Russia launches its heaviest strike of the window as the October 7 civilian toll reaches at least 19, and drones sink a ship in Bulgaria’s economic zone.

Russian strikes on Ukrainian cities and energy
Russia struck Ukraine overnight into October 7 with Zircon or Onyx anti-ship missiles launched from Rostov Oblast and Iskander-M, S-400 and KN-23 ballistic missiles fired from Bryansk and Voronezh oblasts, the Ukrainian Air Force said.[6] The same package included 48 Kh-101, Iskander-K and Kalibr cruise missiles launched from Vologda and Kursk oblasts and the Caspian Sea, plus 130 attack drones, 46 of them jet-powered.[7] Kyiv, Kharkiv, Poltava and Dnipropetrovsk oblasts bore the brunt of the attack, according to the Air Force.[8] By 9:00 AM Kyiv time, air defenses had downed or suppressed 161 targets, including five ballistic missiles, 39 cruise missiles and 117 drones, while the fate of six more cruise missiles was still being clarified.[9] Missiles and drones struck 18 locations, and debris fell at five more, the Air Force said.[10] The Air Force did not say how many ballistic missiles Russia launched.[11] Ukraine’s military stopped regularly reporting the number of Russian missiles fired and intercepted on August 11.[12] President Volodymyr Zelensky put the night’s total at 70 missiles, many of them ballistic, along with Shahed drones, and said only part of the barrage was shot down.[13] Hours before the strike, the Air Force had warned that six Tu-95 strategic bombers took off from Olenegorsk airfield at about 3:00 AM Kyiv time.[14]
As the morning wore on, Interior Minister Ihor Vyhivskyi said that as of 11:03 AM Kyiv time the strikes had killed 12 people and injured more than 40, with rescue work under way at eight sites in Kyiv and in Kyiv, Kirovohrad, Chernihiv and Poltava oblasts.[15] The State Emergency Service later raised the toll in Pryluky alone to 14 dead, including four children, and 50 injured, including seven children.[16] Ukrainian officials put the nationwide toll at no fewer than 19 civilians killed, including four children, and about 60 wounded.[17] Zelensky said the Pryluky strike destroyed an ordinary five-story apartment building in Chernihiv Oblast.[18] He said missiles also damaged five apartment buildings in Dnipro and four high-rises in Kremenchuk, killing two people and injuring eight, and that a drone hit a high-rise in Zaporizhzhia.[19] Russian strikes killed two people in Kyiv and two more in Oleksandriia in Kirovohrad Oblast, Zelensky said.[20] In the capital, Mayor Vitali Klitschko reported hits on non-residential areas in the Obolonskyi and Shevchenkivskyi districts and on warehouses in the Podilskyi district, while the city military administration said two people were killed in the Darnytskyi district.[21] An air-raid alert for Kyiv and most oblasts sounded at 3:09 AM Kyiv time because of the ballistic threat, and explosions followed almost at once.[22] A second wave of explosions shook the capital at about 5:15 AM local time.[23] In Kremenchuk, Poltava regional military administration head Vitalii Diakivnych reported two dead and seven injured and said Russia wants Ukrainians “to be afraid to fall asleep.”[24]
Zelensky said infrastructure in Kyiv and 12 oblasts came under attack overnight and named the power system as one of Russia’s key targets.[25] The Energy Ministry warned that emergency power cuts could follow in some regions if the grid deteriorates, with hourly outages and limits on industrial consumption already in force in parts of the country.[26] Some consumers in Vinnytsia, Kharkiv, Kherson, Poltava and Chernihiv oblasts lost electricity after the attack.[27]
Moscow described the night differently: the Russian Defense Ministry said its massive strike used precision weapons and drones against Ukrainian defense plants that produce and store Flamingo cruise missiles and long- and medium-range drones for the company Fire Point.[28] The ministry listed targets in Kyiv and in Kyiv, Chernihiv, Kirovohrad, Dnipropetrovsk, Poltava and Kharkiv oblasts, as well as port and ship-repair facilities in Odesa Oblast and vessels it said were serving Ukraine’s armed forces.[29] Zelensky’s account, by contrast, centered on residential buildings, from the Pryluky apartment block to damaged high-rises in Dnipro and Kremenchuk.[30]
