This Africa security update for October 20, 2026 covers UN alarm over drone strikes that wounded at least 19 people in an Abyei market and hit Khartoum, Ethiopia’s prime minister warning Eritrea of extremely severe consequences, and Somalia’s opposition rejecting the 2027 election timetable (see yesterday’s Africa security update and the War Room).[1]
Sudan: UN Condemns Drone Strikes on Abyei and Khartoum
Drone strikes on October 19 injured at least 19 people in a busy market in Abyei, the disputed area on the Sudan–South Sudan border, and hit several places in Khartoum, including an area near the airport, where one civilian was reportedly killed and some flights were cancelled.[10] Over the weekend, drone attacks reportedly killed at least 19 people, 10 of them children, in West Darfur, South Darfur and North Kordofan. UN spokesperson Stéphane Dujarric said the UN was alarmed by the continuing strikes, and Under-Secretary-General Rosemary DiCarlo again urged the warring parties to return to negotiations.
The strikes deepen a humanitarian emergency in which 20 million people face acute hunger and famine risk is rising in parts of Darfur and Greater Kordofan. The UN also mourned a Sudanese Red Crescent volunteer killed last week while giving first aid at a health center in Um Darfa, Blue Nile State, after a drone attack (see War Crimes and Civilian Harm).[11]
Horn of Africa: Abiy Warns Eritrea of Severe Consequences
Prime Minister Abiy Ahmed, in a Tigrigna-language interview broadcast on October 19, called on Eritrea to embrace peaceful relations and shared development with Ethiopia and warned that continued rejection of cooperation would have extremely severe consequences, according to state media.[12] In a separate interview with the state broadcaster, he said Eritrea once had more than 300 industries and that its Red Sea ports have declined, describing Massawa as emptied and Assab as a ghost town (see Statements).[13] Eritrea’s information minister, Yemane G. Meskel, called Ethiopia’s statements on rebuilding its navy and seeking sea access a war of aggression, according to a conflict tracker that grades the item as a claim.[14]
Abiy also turned on Tigray’s former ruling party. He said the Tigray People’s Liberation Front, which his government calls illegal, violated the Pretoria peace agreement by acquiring weapons and mobilizing young people for another war,[15] and he urged armed Tigrayan youth to surrender peacefully.[16] A conflict tracker logged no verified change of control or drone strike in Tigray on October 19.[17]
Somalia: Opposition Rejects 2027 Election Timetable
The Somali Future Council, the main opposition coalition, on October 19 rejected the federal government’s 2027 election timetable, saying President Hassan Sheikh Mohamud directed it without an inclusive political agreement and warning of further political action.[18] The national electoral commission had set elections for both houses of parliament on April 15, 2027, and the presidential vote on May 15. The opposition argues that Mohamud’s term has ended, while he says constitutional changes passed this year give him an extra year and a path to direct, one-person-one-vote elections.[19]
Regional politics also shifted. Hirshabelle’s president dismissed the governor of Hiiraan region and named Muse Salad Weheliye in his place, days after the governor criticized how livestock-market tax revenue from Beledweyne is shared; the presidency did not link the two.[20] On the counterterrorism front, a new report by the Africa Center for Strategic Studies said Islamic State’s Somalia branch has suffered a major drop in its finances after Puntland operations with US support.[21]
South Sudan: Attacks Near Bor Kill Five
Attacks on the outskirts of Bor, the Jonglei State capital, killed five people over the weekend, local officials and police said. Caretaker county commissioner Daniel Deng Panchol said gunmen attacked four passenger vehicles at Ajalou junction around 6:40 PM on October 17, killing four people, including a 9-month-old baby, and that a farm attack on Sunday morning in Akollo village killed a local wrestler.[22] The state police spokesperson said police can only patrol the area, not hold it, and local civil society urged the caretaker state government to end inter-communal violence.
Congo: Ebola Reaches an Eighth Province
Nord-Ubangi has become the eighth Congolese province hit by Ebola, with two confirmed cases and one death in Wapinda health zone, according to Health Ministry data to October 17.[23] Africa’s top public health agency and Congolese officials raised concerns over $700 million in Ebola aid that is unaccounted for and asked aid groups to disclose their finances, as the outbreak spread to Kenya and Uganda.[24] At the UN food security committee in Rome, Secretary-General António Guterres warned that 266 million people face acute food insecurity worldwide, with Congo among the worst hit.[25]
East Africa: US Raises Kenya Travel Warning
The United States raised its travel advisory for Kenya on October 19 from Level 2 to Level 3, telling Americans to reconsider travel because of Ebola, crime, kidnapping, terrorism, civil unrest and road safety, and kept a Level 4 do-not-travel warning for Nairobi’s Eastleigh and Kibera neighborhoods and parts of several counties.[26] Kenya’s Ebola cases rose to eight on October 18, and health officials say there is no evidence of wider community spread.
In Uganda, Robert Kabera, a 50-year-old former Rwandan army sergeant major and critic of President Paul Kagame, was found killed on the outskirts of Kampala over the weekend, Ugandan police said (see War Crimes and Civilian Harm).[27]
Sahel and Nigeria: Roadside Bomb Kills Nine Soldiers in Borno
Nine Nigerian soldiers were reportedly killed when a command-detonated bomb hit an army ambulance on the Gambarun–Logomani road in Borno State, part of the Dikwa main supply route, according to a military situation report dated October 17.[28] The report named the area of 3 Battalion in Gambarun Ngala and listed a vehicle, four rifles, a mine detector and a rocket launcher lost, but did not say who carried out the attack. The army has not confirmed it publicly. No new verified item from Mali, Burkina Faso or Niger was found in the sources checked.
