Cuba Security Update — October 14, 2026
Cuba’s generation falls to 1,026 megawatts, its energy minister rejects US calls for free elections, and a Sherritt nickel deal is floated.
Key Takeaways5 things to know
- Cuba’s available generation fell to 1,026 MW on October 14, down 44 MW in a day, as Havana reported 139 distribution circuits affected at dawn (see The grid).[20]
- Energy Minister Vicente de la O Levy told an interviewer that US demands include free elections and multiparty politics and said Cuba will never accept them, without confirming talks on privatizing the state oil company (see Fuel, mining and sanctions).[21]
- Levy said Cuba could keep its Moa nickel venture with Sherritt if a Dallas firm tied to a former Trump official buys control of the Canadian company (see Fuel, mining and sanctions).[22]
- A press investigation documented 11 Cubans sent by Russia to Uzbekistan this year without being told their destination (see Foreign ties).[23]
- A press-freedom group said State Security threatened a detained journalist that her daughter would not get surgery if she kept reporting (see War Crimes and Civilian Harm).[24]

The grid
CiberCuba’s tracker reported available generation of 1,026 MW on October 14, against 1,070 MW the day before, a 4.1% fall.[25] That compares with an average of 1,183.33 MW over the six days with data in the prior week, so capacity is drifting lower rather than recovering.[26] The Havana electricity company reported 139 distribution circuits affected and 312 MW of shortfall at 6 a.m.[27] Holguín’s provincial company reported 130 MW affected at the same hour, and a rotation cut in Sao Arriba had lasted 20 hours and 35 minutes.[28] The latest assessed maximum shortfall was 1,899 MW on October 12, a level the tracker classes as critical.[29] Demand and solar output for the day had not been confirmed when the tracker updated at 7:33 a.m.[30] The tracker does not record a nationwide collapse in the window, but the falling availability means any plant trip would widen blackouts.[31]
Fuel, mining and sanctions
Levy was asked whether Washington had tied any easing of sanctions to privatizing Unión Cuba-Petróleo, the state oil company, and he did not confirm such talks.[32] He instead listed reported demands to privatize mining, tourism and the wider economy, to end the Communist Party’s leading role, to allow more parties and to hold free elections.[33] In a separate interview, Levy said Cuba could keep operating the Moa nickel venture under existing rules if Gillon Capital, a Dallas firm linked to Ray Washburne, completes its proposed purchase of 55% of Sherritt’s shares.[34] Washburne led the US International Development Finance Corporation during Trump’s first term, and the deal would give the investor control of the company that holds half of the Moa business.[35] Levy made any restart conditional on resolving the obstacles facing the business, and Sherritt suspended its direct involvement in Cuba on May 7 after US sanctions widened.[36]
Foreign ties
A CubaNet investigation published October 13 documented 11 Cubans sent by Russian authorities to Uzbekistan between March and September 2026.[37] All of them said they expected to be returned to Cuba and learned of the transfer only after landing in Tashkent, with no written notice of the procedure.[38] One, a 73-year-old woman, arrived in August without money or a phone and slept in the airport for days before finding a hostel used by other Cubans in the same position.[39] Uruguay’s Foreign Minister Mario Lubetkin called the situation in Cuba the most serious it has been and said dialogue is needed both between Washington and Havana and within Cuban society.[40] In the wider region, the State Department recalled its chargé d’affaires in Nicaragua for “critical consultations” after Managua refused to accept Washington’s nominated ambassador, Natasha Franceschi.[41]
Domestic Affairs
Cuba’s statistics office reported an average state wage of 7,354.2 pesos for January to August, up 6.12% from a year earlier, which is under $9.50 at the informal rate.[42] Year-on-year inflation stands at 25%, and agricultural workers earn an average of 6,903 pesos, against 14,743 in construction.[43] On the informal market the dollar closed October 13 at 793 pesos and the euro at 888, both 30-day highs, and the dollar is up 99 pesos in a month, although the outlet said that comparison may partly reflect index method changes.[44] In Guantánamo, at least 60 people were detained in an Interior Ministry raid on illegal gold mining at El Yarey in Yateras, according to an official Facebook profile, and some may face charges of soil contamination and disobedience.[45] There was no other official confirmation of the raid or the number of arrests.[46] Firefighters renewed warnings against storing fuel in plastic tanks after an October 11 fire at a workshop in Manzanillo injured five people.[47] These steps show the state policing the informal economy that wage and currency figures push Cubans toward.[48]
War Crimes and Civilian Harm
Allegations are attributed; findings are not established unless stated.