Kyiv had warned of the attack, with Zelensky saying on October 6 that Ukraine had received updated intelligence on Russian preparations for a massive strike and was preparing countermeasures.[31] In a later address he urged Ukrainians to heed missile alerts and said “protecting life must be a shared responsibility.”[32] He had earlier asked partners for more anti-ballistic capability to protect infrastructure, calling it “the main challenge now.”[33]
The preceding day was also deadly, as Russian attacks killed at least 13 people and injured 104 across Ukraine over the 24 hours reported on October 6, according to regional authorities.[34] In Kryvyi Rih, city defense council head Oleksandr Vilkul said Russia hit a hospital with Banderol missiles, and Dnipropetrovsk Governor Oleksandr Hanzha said four people were injured, two of them medical workers.[35] Kharkiv Oblast Governor Oleh Syniehubov reported seven killed and 70 injured in the city and surrounding region over the same period.[36] Overnight into October 6, the Air Force said Russia launched 137 Shahed-type, Gerbera, Banderol and Parodiya decoy drones, 49 of them jet-powered, of which 114 were downed or suppressed by 8:00 AM Kyiv time, with impacts at 17 locations.[37]
Zaporizhzhia regional military administration head Mykhailo Semikin said a Russian strike hit one of the Dnipro River bridges in Zaporizhzhia city on October 6, temporarily halting traffic.[38] The bridge strikes that began in Kyiv are likely being extended to other major Ukrainian cities, starting with Zaporizhzhia.[39] The Russian Defense Ministry said drone crews of its Varyag brigade struck Kyiv’s Northern Bridge, which it described as a route for troops and military cargo.[40] The ministry also claimed hits on four Kyiv data centers, which it named as Parkovyi, Ukrtelecom, Giga and Podilskyi.[41]
Black Sea shipping
On October 6, drones struck two merchant ships about 112 kilometers off Bulgaria’s coast inside its exclusive economic zone, sinking the Togo-flagged Alfa Watan and setting the Palau-flagged Able ablaze.[42] A Bulgarian ferry rescued all 18 crew members of the Able, while the search for the Alfa Watan’s crew continued.[43] Bulgarian Prime Minister Rumen Radev called the attacks a “gross violation of international law.”[44] Zelensky said Ukrainian forces conducted no operations in that part of the sea and that the Ukrainian Navy, after contacting Bulgarian counterparts, established that it was a combined Russian attack with sea and air drones.[45] Bulgarian Defense Minister Dimitar Stoyanov, however, said Sofia could not yet confirm whether the drones were Ukrainian or Russian, though he called the strike a targeted attack.[46]
Closer to Ukraine’s own ports, Odesa Governor Oleh Kiper said a Russian drone hit a Marshall Islands-flagged ship carrying rapeseed oil on October 6, killing one crew member and injuring seven.[47] The Russian Defense Ministry said that overnight into October 6 its drones hit a dry cargo ship carrying dual-use goods in Chornomorsk port, a missile and artillery depot at Ilyichevka and berths in Izmail.[48] That afternoon it claimed a tanker delivering fuel for Ukraine’s armed forces was hit in Yuzhnyi port, along with trucks at a vehicle park near Mayaky.[49] A day earlier, Zelensky said two Russian drones struck a Turkish-owned ship carrying corn in neutral waters, killing the captain, while one crew member was missing and 11 were rescued.[50]
Russian-linked shipping was also hit, as a vessel burned near Sochi on October 6, and Russian Telegram channels identified it as the Liberia-flagged tanker Rea, which Ukraine sanctioned in February as part of Russia’s shadow fleet.[51] Images of the fire could not be independently verified, and unconfirmed reports said the tanker was carrying oil from Novorossiysk to India when sea drones struck it.[52] Zelensky said on October 7 that Ukraine had also responded to Russian strikes in the Black Sea, without giving details.[53]
