (see Statements by Officials).[9]

Economics

Moldova’s president tied Russian propaganda to real cost-of-living grievances, so energy-price shocks double as openings for influence (see Russian operations).[10] A fabricated Trump post about Ukraine’s refinery strikes rode a real dispute over Russian fuel in the same news cycle, which shows energy prices serving as a carrier for false content (see Fact-checks of viral claims).[11] The US antitrust inquiry into five networks applies a commercial-law tool to news coverage decisions, which puts legal risk on joint editorial decisions by the press (see Domestic Affairs).[12]

Technology

Automated detection missed the most-shared fake of the window, so human frame-by-frame review still decided the case (see AI, deepfake and platform developments).[13] Where tools did help, as with a protest clip in India, they confirmed what visual inspection had already found, which argues for layered checks rather than reliance on one detector.[14] Provider rules are tightening upstream, as one AI developer’s October 8 policy change shows, but their effect on state-run networks will only be visible in later takedown reports.[15]

Power

For US interests, the clearest risk in the window is narrative: Russian state media used American statements to question Ukraine’s elected leader, which costs Moscow little and can widen splits inside the coalition backing Kyiv (see Russian operations).[16] With official US channels quiet in this window, public rebuttal fell to Taiwan, Moldova, India and private fact-checkers, which leaves American audiences reliant on non-government corrections (see US and allied countermeasures).[17] Beijing and Moscow each accused opponents of distorting history or spreading fabrications while publishing contested claims of their own, which makes fast, sourced rebuttal a US asset rather than a courtesy.[18]
