This Africa security update finds Washington urging Ethiopia’s prime minister to de-escalate as federal forces pause at the Eritrean border, Congo banning 13 opposition parties including Joseph Kabila’s, and drone strikes killing civilians in Darfur and Blue Nile (see yesterday’s Africa security update and the Africa News Hub).[1]

Ethiopia Pauses at the Border as Rubio Urges Restraint

Rubio spoke by phone with Ethiopian Prime Minister Abiy Ahmed on October 14 and urged dialogue under the 2018 Ethiopia-Eritrea peace deal, the State Department said in a statement reported on October 16.[24] He said the region could not tolerate more conflict, according to that statement.[25] Federal forces and the allied Tigray Peace Force captured Adigrat on October 9 and 10 and reached the border town of Zalambessa by October 12.[26] On the central axis, they advanced 50 miles in two days to take Adwa, and in the west they moved from Shire to Axum and the outskirts of Sheraro.[27] Tigrayan fighters and reported Eritrean forces have withdrawn to defensive positions near the border, including toward Badme.[28] Pro-government sources accused Eritrean forces of shelling the Mereb–Rama border bridge on October 14.[29] Ethiopian politician Jawar Mohamed claimed on October 15 that Addis Ababa had set conditions on Eritrea in talks with international officials.[30] Ethiopia’s foreign minister had told the UN Security Council that Eritrea carried out an “all-out invasion,” a claim Eritrea rejects.[31] A rights researcher told reporters this week that shelling had killed and wounded civilians in southern Tigray, without identifying who fired.[32]

Sudan: Drones Hit Darfur and Blue Nile as Geneva Talks Are Planned

A drone strike in the Furawiya area of North Darfur on the evening of October 14 killed two people and injured eight, the local emergency room said.[33] The Sudanese Red Crescent said volunteer Badr El Din Omar Musa was killed on October 14 when Umm Darfa in Blue Nile came under bombardment.[34] South Darfur authorities imposed three months of emergency measures.[35] Darfur Governor Minni Minawi urged Sudan and Egypt to coordinate their investigations into deadly strikes on gold miners near the border and to publish the findings.[36] He said Egypt’s diplomats in Port Sudan had expressed regret over the casualties.[37] The army and Joint Forces captured Sawdiri on September 25 and Al-Mazroub on October 2, one of the last big RSF-held areas in North Kordofan, an open-source investigation found.[38] The UN and Switzerland will co-host a sixth consultative meeting in Geneva to coordinate peace initiatives, a UN spokesperson announced.[39]

Congo Bans 13 Kabila-Linked Parties as UN Says Ceasefire Elusive

Deputy Prime Minister and Interior Minister Jacquemain Shabani signed an order on October 15 banning the activities of 13 parties nationwide.[40] The list includes Kabila’s PPRD, former Prime Minister Matata Ponyo’s LGD, Corneille Nangaa’s ADCP and Thomas Lubanga’s UPC.[41] The order demands “flawless” enforcement but gives no reason for the ban.[42] It follows Kabila’s move to lead the Front pour la Refondation de la Nation, a political rebranding of the M23 rebellion’s alliance.[43] UN envoy Huang Xia told the Security Council on October 13 that “a genuine ceasefire remains elusive” in eastern Congo.[44] He said clashes continue in Mwenga and Fizi in South Kivu and in Masisi, Lubero and Walikale in North Kivu.[45]

Somalia: Laftagareen Forces Take Bay Districts

Forces loyal to former South West State President Abdiaziz Laftagareen seized Buurhakaba after heavy fighting on October 15, residents said.[46] They also entered Berdaale, Diinsoor and Awdiinle after federal and state troops withdrew, according to residents.[47] Laftagareen’s office said on October 16 that the operations aimed “to ensure security, restore stability, and uphold law and order.”[48] The October 15 report carried Laftagareen’s claim on Buurhakaba, and residents have now confirmed the federal withdrawal.[49] Separately, intelligence chief Mahad Mohamed Salad said operations over the past year killed more than 20 senior al-Shabaab leaders.[50] He named commanders who handled intelligence, explosives and finance, including Abdullahi Osman Mohamed and Suleiman Omar Fidow.[51] He said the agency is continuing operations against the group’s leaders and networks with help from international partners.[52]