Eastern front (Donetsk, Lyman, Kostiantynivka)
The General Staff reported 202 combat clashes in the 24 hours to 8:00 AM Kyiv time on October 7.[54] The previous day’s count was 184.[55] Over the latest day, Russian forces carried out 85 air strikes with 278 guided bombs, used 9,728 kamikaze drones and shelled Ukrainian positions and settlements 2,521 times, the General Staff said.[56]
The Pokrovsk direction again saw the heaviest fighting.[57] The General Staff recorded 27 Russian attacks there, concentrated near Serhiivka and Molodetske, with further assaults toward Kucheriv Yar, Vilne, Bilytske, Vodianske, Dobropillia and Novohryshyne.[58] A day earlier it counted 23 attacks on the same axis, including toward Hannivka, Novyi Donbas, Dobropillia, Svitle and Serhiivka.[59] Russian forces recently conducted infiltration missions within and south of Dobropillia, according to geolocated footage published on October 6.[60] Russia has maintained its highest offensive tempo along the front in the Dobropillia direction, likely reflecting a priority on enveloping Donetsk Oblast’s fortress belt from the southwest.[61]
On the Kostiantynivka axis, the General Staff recorded 14 attacks near Kostiantynivka, Novoselivka, Mykolaipillia and Osykove in the day to October 7.[62] The previous day’s 18 attacks on that axis included assaults toward Popasne, Illinivka, Rusyn Yar and Zolotyi Kolodiaz.[63] A Kremlin-affiliated milblogger claimed on October 5 that Ukrainian forces began counterattacking toward Rusyn Yar in early October.[64]
Around Lyman, the General Staff said Ukrainian forces repelled eight attacks near Novomykhailivka, Nadiia, Stavky, Novoselivka and Lyman itself.[65] Russian forces kept attacking around the town on October 5 and 6 but did not advance.[66] Ukrainian gains north and northeast of Lyman under Operation Vivaldi are likely having knock-on effects on Russian operations in the Borova direction.[67] A source reporting on Russia’s Western Group of Forces claimed that at least 8,000 of its servicemembers have deserted and that it has suffered more than 1,000 casualties a week for six months.[68]
Elsewhere in Donetsk Oblast, the General Staff reported two Russian attacks near Minkivka on the Kramatorsk axis and one near Kivsharivka on the Kupiansk axis.[69] In Kramatorsk, a Russian FPV drone hit a police car on October 6, killing one officer and injuring three.[70]
Zaporizhzhia and Kherson (south)
The Russian Defense Ministry said on October 5 that units of its Eastern Group of Forces had captured Samoilovka in Zaporizhzhia Oblast.[71] It claimed the capture of Holubkove the next day, crediting the same group.[72] The footage cited for Holubkove purportedly showed a flag-raising about 19 kilometers beyond the furthest assessed Russian advance, and the Russian ministry and milbloggers have likely used AI-altered footage to inflate gains in the Oleksandrivka and Huliaipole directions.[73] Geolocated footage published on October 5 shows Ukrainian forces still holding positions southeast of Novoselivka, west of Orikhiv, despite earlier Russian claims to the area.[74] Separate geolocated footage shows a Russian strike on a Ukrainian position in northern Novoandriivka, indicating that Ukrainian troops remain there contrary to Russian claims.[75]
The General Staff reported 13 Russian attacks on the Huliaipole axis in the day to October 7, near Hirke, Rybne, Vozdvyzhivka, Dolynka, Rivne, Kopani, Yehorivka, Novoselivka and Charivne.[76] On the Orikhiv axis, Ukrainian troops repelled two attacks near Stepnohirsk and Plavni, and the General Staff reported no active Russian operations on the Prydniprovske axis.[77] Ukrainian forces hit Russian drone control points near Bilotserkivka and Kamianka in Zaporizhzhia Oblast on October 6 and overnight, the General Staff said.[78] The previous day it reported striking a command post near Shchaslyvtseve in occupied Kherson Oblast and troop concentrations near Sokolohirsk and Burlatske.[79] Satellite imagery collected on September 26 and 30 shows that Ukrainian strikes collapsed the Chonhar Bridge linking occupied Kherson Oblast and Crimea, according to a Ukrainian open-source analyst.[80]
