Key Takeaways5 things to know
- Online claims that Ukraine’s data-centre strikes silenced pro-Kremlin bots remain unproven, because the cited traffic drop measured routine automated requests rather than propaganda accounts (Fact-checks; Russian operations).[20]
- Federal prosecutors moved against two threats to American technology, a North Korean remote-worker revenue ring and an alleged bugging of an OpenAI executive room (Iranian and other state actors; AI and platforms).[21]
- Britain and the EU expanded defences against foreign information manipulation, from a new UK information-defence centre to EU detection projects opened to candidate countries (US and allied countermeasures).[22]
- Pro-Kremlin outlets recast strikes on Ukraine as retaliation or anti-Nazi defence while denying documented attacks on civilians, a narrative set rated false on October 13 (Russian operations; War Crimes and Civilian Harm).[23]
- US election rumors leaned on old or edited material, including a cut Obama speech, a misattributed health quote and a recycled ballot-marking warning (Fact-checks of viral claims).[24]

Russian operations
Since the prior edition’s coverage of strikes on Yandex sites, drones hit a Sberbank data centre in Balakovo, Saratov Oblast, roughly 650-700 km from the Ukrainian border.[25] The facility is Russia’s largest data centre by design power, at 82 MW.[26] Sberbank First Deputy CEO Alexander Vedyakhin confirmed the attack but said “all of Sberbank’s systems and services are operating normally and without disruption.”[27] Sberbank’s GigaChat and Yandex’s YandexGPT split Russia’s domestic AI market.[28] Whether the strikes touched propaganda output is weighed in the fact-checks below.[29]
Meanwhile, a narrative set reviewed by a Ukrainian fact-checking project on October 13 showed Sputnik claiming that Russian strikes on Ukrainian data centres are part of Europe’s “salvation from Nazism.”[30] A second Sputnik line claimed that NATO is rehearsing an offensive against, or a blockade of, Kaliningrad.[31] The review rated both claims false and cited Lithuanian authorities as saying Russia raised the number of GPS-spoofing antennas in the Kaliningrad region from three to 36 over the past year.[32] The review describes the mechanism as inversion: Russia’s own strikes and electronic interference are recast as defence, and Second World War imagery supplies the justification.[33]
“Protecting compatriots” note
A new compatriot-framed statement came at Moscow’s Catherine Forum on resettlement on October 13, where Foreign Ministry spokeswoman Maria Zakharova said foreigners and compatriots abroad see Russia as offering “a real lifeline” (translation ours).[34] She said Russian consulates had issued 1,989 visas by October 4 under a presidential decree that lets foreigners who reject their own governments’ policies live temporarily in Russia without proving Russian-language ability.[35] A greeting from Vladimir Putin read at the forum said Russia would keep assisting “our compatriots and citizens of other states who share traditional spiritual and moral values” (translation ours).[36] These are stated Russian framings of a resettlement policy; the opened texts claim no right to intervene abroad, and no independent data on the visa figures were found.[37]
Chinese operations
An official familiar with China’s united front work warned in Taipei that Beijing is likely to use deepfake videos, fake accounts and targeted disinformation to sway the Taipei mayoral election, according to a relayed report published October 13.[38] The official said the route through Chinese immigrant spouses has narrowed, since several of the 25 registered as candidates are reportedly ineligible under household-registration rules.[39] Xu Chunying, who led a cross-strait marriage association that Taiwan dissolved in May, was sentenced in August to seven years, including for acting at Beijing’s direction to influence Taiwanese politics.[40] The stated mechanism is substitution: as prosecutions close proxy networks, pressure shifts to short, intense online “cognitive warfare” against chosen candidates.[41] No platform takedown or government attribution tied to the Taipei race appeared in the sources checked.[42] Separately, an indictment unsealed October 13 charges ten China-based individuals in the North Korean scheme shown in the operation card below.[43]
Iranian and other state actors
Seyyed Mohammad Amin Aghamiri, secretary of Iran’s Supreme Council of Cyberspace, claimed that about 80 percent of Starlink packets in Iran were disrupted during December’s unrest and that Iranian specialists have built several systems to identify and jam satellite terminals.[44] He also said most cyberattacks on Iran last week were contained, though attackers succeeded in two cases.[45] In a warning reported October 13, Iranian security chief Mohsen Rezaei said that cables, data centres and AI facilities across the region could be attacked if war with the United States resumes.[46] That warning follows IRGC target lists published in March that named US technology firms and Gulf cloud infrastructure.[47] A security scholar said the warning identifies “a new category of strategic infrastructure” linking Gulf economic diversification to American technological power.[48]

Prosecutors say the scheme earned about $3 million for the workers and that the money went to sanctioned entities.[50]
AI, deepfake and platform developments
Brazil’s Superior Electoral Court on October 13 ordered Attorney General Jorge Messias and Meta to remove, within 24 hours, an AI-generated Instagram video supporting President Luiz Inácio Lula da Silva.[51] Justice Marco Aurélio Bellizze ruled that the video carried no synthetic-content label, and that removal does not depend on its realism or on proof that voters were misled.[52] The order partly granted a complaint from Senator Flávio Bolsonaro, Lula’s run-off opponent.[53]
