EU and China
EU Trade Commissioner Maroš Šefčovič and Chinese Commerce Minister Wang Wentao ended talks in Beijing on October 9 with an understanding on hybrid-vehicle trade.[17] Šefčovič said it would cut Chinese hybrid exports to the bloc by more than half over four years, without saying how.[18] China’s commerce ministry said on October 10 that the talks avoided escalation and protected Chinese firms’ actual export interests.[19] EU plug-in hybrid imports rose 86% in the year to September, and more than half came from China.[20] China said it is willing to keep fast-track licensing of rare earths and magnets for the EU, and both sides supported steps to delist entities.[21]
US and China
China’s commerce ministry said on October 9 that it will take necessary measures if others use overcapacity to harm Chinese interests.[22] It was answering a US-led excess-capacity statement whose 14 signatories, announced on October 7, include the EU, Japan and India.[23] The statement sets up sector platforms but no tariffs, while five signatories also face a US Section 301 probe with findings due by March 11, 2027.[24]
Sanctions and allied counter-measures
The Treasury added the International Criminal Court to its sanctions list on October 9, with licenses covering software, telecoms, pensions and certain detainees.[25] The European Commission called the move “deeply regrettable,” and US firms have six months to end dealings with the court.[26] The court’s registrar had urged the EU to ready its blocking mechanism against the extraterritorial reach of sanctions.[27]
Critical minerals
The European Commission selected 46 new Strategic Projects under its Critical Raw Materials Act on October 9, including four on rare earths.[28] With earlier picks, they could fully meet EU extraction benchmarks for lithium, nickel, rare earths, magnesium and tungsten, the Commission said.[29]
Supply chains and shipping
Hiring a supertanker from the US to China now costs about $80 million, a shipbroker said this week.[30] One booking equated to $41 a barrel, against a 2025 route average of $4.50.[31] Executives blame ship-to-ship shuttling out of Hormuz, Iranian attacks on ships and detours around Africa to avoid the Houthis.[32]
Markets and currency
China’s central bank set the yuan’s midpoint at 6.7330 per dollar on October 9, the strongest since February 2023.[33] A day earlier, the People’s Bank of China said the country has “no need or intent” to seek competitive advantage through devaluation.[34]

Domestic Affairs
A US trade court judge on October 8 certified a nationwide class of importers yet to claim refunds of tariffs the Supreme Court struck down in February.[41] Customs has processed almost $130 billion of the more than $166 billion paid, while the Justice Department appeals a broader refund order.[42]
China’s finance ministry pledged on October 9 to step up counter-cyclical support after first-half growth of 4.7%.[43]
Unsettled refund litigation weakens Washington’s hand with partners willing to wait for the courts.[44] Beijing’s fiscal pledge points to domestic stimulus rather than a weaker currency.[45]
Statements
Šefčovič told a Beijing press briefing that he came “to start rebalancing the EU china trade relationship.”[46] A senior Chinese commerce ministry official said both sides see the meeting as “a new starting point, not an end point.”[47] EU Executive Vice-President Stéphane Séjourné said, “Our approach is simple: reduce dependency, increase production in Europe.”[48]
Secretary of State Marco Rubio warned, “Either the ICC will end its threats, or we will end the ICC.”[49] The White House issued no tariff or trade statement in the window.[50]
What to Watch (Assessment)
Watch whether Brussels publishes how the hybrid cut will work, since the two readings differ.[51] The coalition’s first technical meetings are due before December and will test Beijing’s warning.[52] An EU decision on its blocking mechanism would show how far allies will resist US extraterritorial sanctions.[53] US Trade Representative Jamieson Greer tours Utah plants, including a Texas Instruments chip facility, on October 15-16.[54]

Analysis
Geography
The center of gravity shifted to Brussels and Beijing, where the EU set its own terms with China (see EU and China).[1] At sea, the Iran war has made Hormuz a trade cost as much as a security risk (see Supply chains and shipping).[2]
Military
War.gov News carried no trade item in the window, so the military pressure on trade came from Iranian attacks on shipping.[3] Record tanker rates show that pressure already raising the cost of US crude sales to China.[4]
Alliances
Washington’s overcapacity coalition is wide but thin, since five signatories are themselves under US investigation for excess capacity (see US and China).[5] The EU’s separate deal with Beijing suggests Brussels is hedging between its two largest trading partners.[6]
Economics
The hybrid deal is Europe’s first concrete step against a goods deficit with China of over €1 billion a day, but no enforcement terms are public.[7] Beijing’s defense of a strengthening yuan blunts a likely line of Western pressure (see Markets and currency).[8]