Kharkiv and Sumy (north)
The General Staff reported 11 Russian attacks on the South Slobozhanshchyna axis near Volokhivka, Starytsia, Izbytske, Zakharivka, Mala Vovcha and Varvarivka in the day to October 7.[81] On the North Slobozhanshchyna axis it recorded three attacks near Bachivsk, Rivne and Volfyne.[82] Ukrainian forces recently cleared Russian infiltrators from roughly 10 square kilometers east of Vovchansk, although Russian troops infiltrated other parts of the same area.[83] Kharkiv Mayor Ihor Terekhov said Russia struck the city’s Slobidskyi district with at least three glide bombs on October 5.[84]
Across the border, Belgorod’s regional operational headquarters said an 11-year-old girl was killed when missiles hit the village of Printsevka, about 30 kilometers from the frontier, on October 7.[85] Belgorod Governor Aleksandr Shuvaev said Ukrainian forces attacked the region 114 times over 24 hours, injuring seven civilians.[86]
Ukrainian deep strikes in Russia
Russian state media described the drone attack on the Moscow region overnight into October 6 as the largest the region had seen in two years.[87] Moscow Mayor Sergei Sobyanin said 650 drones flew toward the capital region, most were destroyed far from the city and 105 were downed on approach.[88] Another account of Sobyanin’s figures put the number intercepted on the approaches to Moscow at 134.[89] Moscow Oblast Governor Andrei Vorobyov said air defenses neutralized 185 drones over the region, and officials said two civilians were killed and nine injured.[90] The Russian Defense Ministry said it downed 868 Ukrainian fixed-wing drones from 8:00 PM Moscow time on October 5 to 9:00 AM on October 6.[91] Geolocated footage published on October 5 shows a large fire at the Volodarsk linear production and dispatch station in Konstantinovo, Moscow Oblast, about 442 kilometers from the border, after a likely Ukrainian drone strike.[92] The site is the Moscow region’s largest oil depot, handling about 3 million tons of petroleum products a year, according to an independent Russian outlet.[93]
Over the following day and night, the General Staff said, Ukrainian forces hit Seshcha airfield in Bryansk Oblast, with damage still being assessed, along with an electronic-warfare station near Hrynovo and a radar near Elionka in the same region.[94] Zelensky said on October 7 that Ukrainian forces hit four targets over the past day, including two oil facilities and a training ground in the Perm, Samara and Astrakhan regions.[95] The Russian Defense Ministry said air defenses destroyed 311 Ukrainian drones overnight into October 7 over 15 oblasts, Perm Krai, Crimea and the Black and Azov seas.[96]
New satellite imagery of the September 25 strike on the Iskra plant in Ulyanovsk, which makes Kh-59 missile components, shows visible damage from only two of 11 confirmed hits because most struck the facade rather than the roof, according to a Ukrainian open-source group.[97] Ukraine’s Defense Ministry said its forces hit a record number of Russian air-defense systems in September, including one struck at a range of 552 kilometers.[98]
Force generation and the Russian home front
The General Staff said Russia lost 1,690 personnel in the day to October 7, along with 51 artillery systems, eight multiple rocket launchers, two air-defense systems, 1,890 drones and 577 vehicles.[99] In a tally timed to Putin’s 74th birthday, the General Staff put cumulative Russian personnel losses since February 2022 at about 1,545,950.[100] Unmanned Systems Forces commander Robert “Madyar” Brovdi said drone units recorded 2,699 Russian troops killed or wounded from October 1 to 5, 39.7% more than in the same period of September.[101] The sharpest rise came in the Dobropillia-Pokrovsk sector held by the National Guard’s 1st Azov Corps, Brovdi said.[102]