Other Africa: South Africa Braces for Trade Exclusion
President Cyril Ramaphosa told South Africans to prepare for losing duty-free access to the US market under the African Growth and Opportunity Act, warning the impact would be devastating while urging calm.[29] Congress has renewed the program to the end of 2028 and the extension awaits President Trump’s signature, while South Africa, its largest beneficiary, faces scrutiny of its eligibility. Industry estimates tie about 125,000 jobs, including subcontractors, to vehicle exports.
Domestic Affairs
In Congo, protests by artisanal miners against controls on processing sites and mineral buyers disrupted several neighborhoods of Kolwezi, the copper and cobalt hub, on October 19.[30] In South Sudan’s Unity State, displaced people at the Bentiu protection-of-civilians site protested peacefully the same day against the reported end of World Food Programme food aid, warning of worsening hunger as floods and poor rains limit farming.[31]
War Crimes and Civilian Harm
Allegations are attributed; findings are not established unless stated.
In Sudan, the UN said drone strikes are killing civilians, including children, and condemned the targeting of aid workers after the killing of a Sudanese Red Crescent volunteer at a health center in Um Darfa, calling such attacks particularly heinous.[32] No party was named as responsible for the October 19 strikes in the UN account.
In South Sudan, the October 17 ambush near Bor killed four civilians, including a 9-month-old baby, and wounded the baby’s mother and four others.[33] In Uganda, the exiled opposition Rwanda National Congress called for a full investigation into the killing of Robert Kabera, warning that it has deepened fears among Rwandans living abroad, and his widow said she fears for her family’s safety.[34] In Nigeria, a coalition of rights groups, at a press conference in Enugu on October 17, demanded an independent investigation into alleged torture, secret detention and disappearances by security agents, citing survivors’ testimony.[35] All of these are allegations or official accounts unless stated otherwise.

The Abiy row uses the state news agency’s English text of a broadcast interview. Abiy’s warning to Eritrea and Ramaphosa’s trade remarks are paraphrased above because no full English transcript was available; no on-record English statement by a US or African military commander on Africa was found for the window.
What to Watch (Assessment)
- Eritrea’s official response to Abiy’s warning and any movement along the border.
- Further drone strikes on Khartoum’s airport area and on Abyei.
- Whether Somalia’s government and opposition reopen talks on the election timetable.
- Ebola’s spread beyond Wapinda and the accounting of response funds.
- Whether South Africa is named for exclusion from the US trade program by November 2.
Geography & Strategic Position
The window’s danger zones ran from the Sudan–South Sudan border to the Red Sea. Drones struck the disputed Abyei area and Khartoum, while Ethiopia’s prime minister turned his attention to Eritrea’s ports of Massawa and Assab, the coastline at the heart of Addis Ababa’s push for sea access (see Sudan and Horn of Africa).[2] In Nigeria’s northeast, a roadside bomb hit a main army supply route in Borno.
Military & Security
No new US strike, deployment or operation in Africa appeared in the war.gov feed for the window, and U.S. Africa Command’s public log lists 86 strikes so far in 2026, the latest on September 25.[3] The fighting that mattered was local: Sudan’s drone war, raids around Bor in South Sudan and a bomb that reportedly killed nine Nigerian soldiers (see Sudan, South Sudan and Sahel and Nigeria).
Score 2/5Evidence confidence: MediumTrend: Deteriorating
Alliances & Diplomatic Networks
Ethiopia’s prime minister arrived in Eldoret as guest of honor at Kenya’s national heroes’ day, a visit that underlines ties with its southern neighbor while Addis Ababa presses Eritrea.[4] Washington’s leverage showed through trade and travel: South Africa’s president told the country to prepare for exclusion from the US duty-free trade program, and the State Department raised its warning for Kenya (see Other Africa and East Africa).
Economic & Industrial Power
South Africa’s car industry has about 86,000 jobs directly tied to duty-free access to the US market, and any exclusion from January 1 must be announced by November 2.[5] In Congo, artisanal miners disrupted parts of Kolwezi, the copper and cobalt hub, in protest at mineral-trading checks (see Domestic Affairs).
Score 2/5Evidence confidence: MediumTrend: Stable
Technology & Critical Infrastructure
Armed drones are now the main weapon against Sudan’s cities and services; the UN said the strikes are disrupting essential services, and Monday’s attacks near Khartoum’s airport led to cancelled flights.[6] Ebola’s spread to an eighth Congolese province is testing health systems from Kinshasa to Nairobi (see Congo).
Domestic Politics & Information
Somalia’s political crisis deepened as the opposition rejected the electoral commission’s April and May 2027 dates (see Somalia).[7] Ethiopia’s government used a long state media interview to make its case against both Eritrea’s leadership and Tigray’s former ruling party, while Eritrea’s information minister called Ethiopia’s naval ambitions a war of aggression, according to a conflict tracker.[8]
Strategic Leverage & Outcomes
Ethiopia holds the initiative in the Horn, pairing military pressure in Tigray with open warnings to Asmara, but its sea-access campaign risks a wider war on the Red Sea coast.[9] Assessment: US interests are best served if the Horn’s rivalry stays below open interstate war, Sudan’s warring parties return to talks, and Somalia’s leaders agree on an election path that keeps the fight against al-Shabaab and Islamic State on track.
Score 3/5Evidence confidence: MediumTrend: Deteriorating
Strategic assessment
- Relative advantage
- Ethiopia’s federal government, which holds military momentum in Tigray and the diplomatic initiative toward Eritrea.
- Critical vulnerability
- Sudan’s civilians, with 20 million people facing acute hunger as drone strikes hit markets and services.
- Decisive uncertainty
- Whether Eritrea answers Ethiopia’s warning with force or talks.
- Likely trajectory
- More drone strikes in Sudan and a longer standoff over Somalia’s elections.
- Strategic outcome
- Not yet determinable.
