Short answer: You may be eligible for VA health care if you served in the active military, naval or air service and did not receive a dishonorable discharge. Most veterans who enlisted after September 7, 1980, also need 24 continuous months of service or the full period they were called up for, with exceptions, according to VA’s health care eligibility page. VA says it usually decides an application in less than a week.

Basic service rules

The 24-month minimum may not apply if you were discharged for a disability caused or worsened by active-duty service, discharged for a hardship or “early out,” or served before September 7, 1980. Reserve and National Guard members must have been called to active duty by a federal order and completed the full period. VA says active duty for training only does not qualify.

Toxic exposure and combat veterans

VA says all veterans who meet the basic service and discharge requirements and were exposed to toxins or other hazards, at home or abroad, are now eligible. That includes everyone who served in the Vietnam War, the Gulf War, Iraq, Afghanistan or any other combat zone after 9/11. Our PACT Act guide explains the related disability benefits.

Recently home from Iraq or Afghanistan?

VA says OEF/OIF/OND combat veterans can receive free care for any condition related to their service in Iraq or Afghanistan for 10 years after discharge, and it urges combat veterans to apply right away.

Priority groups and other insurance

When you enroll, VA assigns you to one of 8 priority groups. The group can affect how quickly you are signed up and what, if anything, you pay. VA lists factors that place veterans higher, including receiving VA disability compensation, being a former prisoner of war, having a Purple Heart or Medal of Honor, receiving a VA pension or qualifying for Medicaid. Veterans who meet none of these may still qualify based on income.

Other insurance, such as Medicare or an employer plan, does not change the VA health benefits you can get, according to VA. Military retirees are eligible for TRICARE and may also qualify for some VA care.

How to apply for VA health care, step by step

  1. Gather documents. VA’s how-to-apply page lists Social Security numbers for you, your spouse and dependents; your DD214 or other separation papers; insurance cards; last year’s gross household income; and deductible expenses. Income details are needed only if you do not qualify another way.
  2. Apply online, by phone, by mail or in person. Apply on VA.gov; call 877-222-8387; mail VA Form 10-10EZ to the Health Eligibility Center, PO Box 5207, Janesville, WI 53547-5207; or bring a signed form to a VA medical center or clinic.
  3. Get help if you want it. An accredited attorney, claims agent or VSO representative, or your state’s veterans agency, can help you apply.
  4. Wait about a week. If more than a week passes without word, VA asks you to call rather than apply again.

Need mental health care now?

VA says veterans may be able to get care for PTSD, other mental health problems and conditions linked to military sexual trauma even if they are not enrolled. In a crisis, use the Veterans Crisis Line at the top of this page.

Frequently asked questions

Who is eligible for VA health care?

Most veterans without a dishonorable discharge can qualify once they meet VA’s minimum-service rule. Disability, hardship and pre-1980 service are among the exceptions listed above.

Can National Guard members get VA health care?

Some can. Eligibility hinges on federal activation orders, as explained in the service rules above; training periods alone are not enough.

How long does a VA health care application take?

VA says it usually decides in less than one week. If you have not heard back after a week, call 877-222-8387 instead of reapplying.

Does private insurance affect VA health care?

No. VA says other coverage does not affect the VA health care benefits you can get.

What form do I use to apply for VA health care?

The Application for Health Benefits, VA Form 10-10EZ, which you can file online, by mail or in person.