In Colorado, the state’s first campaign-finance complaint over a deepfake is headed for a hearing before the Secretary of State’s Elections Division.[54] State Senator Cathy Kipp alleges that an Independence Institute video shows an AI-generated version of her pocketing a customer’s change to mock her support for Proposition NN.[55] The institute says the video, which admits near its end that it is AI-generated, is satire exempt under a 2024 state law.[56] Both rules rest on disclosure: Brazil’s court enforces labels regardless of realism, while Colorado’s 2024 law requires disclosure but exempts satire.[57]
At OpenAI, federal prosecutors charged engineer Abdulrahman Alfozan, a Saudi national, with intercepting oral communications after a concealed recording device was found in an executive conference room in San Francisco on September 30.[58] The complaint alleges that a chatbot account linked to his spouse submitted prompts about building, encrypting and remotely accessing such a device.[59] Prosecutors have not named an intended recipient or alleged that he acted for a foreign government.[60]
US and allied countermeasures
British Foreign Secretary Ed Miliband used the Warsaw Security Forum on October 13 to cast Russian hybrid attacks on energy, infrastructure and “the information space” as a direct threat to Britain.[61] His department said a new National Centre for Information Defence and a new partnership with Germany on hybrid threats will strengthen British defences.[62] The same day, the European Centre for Democratic Resilience opened its joint projects to EU candidate and potential candidate countries, including Ukraine, Moldova and the Western Balkans.[63] The projects include common methods to detect foreign information manipulation and training to protect journalists and fact-checkers.[64] The EU and Ukraine also reported on their fifth Cyber Dialogue, held October 9, which covered cyber sanctions and Ukraine’s alignment with EU cyber law.[65]
In the United States, the North Korean and OpenAI cases above were the window’s main counterintelligence actions (see Statements).[66] The Department of War’s news feed carried a CENTCOM blockade-enforcement story but no information-operations item.[67] Both European steps build shared detection and training capacity, while the US actions in the window were prosecutions.[68]
Fact-checks of viral claims
Verified
An ad attacking Maine Democratic Senate candidate Troy Jackson aired in Portland, Oregon, rather than Maine: true, checked October 13.[69] Google ad-transparency records show the ad, paid for by the super PAC Defending Main Street, ran in Oregon and Washington state from October 8 to 12; the PAC blamed its vendor.[70]
False
A video showing Barack Obama calling ordinary people too “small-minded” to govern themselves is edited and false, checked October 13.[71] The clip, shared almost 10,000 times, cuts words from a March 26, 2014 Brussels speech showing he was describing an “alternative vision” he opposed.[72]
A quote attributing “infertility is genetic” to Health Secretary Robert F. Kennedy Jr. is false, checked October 13.[73] No authentic record shows him saying it, and versions of the joke appear on X in 2022 and in humor books from 1997 and 2002.[74]
A warning that a ballot is disqualified if a poll worker writes on it is false, checked October 13.[75] Election officials say such marks do not disqualify ballots unless they make selections unreadable, and several states require poll workers to mark ballots.[76]
Unverified or disputed
The claim that Ukraine’s strikes on Yandex servers took Russian propaganda bots offline, cutting pro-MAGA, AfD and other online activity, is unproven, checked October 13.[77] Traffic data shared as proof counted all automated Yandex requests, including search crawlers, and a disinformation researcher said the Russian campaigns he studies buy bot services run outside Russia.[78] Volodymyr Zelensky said on October 12 that people saw “fewer bots” after the strikes, but his office was reported on October 13 to have said he meant “the atmosphere on social media.”[79]
Donald Trump’s October 11 claim that Russia and Ukraine both agreed to an “energy ceasefire” is unproven, checked October 13.[80] Ukraine’s president said the agreement was news to him, and no Russian confirmation appeared.[81] In remarks reported October 14, the Kremlin said Trump’s statement had not specified the ceasefire’s scope, after an overnight attack that Ukraine said involved 39 ballistic missiles and 128 drones aimed mainly at energy targets.[82]
Domestic Affairs
Early voting in the US midterm elections is under way, and the window’s checked rumors fastened on voting mechanics and candidates rather than on foreign events, as the fact-checks above show.[83] Official messaging also drew scrutiny when EPA Administrator Lee Zeldin and Energy Secretary Chris Wright cast a Biden-era power plant rule as a threat to grid reliability, a claim experts told a fact-checker is unfounded.[84] The same review found the rollback will likely trim electricity prices slightly, while other administration energy policies are expected to raise them.[85]
In Ukraine, the presidential office’s walk-back of the bot remark shows Kyiv adjusting wartime messaging under outside scrutiny.[86] In Brazil, the electoral court’s labelling order lands ahead of the presidential run-off between Lula and Flávio Bolsonaro.[87] Domestic process fights, not foreign operations, produced most checked claims, which likely leaves foreign actors ready-made local material to amplify.[88]
War Crimes and Civilian Harm
Allegations are attributed; findings are not established unless stated.
