This information war update for October 26, 2026, covers Trump’s unsupported claim that Brazil’s runoff was rigged, new congressional demands over Starlink limits in Ukraine, a Japanese firm’s call for state cyber defense and a retracted cyberattack claim.[1] It follows the October 24 information war update and covers October 24 to 26, since no October 25 edition ran; the War Room, Americas security update and Information War News Hub give context.

Brazil Election Claims

Trump told reporters on October 26 that “it looked like another rigged election” in Brazil, without providing evidence, the BBC reported.[15] Flávio Bolsonaro has asked for the result to be annulled, citing a Supreme Court justice’s decision to extend voting nationwide by two hours. Both campaigns had asked for an extension, and the president of the electoral court, Kássio Nunes Marques, said it did not change the outcome, according to the BBC.

The decision came three minutes before polls were due to close and caused confusion at some polling places, the Associated Press reported; it was unclear how many stations stayed open.[16] Lula led by nearly 4.4 million votes with all ballots counted.

Starlink Dispute

Hoyer’s October 25 letter asked the committees to find out whether the limits were SpaceX’s own decision or came at the administration’s direction, and to examine communications between the Defense Department and SpaceX.[17] Schiff said on NBC’s Meet the Press that “anyone who has knowledge of what happened” should testify.[18]

Musk had said earlier that limits on Starshield are “decided by the US military and ultimately POTUS,” while the administration denies asking for changes, NBC reported.[19] Ukraine said on October 24 that both networks were working at high speed again, as our October 24 report noted.

Cyber Front

GMO Internet asked the Japanese government on October 24 to use its new active cyber defense powers, under which the Self-Defense Forces and police can break into attackers’ servers, Jiji reported.[20] The company said it shut all affected servers on October 21 and has asked the police to investigate.

Palo Alto Networks’ Unit 42 said it could not confirm that an attack on a European government agency began with the PHP2Shell flaws, retracting its earlier assessment, The Hacker News reported on October 25.[21] Separately, the firm CYFIRMA said, with moderate confidence, that a Korean-speaking operator linked to the Lazarus Group was probing 216 unpatched hosts across sectors including government, banking and aviation.

Domestic Affairs

In the United States, Hoyer’s letter and Schiff’s comments add House and Senate pressure to the earlier letter from six Democratic lawmakers to Musk covered in the October 24 update.[27] No new Russian “protecting compatriots” claim was found in the sources reviewed.[28]

War Crimes and Civilian Harm

Allegations are attributed; findings are not established unless stated.

Hoyer warned that “many Ukrainians will die” if full access to Starlink and Starshield is not restored, linking the limits to air defense for civilian areas.[29] No new allegation of war crimes tied to information operations was found in the window.

Statements by Officials

United States statements come first; statements by other governments, companies and state-linked voices follow and are labeled. Quotes are verbatim and attributed.

Other governments

No foreign government statement on information operations with a verifiable quote was found in the window. Flávio Bolsonaro, a Brazilian senator, called the result “inexplicable,” as noted above.

What to Watch

  • Whether Musk answers the lawmakers by the October 31 deadline, and whether the Armed Services committees act on Hoyer’s request.
  • Whether Bolsonaro files a formal challenge and how Brazil’s electoral court responds.
  • Whether Japan’s government uses active cyber defense in the GMO case.

Seven lenses

Analysis

About the framework

This analysis applies the Seven Lenses of Geopolitical Power to the day’s information fights.[2]

Geography & Strategic Position

The main fights in the window were in Brazil, where the loser of the runoff rejected the count, and over satellite links to Ukraine’s front.[3] A suspected North Korean scanning campaign probed hosts in 11 countries and territories and the European Union, a security firm said (see Cyber Front).[4]

Military & Security

Rep. Steny Hoyer asked the House and Senate Armed Services committees to subpoena Defense Secretary Pete Hegseth and Elon Musk over the Starlink and Starshield limits (see Starlink Dispute).[5] The War Department’s news feed carried no information-operations item in the window.[6]

Score 2/5Evidence confidence: MediumTrend: Stable

Alliances & Diplomatic Networks

Trump’s “rigged” remark set Washington apart from the many governments that congratulated Lula, the BBC reported (see Brazil Election Claims).[7] Hoyer’s letter frames the Starlink limits as a test of whether US support for Ukraine is delivered as Congress intended.[8]

Economic & Industrial Power

Japan’s GMO Internet said up to 26,739 servers for automated currency trading may have been accessed, that it will compensate users for unauthorized trades, and that it will reject an extortion demand (see Cyber Front).[9]

Score 2/5Evidence confidence: MediumTrend: Deteriorating

Technology & Critical Infrastructure

Bitsight counts nearly 37 million internet-facing systems running PHP or related software, which keeps the PHP2Shell flaws a broad risk, The Hacker News reported.[10] Musk said overnight on October 24-25 that SpaceX closed a “loophole” after Ukraine broke Starlink’s terms of service, NBC reported.[11]

Domestic Politics & Information

Sen. Adam Schiff said on October 25 that Hegseth should testify on the Starlink slowdown if Democrats win the Senate, and said “somebody is lying here.”[12] In Brazil, Flávio Bolsonaro called the result “inexplicable” and asked for it to be annulled.[13]

Strategic Leverage & Outcomes

Claims of fraud and of who controls a key military network both shaped the window, with little evidence offered for either. Assessment: US interests are served by clear facts on who limited Starlink for an ally at war, and by not lending weight to fraud claims made without evidence.[14]

Score 2/5Evidence confidence: LowTrend: Deteriorating

Strategic assessment

Relative advantage
Those who make fast, unsupported claims, which spread before courts or officials respond.
Critical vulnerability
Trust in election results in Brazil, and in Starlink access for Ukraine.
Decisive uncertainty
Who decided to limit Starlink and Starshield speeds.
Likely trajectory
More fraud claims in Brazil and more pressure on Musk before November 3.
Strategic outcome
Not yet determinable.
