Russian strikes on Ukrainian cities and energy
Russian forces struck two passenger buses in Kramatorsk, Donetsk Oblast, at 10:00 local time (3:00 AM ET) on October 8, the regional prosecutor’s office said, and the buses are believed to have been hit with guided aerial bombs.[6] Authorities put the toll from the strikes in eastern Ukraine, including the bus attack, at 30 killed and at least 18 injured.[7] Ukraine’s State Emergency Service later raised the death toll to 33 and said fire broke out in at least two buses.[8] Before the bus strike, Russian attacks had already killed four people and injured six across Donetsk Oblast, and 256 people, including 32 children, were evacuated from the front-line area over the previous day, the regional governor said.[9] The military administrations of Kramatorsk and Sloviansk halted all public transport in both cities after the strike.[10]
Overnight into October 8, starting at 6:00 PM Kyiv time on October 7, Russia launched 142 Shahed-type attack drones, 82 of them jet-powered, along with Gerbera and Parodiya decoy drones, from Oryol, Kursk and Shatalovo in Russia, occupied Donetsk and Hvardiiske in occupied Crimea.[11] By 09:30 Kyiv time, air defenses had downed or suppressed 126 of them; hits were recorded at seven locations and falling debris at four, and the attack was still under way.[12] Jet-powered drones were still crossing into Kyiv Oblast toward Ivankiv shortly after 7:00 AM ET.[13] The Air Force also reported a missile heading toward Kharkiv Oblast at 7:06 AM ET.[14]
Overnight drone strikes on Kyiv killed four people and injured 21 across four districts, and a drone hit the roof of a five-story residential building in the Solomianskyi district, the city military administration said.[15] A morning strike on October 8 hit a four-story commercial building in the same district, killing two people, and the city’s toll for the morning rose to four killed and 14 injured, eight of them hospitalized.[16] On the instructions of the state grid operator Ukrenergo, the private power company DTEK introduced emergency outages in Kyiv and parts of Kyiv Oblast, suspending the regular outage schedules.[17] The city warned of water-supply interruptions on the right bank of the Dnipro because lower grid power also cut pressure in the water network.[18] Kyiv police said bomb-disposal teams defused two more unexploded ballistic missile warheads, each weighing about half a ton, that had landed near residential buildings.[19] On the evening of October 7, a drone hit the 10th floor of a 12-story apartment building in the Darnytskyi district at 10:23 PM local time.[20]
Rescuers have finished searching the five-story apartment block in Pryluky, Chernihiv Oblast, that a Russian missile hit on October 7; 22 people were confirmed dead, including five children, and 54 were injured, seven of them children.[21] President Zelensky said the missile that struck Pryluky was a Kh-101 cruise missile that scored a direct hit on the residential building.[22] Russian attacks damaged property in 10 oblasts over the past day, energy infrastructure was hit again and a drone damaged an animal shelter in Odesa Oblast, Zelensky said.[23]
Black Sea shipping
The Russian Defense Ministry claimed that drones struck a dry cargo ship at sea on October 7 that was carrying cargo for the Ukrainian armed forces to the port of Odesa.[24] In its October 7 summary, the ministry also claimed hits on a dry cargo ship at Pivdennyi port and on a fuel storage site at Chornomorsk port in Odesa Oblast.[25] Turkish President Recep Tayyip Erdogan told Vladimir Putin in a phone call on October 7 that Black Sea navigation must be kept safe and that Turkey is ready to help bring about direct Russia-Ukraine talks, his office said.[26]
Eastern front (Donetsk, Lyman, Kostiantynivka)
The General Staff counted 224 combat clashes over the day of October 7, with Russia firing one missile, carrying out 74 airstrikes with 223 guided bombs, launching 8,997 kamikaze drones and conducting 2,499 shellings, 39 of them by multiple rocket launchers.[27] Russian forces attacked 24 times on the Kostiantynivka axis, near Kostiantynivka, Illinivka and Vilne and toward Kurtivka, Pavlivka and Mykolaipillia, and two clashes were still under way at the time of the report.[28] On the Pokrovsk axis, Russian forces attacked 16 times near Bilytske, Svitle, Krasnopodillia, Myrne and Molodetske and toward Novyi Donbas, Dobropillia and Serhiivka.[29] The General Staff recorded four Russian attacks on the Lyman axis near Novoselivka, Stavky and Dibrova, one toward Pyskunivka on the Sloviansk axis and none on the Kramatorsk axis.[30]