The pro-Kremlin narrative set reviewed above also denied documented attacks on civilians.[89] Vladimir Putin claimed that Russian forces had never been the first to strike Ukrainian civilian infrastructure, a claim the review rated false.[90] Andrei Medvedev, an executive at state broadcaster VGTRK, claimed that Russia had “spared” Ukrainian civilians until Ukrainian strikes ended that restraint.[91] The review set those claims against the documented record, including the March 2022 bombing of the Mariupol Drama Theatre, the April 2022 Kramatorsk station strike that killed 60 people and the July 2024 strike on Kyiv’s Okhmatdyt children’s hospital.[92] The review identifies the mechanism as chronology reversal: dating escalation to Ukraine’s long-range strikes presents years of documented attacks as retaliation.[93] Status: these are attributed Russian claims and a fact-checking review; no new court or UN finding tied to information operations appeared in the sources opened for this edition.[94]
Statements by Officials
United States statements come first; statements by other governments, companies and state-linked voices follow and are labeled. Quotes are verbatim and attributed.
United States
Director of National Intelligence Jay Clayton, on the OpenAI arrest: “This serious situation underscores why winning the global super intelligence race is a national security prerogative.”[95]
Assistant Attorney General for National Security John A. Eisenberg: “North Korea’s rogue regime uses its pervasive IT worker schemes to raise revenue for various illicit purposes, including the development of weapons that could ultimately target the United States or its allies.”[96]
United Kingdom
Foreign Secretary Ed Miliband, before the Warsaw Security Forum: “Those who seek to weaken our democracies thrive on division, so our answer must be unity.”[97]
Ukraine
Foreign Minister Andrii Sybiha said Putin “is openly defying the United States and treating every attempt to stop this war with contempt.”[98]
Russia
Kremlin spokesman Dmitry Peskov, on the energy ceasefire: “Work on this matter is continuing.”[99]
What to Watch (Assessment)
- Whether researchers publish data that separate propaganda-bot activity from routine automated traffic after the data-centre strikes.[100]
- Whether Taiwanese authorities report deepfake or bot-account activity in the Taipei mayoral race before next month’s vote.[101]
- Whether Colorado’s Elections Division accepts the satire defence in its first deepfake hearing.[102]
- Whether Meta complies with the Brazilian removal order and whether similar labelling complaints follow before the run-off.[103]
- Whether Britain publishes the remit and first outputs of its National Centre for Information Defence.[104]
- Whether Moscow or Washington defines the scope of the claimed energy ceasefire, which would let fact-checkers test violation claims.[105]
- Whether prosecutors in the OpenAI case name an intended recipient of the recordings or any foreign link.[106]

Geography & Strategic Position
Strikes on data centres deep inside Russia made server location an information-war argument, but the opened evidence suggests Russian propaganda services are largely bought from providers abroad, so hitting domestic servers is a weak proxy for hitting influence networks.[1] Taipei’s mayoral race and the Gulf’s cable corridor were the other named pressure points, each tied to elections or infrastructure rather than a front line.[2]
Military & Security
Police and prosecutors, not armed forces, carried this window’s information-war actions.[3] Tehran’s claimed tools to locate and jam satellite terminals, if real, would extend wartime information control from internet shutdowns to space-based links.[4]
Alliances & Diplomatic Networks
European institutions widened the defensive network through shared detection projects and a British-German hybrid-threat partnership.[5] That model spreads the monitoring burden across allies, which serves US interests while Washington’s own effort ran through the courts.[6]
Economic & Industrial Power
North Korea’s remote-worker scheme shows deception used as a revenue engine for a sanctioned weapons programme.[7] Strikes on sites of Russia’s two leading AI developers raise the cost of its domestic technology stack, even though the bank hit said its services kept running.[8]
Technology & Critical Infrastructure
Two models for synthetic campaign media came into view: removal for any missing AI label, or a satire exemption about to be tested in a US state.[9] Iranian warnings show the internet’s physical layer becoming a declared target set.[10]
Domestic Politics & Information
Recycled and edited clips, not fresh fabrication, drove the midterm items checked, which keeps production cheap and makes archive checks the best defence.[11] Kyiv’s walk-back of its leader’s bot remark shows that friendly governments’ claims also need checking.[12]
Strategic Leverage & Outcomes
Measured against stated aims, allied countermeasures gained ground in law enforcement and institution-building, but no opened source showed a measured drop in hostile influence activity.[13] For US interests, the clearest gains were the North Korean revenue disruption and the AI-lab arrest, while the unproven ceasefire claim exposed Washington’s own messaging to contradiction.[14]
Strategic assessment
- Relative advantage
- Allied governments held the institutional edge.[15]
- Critical vulnerability
- Cause-and-effect claims spread faster than the data needed to test them.[16]
- Decisive uncertainty
- Whether the warned shift to deepfakes in Taipei materializes.[17]
- Likely trajectory
- More labelling disputes over synthetic campaign media.[18]
- Strategic outcome
- Not yet determinable; no narrative contest closed in this window.[19]
