Washington’s diesel deal and the Miami talks

President Donald Trump said on October 9, after a call with Vladimir Putin, that Russia would supply more than 300,000 tons of diesel at once, then 500,000 tons in November and 1 million tons after that.[17] The Treasury issued Russia-related General License 135 the same day, authorizing the sale, delivery, offloading and import of Russian-origin diesel.[18] Kremlin aide Yuri Ushakov said Putin ruled out resuming peace talks and vowed to fight until Russia achieves “all its objectives.”[19]

The call came as US, Ukrainian, European and NATO officials met in Miami.[20] Special Envoy Steve Witkoff called the talks “constructive” but announced no agreement.[21] Planned for two days, the meeting ended after one, unnamed sources said.[22]

Zelensky said Ukraine’s team was “simply being used as cover” and called the license “a weak decision by strong partners.”[23] He said the delegation learned of the deal an hour before it was announced, calling it “a happy birthday present for Putin.”[24] A Ukrainian official claimed the US envoys threatened to cut intelligence sharing over refinery strikes, which a US official denied, so the claim is unconfirmed.[25]

Russian strikes

Russian guided bombs hit an apartment building in Zaporizhzhia on October 10, killing 11 people, including three children, regional authorities said.[26] Zelensky later put the toll at 12, with 14 injured and 12 more people unaccounted for.[27]

Overnight, Russia launched 160 drones, 110 of them jet-powered Shaheds, and air defenses stopped 117, the General Staff said.[28] A jet drone entered Lviv’s airspace for the first time and was shot down near the city, officials said.[29]

Ukrainian strikes in Russia

Ukrainian forces again hit the Samara oil station that blends Russia’s Urals export crude, the General Staff said.[30] A drone attack set a Rostov-on-Don oil export terminal ablaze overnight, and the governor said a rail bridge was damaged.[31] Kyiv had not claimed the Rostov strike, and the damage is unverified.[32]

Russia’s Defense Ministry said it downed 560 Ukrainian drones overnight.[33]

Front lines

The General Staff counted 218 clashes on October 9, including 22 Russian attacks on the Pokrovsk axis and 18 on the South Slobozhansky axis.[34] Russia’s Defense Ministry claimed its Center group was pushing deeper into Dobropillia and grinding down “encircled” Ukrainian units there.[35] The General Staff listed Dobropillia among the places Russian forces attacked but reported no loss of the town.[36]

Aid and air defense

Zelensky said he discussed new air-defense funding and a weapons export package under the two countries’ Drone Deal with Estonian Defense Minister Martin Herem on October 9.[37] He said Finland’s latest package would bring F-16 ammunition within days.[38] He asked a visiting US congressional delegation, including Roger Wicker and Dan Crenshaw, for faster licensing to produce Patriot interceptors.[39]

Domestic Affairs

In Russia, a ban on diesel exports by producers runs through October 31 because of domestic fuel problems.[40]

In Ukraine, inflation reached 10 percent in September, with fuel up 5.2 percent in the month, official statistics showed.[41] Kyiv Mayor Vitali Klitschko answered Zelensky’s criticism of the city’s winter preparations by saying “finding scapegoats won’t make people warmer,” Russian state media reported.[42]

Russia’s export ban suggests refinery strikes hurt, making them Kyiv’s main lever and its main friction with Washington.[43]

Statements by Military Leaders

Zelensky, as commander-in-chief, said Russia “must feel its losses” and that Ukraine’s long-range strikes now ensure it.[44] Colonel Yurii Pohribnyi, commander of Ukraine’s Logistics Forces, said repair units now 3D-print parts that cost “twenty, thirty, and sometimes forty times” less than imported ones.[45] Russia’s Defense Ministry said its assault groups in Dobropillia were advancing “at maximum speed.”[46]