The Russian Defense Ministry claimed on October 7 that troops of the 51st Army and naval infantry were driving Ukrainian forces out of Dobropillia and had taken the town’s park, house of culture and two production buildings of the Dobropilska mine.[31] Open-source analysis of geolocated footage found no evidence of Russian advances into Dobropillia beyond limited infiltration and called the ministry’s claims of operations inside the town false.[32] Ukrainian forces continued counterattacks toward the eastern bank of the Zherebets River northeast of Lyman, as Russian forces struggled to contain Ukrainian gains from Operation Vivaldi.[33]
Zaporizhzhia and the south
Russian forces attacked 14 times on the Huliaipole axis, near Zlahoda, Ternuvate, Dolynka and Hirke, once toward Mahdalynivka on the Orikhiv axis and once toward Ternove on the Oleksandrivka axis, the General Staff said.[34] Geolocated footage published on October 6 from near Komar supports an assessment that Ukrainian forces recently advanced east of Oleksandrivka.[35] The General Staff said Ukrainian troops in the zone of the Azov operational grouping put more than 1,000 Russian soldiers out of action in three days, 702 of them killed.[36] The Russian Defense Ministry claimed that its Varyag brigade and the Aerospace Forces hit a cable-stayed bridge in Zaporizhzhia Oblast and that air-dropped bombs struck Ukrainian temporary deployment points near Orikhiv.[37]
Kharkiv and Sumy (north)
The Russian Defense Ministry claimed on October 8 that its North grouping took control of Annopillia in Kharkiv Oblast.[38] The General Staff recorded 12 Russian attacks on the South Slobozhanskyi axis, near Hrafske, Synelnykove and Volokhivka and toward Ternova, Mykolaivka and Radkivka, and two on the Kupiansk axis near Kivsharivka and Novoosynove.[39] Russian forces recently conducted an infiltration mission east of Vovchansk, while Russian military bloggers continued to exaggerate gains near the seam between the Vovchansk and Velykyi Burluk directions.[40] On the North Slobozhanskyi and Kursk axes, the General Staff recorded one Russian assault, two airstrikes with seven guided bombs and 161 shellings, including on the Sumy Oblast villages of Neskuchne, Pysarivka, Pavlivka, Korchakivka, Velyka Rybytsia, Potapivka, Korenok and Sopych.[41]
Ukrainian deep strikes in Russia
Ukrainian forces struck the Gazprom Neftekhim Salavat oil refining complex in Salavat, Bashkortostan, on October 8, starting a fire on the site, the General Staff said.[42] The General Staff described the plant as one of Russia’s largest refining and petrochemical complexes, able to process up to 10 million tonnes of feedstock a year and involved in meeting the needs of the Russian armed forces.[43] The refinery lies about 1,300 kilometers from the front line, and Security Service of Ukraine drones also hit it in September, according to a source in the agency.[44]
Yandex said one of its data centers in Ryazan Oblast was damaged in a Ukrainian drone attack, taking the site offline.[45] The facility, identified by open-source groups as the company’s Sasovo data center, sits on the grounds of the Sasta machine-tool plant, which has been under UK sanctions since 2024 for its role in Russia’s defense sector.[46] The Russian Defense Ministry claimed its air defenses destroyed 399 Ukrainian fixed-wing drones between 8:00 PM Moscow time on October 7 and 8:00 AM on October 8 over 21 regions, including occupied Crimea, Moscow region, Bashkortostan and Tatarstan, and over the Black Sea.[47]
Force generation and the Russian home front
Russia’s Strategic Missile Forces are conducting a command inspection of the Vladimir missile formation with a command-staff exercise led by force commander Colonel General Sergei Karakayev, the Defense Ministry said late on October 7.[48] As part of the exercise, mobile launchers were deployed to combat patrol routes, where Yars crews are practicing marches, dispersal to new field positions and camouflage.[49] The General Staff estimated Russian losses over the past day at 1,830 personnel, along with 47 artillery systems, 1,702 drones, 667 vehicles and 12 ground robotic systems.[50]
US, NATO and Western aid and sanctions
Military representatives of all 32 NATO members arrived in Kyiv on October 6 for the first meeting of the NATO Military Committee in Ukraine in eight years, led by committee chair Admiral Giuseppe Cavo Dragone.[51] The delegation met Ukraine’s commander-in-chief, Mykhailo Drapatyi, to discuss Ukraine’s military priorities and its experience of modern war.[52]