Sahel: JNIM and Islamic State Fight Their Deadliest Round Since 2022

Al-Qaeda’s Sahel affiliate JNIM and Islamic State Sahel Province have fought several large clashes in the Burkina Faso, Mali and Niger border area in recent weeks.[53] Analysts call it the deadliest period of fighting between the two groups since at least 2022.[54] The clashes are likely tied to competition over supply corridors through eastern Burkina Faso toward coastal states.[55] Islamic State fighters likely opened a major attack on JNIM across the Mali-Burkina Faso border on October 9, with most fighting in Burkina Faso’s Oudalan province.[56] Initial reports put the dead at about 60 fighters, including 50 from JNIM, while the Islamic State claimed on October 12 to have killed more than 400.[57] JNIM has mobilized a large retaliatory force since October 12, including about 150 reinforcements moved from Kidal to Tin Akoff on October 13.[58]

Domestic Affairs

In Congo, politicians and institutions raised concern about the security and political effects of the party ban.[59] The order was copied to the president, the prime minister, the national police and the intelligence agency.[60] In Ethiopia, a local think tank argued on October 15 that Ethiopia “may cross into Eritrea” to remove threats, framing war as self-defense.[61] In Sudan, a rights group asked authorities to confirm reports that people fleeing the border strikes were detained in Port Sudan.[62] Sudan’s army chief ordered a fact-finding committee into the miners’ deaths, and the national rights commission announced its own inquiry.[63] In Somalia, residents said most of the Bay advances came without major fighting except at Buurhakaba.[64] Laftagareen’s office thanked residents of the captured districts and pledged to protect South West State’s constitutional institutions.[65]

War Crimes and Civilian Harm

Allegations are attributed; findings are not established unless stated.

The UN recorded 2,186 rights violations by armed groups in Congo between March 16 and September 15, half of them attributed to M23.[66] The Islamic State-linked Allied Democratic Forces were reportedly involved in 211 incidents that killed 468 civilians in the same period.[67] In Sudan’s Kordofan region, a women’s network documented more than 71 cases of sexual violence in a single week at times.[68] Drone strikes on El Obeid killed a child and injured 12 at Sheikan College on September 28, according to the same investigation.[69] The city’s main displacement camp added more than 1,200 tents between August 4 and October 4 as people fled the fighting.[70] In Congo, the UN report also noted heavier use of armed drones, artillery and explosives in populated areas.[71]

Seven lenses

Analysis

About the framework

Geography & Strategic Position

Ethiopian federal forces now hold Tigray’s major cities and sit near the Eritrean border at Zalambessa, Adwa and the outskirts of Sheraro after an operational pause since October 12 (see Ethiopia Pauses at the Border).[2] In Somalia, the fight over South West State spread across the Bay region beyond Baidoa.[3]

Military & Security

Analysts expect a low-intensity Ethiopia-Eritrea border war with an Ethiopian air campaign in the short term, with a larger invasion possible later.[4] In Sudan, the army and allied Joint Forces advanced in North Kordofan while drones kept hitting civilians in El Obeid and Darfur (see Sudan).[5]

Score 2/5Evidence confidence: MediumTrend: Deteriorating

Alliances & Diplomatic Networks

Secretary of State Marco Rubio’s call to Abiy Ahmed put Washington behind the 2018 Ethiopia-Eritrea peace framework, adding to Britain’s earlier appeal.[6] The UN and Switzerland are preparing a sixth Geneva meeting to coordinate Sudan peace efforts.[7]

Economic & Industrial Power

The Sudan-Egypt border strikes on artisanal gold miners have stalled cross-border trade and strained ties between Cairo and Port Sudan (see Sudan).[8] Ethiopia’s push for sea access via Eritrea’s port of Assab remains the economic grievance underneath the border crisis.[9]

Technology & Critical Infrastructure

Armed drones are now the defining weapon across the continent’s wars, from El Obeid and Furawiya in Sudan to North and South Kivu in Congo.[10] In North Darfur, telecom cuts and lack of Starlink access left emergency volunteers hard to reach after a drone strike.[11]

Domestic Politics & Information

Kinshasa’s ban on 13 parties, issued without stated legal grounds, narrows political space as Kabila’s new rebel front gains attention (see Congo).[12] In Somalia, rival claims of legitimacy in South West State are now being settled by force.[13]

Score 2/5Evidence confidence: MediumTrend: Deteriorating

Strategic Leverage & Outcomes

Addis Ababa has built a legal case for self-defense that could justify action inside Eritrea, which gives it escalation choices that Asmara lacks.[14] Outside pressure from Washington and London is so far limited to phone calls and statements.[15]

Strategic assessment

– Who holds the initiative: Ethiopia on the Tigray front; the RSF and the army trade it in Sudan.[16]

– Most dangerous course: An Ethiopian air campaign into Eritrea that turns the border standoff into an interstate war.[17]

– Most likely course: Isolated border clashes and continued diplomatic appeals.[18]

– Indicator to watch: Any Ethiopian strike on Eritrean territory near Assab or Badme.[19]