Ukraine’s Defense Ministry said on October 6 that it, the General Staff and the Logistics Forces will free up 15.6 billion hryvnias for current military needs by cancelling or revising existing contracts.[103] Agrarian Policy Minister Taras Vysotskyi said on October 5 that Ukraine has nearly exhausted its reserve of locomotives because of Russian strikes on rolling stock and rail infrastructure.[104]
In Russia, the Finance Ministry said on October 5 that it will increase foreign-currency and gold purchases fivefold from October 7 to November 6 compared with the previous month.[105] The ministry also said oil and gas revenues fell 10.04 billion rubles short of the expected baseline.[106] Deputy Defense Minister Alexander Sanchik said more than 10,000 weapons and items of military and special equipment were delivered to the armed forces in September, according to the ministry’s October 6 summary.[107]
US, NATO and Western aid and sanctions
On October 7, the European Commission disbursed 1.24 billion euros from its 90 billion-euro support loan, to be spent on Ukrainian-made drones, interceptors, drone ammunition and missiles.[108] Commission President Ursula von der Leyen said the money would strengthen Ukraine’s defense industry and its ability to protect people and infrastructure.[109] EU ambassadors were due the same day to approve about 1,650 new sanctions listings, the largest batch since 2022, for final adoption by foreign ministers on October 12.[110] Ambassadors also cleared the way to open the internal market and competitiveness accession clusters for Ukraine and Moldova on October 13, provided Ukraine’s parliament passes a national-minorities law on October 12.[111] Norway’s 2027 budget proposal, published on October 7, earmarks 85 billion kroner for Ukraine through the Nansen Support Program.[112]
On NATO’s eastern flank, Polish Defense Minister Wladyslaw Kosiniak-Kamysz said Poland will station Patriot batteries in the Lublin region bordering Ukraine, and Prime Minister Donald Tusk announced a 102.4 billion-zloty civil defense program.[113] Swedish Prime Minister Ulf Kristersson said on October 6 that Sweden will send Patriot systems and about 100 troops to help protect Rzeszow airport, the main logistics hub for aid to Ukraine.[114] Lithuania’s parliament voted 106 to 18 on October 6 in a first reading to remove the constitutional ban on deploying nuclear weapons on its territory.[115] Kremlin spokesperson Dmitry Peskov said moving a key NATO member’s military infrastructure closer to Russia’s borders, like deploying nuclear weapons in a neighboring state, could only be seen as escalation.[116] US President Donald Trump said on October 5 that he would consider a permanent US base in Lithuania.[117] In Latvia, Interior Minister Janis Dombrava said armed escorts on the Belarusian side threatened Latvian soldiers while pushing 20 migrants toward the border on October 6, before masked intruders crossed, damaged a distribution cabinet and stole cameras.[118]
Diplomacy
Secretary of State Marco Rubio said in Iceland on October 6 that NATO membership for Ukraine “is not on the table as we speak.”[119] Rubio said the United States wants to play a constructive role in ending the war but is “watching the trend lines” and sees that they are not heading toward peace right now.[120] A day earlier at Joint Base Andrews, he said Washington reviews embassy security daily and has not changed its posture in Kyiv despite Russian warnings to diplomats: “We haven’t done that up to this point there.”[121] On the suspected plague death at a Siberian laboratory, Rubio said it was “incumbent upon Russia” to share more information.[122]
Zelensky said he told Polish Prime Minister Donald Tusk on October 5 that Ukraine sees no obstacles to a technical-level trilateral meeting with the United States and Russia but that Washington must secure Russia’s readiness.[123] The meeting has slipped from early October to late October, a delay that people close to the talks attribute to Russia’s position.[124] A Ukrainian official said Russia rejected an Indian ceasefire proposal that combined a halt to energy strikes with protections for Black Sea shipping.[125]