EU ambassadors unanimously approved nearly 1,600 sanctions listings against Russia’s military-industrial complex on October 7, the largest single list put forward, clearing the way for formal adoption by foreign ministers in Luxembourg on October 12.[53] The United Kingdom published 38 new listings on October 8, including Xeltox Enterprises, the owner of the cryptocurrency company Cryptomus, and 12 shadow-fleet vessels, bringing its sanctioned ships to 645 and its Russia sanctions to 3,537.[54] Senators Jeanne Shaheen and Roger Wicker urged the administration not to wait for the October 18 start of most provisions of the new Sanctioning Russia and Iran Act, named for Senator Lindsey Graham, and to match the more than 600 shadow-fleet vessels designated by the EU and UK, against 216 by the United States.[55] The senators also called for secondary sanctions on suppliers in China, the United Arab Emirates and Türkiye and for sanctions on firms behind Russia’s Rassvet low-orbit satellite network.[56]
German firm Quantum Systems said a letter of intent was signed for tens of thousands of Spys interceptor drones designed to counter Russia’s jet-powered Geran-4 and Geran-5 drones, adding that Ukraine’s interception rate against jet drones had risen above 50% in recent nights.[57] The US military placed an additional order for 1,320 F10 strike FPV drones from Ukraine’s F-Drones under the Drone Dominance program, due by the end of November, the company said.[58]
Lithuanian Interior Minister Martynas Katelynas asked Defense Minister Robertas Kaunas on October 7 to deploy army units to the Kaliningrad border as a preventive step, citing signals that Russia may announce mobilization and an October 6 border incident in Latvia.[59] An analyst for Denmark’s security and intelligence service said Russia has stepped up sabotage against Danish companies that supply weapons to Ukraine.[60] Slovakia and Russia are resuming the exchange of military attachés for the first time since 2022, with Brigadier General Slavomír Staviarsky named as Slovakia’s attaché in Moscow.[61]
Diplomacy
Secretary of State Marco Rubio told a Greek newspaper that the war has reached a strategic stalemate and that a negotiated settlement “so far” has been elusive because Russia has defined victory as all of Donetsk, a condition Ukraine finds unacceptable.[62] Rubio said there are clear signs Russia plans to use the winter to destroy Ukraine’s grid and that Washington would try to secure an energy ceasefire, while acknowledging that it would be difficult.[63] Russian Foreign Minister Sergey Lavrov said on October 7 that the United States gave in to European pressure and that Europe had “buried” the understandings reached at the Anchorage summit.[64]
South Korea’s Foreign Ministry announced on October 8 that it is recalling its ambassador to Ukraine, Park Hee-chang, amid a dispute over the disclosure of North Korean prisoners of war held by Ukraine.[65] The ministry did not say when the ambassador would return, and South Korea has provided about $445 million in humanitarian aid to Ukraine since 2022.[66]
Statements by Military Leaders
The General Staff said the Salavat strike was an exercise of Ukraine’s right to self-defense under Article 51 of the UN Charter and aimed to reduce Russia’s military-economic potential, ending its statement with “To be continued!”[67] Donetsk Oblast Military Administration head Vadym Filashkin said, “For them, a bus with passengers is an attractive target precisely because one hit can kill as many people as possible.”[68] Filashkin said of the transport halt, “In such circumstances, we have no right to risk the lives of passengers and drivers.”[69] Zelensky called for words of support to become new defense packages, including anti-ballistic interceptors, munitions for combat aviation and investment in interceptor drones, and said important talks with partners would take place on October 8 and 9.[70] The Russian Defense Ministry said in its daily summary that North grouping units in Kharkiv Oblast “continue to tighten the ring of encirclement” and widen their outer zone of control.[71] Russian Navy commander-in-chief Admiral of the Fleet Alexander Moiseyev told the commanders of the Northern, Pacific, Black Sea and Baltic fleets and the Caspian Flotilla that their competence and composure “are the guarantee of security and the successful fulfillment of assigned tasks.”[72]
What to Watch (Assessment)
Whether Russia sustains daylight guided-bomb and drone attacks on Kramatorsk and Sloviansk, where public transport is now halted, will show whether it is deliberately targeting civilian movement in the two cities.[73] The October 12 ministerial adoption of the EU listings and the October 18 effective date of the US sanctions law are the next tests of whether Western pressure tightens on Russia’s shadow fleet and suppliers.[74] Expect further Russian strikes on Kyiv’s grid as temperatures fall, and watch whether Washington’s push for an energy ceasefire produces any talks.[75] Lithuania’s planned troop deployment to the Kaliningrad border and Russia’s Yars dispersal exercise are worth tracking together as signals of Baltic tension.[76]