Independent journalist Yunia Figueredo said she and her husband, Frank Correa, were detained by State Security on October 12 and held at Villa Marista in Havana until 2:30 p.m.[49] The press-freedom group ICLEP said an officer told Figueredo during questioning that her younger daughter would never get a needed operation if she kept up “counterrevolution.”[50] The group said she was held about five and a half hours without access to a bathroom or water, and her husband said he was threatened with travel restrictions.[51] Activist Anamely Ramos said 30 special-brigade guards joined a large search at Guanajay prison on October 9, during which guards handcuffed several inmates, including the rapper Maykel “Osorbo” Castillo, and held him down to shave his head.[52] These are allegations by detainees, rights groups and activists, and no independent body has ruled on them.[53]
Statements by Military Leaders
Energy and Mines Minister Vicente de la O Levy: “The intention of the United States is to subjugate the people of Cuba and the Cuban revolution, and that will never happen.”[54] Levy on the Sherritt deal: “What the American company would be buying are shares of Sherritt, not of the joint venture.”[55] State Department spokesperson Tommy Pigott: the refusal shows “total unwillingness to engage in a productive diplomatic dialogue.”[56] Uruguay’s Foreign Minister Mario Lubetkin: “Cuban society needs to reconnect in some way to project its own future as a society.”[57] Cuba’s Fire Department, via the Interior Ministry: “If we prevent regrettable incidents, we avoid the loss of human lives and materials.”[58]
What to Watch (Assessment)
Watch whether available generation falls below 1,000 MW and pushes Havana’s shortfall higher.[59] Watch for Sherritt or Gillon to report progress on the share deal and any restart plan for Moa.[60] Watch whether Havana or Washington confirms talks on oil-sector reform.[61] Watch for Russia or Uzbekistan to respond to the deportation reports.[62] Watch for official charges against the Guantánamo miners and new detentions of journalists.[63]
Geography & Strategic Position
Cuba’s crisis stayed internal in the window: the grid kept failing from Havana to the eastern provinces, while the outside pressure came through deals, deportations and diplomacy rather than any military move near the island (see The grid).[1] Some local rotation cuts lasted more than 20 hours at a stretch, leaving parts of the island dark for most of a day.[2]
Score 2/5Evidence confidence: MediumTrend: Deteriorating
Military & Security
No US military or Cuban armed forces activity was reported in the sources checked for the window, and the security story was internal policing, led by an Interior Ministry raid on illegal gold mining (see Domestic Affairs).[3] Washington’s tougher line in the region showed in Nicaragua, not Cuba, when the State Department recalled its top diplomat from Managua (see Foreign ties).[4]
Alliances & Diplomatic Networks
Havana found little relief abroad, as Russia’s handling of deported Cubans and a call for dialogue from Uruguay’s foreign minister both drew attention to its record (see Foreign ties).[5] The regime’s main channel to Washington remains indirect, running through company deals and interviews rather than talks it will confirm.[6]
Score 2/5Evidence confidence: MediumTrend: Stable
Economic & Industrial Power
Official data show state wages rising far slower than prices, while the peso kept falling on the informal market, so household purchasing power continues to shrink (see Domestic Affairs).[7] The proposed US-linked purchase of Sherritt shows that Havana will accept American capital in its nickel business if the structure leaves its joint venture untouched (see Fuel, mining and sanctions).[8]
Technology & Critical Infrastructure
Available generation fell again, and the critical shortfall assessed two days earlier shows the grid has little buffer against the next plant failure (see The grid).[9] Firefighters’ warning about fuel stored in plastic tanks after a major workshop fire in Granma suggests that scarcity is pushing fuel risks down to households and firms.[10]
Score 1/5Evidence confidence: MediumTrend: Deteriorating
Domestic Politics & Information
Reports of pressure on journalists and political prisoners continued, according to activists and press-freedom monitors (see War Crimes and Civilian Harm).[11] Cuba’s energy minister used a foreign interview to cast US calls for free elections as an attack on the revolution, keeping the one-party system off the table.[12]
Strategic Leverage & Outcomes
For US interests, the window showed sanctions pressure yielding commercial openings, such as a US-linked bid for Sherritt, without any political concession from Havana.[13] The regime’s refusal to discuss multiparty politics leaves Washington’s leverage mainly economic, and the grid’s decline raises the risk of unrest and migration that would touch US borders.[14]
Score 2/5Evidence confidence: MediumTrend: Stable
Strategic assessment
- Relative advantage
- The United States, whose sanctions and investors shape Cuba’s options in energy and mining.[15]
- Critical vulnerability
- Cuba’s power grid, whose available generation keeps falling.[16]
- Decisive uncertainty
- Whether the Sherritt share deal closes and restarts nickel production at Moa.[17]
- Likely trajectory
- Longer blackouts and rising informal prices, with continued arrests of critics and informal miners.[18]
- Strategic outcome
- Not yet determinable; no talks or reforms were confirmed in the window.[19]