On the bilateral front, Zelensky said after an October 5 call with French President Emmanuel Macron that Ukrainian pilots would soon begin training on Rafale fighters in France.[126] He told Dutch Prime Minister Rob Jetten the same day that Dutch-supplied F-16s account for a significant share of jet-powered Shahed shootdowns and discussed sustaining their operations.[127] After meeting Israeli minister Zeev Elkin, Zelensky said Iran had given Russia the technology to build jet-powered Shaheds.[128]
Beyond Europe, North Korean leader Kim Jong Un pledged in a birthday letter to Putin to steadily expand the “comprehensive strategic partnership and alliance” with Russia.[129] South Korean Foreign Minister Cho Hyun said on October 6 that Kyiv’s apology over Zelensky’s disclosure of two transferred North Korean prisoners of war fell short of Seoul’s expectations and that recalling Seoul’s ambassador is among the options.[130]
Statements by Military Leaders
The Ukrainian Air Force said on the morning of October 7 that air defenses had downed or suppressed 161 targets and that the attack was continuing, with up to 10 Russian drones still in Ukrainian airspace.[131] The General Staff said on October 7 that Ukrainian forces hit Seshcha airfield in Bryansk Oblast and that the results were being clarified.[132] Unmanned Systems Forces commander Robert Brovdi said on October 6 that drone-attributed Russian casualties rose 39.7% in the first five days of October compared with the same period of September.[133] The Air Force said on October 6 that Major Marat Mambetov, a MiG-29 flight commander who flew about 200 combat sorties and was killed on October 1, had been posthumously named a Hero of Ukraine.[134]
The Russian Defense Ministry said on October 7 that its overnight massive strike hit Ukrainian defense-industry enterprises working for Fire Point.[135] Deputy Defense Minister Army General Alexander Sanchik said systematic work with all defense-order contractors is allowing the ministry to meet all of the troops’ needs, according to the ministry’s October 6 daily summary.[136]
Polish Defense Minister Wladyslaw Kosiniak-Kamysz said on October 5 that the Patriot batteries bound for the Lublin region are meant to reassure residents and protect Lublin airport and its air traffic.[137] Bulgarian Defense Minister Dimitar Stoyanov said the October 6 ship attacks were not an accident but a targeted attack, and that Bulgaria has become part of what he called the “hybrid war between Ukraine and Russia.”[138]
What to Watch (Assessment)
Whether Ukraine secures more Patriot interceptors will largely decide how much damage the next ballistic-heavy package does, since Kyiv says it is searching worldwide for missiles that are in short supply.[139] The Pryluky toll may rise further, because rescuers were still searching the rubble of the destroyed apartment block on the morning of October 7.[140] Attribution of the Bulgarian-waters attack depends on recovering drone debris or a claim of responsibility, the two conditions Bulgaria’s defense minister set out.[141] October 12 is a double test for Kyiv’s European track, with foreign ministers due to adopt the record sanctions batch and Ukraine’s parliament due to vote on the minorities law that gates the October 13 accession conference.[142] Independent confirmation, or the lack of it, for Russian claims around Holubkove and Samoilovka will show whether Moscow is again inflating gains in Zaporizhzhia Oblast, while the Dobropillia infiltrations remain the more consequential trend.[143] Emergency power cuts in additional regions would signal that Russia’s pre-winter campaign against the grid is starting to bite.[144] A firm date for the late-October trilateral technical meeting remains the main diplomatic indicator to watch.[145]
